According to official statistics, the average salary of teachers in Russia is 38,419 rubles. However, the experts themselves say that their incomes rarely exceed the 20 thousand rubles level. According to a survey by the All-Russian Popular Front (ONF), a third of teachers do not know what their salary consists of. Incomes of May state employees will increase more than others

Plans to index the salaries of public sector employees were mentioned in Vladimir Putin’s election program in 2012 and reinforced by subsequent May decrees. Then the president promised to increase the salaries of teachers and doctors by 2021 to a level of at least 200% of average salaries in the region.

However, it was not possible to reach the indicated indicators during this time. Therefore, the program to increase the income of public sector employees was continued in the draft federal budget for 2019-2021. About 5 billion rubles have been allocated for indexing the salaries of public sector employees: 1.4 billion will be transferred to increase the salaries of employees of federal institutions, and 3.6 billion - for employees of regional and municipal institutions.

The first to receive promotion will be the specialists noted in the May 2012 decrees:

  • kindergarten teachers;
  • teachers of schools, institutions of secondary specialized education and universities;
  • doctors and health workers;
  • cultural workers;
  • scientific workers.

Their salaries will increase by 6% from September 1. Thus, the indexation of the salaries of these employees will be carried out according to the forecast growth rate of nominal wages in the country. For the rest of the budget workers, salary increases will be expected a month later - from October 1. The increase in wages will occur in proportion to the projected inflation rate - by 4.3%. Specialists eligible for promotion include:

  • technicians, electricians, mechanics, plumbers, office cleaners;
  • social psychologists;
  • lawyers;
  • accountants and economists;
  • engineers;
  • programmers;
  • investigators;
  • firefighters;
  • judges and prosecutors;
  • military personnel and equivalent.

In May, Vladimir Putin assured that the salaries of public sector employees will increase until they reach the target indicators. It should also be noted that the salaries of some public sector employees will increase even before indexation due to an increase in the minimum wage. The indicator was increased from January 1 by 117 rubles, to 11,280. Moreover, in the northern regions of the country, the size of the increase differed upward. For example, in the Chukotka Autonomous Okrug the indexation amount was 351 rubles.

The increase in the minimum wage will affect about 4 million Russians, including mainly workers in small businesses and government employees. However, experts doubt that the population will seriously feel the planned salary increases. The fact is that inflation predicted in the first half of the year will be 5.5% due to an increase in VAT, higher prices for gasoline and a corresponding increase in prices for transported products. Why should wages be increased?

Every year, due to inflation, the ruble exchange rate depreciates, and prices for goods and services rise. Despite the fact that as of 2018, inflation was 3.1%, the real expenses of Russians, in contrast to official statistics, increased.

This year, due to an increase in the VAT rate, a significant jump in prices is expected, which will inevitably reduce consumer demand by five to seven percent. And this, in turn, will affect the country’s domestic economy.

As for non-state commercial organizations, such employers use internal systems for calculating employee remuneration that are not regulated externally. In contrast, the procedure for forming salaries for employees of government departments is regulated at the legislative level.

The salaries of state and municipal employees are subject to indexation depending on the annual increase in consumer prices (Article 134 of the Labor Code of the Russian Federation).

  2. Stimulation. This category is formed at the educational institution, and includes the results of students’ exams, their performances at competitions, work experience, advanced training courses completed, absence of complaints, and professional discipline.
  3. Compensation. This takes into account additional payments to rural teachers and work with children with disabilities.
  4. Premium.

For calculation, the salary is multiplied by the compensation coefficients, and to this number the incentive part is added, which is calculated in points converted into rubles.

Incentives are provided through funding determined by regional indicators and the number of students.

If we remember the year 2021, not all teachers were able to wait for the promised indexation. While salaries for public sector employees, police, military personnel, and officials have been increased since January 1, 2021, and pensions have been raised, in a number of schools the wage fund has remained almost unchanged.

On May 1, 2021, Russia raised the minimum wage for the second time in a year, and this affected, first of all, not teachers, but school technical staff working for wages below the subsistence level. These people benefited from the increase in the first place.

However, this innovation affected some teachers from September 1, 2021, when they returned from vacation and began performing their official duties.

Are layoffs expected in 2019?

Despite the fact that the reform should lead to increased pay for teachers and reduce the wave of dissatisfaction among workers in this field, not everything looks so rosy. After all, most of the burden will be taken on by local authorities, who will have to revise their budgets in order to implement the program to increase salaries. This will inevitably lead to a reduction in the number of employees (although this is not planned) in order to compensate for the shortfall in the budget.

On the other hand, there is a serious shortage of specialists in the country, so there is no talk of cutting teachers at the state level.

How to really increase a teacher’s salary by canceling President Putin’s May decrees. A paradoxical solution to the situation.

I will not write about all the instructions that were given by the president to the government in the May decrees, but only the part that talks about increasing the salaries of public sector employees, including teachers.

Here is the text of this instruction: “Increase by 2021 the average salary of doctors, teachers of educational institutions of higher professional education and researchers to 200% of the average salary in the corresponding region”

What was the result of the attempts of the executive branch to fulfill this part of the instructions?

Firstly, officials began to look for other ways to “increase the average salary” of public sector employees than a real increase in salaries. And they were found.

Here are some of them.

1) Reduced the average salary in the region.

2) Various benefits began to be added to teachers’ salaries (for public services, for methodological literature, allowances, etc.), which were not previously taken into account.

Secondly, the mechanism for calculating the average salary has changed, moreover, this mechanism is not made public, that is, there is no way to check it in practice.

Thirdly, mass registrations began, trade unions, the ONF, and, of course, teachers spoke about this more than once, but despite this, teachers’ salaries continue to “grow.”

Here is another sad consequence of the execution of decrees.

One presidential instruction states: “Increasing the wages of workers in the public sector of the economy with the possible attraction for these purposes of at least a third of the funds received through the reorganization of ineffective organizations.”

In fact, this has led to a decrease in the number of teachers as their workload increases. Zealous executives closed schools, began to merge classes, teachers are overloaded and for the same salary they do one and a half to two times more work, this is especially noticeable in rural schools. Also ineffective expenses were bonuses for class management, office management, checking notebooks, etc. They were simply canceled in many schools.

As a result of this “implementation” of the May decrees, not only teachers, but also children suffered, and the quality of education is declining.

Another disadvantage was the huge dissatisfaction of the teaching masses with this hypocrisy, when his “average salary is 30 thousand rubles,” but in fact he receives 10-15 thousand.

What will happen if this part of the May decrees is canceled? Firstly, everyone (including the president) will know the real average salary, secondly, money aimed at increasing salaries will not be spent on other purposes, thirdly, there will be no window dressing and boasting at the level of regional administrations.

What is offered in return? You just need to increase the base salary by 5-10% and this will lead to an automatic increase in salaries for public sector employees. No need for 200%.

The salary of every fifth education worker in Russia is less than 15 thousand rubles.

However, the target increase for 2021 is planned from the beginning of the calendar year, that is, teachers should receive salaries in a new way based on the results of work in January. But this does not exclude repeated recalculations throughout the year, for example, by September 1 or Teacher’s Day. But teachers usually receive such “gifts” from local authorities.
