Let us remind you that in May the Russian government prepared two Decrees : No. 183 and 187. According to Decree No. 183, residents of the DPR who are in the Donetsk and Lugansk regions and do not have any legal status in the Russian Federation can join the ranks of the Russians in a simplified manner. Decree No. 187 also concerns obtaining Russian citizenship for Donbass. But it is aimed at those people from the LDPR who are already in Russia and have achieved some kind of status here, for example, temporary residence permit. Let's talk about such applicants in more detail.

Russian citizenship for Donbass: who can apply for it under Decree No. 187

Attention! In connection with the amendments of July 17, 2019, residents of not only the DPR/LPR, but any settlements in the Lugansk and Donetsk regions can obtain citizenship in a simplified manner according to Decree No. 187. Read more.

You are subject to the Decree if you meet the following conditions:

  • you are a citizen of Ukraine or a stateless person and have one of the statuses in Russia: temporary residence permit, residence permit, refugee status, temporary asylum, participant in the State program. Having one of the listed statuses when obtaining Russian citizenship is mandatory for the DPR;
  • the second mandatory condition is that you need registration in the Donetsk region on the date: 04/07/2014 or in Lugansk on 04/27/2014 .

Example No. 1. You were permanently registered in the Donetsk region in 2013. You have not been deregistered and it is still valid for you - in this case you fall under the Decree.

Example No. 2. You registered in the Donetsk region in 2013, and de-registered in 2015 - you qualify for simplified Russian citizenship for Donbass, since as of April 7, 2014 you were still registered in the DPR.

Example No. 3. You registered in the Donetsk region in June 2014 - in this case you do not fall under the Decree, since registration occurred later than the date required by law.

Note! Both conditions - having status in the Russian Federation and registration in the Lugansk or Donetsk regions - are required. If you have one, but not the other, then you will not be able to obtain Russian citizenship in a simplified manner according to Decree No. 187.

Who can become a Russian citizen together with the applicant

If you meet the conditions described above, then your closest relatives :

  • minor children;
  • children over 18 years of age;
  • mother father;
  • husband wife.

Those who go along with the applicant are popularly called “trailers”. The applicant's relatives are not required to have status in the Russian Federation, registration in Donetsk, etc.

The only thing that is needed is to prove the fact of relationship . A relative must be in the Russian Federation legally: according to all the rules, he crosses the border and registers for migration in Russia.

How to obtain Russian citizenship for Donbass if a person is traveling as a “trailer”

There are still many contradictions. For example, the Moscow Main Directorate for Migration of the Ministry of Internal Affairs responds to requests from Ukrainians that spouses, parents, adult children of a resident of the Donetsk or Lugansk People's Republics can obtain citizenship of the Russian Federation separately from the applicant, that is, on a different day and even in a different city.

In any case, “trailers” prepare an application separately, collect their own package of papers, and also undergo a medical examination (if they do not have status in Russia). As for minor children, they go at the same time as their parents. Nowadays, both husband and wife often apply for Russian citizenship in Donbass at once. In this case, the child is included in only one application - the father or mother.

What documents to collect

The lists of papers have also been simplified. Residents of Donbass do not need:

  • provide proof of income;
  • take an exam in Russian;
  • renounce Ukrainian citizenship.

Here is the main list:

  1. Statement. A resident of Donetsk or another locality of the LDPR prepares an application on a special form (the application form and sample can be downloaded at the end of the article) in 2 copies. The application consists of 14 points, so filling it out is relatively simple. Print the application on both sides, that is, you will get 2 sheets (4 pages).   2. Identity document. This can be a foreign passport, an internal Ukrainian passport or a DPR/LPR passport.
  3. A document confirming registration in the Donetsk People's Republic on April 7, 2014 or in the LPR on April 27. For example, a passport with a registration stamp (the stamp must indicate the place of registration). If there is no passport with a mark, then a certificate from the passport office or a certified copy of the house register will do.
  4. Documents confirming relationship. If your relatives will receive citizenship, you will need to confirm the relationship using a birth certificate, marriage document, or adoption certificate.
  5. Confirmation of status in Russia. The following must be presented: a passport with a temporary residence permit stamp, a residence permit booklet, a certificate of a participant in the State Resettlement Program, a refugee certificate, a certificate of temporary asylum.
  6. Photos. There are a lot of questions here regarding the size of the pictures. Applying for Russian citizenship for Donbass requires attaching photographs (3 pieces) measuring 3 x 4 cm on matte paper to the set of papers. The pictures are pasted in the presence of an inspector, so don’t do anything with them at home. If you are accompanied by a minor child , his photo is required - 1 piece .
  7. State duty - 3500 rubles . Payment - through any bank; in some branches of the Ministry of Internal Affairs it is possible to pay through a terminal. Check your receipt immediately. Full name, address, all details - look at every number and letter. If they find errors in the receipt, they will turn it around and tell you to redo it. In banks, Russia is often indicated in the “Country that issued the document” field. Be sure to check this item - your country should be there.

