A passport is the main document that identifies a person and indicates his citizenship of any country. It has a clear structure and sequence of placement of data about the person who is the owner of the passport. The general form of the document is approved by a special Regulation of the Government of the Russian Federation.
In addition to personal data about a person (last name, first name, patronymic, date of birth, place of residence), the passport will necessarily contain several types of numbers; they confirm the authenticity of the document, indicate its number and series. Sometimes this information is requested from government and financial institutions.
It is advisable for the passport holder to know them by heart, since the document is not always available when this data is required.

Where is the number and series in the passport?
This data can be found on the second page, on the right side of the document. At the beginning of the row there are two numbers, then a space, two more characters, a space and then six numbers, which are printed without spaces.
What is the series and number of the passport and what do they look like?
The data is printed in a special typographical way. They are red.
For example: the numbers in the passport are 11 04 111211, the first four indicate the series, the next six numbers, without spaces, are the document number.
On the first two pages, digital data is printed in a special type of font, which is used only in the production of passports in order to avoid document forgery. On all the following - using the laser perforation method.
What do the series and passport number mean?
All numbers have a clear pattern. These are not randomly typed values. In our example, the number “11” in the series indicates the region of Russia where the document was issued. The second two digits “04” are the year it was received.
Thus, the series “11 04” indicates that the passport was issued in the Arkhangelsk region in 2004. A set of six numbers: “111211” is the serial number of the document issued by the migration service. If necessary, it allows you to determine the owner of the passport.
If the series in some cases coincides among different people, then the number cannot be repeated.
Passport series by region of the country
Each region has its own number, which is used to designate the passport series.
These data are clearly assigned to each administrative unit by the “All-Russian Classifier of Objects of Administrative-Territorial Division” (abbreviated OKATO, see Table 1):

What do the last numbers under the passport photo mean?
Under the photo there are two machine-readable lines where the information contained in the main document is encrypted:
- The two digits at the end of the line are control numbers. They guarantee the authenticity of the information entered in the passport.
- In total, the second typewritten line contains five control digits, each of them is calculated strictly according to the formula.
- The characters, which are entered into a machine-readable line in OCR font - type 1 on a special printer, are arranged in two rows with a clearly approved number of characters. There are forty-four in each line.
- The values entered in the top line are encoded using a method called "modernized clear". Its meaning is that the letters of the Russian alphabet correspond to Latin and also Arabic numerals.
For all data entered into the passport, the legislator has determined a clear number of characters. A special regulatory act establishes a symbol, which is designated as follows: “*”, it is called a filler sign.
The first line contains three types of data:
- Document type (i.e. “Passport”). The title of the document is shortened to two characters: PN. These are capital letters (Passport National).
- The name of the country that issued the main document is indicated by three characters: RUS (this is the international alphabetic code of Russia).
- Full Name.
There are 39 characters allocated for writing your full name in your passport. Personal data is written strictly in the nominative case. If the total number of characters in the surname, first name, patronymic, taking into account the separating symbols, is less than thirty-nine, then filling characters are added to the free space, after writing the owner’s patronymic.
In the case where the full name has more than thirty-nine characters, certain abbreviations are accepted: the last name is abbreviated to the thirty-ninth letter in this line.
After two filler characters enter:
- the first letter of the passport holder's name;
- fill character;
- the first letter of the patronymic.
The second machine-readable line contains 10 types of data, with a strict number of characters, including five check digits:
- At the beginning of the second line there are the first three numbers of the passport series, the document number is indicated in full. 11 04 111211.
- They are followed by a control digit (KD), which is calculated using a special formula. When calculating it, the series data and numbers are taken into account.
- After the first CC, the name of the state is indicated in three capital letters: RUS.
- Date of birth, which is entered in three pairs of characters: year, month, day. For example: the numbers 900925 indicate that a person was born in 1990 on September 25th.
- The CC is entered again, which consists of one character; the date of birth is taken into account when calculating it.
- The gender of the passport holder is indicated, only one letter:
- female;
- male gender.
- The next value is the validity period of the passport (six characters in total). Only filler characters are written, as this is defined in strict accordance with the law. For example:
- when a person reaches 20 or 45 years of age;
- when personal data changes: last name, first name, patronymic, date and place of birth;
- changes in gender or appearance.
- The next CC (one character) is a placeholder.
- The additional elements consist of fourteen values:
- last digit of the series;
- date of issue of the document in the following sequence: year, month, day (041030),
- department code of the Ministry of Internal Affairs (292007),
- where the passport was issued. In our example, the numbers 041030 indicate that the main document was received in 2004, on October 30.
- six subsequent numbers - 292007, indicate that it was issued by the department of internal affairs, which is located in the Velsky district, Arkhangelsk region.
- At the end of the line there are two check digits.
- To calculate the first CC, only the following data is used: the last digit of the series,
- date of issue of the document,
- code of the department of the Ministry of Internal Affairs that issued the passport.
- Final CC (at the end of the line). To verify the authenticity of the document, all data entered into the document is calculated once again, but only numerically.
Why do you need the personal code column in your passport?
The term “personal code” in a passport means entering identification number (PIN) data. However, this column remains empty due to the fact that there are inconsistencies in the legislative acts.
For example, when approving the form of a passport for a citizen of the Russian Federation, the column “personal code” was supposed, but another regulatory act says that a mechanism for entering it has not been developed.
In addition, many people began to request that this column be excluded from the passport. This is because it goes against their views and religious beliefs.
Series and passport number in the international passport
Currently, two types of foreign passports are used: biometric and ordinary:
- It is not difficult to find the series and number of a foreign passport; they are printed in the upper right corner on the page where the photo is located; it is written in two languages: “Passport Number” / Passport No.”
- The document series is the first two digits, followed by a space and then seven digits are printed - this is the number. In old-style passports, the number is preceded by the symbol “No” and nine digits. Only numbers are used to write them.
The passport series allows you to determine which institution issued the document (see Table 2):
table 2

