How to check the status of your retirement account

Pension provision consists of three parts:

  • fixed – indexed on January 1 of each year;
  • insurance – formed on an individual basis;
  • cumulative - made up of free contributions.

When calculating the amount of benefits, for example, due to a software failure, it is possible that payments will be assigned incorrectly. You can check the correctness of pension calculations and correct inaccuracies by submitting a corresponding request to the Pension Fund. This can be done in the following ways:

  • contact the district office in person;
  • use the State Services website;
  • submit an application through the Internet portal of the Pension Fund.

You can also calculate the amount of the monthly payment yourself and, if any inaccuracies are found, apply for recalculation.

The pension payment schedule for August 2021 differs by region

First of all, it should be taken into account that there is no uniform pension payment schedule for the whole of Russia. Each regional branch of the Pension Fund itself determines it for each individual month. Therefore, although in general the graphs are similar across the country, they may differ in a number of nuances.

Moreover, even in the same region, pension payment schedules for cities and villages may differ. This is due to the fact that delivery of pensions is most often carried out by Russian Post. Often post offices in rural areas have a larger number of days off compared to cities, which also affects the pension payment schedule.

When drawing up a pension payment schedule, the Pension Fund of the Russian Federation, as a rule, relies on the fact that if the usual date of payment of pensions coincides with a day off, the pension should be paid earlier. For example, if the pension payment date falls on a Sunday, pensioners may receive their pension on Friday or Saturday rather than on Monday.

The pension payment schedule for August 2021 is not presented by all local branches of the Pension Fund. Sometimes, including the 3 largest regions of the country - Moscow, Moscow Region and Krasnodar Territory - schedules are not made public.

We will look at the pension payment schedule for August using the examples of St. Petersburg and Sevastopol. In most regions of Russia, the graphs will look approximately the same.

How to check the correctness of pension calculations

According to the Federal Law “On Labor Pensions” No. 173-FZ, in order to verify the correctness of the transfer of pension contributions, a citizen must provide the following documents to the regional office of the Pension Fund:

  • statement;
  • passport;
  • SNILS.

The application does not have a unified form and is filled out in free form in compliance with the rules for drawing up official documents. It contains the following information:

  • personal data of the citizen (full name, age and date of birth, passport details, SNILS number and pension certificate);
  • the essence of the appeal;
  • Date of preparation;
  • applicant's signature.

IMPORTANT! The application can be sent by mail. In this case, notarized copies of documents are attached to the letter.

The processing time for the application is 5 working days. The period starts counting on the next day after submitting the application. The official response contains the following information:

  • inspection notice;
  • information about the calculation performed;
  • the state of the personal account of the insurance and funded part of the pension.

Pension Fund employees send notification of the results of the inspection by mail or in any other way specified by the applicant.

Online application

To find out about the calculation of a pension via the Internet, a citizen needs to act in the following sequence:

  1. Go to the official portal of the Pension Fund.
  2. Log in to your account or register it. You must indicate your full name, passport details, contact phone number, SNILS number.
  3. On the main page, go to the user’s personal account and click on the “Pension savings” tab.
  4. Create an application and send a request.

An alternative method is to obtain an extract through the State Services service. To use it you need:

  1. Go to the State Services portal.
  2. Register in your personal account.
  3. Find it in the search and use it.

The report presented to the citizen contains the following information:

  • duration of insurance period;
  • the number of savings and the name of the organization managing them;
  • a list of contributions made, indicating the persons and companies who made them;
  • number of pension points (individual pension coefficient).

If there is an inaccuracy in the statement, you must print the report and provide it to the Pension Fund as an attachment to the application.

Apparently, our pensioners do not have a great need for money.

Because about 2 million Russians entitled to the funded part of their pensions never came for it. Or maybe they just don’t know that they have such a pension, and in order to get the money, they need to contact the Pension Fund?

