A temporary residence permit is an official permit that is issued by foreigners temporarily staying in Russia in order to legally reside in the Russian Federation for 3 years and obtain the right to official employment, as well as other privileges. The permit looks like a stamp in a foreign citizen’s passport. The conditions for granting a temporary residence permit and the requirements for applicants are established by the Federal Law “On the Legal Status of Foreign Citizens” dated July 25, 2002 No. 115. Who benefits from receiving a temporary residence permit?
Temporary residence permits in Russia are received by those migrants who plan to stay in the country for permanent residence and in the future receive a residence permit, and then citizenship. If the migrant is not sure of his intentions, a patent is issued, which will allow the migrant to stay and work in Russia for 1 year. A migrant with a patent is a temporary resident.
A temporary residence permit cannot be extended or renewed. Six months before its expiration, migrants submit an application for a residence permit or leave the Russian Federation after the permit expires.
What is RVP?
In fact, this is a stamp affixed to the national passport of a foreign citizen when the migration service has information about the place of temporary registration at a specific residential address. But in order for the long-awaited mark to be made, you must submit not only the application itself, but a set of related documents to obtain a temporary residence permit. And many foreigners sometimes wait up to a month for it, but upon arrival in Russia, CIS residents can stay in the country on a migration card for no more than 90 days. This period for obtaining a temporary residence permit is set specifically so that the migration service can check all the information submitted for obtaining a permit, make the necessary requests and receive specific answers to them from colleagues from law enforcement agencies of the country from which the foreigner arrived.
The official mark is affixed to the national identity card, it contains information about the authority where it was issued, the responsible person and the period of its actual validity. At the end of the period indicated in the stamp, the foreigner has no legal rights to stay on Russian territory, so he is obliged to take some mandatory actions, for example:
- Go to his historical homeland, and if he arrived with his family, then with them.
- Submit an application for temporary residence permit no later than 60 days in advance.
- Issue a residence permit for a period of 5 years with the right to further extension or official registration of a residence permit and Russian citizenship.
Otherwise, the migration service, together with the executive authorities, will forcibly deport the illegally residing citizen without the right to further entry into Russia for up to 5 years.
Why is a temporary residence permit issued?
What does a temporary residence permit provide for foreign citizens? The privileges are as follows:
- right of residence in Russia for 3 years;
- employment without obtaining a patent or additional permits;
- free exit and entry into Russia;
- the right to use free medical services when taking out a policy;
- the right to use educational services (training at universities, general education institutions, kindergartens);
- the right to obtain a residence permit after a year of residence under a temporary residence permit;
- opportunity to register at your place of residence for a period of 3 years.
How to check the validity of a temporary residence permit?
The TRP can be checked for authenticity only at the Main Department of Migration Department.
There are two ways to check a stamp or stamped insert: online and in person. Unfortunately, today the online service is available only to migrants and residents of St. Petersburg and the Leningrad region. The FMS website has a special link where the surname of the owner of the temporary residence permit is entered. You can also check the validity of the temporary residence permit on the FMS website by the number and series that are on the stamp. The server checks the data and produces the result. The information is updated every 2-3 days, it is always relevant and reliable.
For residents of other regions, the traditional method of verifying the authenticity of a temporary residence permit is available. To do this, you need to go to the migration department at the Central Internal Affairs Directorate. Be sure to have a stamped passport with you. If the RVP is issued on a separate sheet, you must have it with you.
You must write an application to the head of the migration department with a request to check the authenticity of the temporary residence permit. After this, the responsible employee checks the database for the registration of a temporary residence permit. After receiving the answer, checking the owner’s photograph and the one submitted on the documents, as well as the signature, he will issue a certificate confirming the authenticity of the document.
If the passport or supplement with the stamp is damaged or blurred, you should contact the regional office where you received the temporary residence permit and ask to replace the stamp. To do this you need to write an application. A new seal is placed 10 working days after the inspection.
Where to contact
Before figuring out how to obtain a temporary residence permit, the applicant must understand whether he has the right to obtain a permit without a quota, or whether he can obtain it only under a quota. A quota is the number of permits allocated by the state per year. Only certain categories of migrants, for example minors, are eligible to receive a permit without a quota.
If there are no grounds for obtaining a permit without a quota, the foreigner collects papers to apply for a quota. Applications for the issuance of quotas and temporary residence permits are accepted by the Ministry of Internal Affairs (Department for Migration Issues of the Ministry of Internal Affairs of Russia). The application is submitted at the place of planned residence.
Previously, the Federal Migration Service was responsible for resolving these issues, but in 2021 this body was abolished by the President of Russia. Based on the results of consideration of the application, having visited the Ministry of Internal Affairs, the applicant has the right to familiarize himself with the decision and receive the status of a temporary residence permit.
How to get a temporary residence permit
To obtain such a temporary residence permit, a citizen of another state must submit a corresponding request to the Federal Migration Service. But first, you need to apply for a quota.
All permits in Russia are issued based on quotas; every year the government allocates a certain number of quotas, under which temporary residence permits are issued. The number of quotas is allocated to all regions; its size is determined depending on the region’s ability to accept a certain number of migrants.
This year, Russia has allocated fewer quotas than it allocated previously. In 2021, their number was 125,900, and in 2020 - only 110,000. The largest number of quotas went to the Moscow, Kaliningrad, Rostov, Samara regions and Primorsky Krai.
It must be taken into account that once the number of quotas is exhausted, applications from migrants are not accepted. A migrant can apply for a temporary residence permit in another region or wait until next year. The most difficult thing is to get to Moscow under the quota. Here, as in St. Petersburg, few places are allocated; in 2021, 2,000 quotas are allocated for the capital. Accordingly, not everyone can obtain a permit and it is better to apply as early as possible, from the very beginning of the year.
