Who is entitled to pensions in the region and when?
Insurance pensions can be obtained by all residents of the region who meet the following criteria:
- who have reached the established general or special retirement age;
- those who have earned the minimum - insurance (work) length of service and the number of individual pension points.
If, for some reason, by the time a person reaches the general retirement age, he has not been able to accumulate the required number of individual pension benefits or acquire the required length of service, he will not be able to apply for an insurance pension.
In this situation, you can only count on a social pension. True, its legal registration will become possible only after 5 years from the date of reaching the generally established retirement age.
Only persons permanently residing in the region can apply for pension supplements. If you change your place of residence (move to another subject of the Russian Federation), regional payments stop. For registration of new social benefits (if any exist in another place of residence) you should apply at the place of actual primary residence.
Attention! Each region has its own social pension programs, which can differ significantly from each other. However, social supplements to pensions are present everywhere. Only the level of regional PM differs.
If a pensioner fails to notify the Pension Fund of the Russian Federation about a change of his place of residence, he will face legal liability, including criminal liability.
Disability pension
People who have received a disability group are entitled to an insurance (if they have work experience) or social benefits. The amount of the disability pension is determined by the following factors:
- indicator of length of service (when paying insurance benefits);
- assigned disability group;
- the number of dependents supported.
The value of the fixed component of a disabled person’s pension, taking into account the above factors, ranges from 2,667.10 to 16,002.56 rubles .
In addition to pensions, disabled people are provided with the following set of social services:
- free medicines or medical products, specialized medical nutrition, if there are appropriate indications (for children with disabilities);
- sanatorium-resort treatment with the provision of free vouchers to sanatoriums;
- free travel in vehicles.
The specified assistance can be provided in kind or, at the request of the pensioner, replaced in monetary terms.
Pension sizes for Ekaterinburg residents
At the end of 2021, a regional law was adopted on the amount of monthly minimum wage for a pensioner in order to determine social assistance for this category of citizens in 2021. This regulatory act equated it to the identical indicator at the federal level that existed at that time.
Including for the planning period 2021. In October 2021, a new similar law was adopted. It states that the volume of a pensioner’s monthly pension, determined for the same purposes in 2021, will be greater, namely: 8,726 rubles.
Important! In 2021, this figure was equal to 8540 rubles.
You need to know that it is the level of PM that directly affects the amount of pension supplements in Yekaterinburg and the region. Since only those pensioners whose total social pension income does not reach the current PM established for these purposes can apply for such payments.
In 2021, pensioners of all categories with an income of less than 8,835 rubles received pension social payments.
Attention! This rule does not apply to working pensioners. Because the latter are not entitled to social support at all.
The social pension in the Sverdlovsk region is formed from federal and regional allocations. The average annual social pension in 2021 was 8,742 rubles, and for disabled children and persons with congenital disabilities 1 gram. — 13241 rub.
An additional payment to such a pension is due only on the condition that it and other social income received by the pensioner do not exceed the minimum monthly wage. All types of social payments, except one-time payments, are included in the calculation of total income. In particular, sets of social services are taken into account.
Minimum pension for working pensioners
The law allows you to receive pension payments and continue working, increasing your income. This is possible if a person receives one of the following pensions:
- Old-age insurance (labor pension) - for this you need to have work experience and reach a certain age.
- Insurance or social disability insurance - in addition to the IEC conclusion, in the first case, work experience is required.
- State support for certain categories (military, officials) who continue to work.
A working pensioner has labor benefits (for example, upon dismissal, he does not need to work for 2 weeks), his pension coefficients continue to accumulate and insurance premiums are transferred. At the same time, there are a number of restrictions for him, for example, he cannot:
- receive compensation for travel to and from the place of treatment;
- expect additional payment if the pension is less than the minimum monthly wage;
- count on pension indexation.

All pension payments are assigned in an application form. On the day of application you must have with you:
- when applying for a pension for the first time: passport;
- SNILS;
- work books and other documentary evidence of work (insurance) experience;
- additionally provide confirmation of the absence of official employment.
What is the difference between federal and regional surcharges?
What is the difference between these two pension grant options? The method of additional payment directly depends on the PMP established in the citizen’s place of permanent residence, and the same indicator, but for the country as a whole.
If the PMS is less than one, then the low-income part of the population of the older age group that lives in this region may qualify for a federal social supplement. It is issued by the Pension Fund.
If the PMP is higher than the national average, a regional subsidy is determined. It is financed by the Social Security Service.
Unified PMP – 9311 rubles . To understand what type of additional payment a particular pensioner is entitled to, you should compare this indicator with the same indicator in the region of his residence, with that shown in the table above.
