What determines the amount of benefits in the Krasnodar Territory
Pensions in Krasnodar are divided into several types. Depending on this criterion, the amount of security is determined.

The legislation clearly states that the amount cannot be below the subsistence level established in the recipient’s territory of residence.
There are several components of the manual:
- Fixed amount. This value has equal expression for all recipients of government assistance. In 2021, the figure is 5,686.25 rubles.
- Supplement to pension. Payments can be financed from the federal or regional budget, depending on the basis for the accrual.
When calculating insurance benefits, you need to take into account several indicators.

Minimum pension from January 1, 2021 (table by region)
According to the legislation in force in Russia, a non-working pensioner cannot receive a pension below the minimum amount established in the region in which he lives.
The minimum pension is equal to the minimum subsistence level for a pensioner (PMP) established in the constituent entity of the Russian Federation. Many regions have already approved the cost of living for a pensioner for 2021.

The value of the PMP for 2021 in the regions was approved according to a unified methodology developed by the Ministry of Labor.
- This methodology does not allow local authorities to unreasonably “lower” standards, but requires that PMP in the regions grow at the same rate as the federal one.
- Due to the introduction of uniform calculation rules in some regions of the Russian Federation, the minimum pension has increased quite significantly - by 1-2 thousand rubles.
Low-income pensioners whose income is less than the subsistence level are assigned a social supplement to their pension. Its size is determined by the difference between the total financial support of the pensioner and the minimum pension established in the region.
Please note that in 2021, in some regions of the Russian Federation, pensioners will need to renew their social supplement to their pension. This applies to those entities in which the amount of the minimum pension has increased significantly.
Minimum pension in Russia from January 1, 2021
According to Part 1 of Art. 12.1 of Law No. 178-FZ of July 17, 1999 “On State Social Assistance”, material support for a non-working pensioner cannot be lower than the pensioner’s subsistence level established in a specific subject of the Russian Federation.
For 2021, the highest cost of living (and, as a result, the minimum pension) is set in the Chukotka Autonomous Okrug (19,000 rubles). The least is in the Chuvash Republic, 7953 rubles. The table of PMP values approved for 2021 by region of the Russian Federation is presented below.

Social supplement up to the subsistence level
In accordance with parts 4 and 5 of Art. 12.1 of Law No. 178-FZ, low-income pensioners are assigned a federal or regional social supplement up to the subsistence level. Its purpose: to ensure that the material support of a non-working pensioner is not lower than the minimum pension in the region.
The amount of such surcharge (SD) is calculated using the following formula:

The amount of financial support for a pensioner (MO) includes the following amounts:
If the total income of a pensioner is below the subsistence level established in the region of his residence, the pensioner can apply for a social supplement to his pension - federal or regional.
Federal or regional supplement to pension - what is the difference?
The type of social supplement to the minimum depends on how the cost of living compares in the region where the pensioner lives and in Russia as a whole.
- If the PMP in a constituent entity of the Russian Federation is lower than that established for the country as a whole, then low-income pensioners living in this region will receive a federal supplement (FSD) . For its appointment, you need to contact the Pension Fund of the Russian Federation.
- If the PMP in the region is higher than the federal one, then a regional social supplement (RSD) . It is paid by the social security authorities.
The cost of living for a pensioner in 2021 in the Russian Federation as a whole will be 9,311 rubles . To determine what additional payment is assigned in your region, you need to compare this amount with the cost of living of a pensioner in your region for 2021 (with data from the table).
For example:
- federal social supplement in 2021 will be paid to such regions as Belgorod, Voronezh, Yaroslavl, Samara, Omsk regions, etc.;
- regional surcharge - in Moscow, Smolensk, Novgorod, Vologda regions, etc.
Social supplement up to the minimum pension is not assigned automatically. To receive it, you must submit an application : to the Pension Fund for the appointment of an FSD or to the social security for an RSD.
Supplement to pension up to the subsistence level in 2021: who needs to re-register
In 2021, the Ministry of Labor introduced a unified methodology for calculating the living wage of a pensioner for all constituent entities of the Russian Federation. The standards for 2021 were calculated taking into account these rules.
In this regard, in some regions, the PMP values established for 2021 have increased by 1-2 thousand rubles compared to last year (see table of the minimum pension in 2021).
In some regions, the minimum pension not only increased, but also exceeded the subsistence minimum established for the Russian Federation as a whole (federal PMP).
Pensioners will only benefit from such an increase - there will be a good increase in their pension. But you need to pay attention to whether the type of social supplement in the region has changed from federal to regional.
If it has changed, you need to re-register it by submitting a new application to social security.
Otherwise, the pensioner will remain without an increase from January 1, 2021 and will receive payments below the subsistence level.
If the type of surcharge has not changed, you do not need to apply anywhere. From January 1, the surcharge will be automatically recalculated taking into account the new cost of living.
Let's explain the situation with an example:
- In 2021, the PMP in the Novosibirsk region was 8814 rubles, and in Russia as a whole - 8846 rubles. Pensioners living in the Novosibirsk region, whose financial support was below 8,814 rubles, received a federal social supplement (FSD). It was paid by the Pension Fund of the Russian Federation.
- In 2021, the cost of living in the Novosibirsk region will be 9,487 rubles, and the all-Russian minimum will be 9,311 rubles. Due to the fact that the regional PMP will exceed the federal one, the Pension Fund will cancel additional payments to low-income Novosibirsk residents. Now they will have the right to a regional pension supplement (RSD), for which they need to contact the social protection department and write an application.
Similar changes will occur in other regions .
Low-income pensioners from the Amur, Irkutsk, Kaliningrad, Tomsk, Vologda, Smolensk, Pskov, Novosibirsk, Novgorod regions, Trans-Baikal Territory, Karelia and the Kabardino-Balkarian Republic will need to apply for RSD for pension in 2021. The list may be expanded in the future, since not all regions have yet approved the cost of living for 2021.

