Minimum pension amount
Based on the collected statistical data, the average and minimum value for payments to citizens receiving pensions is formed. The amount established as a result of collecting information on payments allows us to determine the minimum threshold for a specific area.
In Ivanovo, this figure today stopped at around 7,970 rubles. This amount of deductions applies to the entire region. Based on the internal political course in the social and budgetary policies of the region, citizens receiving low payments can count on financial support from the municipality or regional government.
The minimum wage in Ivanovo and the Ivanovo region
The minimum wage is a legally established amount of remuneration for work, below which payment cannot be made for the volume of work performed per month. The minimum wage is determined by the cost of the minimum consumer basket and the approach to its level as the economy stabilizes and grows, average wages, employment levels, and other economic indicators.
In the country, the minimum wage is based on the subsistence level. When determining the level of the minimum wage, they are guided by the subsistence level; it performs only the social function of protection against poverty. The minimum wage, which establishes living wage protections, is a barrier to achieving higher wages. The minimum wage does not act as a social standard for remuneration, but remains a technical standard for calculating wages in the public sector in accordance with the capabilities of the budget expenditure side.
In the city of Ivanovo and its region, the minimum wage rate is 8,640 rubles. Across the country today there is a single minimum rate of 7,500 rubles. According to the government decree, this rate will be increased by three hundred rubles in January 2018. and will be equal to 7800 rubles.
The size of the minimum wage in Bryansk and the Bryansk region
A pressing issue regarding increasing wages is the establishment of new minimum wages in 2021, in particular, the increase will occur from January 1 of the next year. These changes will affect the amount of obligations for calculating the single social contribution.
Moreover, it is the minimum wage that affects the amount of labor income of the population. The minimum wage has a generally positive trend. Thus, in 2021, its size in Russia increased by 4.9 percent and at the beginning of this year will amount to 7,800 rubles, which, firstly, is identical to the size of the subsistence minimum per person, and therefore, according to formal criteria, corresponds to the Constitution of Russia ; secondly, it will ensure an increase in average wages per full-time employee; thirdly, it helps to reduce the proportion of people whose average per capita income was below the subsistence level; fourthly, employers will be forced to fulfill obligations to their workforce regarding the timely payment of increased wages. The corresponding statistical indicators have a positive trend, which helps to improve the level and quality of life of the population.
Additional payments (allowances) to pensions in Ivanovo and the Ivanovo region
Before accrual, they are carried out for each pensioner according to actual calculations from the necessary payments. Depending on the citizen’s actual insurance pension, the actual difference is added to it so that the pension can rise to the level of 7,800 rubles per month.
Such measures are aimed at supporting only a specific category of citizens who are on pensions. The basis for calculating the corresponding payments is low pension contributions. Their size is below the cost of living in the country or in a particular region.
The difference between a social old-age pension and an insurance pension
In 2018, not much is required to receive an old-age insurance pension in Russia. Those who reached retirement age this year (women born in 1963 and men born in 1958) must also have:
- minimum 9 years of insurance experience,
- minimum 13.8 pension points.
In addition to work experience, the insurance period also includes some other periods of a person’s life, including military service, being on maternity leave, etc.
A social old-age pension is received by those who have not reached the above minimum by a certain age in terms of length of service and the number of pension points earned.
It is worth keeping in mind that the retirement age for those receiving a social pension is five years higher than for everyone else. In 2018 this is:
- 60 years - for women,
- 65 years old - for men.
Since the citizen, by the time he reaches the generally accepted retirement age, has not contributed enough funds to the budget of the country's Pension Fund, the state agrees to begin paying him a pension only after five years. During this time, a person also has the opportunity to earn the required minimum length of service and pension points. If the minimum is reached within these five years, the citizen will have a basis for receiving an insurance pension.
Another nuance that you need to know about is that since the beginning of 2015, the rules for assigning social old-age pensions in Russia have changed slightly. Now foreign citizens and stateless persons can receive Russian social pensions only if they prove that they have lived in Russia for at least 15 years.

Conditions for obtaining a pension in Ivanovo and the Ivanovo region
Pension provision consists in the ability of a disabled person to receive payments to meet living needs at a level not lower than the minimum subsistence level determined in the state; is that pensions are the main source of existence for a pensioner.
