- Military pension
In most cases, a military pension is the only source of income for retirees. Therefore, citizens receiving pension payments expect funds to arrive on certain days.
Delaying money can have a negative impact on people's lives. After all, someone plans to purchase medicine, some must pay the loan on time. For what reasons can this happen and what measures can be taken in case of non-receipt of funds?
Why are pension payments delayed?
Each region has its own schedule for assigning and crediting pensions. If the date the funds are credited falls on a weekend or holiday, the money is usually paid in advance. However, minor delays in payments of a few days are acceptable. In practice, there are situations when the payment of accruals is delayed for a week or more. There may be different reasons for the delay in the Ministry of Internal Affairs pension, many depend on the method of crediting the amount of money.
Most pensioners receive funds via cards or bank account. The reasons for payments not received on time are various :
- technical problems in the work of the Pension Fund or bank;
- The card has expired or the bank card supports a foreign payment system (Visa, MasterCard). Enrollment is possible only to cards of the MIR payment system;
- Some banks set their own schedule for crediting military pensions.
Reference! Some military retirees receive their money at the post office, or postmen bring money home. In such cases, delays may be due to problems and malfunctions in the mail.
In some cases, delays in military pensions depend on the Pension Fund of Russia:
- if the military pension or benefit was issued improperly;
- non-payment of a disability pension may be due to the fact that a person must undergo an examination in order to further receive money;
- there may be disruptions and malfunctions in the operation of the pension fund;
- lack of finances in the Pension Fund for the distribution of funds.

Where to go if payment is late?
If problems arise related to receiving pension transfers, if payments were not made on time, you should contact the pension fund. It is this organization that is responsible for the timely payment of due amounts.
At the same time, you need to understand that the fund is not always to blame. If a citizen receives a pension on a bank card, he must be prepared for the fact that delays may be associated with the work of the institution. In such a situation, you need to contact one of the banks and demand an explanation and correction of the current situation.

Indexing
When calculating military pension payments, a reduction factor and indexation taking into account annual inflation are applied. At the legislative level in 2012, it was determined that annually pension accruals will be indexed by 2% above inflationary growth.
But in practice this rule is not always applicable. An increase in indexation by 2% above inflation occurred in 2021. In 2020, pensions for military personnel and law enforcement officers were increased only by 3%, taking into account inflationary growth; the required 2% was not paid. When reducing the indexation increase, the government explained that such a low increase was associated with a low inflation level.
In January 2021, information appeared about a draft regulatory act providing for an additional supplement to military pensions. According to the project, pension payments are planned to be indexed annually taking into account the cost of living. In cases where inflation exceeds the growth rate of the cost of living, it is planned to further index the accruals.
Important! The planned indexation of pension payments should occur in the fall of 2021. At the same time, pensioners can hardly expect an additional increase in pensions by 2% above the inflation level.