Types of pensions in the Krasnodar Territory in 2021
The average pension is determined depending on what type of pension we are talking about.
For example, the average amount of insurance payments in 2021 is 15,000 rubles.
Old-age benefits are granted subject to the following conditions:
- reaching age (in the first half of 2021, these are 55.5 and 60.5 years; subsequently, the indicators increase under the influence of the reform until they reach their maximum);
- presence of minimum experience and accumulated points (11 years and 18.6 points).
Social benefits are provided not only to persons who are native residents of the Krasnodar Territory.
Recipients also include:
- persons who do not have citizenship to any country and have lived in Russia for at least 15 years;
- citizens who suffered under the influence of a man-made or radiation disaster.
If a person has length of service, then he is assigned the appropriate type of pension. This applies to government officials, military personnel, pilots and astronauts.
Disability benefits can be divided into the following types:
- insurance – if a person has at least one day of insurance experience, this type is assigned;
- Social benefits are intended for people without work.
Survivor's pensions also have several subgroups.

- insurance - provided to citizens who were fully supported by the deceased, provided that the latter has experience;
- social benefits are paid to minors or to those who have not reached 23 years of age while studying full-time.
If a citizen has signed an agreement with non-state funds and transferred savings there, then this part of the pension will be paid on the same basis as the insurance one. Persons born after 1966 are entitled to such benefits.
Conditions of registration
To apply for a pension, you need to take a few simple steps:
- The process begins with an application to the Pension Fund. You can apply if you reach retirement age and have sufficient work experience (minimum 9 years). Employees accept applications one month before a person’s birthday. You are allowed to apply for payment later; money will begin to arrive only after approval from the Pension Fund. At the same time, a person has 12 months after reaching age so as not to lose his pension if he applies late (if a year has passed, the amount during this time is canceled).
- The following documents are attached along with the application:
- internal passport;
- SNILS;
- any documents confirming work experience;
- a copy of the passport page with registration;
- any certificates confirming additional benefits.
- Pension Fund employees will calculate the amount of your pension. Experience, points, profession and the amount deducted by the employer during the person’s work are taken into account.
- After 10 days, the citizen receives a positive or negative response; if the application is approved, the pension will begin to arrive on the 1st day of the month following the current one.
If a person moves from the Krasnodar Territory, payments must be transferred to the new Pension Fund. To do this, you need to go to the department at your new place of residence.
Employees will make a request to the Pension Fund at the previous address and request data for payment of pensions. If an increasing coefficient is established at the new place of residence, the pension will be recalculated (in some regions a residence qualification applies).

- employment history.

The average pension in the Krasnodar Territory and Krasnodar is 9,930 rubles. At the same time, in the territory under consideration, a minimum wage of 12,000 rubles is applied.
The amount of payments for pensioners is determined based on the cost of living. The minimum pension in the Krasnodar Territory is 9,258 rubles, since it is at this level that the PM value is set as of 2021.
How is PMP formed?
Until 2021, there was no approved methodology for determining the regional indicator, which adversely affected the situation and material security of pensioners. But changes have occurred, and the regions have already approved the amount of PMP for 2021 in accordance with the new Rules developed by the Ministry of Labor and approved by Government Resolution No. 975 of July 30, 2019.
What are the advantages of this approach:
- Unified rules for calculating PMP are being introduced based on local and federal indicators (a specific formula), which does not allow regions to unreasonably underestimate indicators.
- As a result, regional PMP is growing at the same pace as the federal one.
Due to the introduction of the new procedure, the figure in some regions increased significantly, by 1,000–2,000 rubles at once.
In the Krasnodar Territory, PMP increased by 601 rubles.

Additional payments to pensions in Krasnodar in 2021
Increases in benefits for the disabled population of the Krasnodar Territory are financed from the federal and regional budgets.
The following categories of persons can count on additional amounts towards their pension:

Pension provision for residents of Krasnodar and the Krasnodar Territory in 2021

On February 20, 2021, Vladimir Putin, in his annual Address to the Federal Assembly, instructed to review the methodology for indexing pensions that do not exceed the pensioner’s subsistence level.