Useful tips
- Remember the series and number of your passport, in case of loss, it will be easier to restore it. This data is needed when processing travel documents and contacting government and financial institutions.
- Remember the number of the department where you received your passport and the date of issue. This information is on the second page. The department code includes two groups of numbers of three each. All subjects of the Russian Federation that issue passports are assigned a specific number.
- If necessary, enter your passport data very carefully, since often when you are in a hurry, simple mistakes occur (you entered the wrong number, did not reconfigure the computer keyboard, etc.).
What is and what does the series and passport number look like?
What is this - the Russian Federation passport series and what does it mean? As we see in the photo, the first four digits are a series. It consists of two parts, the first two digits are the OKATO code of the region in which the passport was issued, and the second two digits are the year in which the document was issued. For example, series 0310 means that the document was issued in the Krasnodar Territory in 2010. Many may notice that the date of issue, for example, is 2002, and the number in the series is 03. This is Gosznak’s fault, when the line of numbers ran out, instead of changing the number, they changed the series.
We invite you to familiarize yourself with the list of region codes that come first in the series of passport forms for citizens of the Russian Federation.
What is a Russian passport number? This is a transcript of what number was assigned to the form for printing the passport. It consists of six different numbers from 0 to 9.
Let's look at deciphering the series and number of a Moscow passport using an example: your passport has series 4504 and number 365418, and it was issued in the city of Moscow in 2004. The first 2 digits of the series indicate the city code, and the last two indicate the year the passport was issued. Everything is elementary simple.
What do the series and number of the Russian passport mean by regions of Russia and Moscow? photo examples
Above we described an example of a series and number in writing, now we decided to show you clearly what the series and passport number are made up of.
Let's start, perhaps, with the city of Kurgan. This city belongs to the Kurgan region, which means that the first two digits in the series will be 37, because this figure is the code of this region. The second pair of numbers is the year the passport was issued. In the photo we have highlighted in blue an example of where to look at the passport series.
As a second example, we chose the city of St. Petersburg. As in the first option, we highlighted the first two digits in red for clarity, so that it is clear that the relationship of this number occurs with the location. That is, since the passport was issued in the city of St. Petersburg, then the first two digits are 40. The second pair indicates the year of issue. We have also highlighted them to make it clearer for you.
The third example is more interesting. You already know how to find out where the region is based on the passport series; these are the first two digits. But there is a problem: the last pair does not match the issue date. Why is that? We wrote above that this was a mistake by Gosznak, so don’t worry that your passport is illegal. Everything is fine.
If you doubt the validity of your document, you can check it on (the official website of the Federal Migration Service). You must indicate the series and number of your identity document. You already know how to find out and determine where the series and passport number are located. We talked about this in more detail in the article Checking the validity of a Russian citizen’s passport
What do the last numbers in the passport under the photo mean?
Mysterious lines on the third page below the photo, what is this? Many people think that this is data from a built-in chip that can be scanned from a distance of several meters. But that's not true. In fact, this is a machine-readable string that carries duplicate information from the passport. Let's take a closer look at what exactly is encrypted there.
— The first letter in the first line is always “R”. It means that you are holding a machine-readable passport in your hands. - The second letter is “N”. It designates a specific type of document. — Next we see the familiar three letters “RUS”, this is the letter code of the country. — Then comes the transliteration of the surname. Please note that it is not written in full. And at the end there is a check digit. - The next sign is " - Next comes the name and patronymic. - Now the second line. The first three digits are the first three digits of the series. — Next six digits are the passport number. Here is an example of the series and number of a Russian passport - 0308 075673. This means that the line will indicate 0308075673. - Then there is a check digit, followed by citizenship. — The next 6 digits are the date of birth in the format year/month/day and gender (F – female, M – male), followed again by an extra digit. — After long gaps, numbers again. The first digit is usually the last digit of the series. — Then follows the year of issue of the passport in the year/month/day format. — Well, the last group of numbers is the code of the department that issued the document. — The last two digits are the control digits of the entire line.
What are check digits? This is a number that guarantees that all data was scanned correctly. They have no secret meaning, so reading them is useless.
We all know how many digits any series and number in a Russian passport have. Please note that the second line contains 9 digits, and the tenth is at the beginning of the penultimate group.
Foreign citizen's passport
Residents of some countries must enter Russia using their internal passport, international passport, and possibly even a visa. But not everyone comes only to earn money or to relax; in connection with recent events, moving to the Russian Federation for permanent residence is a pressing topic. A year after entry, the IG must obtain a residence permit, because in addition to confirming the right to permanent residence, this document is also an analogue of a passport; it will verify your identity on the territory of the Russian Federation.
But in small towns, some organizations are not yet accustomed to this document and, with various registrations, they are interested in where the IG (LBG) passport number is written (indicated) and what it is in their hands.
The IS passport is a residence permit. But we will look at the location of the number using an example. Here is a sample of this document. We highlighted with black the place where the number is located. The first two digits are the series, and the rest after the “No” sign is the number. There is a similar type of writing in international passports, so when planning a flight, you will know where the passport number is when booking air tickets.

