If a temporarily staying foreigner has an official job, then he is entitled to a full social package from the Social Insurance Fund, which includes payment for sick leave and “children’s” leave . If there is no work, then there are no insurance premiums. This means there is no payment for sick leave or maternity leave.

Residence permit holders

Permanently residing foreign citizens are entitled to almost the same social assistance as Russians. For example, they are entitled to receive a monthly child care allowance even if they are unemployed . This is not available for RVP owners.

Citizens from EAEU countries

Residents of Belarus have a special status on the territory of the Russian Federation. Thanks to international agreements between the two countries, Belarusians receive all types of payments from the Social Insurance Fund, regardless of their status. Citizens of Kazakhstan, Kyrgyzstan and Armenia are in a similar situation. Due to the difficult political situation in Ukraine, many of its citizens come to Russia. For them there are 4 options for obtaining Russian citizenship:

  2. Simplified procedure on the territory of Russia.
  3. The usual scenario for obtaining citizenship.
  4. For refugees.

The first option is relevant for those residents of Ukraine whose parents (or one of them) are citizens of Russia.
For an applicant under 18 years of age, to obtain status, it is enough that one of his parents or guardian has a Russian passport. To obtain citizenship, it is enough to contact the representative office of the Russian Federation in Ukraine. The second option is suitable for those who decide to use the program for compatriots and native Russian speakers. The procedure for obtaining Russian citizenship and the package of documents for Ukrainians in this case are significantly reduced.

The third option is suitable for any foreigner, so citizens of Ukraine can also use it on a general basis, following the established scheme for acquiring a Russian passport.

Due to the tense situation in Eastern Ukraine and its other parts, situations of an influx of Ukrainian refugees are arising. In this regard, in 2021 there is a special program for this kind of citizens who can become Russians within six months.

Types of financial assistance and documents for their registration

For mothers

A pregnant foreigner who has a temporary residence permit or residence permit (either a citizen of an EAEU country or a refugee) has the right to count on the following types of support related to maternity:

  • for pregnancy and childbirth;
  • one-time payment for women registered in the early stages of pregnancy;
  • one-time assistance at the birth of a child;
  • monthly child care allowance.

The first type of support is available only to working women for whom the employer paid contributions to the Social Insurance Fund, and to full-time students of Russian universities.

Not only parents, but also other close relatives have the right to receive a monthly allowance for caring for an infant It is available to both employed and unemployed foreigners with a temporary residence permit/residence permit, EAEU citizenship or refugee status.

The minimum amount of monthly assistance in 2021 is 7,082 rubles , and the maximum is 29,600 rubles (for working foreigners). You can apply for it through your employer or through the SZN department of your city. For this you will need the following documents:

  • order on granting maternity leave from place;
  • a certificate from work or from social security authorities proving that the second parent does not receive such support;
  • baby's birth certificate;
  • birth certificate of previous children, if any;

Maternal capital

Maternity capital is not available to foreigners. However, if the mother subsequently obtains Russian citizenship for herself and her children, she will be able to obtain it even if the baby has already grown up. At the moment, the maternity capital program has been extended until 2026.

Help for large and low-income families

A low-income family in Russia is one where the average per capita income per person is less than 2 subsistence levels in the region. Such families are entitled to special subsidies:

  • For the first and second child from 0 to 3 years old (the order of children is counted according to the mother, that is, he should be the first or second for her, and not for the father);
  • For any child from 3 to 7 years old;

Foreign citizens are not eligible for this state support. But “mixed” families, where one of the parents is a citizen of the Russian Federation, can receive money.

The benefit for a child from 3 to 7 years old is not a continuation of previous state support, but a separate program approved in 2021. It is also suitable for mixed families where one of the parents is a citizen of the Russian Federation. Families where the average per capita income for each member does not exceed the subsistence level of the region of residence can count on it. You can also apply for it through the MFC or the State Services portal. The amount is equal to half the subsistence minimum per child and is assigned to all children of the family aged 3 to 7 years inclusive.

Pensions

Only those foreign nationals who have a residence permit can receive a pension in Russia. As for Russians, 3 types of pensions are available to them:

  • Insurance (for age, disability, loss of a breadwinner). To apply for it, you must be registered in the compulsory pension insurance system of the Russian Federation. That is, work or conduct business in Russia at least for some time. If we are talking about an old-age pension, then the work experience in the Russian Federation must be at least 15 years.

The exception is the countries of the former USSR (except Azerbaijan) - in relation to their citizens, Russia recognizes the experience gained while working in their homeland.

  • Cumulative . Available only to those foreigners who worked in the Russian Federation before 2015 and made a choice in favor of this pension system.
  • The social pension is awarded to those who do not have the required length of service and the minimum number of insurance contributions. It is paid from the age of 70 for men and from the age of 65 for women. An important condition is that you must live in Russia for at least 15 years.

Material support for certain categories of foreigners

Refugees

Despite the fact that refugees in Russia are provided with a fairly large number of benefits, financial assistance is provided to them in very modest amounts. According to Law N 4528-1 Federal Law, they are entitled to the following types of support:
