When obtaining a residence permit, a foreigner acquires new opportunities, since his legal status is not much different from Russian citizenship. But in addition to privileges, a residence permit requires the migrant to perform certain duties. For example, every year he must confirm his stay in the country. This must be done in the form of a notification.
The point of the procedure is to notify the FMS where the migrant is located and lives and whether he plans further activities in the Russian Federation. Why is notice required?
Until recently, the Russian Federation did not require confirmation of residence in the status of a residence permit in the same way as today. But cases have become more frequent when foreigners applied for a residence permit, and then simply left Russia and stayed abroad for a long time. Therefore, the FMS introduced a new rule on informing government bodies.
Nowadays, confirmation of a residence permit is a necessary procedure; failure to comply with it may result in a fine and cancellation of the document.

The presence in the Russian Federation is confirmed not only of adults with a residence permit, but also of their children. The parents or legal representatives send the document to the migration service for the child. They must attach to the notice a certified photocopy of the minor’s birth (adoption or guardianship, if any) certificate.
How much notice is given?
A very significant circumstance in this process is the limited time period during which it is necessary to carry out the confirmation procedure. Please note that the deadlines for submitting notification of a residence permit are strictly regulated by law. Failure to comply with this requirement will be considered a violation, which may lead to unpleasant consequences and adversely affect the migrant’s reputation.
So, to submit a notification, the migrant has 2 months after the expiration date of one calendar year from the date of issuance of a residence permit in Russia.
In other words, this document must be sent to specialists for review before the end of the period established by law.
The period for submitting a notice of residence under a residence permit can be extended to 6 months. But this will require compelling reasons, which will have to be documented. The procedure for confirming a residence permit
Migration service employees inform the foreigner of the obligation to send an annual notice of stay in the Russian Federation upon receipt of a residence permit. Confirming this document is quite simple; you just need to find out the work schedule of the FMS department and collect the necessary papers. Their list includes:
- salary certificate;
- document confirming registration at the address of residence;
- completed notification form.
If mail is used to send a notification, the visitor must give the document to its employee and receive a detachable part of the form, which indicates that this procedure has been completed.
The notice must not be sent as registered mail. The postal submission form can only be used by persons with an issued residence permit. Migrants with temporary residence permit status have the right to notify the FMS authorities about their residence only in person, when visiting the institution.
If a visitor complies with migration legislation and deadlines for submitting documents, he will not have any difficulties confirming a residence permit. The main thing is to fill out the form without errors or inaccuracies.

The notification procedure is not burdensome at all. However, some foreigners forget about their obligation, after which they have a question about what is the responsibility for late filing of documents.
- Last name, first name and patronymic of the applicant. Please note that if the identity document does not indicate a patronymic name, you do not need to invent one.
- Registration address in the Russian Federation. Persons residing in Russia under a temporary residence permit must be registered in the region where they received permission.

How to confirm income?
Russian law stipulates that a foreigner planning to live in the state must have an official source of permanent income.
Income documents include: salary certificate, tax return and other documents indicating the amount of profit received by the migrant.
A visitor must have such a level of earnings that he can exist in the country without any problems without applying for social assistance. Therefore, the norm is considered to be an income equal to or higher than the subsistence level. For example, to confirm the specified document in Moscow, you need to receive 18,530 rubles monthly, and in St. Petersburg – 10,988 rubles.
The minimum amount for a stay differs in the regions, therefore the income for confirming a residence permit depends on the territorial location of the Federal Migration Service where the foreigner applies. The cost of living for minors and people of retirement age is less than for adults capable of working.
Profit from bank deposits
The income that money in Russian accounts brings to a foreigner is not taken into account in the average monthly earnings. The presence of deposits is only evidence that the visitor has finances. Exceptions are income from work or business at the time of the foreigner’s stay in Russia, located on his personal account, alimony, social benefits and scholarships. This factor must be taken into account when submitting documents on earnings. If the migrant has other sources of livelihood, it is better to confirm them.
Thus, we can conclude that the following is provided to the migration service as evidence of regular income:
- certificate 2-NDFL;
- a document indicating the amount of accrued salary;
- tax return;
- bank account statement (in some cases);
- papers confirming social payments.
Rules for filling out the notification
To confirm your stay, you must accurately enter information in the prescribed form. The notice must not contain abbreviations, blots, typos, abbreviations, omissions or shaded elements. The document must be drawn up in Russian, but the Latin alphabet may be used. All fields of the notification must be filled out, and a photocopy of the passport is attached to it.
The migrant provides the following information about himself:
- FULL NAME;
- Identification;
- residence permit details;