Does the series and number of the passport change when replaced?
Quite a strange question, but many are still interested in it, so we decided to clarify the situation a little. We all know that when a passport is replaced for various reasons, not only the photograph changes, but also the last name, registration, date of birth and all other information. But this depends on various factors, that is, what influenced the replacement is what is changed. But one thing remains unchanged. With any replacement, be it theft or exchange due to age, the series and number in the new passport will be different than in the previous one. But in order to find out what series and number the old passport had, as well as its issue date, just look at page 19. It contains information about previously issued passports and issued international passports.

Russian passport series RR, pros and cons
The Russian RR series passport has become a popular question. To this we can only say one thing: the civil document never had a letter identifier. This series is specific only to the passport of the Republic of Belarus, and it is issued only if you are leaving for permanent residence in another country.
In order for it not to become a “one-time” application, it is necessary to take into account all the nuances of the passport and visa regime, that is, register with the consulate or embassy, where they will give you the appropriate stamp.
If the regime is violated, then you will be returned to the Republic of Belarus, but you will no longer be able to use this passport, and you will have to go through all the steps again to obtain a new document.
Also, some citizens are interested in what numbers are indicated in the RR series? On the photo page, in the upper right corner, there is an entry “Numar Pashparta”, which means the passport number. There is no series as such. The number can be any 7 digits. If you have such a document and you are asked to indicate the series and number, then instead of the series the letter designation will be indicated.
There are several types of series, they are also called the area code, since it depends on your location.