Permission can be obtained both while in Russia and abroad. You can submit documents from your country. Let us note that despite the fact that the period of legal stay for foreigners is 90 days, if during this time a citizen managed to submit documents, but did not manage to obtain permission, he can stay in the country without additional certificates.
Registration procedure
As already mentioned, a temporary residence permit is issued to applicants in two cases:
- in the general order, if there is a quota;
- outside the quota, if one of the grounds is present.
Migration policy strictly controls the flow of migrants wishing to immigrate to the Russian Federation, and therefore annually establishes a limited number of quotas for issuance. In each region, the number of quotas for temporary residence permits is different. The value depends on the demographic situation in the region or its material capabilities to accept and employ migrants.
Data on the number of quotas for the next year are established by the Government of the Russian Federation and announced to the population in December of this year. In 2021, 83,480 quotas were allocated.
Since January, the Migration Department of the Ministry of Internal Affairs has been accepting applications from migrants. Quotas are issued in order of priority until all places on temporary temporary residence permits are filled by migrants. If there are not enough quotas for everyone who wants it, and it is known in advance that demand is greater than supply, preference is given to those applicants who, in the opinion of the commission, will be more useful to the region.
The selection criteria are as follows:
- ability to work;
- availability of education;
- family status;
- the applicant’s specialization and its demand in the region;
- crime situation in the region.
Who has the right to receive a temporary residence permit without a quota?
The categories of citizens who have the right to receive a temporary residence permit outside the quota are given in Art. 6 Federal Law No. 115. These include:
- applicants who were born in the RSFSR or the Russian Federation and previously held USSR citizenship;
- incompetent applicants whose capable children are Russian citizens;
- children of disabled parents - citizens of the Russian Federation;
- spouses of Russian citizens;
- investors;
- military personnel under contract in Russia;
- participants of the State Resettlement Program;
- parents of a minor child with Russian citizenship;
- parents of an adult incapacitated or partially capable person who has Russian citizenship;
- children of migrants who apply for temporary residence permits.
What is RVP?
A temporary residence permit (TRP) is a document that allows a foreign citizen to reside in the territory of a specific subject for a certain period of time for which it was issued.
In the usual manner, permission is issued based on a quota, but there are categories of citizens who have the right to it without taking into account quotas established by regions:
- Those born in the USSR or having USSR citizenship in the past.
- Parents whose children live in Russia and are disabled or incompetent, or do not have such restrictions.
- Foreign military personnel.
- Investors who invest money in certain business niches or scientific activities in the amount determined by the Government of the Russian Federation.
A temporary residence permit must be issued within 90 calendar days after crossing the state border, while foreigners have the right to stay in the Russian Federation with a migration card. In the absence of permission, they are subject to administrative liability and deportation from the country.
What does RVP give:
- Legal residence in the Russian Federation for three years.
- Receiving free medical care.
- Opportunity for official employment.
It is recommended to submit documents for a permit immediately after arriving in Russia, because Difficulties may arise during the registration process and you need to complete the procedure before the expiration date of the migration card, otherwise you will have to leave.
Service provision form
As already mentioned, the temporary residence permit is affixed in the form of a stamp with the inscription of the same name, the name of the migrant, the validity period of the permit and the name of the branch of the territorial body of the Ministry of Internal Affairs. The stamp is placed in the applicant's passport. Accordingly, the RVP looks like a stamp, and not as a separate document. The exception is cases of receipt of a temporary residence permit by stateless persons (stateless persons). In this case, the temporary residence permit is issued in the form of a document similar to a passport.
Procedure for checking RVP for readiness
When applying to the Russian Consulate abroad, a permit is issued within 60 days. Expedited preparation is carried out for participants in the program for the resettlement of compatriots. The period is increased by the time the correspondence is sent.
The employee who accepted the application for consideration sends the application and copies of documents confirming the existence of grounds for changing the place of residence to the territorial body of the Federal Migration Service of Russia at the intended place of residence within 7 working days. When applying for a TRP (temporary residence permit), you must fill out and submit an application for a temporary residence permit. The application must indicate the reasons why you are applying for a temporary residence permit, information about yourself and your immediate family (mother, father, sister, etc.).
List of documents for a quota and for obtaining a temporary residence permit under a quota
To apply for a quota, you will need the following documents:
- statement;
- passport;
- migration card;
- a copy of the tear-off form for migration registration.
List of papers to submit for temporary residence permit:
- application form in 2 copies;
- passport;
- 2 photos 3 by 4 cm. For stateless persons – 5 photos;
- a certificate of absence of HIV and a certificate of the absence of other diseases that pose a danger to others, including drug addiction;
- certificate of no criminal record;
- a certificate of successful completion of an exam in the Russian language, history, law, or school completion certificates in the Russian Federation or the USSR;
- receipt of payment of the state duty (the fee of 1,600 rubles is required to be paid, but the receipt is not a mandatory document).
All documents in a foreign language must be translated into Russian, and the translation must be notarized.

Duration of consideration of documents and cost of temporary residence permit
An application for a quota is considered from several months to one year, depending on the workload of the Department of Internal Affairs of the Ministry of Internal Affairs of the Russian Federation and the circumstances of whether the migrant arrived on a visa or not.
Migrants' applications for permission are considered for 2 months for applicants from countries that do not require a visa, and 6 months for citizens from visa-providing countries for the Russian Federation.
The state fee for considering an application for a temporary residence permit is 1,600 rubles. The receipt is generated on the website of the Main Department of Migration Affairs of the Ministry of Internal Affairs or received by personal appearance at the department of the Ministry of Internal Affairs at the place where the temporary residence permit is issued. There is no need to pay to receive a quota.
