What new concepts have been introduced?

The amendments, in particular, introduced the concept of “registered persons” - this is an individual who has opened an individual personal account.

What is it needed for

SNILS is used to recognize an individual in a general information exchange system that covers state and municipal organizations.
You will need your insurance number:

• when receiving free services in healthcare and educational institutions;
• when applying for social benefits, various benefits and pension payments;
• during employment;
• when registering and logging into your Personal Account on the portal of state and municipal services;
• upon receipt of a universal electronic card.

How will SNILS be issued now?

The already familiar insurance certificates of compulsory pension insurance in the form of “green cards” will not be issued.
Instead of issuing this document to insured persons, upon their request, the authorities of the Pension Fund of the Russian Federation will send a document confirming registration in the individual (personalized) accounting system and containing information about the insurance number of the individual personal account. The method of providing this document is chosen by the insured person: it can be sent either electronically using the Internet, including a single portal of public services, or in another way, including by post or through the MFC.