What is the series and number of the passport?
The ten-digit number is the series and number of the identity document. The first four digits are the series, the rest are the number.
The first two-digit number of the document is the digital value of the OKATO region of the location of the migration service unit that issued the passport. For example, the code of the Omsk region is 52. Therefore, the first digits in the passport will be exactly these. The remaining 2 digits indicate the year. For example, if the year of issue is 2013, then “13” will appear. In some cases, you may find that the year of issue that appears on the page where the issuing authority is indicated does not match the series value. For example, the year of issue is 2011, and the series says “12”. This is possible when the issued forms for a certain year have run out and Gosznak begins to issue new ones for the next 12 months. The opposite situation may also occur when forms are left over from the previous year. If there are suspicions about the validity of the document, then this can be checked through the website of the Main Directorate for Migration of the Ministry of Internal Affairs. For example, series 6316 indicates that the document was issued in the Saratov region in 2021 (2014 or 2015).
The remaining 6 digits are the serial number of the form (a long code located on the page with the photo).
Question to the expert
Good afternoon, an expert from the Reference and Legal Service Standard is answering you. The answer to your question can be found in the “Explanations of the Pension Fund on the preparation of the Insured Person’s Questionnaire for foreign citizens and stateless persons.” Clause 6: When filling out the details “Series, number”, indicate the series and number of the identity document. If the identity document of a foreign citizen or stateless person does not contain a series, then information about the series is not filled in. If the number or series of an identity document consists of a significant number of digits, then on paper all numbers are indicated in the “Series, number” detail. Difficulties may arise when converting a paper form into an electronic one, since one re-visit “Series, number” is divided into two by the electronic document format – “Series” and “Number”. Each of the specified details has a limit on the number of characters depending on the type of document (residence permit, foreign passport, etc.). In a situation where the series or number of an identity document exceeds the number of characters provided for in the format, the “adjacent” attribute should be used. For example, a foreign passport number consists of 10 digits - when translated into an electronic document, you can place the first two digits of the number in the “Series” attribute, and the remaining 8 digits in the “Number” attribute. Deputy Head of the Department Petrova L.P.
A foreign passport certifies the identity of a foreigner abroad. In addition, it is required when crossing border checkpoints. You cannot do without this document during tourist trips and business trips to other countries. It is also possible that the number and series of a foreign passport are used for air travel within the country, if you need to fly urgently, and the passport of a Russian citizen is being replaced.

The number and series of the foreign passport are on the same page where the photo of the document owner is located, as can be seen in the example below.
The first two digits preceding the symbol No. in the foreign identity card indicate its series. And the 7 digits following this sign are the document number.
The Main Directorate for Migration Affairs of the Ministry of Internal Affairs (FMS) and other competent authorities today issue only one of the following two types of international passport:
- old model with a validity period of 5 years;
- new biometric passport. Its validity period from the date of issue is 10 years. It differs from the old-style international passport in that it has an electronic chip on the last page. This is also indicated by the special symbol on the cover. As for the question of where the series and number are in the international passports of the old and new samples, everything is the same here, only a space is used instead of the number symbol.
The series and number are usually required to be entered into the form without the No. sign and without intervals - all 9 digits in a row.
When does a citizen of Tajikistan need to change their passport? How long before the end?
If you apply for a replacement at the place of temporary registration or at the place of actual residence, the period increases to 3-4 months. This is especially true for newlyweds who decide to spend their honeymoon on a trip abroad. Changing your international passport when changing your last name after marriage makes its own adjustments to such travel. Is it possible to change a foreign passport ahead of time? Sometimes it is necessary to change a valid document.
Let us remind you that the cost of a biometric passport in Tajikistan, which will be prepared within 15 days, is $75 plus 100 somoni state duty. Those that will be produced in 7 days will cost $150 plus the same amount of state duty, and those who want to receive them in two days will have to fork out $225 (plus 100 somoni). For comparison, in Kyrgyzstan the cost of a biometric passport is $6, in Kazakhstan — $26.

