Required documents

To receive the required services in one visit to the facility, you must prepare the necessary documentation. The list of required documents depends on what the client needs. When applying for a disability insurance pension, the following must be additionally presented:

1) Documents confirming periods of work and other activities.

2) Certificate of average monthly salary for 60 consecutive months until 01/01/2002 (if necessary).

3) Documents confirming the presence of additional circumstances:

  • change of the applicant’s full name (certificate of marriage/divorce, change of name);
  • the presence of disabled family members (minors, full-time students at universities, disabled people). Documents confirming the relationship (birth certificates, adoption certificates, marriage/divorce certificates, etc.) are presented;
  • the presence of the above-mentioned family members as dependents (certificates from housing registration authorities, income certificates, extracts from the ITU inspection report, court decisions and other documents containing the necessary information).

When applying for a state disability pension, documents confirming the applicant’s category are submitted:

  • certificate of a veteran (participant) of the Second World War, a resident of besieged Leningrad, a participant in the liquidation of the consequences of the Chernobyl disaster;
  • military ID, etc.

The legal representative (except for an identity card) presents a document confirming the right to act on behalf of the applicant:

  • act of guardianship and trusteeship authorities;
  • notarized power of attorney, etc.

Copies of the passport and other documents that must be returned to the applicant after identification and data verification will be made by the MFC employee directly at the reception.

Terms of service

  • the citizen permanently resides in Russia.

A state disability pension is awarded if:

  • the serviceman became disabled during military service, within 3 months after dismissal or after the expiration of 3 months if the disability occurred as a result of injury during military service;
  • a citizen injured as a result of the disaster at the Chernobyl nuclear power plant has at least 1 day of insurance coverage.

Citizens who simultaneously apply for different pensions can choose only one of them at their discretion. An exception is recipients of a state disability pension (except for cosmonauts). An old-age insurance pension is assigned when the conditions established by Art. 8 of the law of December 28, 2013 No. 400-FZ, as amended. from 06/27/2018:

  • reaching the age of 55 years for women and 60 years for men (as of 2021), with the exception of civil servants, for whom the retirement age is determined separately;

Note: if bill No. 489161-7 is finally adopted, the retirement age from 01/01/2019 will be gradually increased to 63 years for women and 65 years for men.

  • insurance experience of at least 9 years (for persons applying for a pension in 2018, in the future the minimum length of service will increase annually: 2021 - 10 years; ...; 2024 - 15 years);
  • the value of the individual pension coefficient (IPC) is 13.8 (for 2021, then the size of the IPC will be increased to 30 by 2025).

Note: The Government of the Russian Federation is considering the possibility of abolishing pension points, but a draft law has not yet been developed.

The right to early retirement is available to persons whose insurance period includes periods of activity associated with special working conditions (hazardous production, underground work, civil aviation, fire service, etc.) or work in the Far North and equivalent areas (full the list of such citizens is given in Article 30-32 No. 400-FZ).

Please note: Law of the Russian Federation dated April 19, 1991 No. 1032-1, as amended. dated 07/03/2018 also provides for the possibility of early retirement (but not less than 2 years before the appropriate age) on the recommendation of the Employment Fund for women with at least 20 years of insurance experience, and men with 25 years of experience or more, laid off in connection with the liquidation of the company (termination of the activities of an individual entrepreneur, reduction of the organization’s staff), if there are no vacancies for these persons.

This type of pension can be assigned:

  • citizens of the Russian Federation who have reached the age of 60 years - for women and 65 years - for men (due to the pension reform, this criterion can be increased to 68 and 70 years, respectively);
  • citizens belonging to the category of small-numbered peoples of the North, who have reached the age of 50 and 55 years, respectively, permanently residing in the above area on the day of the pension;
  • foreigners and stateless persons who have reached the above age and have lived in the Russian Federation for at least 15 years.

There are no requirements for insurance experience when applying for a social pension.

Issued to citizens affected by radiation or man-made disasters in accordance with the laws:

  • No. 166-FZ dated December 15, 2001, as amended. from 03/07/2018 – if you have at least 5 years of insurance experience;
  • or No. 1244-1 dated May 15, 1991, as amended. dated 06/04/2018 (taking into account norms No. 400-FZ) - the minimum number of years of insurance experience and the amount of the IPC are established in the same amount as for the assignment of an old-age insurance pension.

The retirement age is determined separately and depends on the nature of the work performed by citizens, as well as on the time, place and duration of residence in areas exposed to radiation contamination, but cannot be less than 45 years for women and 50 years for men.

Note: there are no plans to raise the retirement age for people affected by radiation and man-made disasters.

Upon submission of documents, the center employee will issue the applicant a notification receipt, the number of which can be used to track the status of the application through the local MFC website or by calling the hotline (contact number of the department that accepted the application).

In some regions, Multifunctional Centers inform citizens about the decision to assign a pension via SMS.

Having a social card in hand, citizens can travel on city and suburban public transport for free. The card also makes it possible to pay for goods at pharmacies and retail supermarkets with discounts.

  • due to lack of experience or IPC. In 2021, to receive an old-age pension, a citizen must “work” for at least 10 years and accumulate 16.2 points;

The reasons for refusal to issue a monthly pension payment are:

  • insufficient insurance experience;
  • lack of pension points.

another reason for refusal to apply for a pension through the MFC may be imperfect legislation. For example, teachers can retire early after working long enough to do so. A nanny who worked in a kindergarten for 25 years was denied this right. Because the list of positions that fall under this benefit includes only a junior teacher. The maximum period for consideration of the application is 10 working days from the date of submission of documents

The social disability pension is assigned from the 1st day of the month in which it was applied for, if at that time the citizen already had the right to it. An exception is disabled children over 18 years of age. For them, the pension is reassigned from the moment they reach adulthood.

The state disability pension is assigned from the 1st day of the month in which it was applied for, if at that time the citizen already had the right to it.

The period for payment of a disability pension corresponds to the period during which a citizen is considered disabled, including indefinitely.

The day of application for an insurance, social or state pension is considered to be:

  • when submitting documents to the Pension Fund or MFC in person - the day the application is accepted;
  • when sending documents by mail - the date on the sender's postmark;
  • when submitting an application through the State Services portal or the Pension Fund website - the date of sending the electronic document.

Disability pension is paid every month

You must contact the MFC no earlier than 1 month before reaching the established age.

In this case, a citizen can go to his territorial branch of the Pension Fund in advance, 9-12 months before retirement, in order to create a layout of his pension file.

The legislation of the Russian Federation does not provide grounds for refusal to accept documents or provide services in the event of an application by an applicant entitled to receive an old-age pension.

Step-by-step instructions for transferring a pension to another bank

A minimum of action is required from a person to transfer pension payments from one bank to another, because the main work is done by the financial institution itself in tandem with the pension fund and government agencies. The whole procedure is carried out in three stages:

You can receive a pension under approximately the same conditions at Svyaz-Bank, Rosselkhozbank, Pochta Bank, Alfa-Bank and others. Almost all of the country's largest banks offer a corresponding product for pensioners.
