Foreign citizens arriving on the territory of the Republic of Kazakhstan must register for migration registration, which is a “temporary registration”.
In 2021, Russian citizens can enter the Republic of Kazakhstan without a pre-issued visa. But this does not relieve them of the obligation to register. But it is necessary to “register” based on how long the Russian resident expects to stay on the territory of Kazakhstan. If your stay is less than 30 days, you don’t have to register. But if a resident of the Russian Republic wishes to stay in Kazakhstan for more than a month, then registration is mandatory.
The most beautiful city in Kazakhstan is Nur-Sultan (Astana)
These registration deadlines apply exclusively to Russian citizens. Many foreigners are interested in how long representatives of other countries can stay without temporary registration. The answer is clear - no more than 10 days from the day of crossing the border of the Republic of Kazakhstan. This rule is specified in the ninth paragraph of the code of rules for the entry and stay of foreign persons on the territory of Kazakhstan.
The exception applies only to residents of states that are members of the Customs Union. In 2021, the Customs Union includes:
- Russian Federation.
- Belarusian Republic.
- Armenia.
- Republic of Kazakhstan.
- Kyrgyzstan.
Representatives of these countries may not be “registered” during the first 13 days from the date of entry. But such a “privilege” applies only to those persons who, in the migration card, when crossing the Kazakh border, in the column for the purpose of the trip. Relatives of residents of the Customs Union countries may also not register during this period in 2021.
Countries included in the Customs Union
If citizens of other countries intend to stay on the territory of the Republic of Kazakhstan for more than 5 days, then “registration” is required.
Where to register
Regardless of citizenship, the registration procedure is carried out at the regional migration police department. The Migration Police Service is the prototype of the Russian Main Directorate for Migration of the Ministry of Internal Affairs.
Registration of diplomatic and consular representatives is carried out by the Ministry of Foreign Affairs. If a family arrives with a foreigner who has this status, then his family members are also registered with the ministry.
Who should register
As previously noted, foreign guests are registered with the migration police of the Kazakhstan Republic. An arriving foreigner will not be able to register independently. He definitely needs a receiving party, which can be either a legal entity or an individual.
An individual is understood to be a citizen of the Republic of Kazakhstan or a person who has a residence permit. To register, the host must have their own home.
A legal entity is understood as an organization, firm, company or enterprise that has all the statutory documentation.

Most often, the receiving party is an individual. If a foreigner arrived on the territory of the Kazakhstan Republic for the purpose of employment, then the receiving party may well be an enterprise.
To carry out the procedure, the inviter contacts the regional migration police department.
But there is a category of citizens who must personally visit the regional migration police department to register. This category of citizens includes representatives of such countries as:
- Australia.
- Austria.
- Ireland.
- Belgium.
- Great Britain.
- Spain.
- Northern Ireland.
- Italy.
- Canada.
- Luxembourg.

- New Zealand.
- Norway.

- Finland.
- France.
- Germany.
- Sweden.
- Japan.

- Korea.
- United Arab Emirates.
- Slovakia.

All foreign representatives who arrived on the territory of the Republic of Kazakhstan on a tourist visa are required to personally visit the migration police for registration. Visa to Kazakhstan
A personal visit is also mandatory for those foreign citizens who have relatives in this country.
Registration procedure
To carry out registration and residence permit, you need to provide a package of documents consisting of:
- Passports of a foreign citizen. The passport can be domestic or foreign. It doesn't really matter. The main condition is its authenticity and validity period.
- Migration card. This document is filled out by travelers at the border. The card contains the basic personal data of the foreigner, the purpose of the trip and the expected length of stay.
- Statements.
If the receiving person is an individual, then the application can be taken at the regional migration police department. If the receiving party is a legal entity, then the application is drawn up in accordance with all requirements on a special official letterhead of the company or enterprise.
The package of documents may include additional information. The need for additional documents arises depending on how long the foreign guest intends to stay on the territory of the Republic of Kazakhstan. If the period of stay is more than 180 days, then in addition to the migration police you need to provide:
- Arrival sheet. This document is provided in two copies.
- Statistical registration certificate.
- Photo in quantity of one piece. Photo size: 3.5 by 4.5 mm.
After the documents are submitted to the regional division of the migration service, the receiving person is issued a certificate confirming the acceptance of the documents for consideration.
The procedure itself, if there is a host, is completely free.
After considering the application for temporary registration and making a positive decision, the foreign guest is issued a certificate that proves his identity. The registration mark itself is placed on the migration card.
Temporary registration marks
If a foreigner does not have a migration card, then one can be obtained from the regional migration police department. According to the rules, some foreign guests can enter the territory of the Republic of Kazakhstan without filling out this document. Therefore, the absence of a migration card in 2021 is not considered a violation of current legislation.