Why is the series needed?
Let’s say right away that the series of a foreign passport is not unique. This combination of two numbers encrypts information regarding the validity period of the document and the place of its issue. In particular:
- foreign passports issued at the consulate or the Ministry of Foreign Affairs and bearing a special stamp have a series of 50. Those documents that contain laminated pages are assigned code 51;
- that the authority that issued the international passport is one of the divisions of the migration service is evidenced by series 61–64;
- if the document was issued by a passport and visa center, its series is 60;
- new generation international passports containing biometric data of a citizen, the place of receipt of which is the consulate of the Russian Federation or the Ministry of Foreign Affairs, are designated by series 70, 71, 72 and 53;
- if the document was issued by the OVIR of the USSR, it will have a series of 43, 44 or 49.
The above information is relevant for an ordinary Russian resident planning to travel abroad. But many people are interested in what series a service passport has: diplomatic documents have a series of 10, and service passports have a series of 20.

What does Passport book number mean?
The question of what the numbers in a foreign passport mean, defining such a concept as Passport book number, usually arises among people who have difficulties with the English language. Often they simply enter the document number. But this approach is wrong.
The phrase “Passport book number” is translated into Russian as “passport form number,” in our case, a foreign one. And even people who understand the terminology do not always know where to look for the foreign passport form number.
Russians who have an old foreign passport must be immediately warned that this number is not included in their document at all. Therefore, in the appropriate field, they can simply write “Does not apply,” which translates as “Does not apply/Does not apply/Does not apply.”
There is no need to worry that due to the lack of a “Passport book number” the issuance of a visa sticker will be refused. Employees of consulates and specialized centers involved in visa processing know that not all documents have a form number.
In fact, they also know very well that the Passport book number is mandatory in passports with biometric data. This number is located in the new international passport on page 46 in the upper right corner. It is highlighted in red. The number must be rewritten without any intervals or signs.
If the passport is submitted for a visa
Many people are interested in how to find out the details of a foreign passport when it is at a visa office. This question arises most often when purchasing a tourist package or flight tickets.
A special service with which you can find out such information does not function in the Russian Federation, and the prospects for its appearance in 2019 are also not visible. Such data is not subject to publication because it is classified as confidential information.
The easiest way out of this situation seems to be to find out the international passport number using the Russian passport. Migration service employees indicate details and information about the issuance of a foreign identity card on page 19 of the civil passport.
In the absence of such a record, you can submit a request to the local authority of the Main Department of Migration Affairs of the Ministry of Internal Affairs or come there with an internal passport in person.
It is impossible to find out the details of a foreign passport at the stage of its production: the number is assigned at the final stage of registration. Therefore, it is possible to find out the number and series of a foreign passport only when there are a couple of days left before it is issued.
To find out the series and number of your international passport when booking air tickets or filling out forms, you need to open the page with the photo and look in the upper right corner.
The series of an old-style international passport of the Russian Federation is a two-digit number located before the No. symbol, and the number comes after the 7 digits. In the new generation document, instead of the number there is a space.
The sequence of numbers representing the series of a foreign passport is not unique. But the number is assigned to only one document and is not repeated anywhere else.