What documents do relatives present?

Parents, spouses, and adult children who are traveling in a “trailer” prepare a separate application for themselves and collect their own set of documents .

An important point: if a relative does not have status in the Russian Federation, then he undergoes a medical examination.

There is also no clear list of papers for relatives at the moment. May require:

  1. relative’s passport + notarized translation;
  2. a document confirming the relationship with the applicant, according to which citizenship is issued;
  3. migration registration;
  4. if there is status in the Russian Federation, then the corresponding document is presented;
  5. if there is no status, you need Medicine: a certificate from a narcologist, a conclusion about the absence of infectious diseases, a certificate about the absence of HIV;
  6. 3 photos: 3x4 cm;

When submitting documents for registration/extract from an apartment through the Central Administrative Office, a representative of social services, the housing office, condominiums, or the manager of an apartment building, the date of registration of the place of residence/stay is the day the registration authority received the relevant documents. Thus, the time frame for obtaining registration differs from that established by law, but as a rule does not exceed 30 days.

Now, to obtain citizenship at the local Migration Department of the Main Directorate of the Ministry of Internal Affairs of Russia, you do not need to have a temporary residence permit or residence permit. The Donetsk and Lugansk People's Republics (DPR and LPR) are currently not recognized by the Russian Federation. The legal status and procedure for acquiring Russian citizenship by residents of these republics have certain features and deserve separate consideration.

Temporary procedure for registration at the place of residence and place of stay

In the event of loss/theft (damage) of a house (apartment) register, registration of a new house (apartment) register after its acquisition by the owner of the residential premises is carried out on the basis of an application submitted by the owner in writing to the registration authority at the location of the residential premises. On the registration of a house (apartment) register for the first time, as well as in connection with loss/theft (damage), a corresponding note is made in the registration register of house (apartment) books of any form, which is registered in the prescribed manner and stored in the registration authority at the location of the residential premises . Recognition on the territory of Russia of documents issued in the DPR and LPR

However, in the conditions of the ongoing blockade of the DPR and LPR by Ukraine, as well as due to a number of other objective reasons, not all residents of these republics have the opportunity to receive passports of citizens of Ukraine within the established time frame, as well as replace their existing documents in accordance with the grounds provided for Ukrainian national legislation.

In this regard, some categories of residents of the DPR and LPR do not have valid national passports of Ukrainian citizens. Alternative documents that are issued to these categories of citizens are passports of citizens of the DPR and LPR.

Despite the fact that these republics are not recognized by the Russian Federation, documents issued by the relevant authorities (organizations) of the Donetsk and Lugansk People's Republics are recognized as valid in the Russian Federation.

On February 18, 2021, the President of the Russian Federation signed Decree No. 74, according to which, temporarily, for the period until a political settlement of the situation in certain regions of the Donetsk and Lugansk regions of Ukraine, on the basis of the Minsk agreements in the Russian Federation, identity documents, education documents and ( or) on qualifications, birth certificates, marriage (divorce), change of name, death, as well as other documents issued by the relevant authorities (organizations) actually operating in the territories of these areas, to citizens of Ukraine and stateless persons permanently residing in these territories.

Thus, residents of the Donetsk and Lugansk People's Republics, who have DPR and LPR passports as identification documents, are recognized by the Russian Federation as citizens of Ukraine.

When Donbass residents apply to the migration departments of the Russian Ministry of Internal Affairs, they are considered as citizens of Ukraine, and documents issued by the relevant authorities of the DPR and LPR are accepted by employees of these departments without reservations or restrictions.

These citizens are subject to all provisions of Russian legislation that apply to citizens of Ukraine:

entry into the territory of the Russian Federation in a manner that does not require a visa;

the possibility of obtaining a temporary residence permit in the Russian Federation within a 2-month period;

no need, when submitting an application for admission to Russian citizenship as a native speaker of the Russian language, to present a document from an authorized body of Ukraine confirming the renunciation of citizenship of this state, or a document confirming the impossibility of renouncing Ukrainian citizenship due to reasons beyond the applicant’s control, etc.

The procedure for obtaining a passport of a citizen of the DPR and LPR in 2019

When submitting papers to receive a main identity card for a citizen of the Donetsk People's Republic, you must attach a certificate of a unique taxpayer number. If it was received before May 2014, there will be no problems. When the code was assigned later, on the territory of Ukraine, the paper is not accepted. From February 2021, after the entry into force of the above-mentioned Decree No. 74, at all stages of registration of state affiliation, documents issued in the LPR and DPR are accepted as the main identification document. At the final stage, the application, completed on the approved form, should be accompanied by papers according to the list provided.