Hello, I am a citizen of Kazakhstan, since August 2013. Question: Can I issue travel documents without going to Kazakhstan at the place of my last registration, or this can be done at the Consulate General of the Republic of Kazakhstan in the Russian Federation. Documents for obtaining citizenship under the program of resettlement of compatriots have been submitted, the deadline for consideration of documents expires in May 2020. Thank you in advance. Sincerely,
Rights and responsibilities of registered aliens
Regardless of the place of “registration”, a foreign guest has the right to move throughout the entire territory of the Republic of Kazakhstan. The place of “registration” is mandatory for residence. This means that you cannot register at one address and live at another. This is a direct violation of current legislation.
According to the rules, when changing temporary place of residence, a foreign guest is obliged to notify migration police officers of the change of address within 3 days. To do this, he must come to the department and write an application to change his temporary place of residence.
Writing an application means that a person is removed from the migration register in this region. Therefore, he must register with the police department at his new place of residence. This must be done within the first five days after moving. This procedure is called re-registration. It only takes 1 day.

If a resident of the country intends to move to Russia for permanent residence, then he receives permission from the migration service to move.

Violation of registration rules
Previously, for violating the registration procedure, a foreign guest faced a fine of 10 MCI (minimum calculation index). But in 2021, registration violators need not fear this. Instead, they will be issued a warning by the police. If violations continue, the violator will have to pay a fine. These new rules were introduced at the beginning of 2015.
If the foreigner does not live at the registered address, he will also have to pay a fine. The fine is 15 MCI.
A fine is also imposed on hosts who fail to register on time. So for an individual, the fine in 2016 was equal to 5 MCI, and a legal entity will have to pay about 10 - 15 MCI.
The police explained the new registration procedure for foreigners
The Department of the Migration Service of the Almaty Police Department, with the participation of representatives of the Kazakhstan Tourism Association, representatives of hotels, hostels and travel agencies, held a seminar-meeting, where changes were explained regarding the abolition of temporary registration for foreigners staying in Kazakhstan for up to 30 days, zakon.kz reports. .
Thus, all responsibility for informing about the arrival and stay of a foreigner rests with the individuals and legal entities receiving them through notifications from the migration service authorities:
— through the visa and migration portal (you must have an electronic digital signature),
— through the e-government portal (you must have an electronic digital signature),
— submitting a written notification directly to the migration service.
In case of a stay of more than 30 days, a foreigner is issued a temporary residence permit at the request of the receiving party (employer, medical or educational institution, family members, etc.).
Foreigners who come to the Republic of Kazakhstan on visas are also exempt from registration for the duration of the visa. To stay for a longer period, you must have a visa (issued by foreign institutions on the basis of an invitation or by the migration service on the territory of the Republic of Kazakhstan).
Immigrants are required to leave the Republic of Kazakhstan before their visa expires.
The period of temporary stay in Kazakhstan of an immigrant who arrived in the country in a manner that does not require a visa cannot exceed thirty calendar days from the date of crossing the state border, a total of ninety calendar days during each period of one hundred and eighty calendar days, unless another procedure is established by agreement Kazakhstan with the relevant party or government of the country.
In addition, in order to simplify and expedite the consideration of cases of administrative offenses in the field of migration, if a foreigner fails to leave Kazakhstan for up to three days, after the permitted 30 days of stay, the internal affairs bodies issue a warning. From 3 to 5 days, after the permitted 30 days of stay, a fine of 10 MCI (26,510 tenge) is imposed, over 5 to 10 days a fine of 15 MCI (39,855 tenge).
If a foreigner fails to leave for more than 10 days, after the permitted 30 days of stay, in this case the court prescribes a fine of 25 MCI (66,275 tenge) or administrative expulsion.
The receiving party will also be responsible, for example, for failure to notify the migration service of the arrival of a foreigner in the country:
- a warning will be imposed on individuals,
— an administrative fine of 10 to 20 MCI (26,510 tenge - 53,020 tenge) will be imposed on legal entities.
What documents are needed for registration
In practice, it turns out that it is very difficult and almost impossible to discharge even former relatives through the court. Therefore, think several times before registering someone in your privatized apartment or room.

To register - registration - at your place of residence, you need to apply with a set of documents, as well as in the personal presence of the home owner, to the territorial body of the Federal Migration Service. For example, in the Oktyabrsky district of Samara - on Michurina St., 46a.
Is it possible to live without registration in another city?
According to current Russian legislation, the place of residence of a child under 14 years of age is determined by the place of residence of his parents. Therefore, you don’t even need the owner’s consent to temporarily register a child.
If, due to certain circumstances, a person finds himself without a residence permit in Moscow or any other city, he must urgently look for opportunities for temporary registration. Such accounting can be registered in any residential premises: apartment or private house.