The date of payment of salary to military pensioners in Russia traditionally differs from the transfer of standard old-age transfers. This is done to avoid confusion and reduce the burden on the Pension Fund. Payment of pensions to military personnel usually occurs after the third day of each month (please note that in some regions of the Russian Federation the dates may be different).
But in April 2021, the former military did not receive their money. Now there are a large number of complaints about non-payment of benefits from former military personnel, people are worried and worried. This is especially acute against the backdrop of recent events in Russia and the world related to the unexpected pandemic and economic crisis. Why aren’t military pensions paid and what can be done about it?
The simplest explanation is the current coronavirus quarantine situation - due to recent events, many changes have occurred. If payments are delayed for several days, then there is no need to be nervous yet.
If benefits do not arrive a week after the usual issuance date for your region, there may be several possible reasons:
- Simple human factor. The postman does not have time to deliver the notices. If your pension is usually brought to you by a postman, then the delay in the current month may be due to a reduction in the number of working postmen due to quarantine. The remaining employees simply cannot cope with the increased workload on time.
- The pension fund transferred the money late due to a shortage. It sounds scary, but in fact, this is a common situation that is usually resolved within 1 week.
- The citizen completed the documentation incorrectly. This scenario is possible when the initial receipt of a pension falls exactly in this month.
- The Pension Fund of the Russian Federation transferred funds to the card, but the bank has not yet completed the operation. This situation often happens - in this case you need to contact the bank directly, and not the Pension Fund.
- You found out that the bank had nothing to do with it, and the funds were not even transferred. In this case, you can call the Russian Pension Fund hotline and find out the situation over the phone. There is no need to go to the Pension Fund in person - admission of citizens there is currently limited due to the coronavirus quarantine.
What to do if the payment has not arrived
Failure to pay a pension on time may be due to various circumstances. You should wait a few days before finding out the reasons for the non-receipt of funds. In the event that funds should arrive on the card, you need to come to the bank and ask the employees to explain why the money did not arrive on time and when it is planned to arrive.
If the money is not received on time due to the fault of the bank, employees must take measures to credit the funds as quickly as possible. If bank employees determine that pension payments have not been transferred to the Pension Fund, you must contact the pension department . In the event that Pension Fund employees do not want to go to a meeting and explain why there was an unreasonable delay in funds, you can file a complaint against the actions of the employees.
If the complaint does not bring positive results and the pension remains unpaid, a statement of claim should be filed with the court. The defendant will be the bank or the Pension Fund, depending on whose fault the non-payment of money occurred.
Military pension payment schedule in 2021
As for pension payments to military pensioners, they are issued according to a schedule established and determined by the state. They are not issued on the same basis as civilians in order to avoid confusion. Therefore, a certain payment schedule was established for the military. Now let's look at the most important principles of this chart.
They are as follows:
- Payments begin every month and start on the 3rd.
- The date of issue of pension payments is made strictly according to the established schedule, and it is set for each military pensioner.
- If the date of issue of the pension falls on a holiday or weekend, then its payment can be made several days earlier than the appointed date, but not later.
Good to know! Also, if you have any questions or problems related to untimely receipt of payments or delays, please contact the military commissariat immediately. In it you will receive all the necessary information and help in solving problems that arise.
Features of calculating military pensions
Payment and assignment of a military pension can be in three cases:
- by length of service;
- on disability;
- for the loss of a breadwinner.
A long-service military pension is assigned when a military person has worked a certain number of years in military or law enforcement agencies. When making appointments, the following criteria are taken into account :
- the total military experience must be at least twenty years;
- A military man must be at least 45 years old, and his total work experience is 25 years, of which 12.5 years are spent in military service.
The following factors influence the amount of pension payments based on length of service::
- military experience;
- the position being filled and the title received;
- the amount of salary and allowances.
Service in northern regions and hard-to-reach areas may be considered an additional factor.
To apply for a military pension, you must fill out an application for the assignment of pension accruals, as well as present a passport, an extract from the dismissal order, a monetary certificate and other documents. You must submit a package of documents along with your application to the HR department.
Attention! In addition to the basic military pension, citizens serving in military and law enforcement agencies may receive additional payments and allowances. After registration, the pensioner is entitled to a certificate.
What to do if your pension does not arrive on time?
A situation with a delayed pension may arise both for citizens who have just entered the category of pensioners, and for those who have already issued a bank card. If you are expecting a pension for the first time, then the reason for the delay may be the recent paperwork. However, it is recommended to take active action if the money does not arrive within 7 days. What should I do?
- We go to Sberbank and ask for a personal account statement.
- With the extract, we go to the local Pension Fund office and ask them to explain the reason for the delay.
Pension Fund specialists must find out what happened. If the reason cannot be found immediately, we leave the complaint: the Pension Fund must conduct its own investigation and search for a money transfer.
The claim is reviewed within a month. Let us note that for violation of the deadlines for payment of pensions, citizens can demand payment of fines and penalties - as in the case of salary payments.
Pension payments are not made at once for all pensioners, but on different days of the month. General provisions regarding the payment schedule are established in Order No. 885 of the Ministry of Labor and Social Security. In accordance with this legal act, the monthly billing period begins on the 3rd day of each month.
When drawing up a payment schedule, local authorities are guided by the following factors:
- The total number of pension recipients in a given region, city and district.
- Local features of the region - the size of the territory and the distance of settlements from each other, the population.
- Dates for the arrival of a tranche of federal money to meet the financial needs of local pension funds.

What to do if your pension does not arrive on time?
It is the responsibility of the state to provide elderly Russians with sufficient benefits for a comfortable life. In this regard, it is very important that citizens can receive the required payment in a timely manner. Today there are two ways to pay state benefits:
- At the Russian Post Office. The citizen will have to go to the post office at the place of registration to pick up the pension, or exercise the right and apply for delivery of benefits to their home. Typically, this option is used in cases where a pensioner lives in remote localities where there is no bank or ATM.
- Through Sberbank. This option is more convenient and preferable for participants in the process, since the funds are transferred to special cards and can later be withdrawn from the USO or spent online.
Attention! Delays in transferring benefits may occur without taking into account how the elderly person receives benefits. Therefore, it is important to track the exact terms and dates of pension payment in order to take the necessary measures in a timely manner.
The benefit is paid monthly, but the exact date of crediting the required funds depends on where the pensioner lives. Detailed information about the date on which the pension is transferred is usually posted on the official website of the Pension Fund, where any citizen can go. If you do not have access to the Internet, you can clarify the information by visiting the institution in person.
On a note! If the payment date falls on a holiday or weekend, then usually the money is transferred in advance, and for pensioners a special schedule for payment of state benefits is posted on the Pension Fund website.

In 1 minute! Let's calculate overpayments using a calculator. We will offer a sea of profitable offers on loans, credits and cards, very flexible conditions. Shall we try?)
Without taking into account what the cause of such a failure is, an elderly person should know and understand how to act and where to call if the military pension has not arrived on the Sberbank card. This will avoid unnecessary visits to a branch of a financial institution and provide an opportunity to find out what is causing the problem.
To obtain the necessary information, please contact the following numbers:
- It is better to call Sberbank on the 24-hour hotline number - 8-800-555-5550. Company employees will be able to answer any questions regarding the bank’s work. When a solution is not found, you need to call the Pension Fund.
- The Pension Fund of Russia should also call the 24-hour number – 8-800-775-5445. Specialists will be able to clarify whether pension payments were made to the card and, if necessary, will reconcile all payment data.
Important! If these actions did not help resolve the situation, then it is worth filing a complaint first with the head of these institutions, and then with the prosecutor’s office and the court.