Indeed, in practice, precisely because many Russian pensioners receive a minimum pension, many of them do not receive increases as a result of annual indexations.
- For example, in January 2021, insurance payments increased by an average of 1,000 rubles. But citizens receiving the minimum wage received less than a thousand, or did not receive any increase at all.
- From April 1, social pensions, which are assigned to those who have not accumulated the required length of service or have never worked, will be indexed by 2.4%. But as a result of this indexation, for some categories of citizens, the new payment amounts will still be lower than the PMP. This means that the pensioner will actually continue to receive the minimum wage.
Situations are common when, when applying for a pension for a citizen, the Pension Fund sets it at a small amount, which is also less than the regional subsistence level of the pensioner.
This happens when a person has little work experience or accumulated pension points. In order to bring the amount of his pension up to the PMP, he is assigned a social supplement to his pension.
As a result, the pensioner will receive the minimum pension provision established in the region of his residence.
Only in 16 regions of the country the minimum payment is more than 8,846 rubles, in the rest this amount is even less. In 2021, the highest cost of living for a pensioner is in Chukotka (19 thousand rubles), and the lowest is in the Tambov region. (7 thousand 811 rubles).

Pensioners who have been assigned a payment amount below the minimum pension by the Pension Fund are assigned a social supplement up to the subsistence level (PL). Such payments are required to be made by federal or regional authorities (depending on the type of surcharge).
- If the pension amount is lower than the all-Russian PMP (that is, less than 8,846 rubles in 2021), then the additional payment will be made from the federal budget. This supplement is called the federal social supplement - FSD, and is paid by the Pension Fund.
- If the pension in 2021 is more than 8,846 rubles, but less than the cost of living of a pensioner in the region of his residence, then a regional social supplement will be assigned - RSD. It will be paid from the regional budget (for example, as they do in Moscow) or through interbudgetary transfers (federal funds). To receive such an allowance, you must contact the social security authorities.
In any of these cases, the pensioner will be assigned a social supplement, with the help of which the amount of payment will be brought to the regional subsistence level.

Why is there no increase in the minimum pension?
From January 1, 2021, insurance pensions were increased by 7.05% - this is an increase of about 1,000 rubles. But pensioners receiving the minimum pension received much less or no increase at all.
This happened due to the fact that the pensioner is given a social supplement up to the subsistence level, i.e. They pay extra FSD or RSD.
As a result of indexation, from January 1, the size of the pension provision was indexed, and the amount of social supplement was reduced or completely canceled.
his pension was indexed by 7.05%, that is, up to 7500 × 1.0705 = 8028.75 rubles.
But still, the calculated payment turned out to be less than the minimum amount, since for 2021 the PMP in Bryansk was approved in the amount of 8,523 rubles. (see table).
Therefore, a resident of the city of Bryansk will be paid 8,523 rubles in 2021: the indexed payment amount is 8,028.75 rubles. and FSD - 494.25 rubles. That is, relative to 2021, the pensioner will receive 82 rubles. more, and this is only due to the increase in primary care in the region of his residence.
For example, after indexation in 2021, the social pension for the loss of a breadwinner will be 5,304.57 rubles. (124.33 rubles more than in 2021). But this amount is still less than the PMP, which means the pensioner will be assigned a social supplement and, as a result, will be paid the minimum wage. That is, he receives an increase only due to a change in the cost of living.
The cost of living in the Irkutsk region for the 1st quarter of 2019 (current) was established by Decree of the Government of the Irkutsk Region dated April 30, 2019 No. 356-pp.

The basis for calculating pension benefits to citizens is the norms of the legislation of the Russian Federation. Thus, the law determines that the size of the insurance pension is influenced by the following factors:
- established fixed payment amount;
- the duration of work at a particular enterprise, as well as the salary received, because the insurance premiums that are charged to employers in the Pension Fund of the Russian Federation depend on the average salary of the employee (the salary must not be lower than the regionally established amount of wages);
- price for one individual coefficient at the time of assigning cash payments.
In turn, the amount of social supplement depends on:
- economic development of the region in which the citizen lives;
- the subsistence minimum (LM) established in this area;
- pricing policy for essential products;
- the general level of the state’s economy, etc.
The legislation does not define a fixed amount of benefits, but it is established that the amount of cash payments received by a pensioner cannot be lower than the established amount of the monthly minimum wage in the region.
According to the regulatory legal act of regional significance dated November 2, 2017 No. 3674-KZ, for the current year the cost of living in Krasnodar is 8,537 rubles.
The norms of this law are the basis for establishing a social pension in the Krasnodar Territory: its size cannot be lower than 8,537 rubles.
The insurance pension is calculated based on the amount of a fixed payment, the number of individual coefficients, the price of one pension point, the amount of contributions made by the employer for the entire period of work at the enterprise. According to Federal Law No. 400, old-age insurance benefits can be assigned only if the following conditions exist:
- reaching the generally established retirement age: 55 and 60 years for men and women, respectively;
