Calculation of insurance pension for those born before 1967

According to Federal Law No. 400-FZ of December 28, 2013, the calculation of pensions for those born before 1967 and eligible for payment is subject to general rules and occurs using the following formula:

SPS = FV × PK1 + IPKtotal × SPB × PK2, where:

  • SPS – old-age insurance pension;
  • FV – fixed (basic) payment, the amount of which is established by law and revised annually;
  • PC1 – premium coefficient to PV;
  • IPCtot – the amount of PB accrued for the entire length of service;
  • SPB - the cost of one PB on the date of calculation (the amount is revised annually);
  • PC2 – premium coefficient to the total IPK.

Determination of the amount of estimated pension capital until 2002

To determine the number of PB earned by a citizen for work activities before 2002, the following steps must be performed:

  1. Calculate the experience coefficient (SC):

Important! Regardless of the result obtained, the maximum value of the SC is limited to 0.75.

Example:

  • The woman, born in 1961, has 28 years of work experience. SC will be 0.63:

0,55 + 0,01 × (28 – 20) = 0,63.

  1. The average monthly earnings coefficient (AMC) is calculated. The average salary for 2001–2002 is taken. or for any 60 months. The result obtained is divided by the average monthly salary in Russia for the same period of time (for 2001–2002 - 1,494.5 rubles).

Important! Regardless of the result obtained, the limit value is limited to 1.2, with the exception of persons with northern experience. The KSZ for them is set from 1.4 to 1.9.

Example:

  • Median income for a man born in 1961, 2000–2001. amounted to 1000 rubles. KSZ = 0.67:

1 000 / 1 494,5 = 0,67.

  1. The estimated pension (RP) is determined as of January 2002:

Example:

  • A man born in 1961 has a SC of 0.65 and a CV of 0.68. RP will be 288.58 rubles:

SC × KSZ × 1671 = 0.65 × 0.68 × 1671 = 738.58. Since this value is greater than the established minimum of 660, 450 is subtracted from the result obtained. The RP in this case will be equal to 288.58 rubles.

  1. The valorization procedure is applied to the received RP - increasing the pension rights accrued before 2002. If a citizen did not work before 1991, the size of the RP will increase by 10%. For each full year of service before 1991, 1% is added in addition to 10%.

Example:

  • RP for a woman born in 1961 = 650 rubles. Experience until 1991 – 12 years. The valorization amount will be 793 rubles:

650 × (10% + 1% × 12 years) = 650 × 22% = 793.

  1. An adjustment value of 5.6148 is applied to the final amount - the product of the annual indexation coefficients from 2002 to 2014.

Example:

  • SP – 793 rub. Index (2003 – 2014) – 5.6148. The amount of pension capital will be 4,452.54 rubles:

793 × 5,6148 = 4 452,54.

  1. The calculation of PB earned before 2002 is carried out. To do this, the resulting amount is divided by 64.1 - the cost of one PB as of January 2015.

Example:

4 452,54 / 64,1 = 69,462

Calculation of pensions from 2002 to 2014

The process of calculating PB accumulated from 2002 to 2014. (inclusive) obeys the following algorithm:

  1. Contact the Pension Fund or through the government services portal to receive notification of the status of your personal account through the government services website.
  2. Since the amounts indicated in the document are given without taking into account indexation by the percentage of inflation, each of them must be multiplied by the appropriate coefficient:

  1. The resulting figures are added up, after which the final amount is divided by 228 months - the survival age.

Example:

  • The pension capital of a man born in 1961 is 1,315,000 rubles. SP will be equal to 5,767.54 rubles:

SP = pension capital / survival age = 1,315,000 / 228 = 5,767.54

  1. The number of earned PBs is calculated. To do this, the insurance part is divided into 64.10 rubles. – cost of PB as of 01/01/2015.

Example:

  • Insurance part - 5,767.54 rubles. The IPC will be 89.977 points:

IPC = insurance part / cost of PB as of 01/01/2015 = 5,767.54 / 64.10 = 89.977.

Accounting for pension points since 2015

After the reform, insurance premiums are converted into PB and stored in the citizen’s personal account. The maximum number is legally limited:

The calculation of the amount of PB is determined by the formula:

PB = SUSV / NRV × 10, where:

  • PB – number of pension points;
  • SUSV – the amount of paid insurance premiums;
  • NRV is the standard amount of contributions to the insurance pension (the amount is 16% of the maximum contributory salary, the amount of which is revised by the Government annually).

Determination of the general IPC

Taking into account the above, the calculation of the IPCtotal can be represented as the following formula:

IPKtotal = IPK2002 + IPK2002–2014 + IPK2015 + IPKnon-insurance, where:

  • IPK2002 – number of PB earned before 2002;
  • IPK2002–2014 – number of PB earned from 2002 to 2014. (inclusive);
  • IPK2015 – the number of PB accrued starting from 2015;
  • IPC of non-insurance - the number of PB earned during the time during which the citizen did not work for the following reasons:

Where it all started

On June 14, 2021, Prime Minister Medvedev, at a meeting of the Cabinet of Ministers, formulated the conditions for pension reform:

  • retirement age for women - 63 (plus 8 years);
  • The retirement age for men is raised to 65 (plus 5 years).

The head of government said that this will benefit all Russian pensioners, as it will improve their financial situation: it will be possible to annually index paid well-deserved rest by an average of 1,000 rubles, which more than doubles the amount of indexation. But this will happen only if the country’s economy grows, which is what working-age citizens must ensure (according to statistics, only a quarter of pensioners retire upon reaching retirement age).

