There are no lump sum payments for pensioners in 2021. Elderly Russians received such a payment at the beginning of last year. In January 2021, all pensioners, without exception, were given five thousand rubles as compensation for the difficult 2016.

In 2021, pensions of older Russians grew less than they should have. With fairly high inflation in 2015, indexation turned out to be noticeably lower and did not compensate for the rise in prices. This is exactly what the five thousand that every pensioner in the country received was supposed to compensate.

One-time payment to pensioners in May 2021

In connection with the 73rd anniversary of Victory in the Great Patriotic War, a Presidential Decree decided to pay some senior citizens 10,000 rubles. Based on this act, pensioners will receive a lump sum payment in 2021. According to the approved list, this is 102,814 people. Regional authorities can independently establish additional one-time monetary amounts for Victory Day.

Funds of 1034.68 million rubles were allocated from the federal budget for the implementation of the program. According to the Decree, not all pensioner citizens are entitled to money. Persons who meet the requirements have the right:

belong to the category of a disabled person/participant of the Second World War, defined by the Law “On Veterans” No. 5-FZ, paragraph 1 of paragraph 1 of Article 2;
have citizenship of the Russian Federation;
permanently reside in Russia or such countries as Latvia, Lithuania, Estonia.

Who is entitled to

Among the recipients:

military, privates, commanding officers of internal affairs bodies, state security, intelligence/counterintelligence - participants in defensive and military operations who carried out special missions during the Second World War in the active army and behind enemy lines;
partisans, underground fighters who operated in the occupied territories of the USSR and other allied countries in the fight against Nazi Germany;
awarded a special medal “For the Defense of Leningrad”;
those who worked at enterprises, military facilities and equated to military personnel;
workers sent to the army;
disabled people from childhood who were injured during the fighting of the Second World War;
other persons according to the established list of the Law “On Veterans” No. 5-FZ, paragraph 1, paragraph 1, article 2.

Procedure for accrual and payment

Adopted on the basis of the above-mentioned Decree, Government Resolution No. 561 of 05/06/2018 approved the rules for making a one-time payment. For those who live in the Russian Federation, funds are paid by pension authorities:

Pension Fund (PFR) - for civil pensioners and those receiving two types of pension benefits for several reasons;
pension authorities of power ministries, departments - military (equated to such) pensioners;
judicial bodies - retired judges, retired.

For people living in the Baltic countries (the republics of Latvia, Lithuania, Estonia), amounts are paid by the pension departments of embassies and consulates in euros, converted at the current ruble exchange rate. The payment has a non-declaration, that is, automatic procedure. There is no need to submit an application or additional documentation confirming your status.

In some cases, a veteran may need to handle paperwork when the paying authorities do not have the title information. Situations are possible for veterans living in the Baltic countries. Then the money will be paid later than the designated dates (May - June 2021) after they confirm their status.

What benefits do pensioners have in 2021?

The set of benefits for Russian pensioners most often depends on the region in which a particular person lives. The fact is that most of the most significant and tangible benefits are financed by regional authorities. If a pensioner is lucky enough to live in a wealthy region, he will enjoy free travel and other benefits. If the region does not have money, then there will be no such benefits.

However, many benefits are guaranteed to pensioners throughout Russia. They are financed by the federal budget.

When repaying a loan to purchase housing, a retired person can count on reimbursement of personal income tax for the previous year. An application for receipt of such amounts is submitted to the Federal Tax Service before May 1 annually.

Working pensioners

Even for working citizens, the law of the Russian Federation provides benefits for pensioners in 2021. These include:

Tax deduction for the purchase of housing. A citizen has the right to return the withheld amount of personal income tax from wages for expenses for the purchase of housing, including under a mortgage lending agreement or shared construction. The law provides for payment for the last three years in one amount, provided there is no return for previous periods.

You can compensate for travel to a vacation spot once a year. Compensation for travel is paid after the tickets are handed over to the PF authority at the place of residence. When planning a vacation, you will have to pay the full price for tickets only if the carrier does not provide discounts, for example, for a war veteran.

Payment for housing and communal services and major repairs

The utility payment benefit is calculated as the ratio of total income to the amount of utility bills, and should not exceed 22% (the interest rate may vary for different regions). It is prescribed once every six months and is valid for six months. Applies to all types of utility payments. In rural areas it can be paid in money (cash or on a bank card).

A discount on the payment of contributions for major repairs is provided for:

persons over 70 years old - in the amount of 50% of the contribution amount;
after reaching 80 years of age - complete exemption from paying contributions.

Discounts for gasification of houses

Another expense item is gasification of the house. This process is expensive and is not always available to older citizens. The law does not directly provide for benefits and discounts for gasification, incl. for the elderly. However, they can contact the social security authority (social security) with an application to receive targeted assistance.

For single citizens, labor veterans, and disabled children, one-time payments are provided to improve their financial condition. In some regions, for example, in the Sverdlovsk region, assistance with gasification of houses for certain categories of pensioners is provided by public organizations, sometimes by contractors performing such work.

Additional payments to pensions in 2021

Those old-age pensioners who receive a very low payment receive an additional payment to their pension. It happens that a person worked honestly throughout his life, but upon retirement he was given a meager payment.

pensioners who receive payments under government support programs;
old age pensioners;
families who have lost their breadwinner;
people with disabilities;
military pensioners.

Working pensioners have the right to choose which compensation they will receive - wages or pension.

The list of those who cannot qualify for payment was established by law. The reasons why the categories of such persons were identified are quite extensive.

First of all, pensioners who do not permanently reside outside the Russian Federation will not receive support. The government decided that this category does not need additional money.

Military pensioners could also fall into the category of those who will be deprived of 5 thousand rubles, since many of them are of working age. However, their interests were still defended.

Who can qualify for a one-time payment?

As last year, the following categories of Russian pensioners can apply for additional financial assistance:

persons who receive an insurance pension under a government funding program;
citizens who are entitled to regular monthly payments upon reaching old age;
persons in case of loss of a breadwinner;
citizens receiving social benefits due to disability, including children with disabilities;
pensioners - former military personnel;
Russians of retirement age who continue to work - in 2021 they will be able to receive one type of subsidy to choose from - salary or pension.

At the same time, just like in 2021, not all Russian pensioners will be able to receive one-time government financial support. It is known that exactly such benefits are not available to Russians living on foreign territory - the government believes that these citizens cannot feel the inflationary blow, compared to their compatriots on the territory of the Russian Federation.