According to the 15 largest NPFs, the largest number of citizens who have not applied for the funded part of their pension are in NPF Otkritie (605 thousand), Future (almost 419 thousand), Gazfond Pension Savings (319 thousand) and NPF Sberbank (157.2 thousand). The Pension Fund of Russia is not on this list (it is, after all, state-owned), but its clients also have “silent ones” who have not yet taken their “savings”.

Pensions vary. The funded part is a kind of increase to the pension, which first appeared in 2002. Unlike an insurance pension, it is accumulated in real money in a person’s special account in the Pension Fund or in a non-state pension fund, if it was redirected there. At one time, “hoarders” were divided by age. From 2002 to 2004, 2 to 6% of the salaries of men born in 1953-1966 and women born in 1957-1966 were sent to a savings account. During the next pension reform since 2005, such contributions for these age groups stopped.

For those born in 1967 and later, 6% of the salary was deducted into the pension piggy bank, but since 2014, the shop has closed for this age group: the government decided that from now on the employer should direct all contributions only to the insurance pension, that is in simple words - for old age pension. Thus, the funded component of a pension from employer contributions for some since 2005, for others since 2014, has not been formed for anyone, but the money that has managed to accumulate remains in the account and is waiting to be taken away.

A logical question arises: if there is money in the account and it must be paid to those to whom it is due, why don’t the Pension Fund of Russia and the Non-State Pension Fund do this? The answer lies in Art. 9 of the Federal Law of December 28, 2013 No. 424-FZ “On funded pensions”. According to it, you need to apply for a funded pension, but no one will transfer anything automatically.

To understand whether you have a funded part of your pension, you can personally come to the Pension Fund of the Russian Federation with your passport and SNILS and make a corresponding request. You can also find out information through your personal account at the NPF with which the agreement was concluded, or in your personal account on the Pension Fund website. If there are unpaid savings money in the account, the next step is to write a statement asking for it to be transferred to you. This can be done in person or remotely.

You should not assume that the “hanging” money will be paid to everyone at once, that is, everything at once. This will only happen if there is not enough length of service or points to assign an insurance pension, or if the funded part of the pension is less than 5% of the amount of old-age payments. Everything is calculated individually using a special formula. The calculations will be made by the Pension Fund or Non-State Pension Fund. If the above threshold of 5% is exceeded, transfers will begin in monthly established tranches.

Please note that the grounds for receiving the funded part of the pension come earlier than for the insurance one. Raising the retirement age did not in any way affect the receipt of “savings”. It is available to women after 55 years of age and men after 60 years of age, that is, to those who have officially become pre-retirement.

Another important point worth knowing: the funded part of the pension, unlike the insurance part, can be inherited. This means that if a person died before retirement, but he still has funded pension payments, they can be disposed of by legal successors (Clause 6, Article 7 of Federal Law No. 424-FZ “On Cumulative Pension”). They are divided into first and second stages. The first includes children, relatives and adopted children, spouses and parents, the second includes brothers, sisters, grandparents, and grandchildren. More details about who, how and on what grounds can receive a “savings bank” by inheritance and what documents are required for this are stated in Decrees of the Government of the Russian Federation dated July 30, 2014 No. 710 and 711.

Citizens born in 1966 clearly have the right to receive pension savings. For them, employers made contributions to the funded part of the pension until they introduced a moratorium on its formation (in 2014). Contributions in their personal accounts accumulated during this time.

Citizens born in 1966 and older also have the opportunity to receive payment of pension savings. Contributions to the funded part of the pension have been made by employers since 2002 for women born in 1957 and younger, and for men born in 1953 and younger.

Payment of pension savings is due upon reaching pre-retirement age (for women - from 55 years old, for men - from 60 years old). Earlier, those who were assigned an early old-age insurance pension could receive payment.

You can find out about the amount of pension savings in an individual personal account in your personal account on the government services portal, as well as by personally contacting the Pension Fund client service (in any territorial body, regardless of place of residence).