Thus, for the permission of the owner, the premises are registered in the improvement of living conditions. As well as the right to use this apartment by agreement between all owners of the house, as the owner (i.e. apartment). According to the Federal Law of July 21, 1997 122-FZ "On state registration of rights to real estate and transactions with it" Article 56. When issuing compensation for a minor child, you can declare it invalid in court on the basis of Art. 333 of the Civil Code of the Russian Federation (acceptance of inheritance is carried out by court decision), including payment of all types of collected funds, as well as those participating in the case, including bailiffs, upon termination of business activities. In this case, it does not matter, therefore, after a new decision is made, it is possible on the basis of Article 333 19 of the Tax Code of the Russian Federation. If the power of attorney does not indicate that the gift will be accepted at the court hearing, then you have the right to apply to the court with a request to recognize the actions to collect the audio from the daughter of a minor child into the account in court. If the collectors fall under the amnesty, then he can apply to the court with a claim to recognize your ownership of the share in the ownership of the car, which is indicated upon receipt of a court decision, which indicates the circumstances, which in turn does not have the right to refuse execution of the contract. The agreement may be drawn up during enforcement proceedings and within three days and change your question. Acceptance of Russian citizenship for citizens of Tajikistan
After receiving a residence permit in Russia, a citizen of Tajikistan must strictly comply with the regime of permanent residence and temporary stay in the territory of our country established by Russian legislation, i.e., register at the place of residence on time, and also, if necessary, timely register registration at the place of stay.
Obtaining residence permits in Russia for citizens of Tajikistan
Consideration of applications for admission to Russian citizenship in a simplified manner and adoption of decisions on them is carried out within a period not exceeding three months from the date of their submission, as well as the submission of all necessary, properly executed documents.
When filling out some forms, it is required to indicate the second citizenship (if any) or the previous one (in case of renunciation or loss). Most of these documents require indicating not only the state itself, whose citizenship the person filling out has, but also the details of the main document of this country (in most cases - a passport, in other cases - another identity document). Today in Russia it is possible not to indicate dual citizenship only if the person filling out has the citizenship of Tajikistan (for this is stipulated by the Special Interstate Agreement dated December 23, 1993); in all other cases, indication of the second citizenship (even former) is mandatory. If citizenship was subject to change, then this column must be filled out as follows: “In such and such a year, the citizenship of the Republic of Turkmenistan was changed to citizenship of the Russian Federation.” If you need to indicate the reason, you can make the following explanation: “In connection with moving for permanent residence to the Russian Federation.”

On this basis, some legal incidents may arise. As an example, we can cite the situation with Egypt: Egyptian is not a nationality, but a citizenship. But an Arab of Egyptian origin is already a nationality. However, confusion with filling out the “citizenship/nationality” columns may arise in the application forms of foreign countries. For example, in the French Republic (since its 3rd “version”, i.e. 8170), no distinction is made between these two terms. Therefore, in all French applications, be it a job application or a notarial deed for the purchase of real estate, this column is combined and looks like this - “Nationalité” (which translates as “citizenship or nationality”). On the contrary, in Germany these two concepts are very clearly separated, there is a separate column for “Citizenship” (Staatsbürgerschaft), and a separate column for “Nationality” (Nationalität). Today, in the Russian Federation, indicating nationality is not mandatory in any documents; this column has even been excluded from the general civil passport of the Russian Federation since 1997, although such a column was present in the USSR passport. The abolition of the indication of nationality was due to a certain discriminatory component on ethnic grounds - this was the opinion of the legislators. However, a citizen of the Russian Federation can indicate his nationality if he so desires. In any case, the Constitutional Court of the Russian Federation clarified (Part 1 of Article 16 of the Code of the Russian Federation) that indicating or not indicating nationality should not have any legal significance for the status of a citizen. In addition, the main law of the country, the Constitution of the Russian Federation, clearly defines that citizenship is a single full-fledged right of a citizen, regardless of the grounds for its acquisition.
Citizenship or nationality?
- In the forms, “citizenship” must be indicated in full, i.e., the name of the state must be written without abbreviations (for Russian-speaking countries - in the nominative case). An example would be: “Russian Federation”, not “Russia” or “RF”. But in France it will be enough to indicate “Russe”. The Germans will have to write more fully - “Russisch” and “Russische Föderation”, respectively.
- Regarding abbreviations, some types of surveys allow them (usually these are papers that do not have official status, for example, a candidate’s application for employment). However, it is better to avoid abbreviations - then even the most strict inspector will not be able to find fault with the filling. Today in the Russian Federation there is a special classifier (OK (MK (ISO 3166) 004-97) 025-2021, latest changes for No. 24 of May 1, 2021), which indicates all states with their correct names. If in doubt, it is better to use the information from it.
- In all cases, when hiring for positions in the state or municipal service (roughly speaking, from teachers and doctors to bailiffs and police officers), when filling out an application form on form 667-r, the citizenship column is filled in using the word “citizen” ", i.e. “Citizenship” - “Citizen of the Russian Federation”.