If a foreigner leaves the Russian Federation for more than six months, he will be denied confirmation of a residence permit, and the document itself will be lost. Annual notification on residence permit
Obtaining a residence permit in Russia is an important event in the life of every migrant. This document not only gives him the status of a permanent resident of the country, but also brings him closer to the final goal of the entire process - citizenship. But do not forget that along with the rights, the owner of the certificate also receives a whole list of responsibilities, one of which is the annual notification of a residence permit. The only requirement for the latter: the amount of the deposit account (if we are talking about it) should not be less than 12 times the minimum salary. If the applicant is a dependent, then the financial documents are provided by the person who provides for him.
Extension of residence permit and re-registration - what is the difference?
The residence permit is valid for 5 years, and if the document is overdue, administrative liability is possible. In addition to the annual confirmation of the residence permit, it is possible to extend it; this procedure is necessary for those who intend to continue to stay and work in Russia.
The corresponding application is submitted in printed form to the Federal Migration Service. It is provided by a foreigner who has reached the age of 18. For children and incapacitated adults, residence permits are extended by their parents, guardians and other legal representatives. To renew a residence permit, the following documents are required:
- petition;
- identification;

- income certificate as proof of means of subsistence;
- document for ownership of living space for three years after entry into Russia;
- check for payment of state duty in the amount of 2 thousand rubles.
An application for renewal of a residence permit, drawn up without errors, must be submitted to the migration service or MFC no later than 2 months before the expiration of the document. It is reviewed within a maximum of 60 days after acceptance. Then FMS employees make a positive or negative decision.
Why can a migrant be refused to renew his residence permit?
- The submitted papers contain incorrect information.
- The foreigner was convicted.

How is confirmation of residence with a residence permit in Russia carried out?
A residence permit (RP) provides a migrant with expanded opportunities and significant prospects in Russia. Unlike a temporary residence permit, which is just a mark in a passport, a residence permit is a real document, upon receipt of which a foreign citizen acquires almost the same rights as Russians, with some exceptions. He can count on social security, take out loans and property for himself, and officially get a job. The only right that a foreign citizen with a residence permit does not have is the right to vote and run for office. In addition to the rights with the acquisition of a residence permit, a citizen of a foreign state also has responsibilities, one of which is the obligation to confirm residence under a residence permit.
In large cities where additional migration services exist, their employees themselves notify foreign citizens of the need to confirm or extend their status. This is usually done by mail to the address indicated in the document as the place of actual residence of the migrant. But it is better not to rely on a reminder from government agencies, but to worry about confirming or extending the residence permit yourself.
It is important to understand that a foreigner has the opportunity to confirm a residence permit no later than 2 months before the end of the calendar year. If, for example, a residence permit was received in March 2021, then you can confirm it for 2020 until November 2021. But it is better not to tempt fate, not to deliberately delay this process and punctually contact the migration service exactly one year later to undergo the procedure.
Many people, only after being deprived of a residence permit in the Russian Federation, think about their changed situation and begin to look for an answer to the question of restoring their status. It should be noted right away that this is very difficult to do, and in practice this is possible for approximately 5% of migrants, and only if they were able to prove that the reason for the missed deadline was a serious illness of a relative or the applicant himself, which kept him in his country. Or there was some other very compelling reason to break the law. In this case, migration service employees make concessions and allow the residence permit to be confirmed.
You can submit an annual tax return in form 3-NDFL instead of 2-NDFL. This does not make a fundamental difference, since the information in these two documents is completely identical.