The Prime Minister also announced that the changes will not be immediate:

It is proposed to introduce a fairly long transition period: it is proposed to start in 2021 in order to step by step reach the retirement age of 65 for men in 2028 and 63 for women in 2034.

But then the conditions of the reform were softened, setting the retirement age in Russia for women at 60, with an increase of 5 years, as for men. The pension reform affected men born in 1959 and women born in 1964: these are the oldest pensioners according to the new rules, for whom the retirement age was first moved by 1 year, but then, after amendments by Vladimir Putin, by 6 months. If, according to the previous rules, they would have received pensioner status in 2019 at the ages of 60 (men) and 55 (women), now they actually became pensioners in the second half of 2019 and even in 2020, when they turned 60.5 and 55 ,5.

Those women born in 1971 and later will not have to count the age at which women retire under the new law in Russia: for them, the number 60 will become a reality. For those men born in 1963 and later, this is 65 years old.

Teachers, doctors and creative workers who have the right to retire early due to length of service have retained the benefit, but they will be able to implement it 5 years later than now.

For “northerners” (working in the Far North) and those equated to them, the date for paid well-deserved rest was also moved up: 60 for men and 55 for women.

Retirement table by year

The reform, which was launched in the coming year, is gradual. Accordingly, the time to reach retirement age will be different for women. Let's look at the main factors influencing this.

As can be seen from the table, the time to reach retirement age depends on the time of birth:

  1. Born in 1964 go on vacation with a delay of six months: not at 55, but at 55 and a half years.
  2. Women whose 55th birthday will be in 2021 will have to postpone their well-deserved rest for a year and a half. They will retire only in the second half of 2021.
  3. For persons born in 1966-67. birth, retirement will be delayed another year. They can retire at the ages of 58 and 59 years.
  4. Those born in 1968 and later retire in full accordance with Federal Law No. 350 - upon reaching their sixtieth birthday. They will complete the transitional process of increasing the retirement age.

Current schedule (scenario softened by Putin)

At the proposal of the president, a transition period was established with the introduction of a special benefit for citizens who were to retire under the old legislation in the next 2 years - in 2021 and 2021. They were able to arrange this vacation 6 months earlier than the new dates and requirements. The updated retirement schedule by year under the new pension reform is valid from 01/01/2019 to 12/01/2028. Next, all citizens will become pensioners in accordance with the age increased by 5 years. Beneficiaries retained the conditions for obtaining a well-deserved rest, proposed by the government, but with a delay of 5 years. This deferment is subject to a transition period established by the President. After gaining the necessary experience, doctors and teachers continue to work to obtain pensioner status and assign payments.

In 2021, pension reform began in Russia. Its implementation will last until 2028, as a result of which women will raise the retirement age to 60 years, and men to 65. A transition period will last for 10 years, which should soften the process and give time to the entire system to adapt to new requirements and laws.

The first to benefit from the innovation were males born in 1959 and females born in 1964. In 2021, citizens born in 1960 (men) and 1965 (women) will be able to receive old-age pensions.

Experience and cumulative points

In the Russian Federation, when assigning an insurance pension benefit, the norms of Federal Law No. 400-FZ of December 28, 2013 are applied. According to the norms established by law, the right to receive a pension arises for persons who simultaneously:

  • reach the legal age;
  • have accumulated a minimum amount of insurance experience;
  • have accumulated a specified amount of pension points.

The increase in the retirement age entailed an increase in two other indicators - length of service and points. In 2021, the following mandatory indicators for retirement by age have been established:

  • age for women – 56.5, for men – 61.5;
  • minimum insurance experience – 12 years;
  • minimum accumulated individual pension coefficients – 21.

The transitional provisions specified in Article 35 No. 400-FZ establish that all three points will be increased annually until 2028.

It is recommended to calculate points and length of service in advance (at least 6 months in advance) in order to understand whether a person will be able to retire or will still need to earn them. In the case of experience, there is only one way out - to complete the missing period. You can go the other way with points.

If there are not enough points, you can buy them by making a voluntary pension contribution to your future benefits. The amount of such contribution is calculated based on the minimum wage at the beginning of the calendar year in which payment is made. Minimum deductions cannot be less than two minimum wages, maximum - eight. Please note that the voluntarily paid period is counted towards the insurance period. Voluntary insurance premiums can be paid in one lump sum or in installments over several months. All amounts are recorded in the payer’s personal account.

The pension can also be increased by contributing funds to the formation of a savings pension account. The amount of contributions may vary. The payer himself chooses the company that will store and multiply his money. With proper investment, the savings part should not only be maintained, but increased.

Accrued benefits are subject to annual review and increase due to indexation, which is carried out by the state. Indexing applies only to the insurance portion.

Social pension - even later

The deadlines for assigning social benefits in old age (they are received by citizens who, for some reason, have not earned insurance coverage and points even in the minimum amount) have shifted. For those who have not earned sufficient experience and points for insurance, social benefits will be assigned:

  • for women - at 65 (instead of 60);
  • for men - at 70 (instead of 65).

For information: according to Rosstat statistics, the average life expectancy for women in 2020 was 77.4, and for men - 67.5, so not every man will live to receive social benefits in old age.

Who was not affected by the reform?

The retirement age has not been increased for:

  • current pensioners (“recall from pension” is not expected);
  • working in hazardous industries (miners, metallurgists, railway workers - that is, all those who are entitled to early, well-deserved rest “for harmful activities”);
  • mothers of many children (who have at least five children) and mothers of disabled children;
  • disabled people.
