St. Petersburg provides for an additional payment to transfers assigned for old age in the amount of about 500-600 rubles.
basic information
Pension contributions provided for older people who worked conscientiously in their younger years are calculated the same for all regions of the country.
In some regions, various compensations and bonuses are provided, paid from the regional budget.
St. Petersburg makes a regional supplement in payment to each senior citizen. Additional compensation can also be received by those people who have already passed retirement age and decided to continue working.
Definitions
Residents of St. Petersburg are people who live permanently in the city on Niva. Those who were previously registered in Leningrad also became St. Petersburg residents.
The cost of living is the minimum amount of money a person needs to live comfortably for one month. This indicator is set in each region, based on the national value.
Old-age insurance pension is a payment that is due to a person who has reached retirement age, i.e. 60 or 55 years old.
Minimum old-age pensions in St. Petersburg in 2021
Pension and pension payments in such a large country as Russia are the most common problem, since the number of elderly people is growing every day.
Today, according to the latest statistics, the majority of the country's population is elderly. Therefore, the issue of pensions comes first.
This problem is also due to the fact that the rate of inflation increases every year, which in turn leads to an insufficient amount of pension payments.
There are a lot of problems with them and every city has its own, but today we will look at a Russian city like St. Petersburg. We will talk about what payments are available in the city, what their size is, as well as what the latest news has happened in the pension sector in the current year 2021.
Before we start talking about pension payments, first let's look at what the cost of living is for pensioners in St. Petersburg. The first thing to note is the fact that the size of these payments is much higher than in other cities - this is when compared with other cities in Russia.
First, let's look at what a living wage is. It represents government payments that are intended for those segments of the population that need additional support from the state.
These pensions are paid so that a person can provide himself with all the basic necessities. From the first days of the current 2021 in St. Petersburg, it was decided to index the cost of living for elderly people who are retired.
And now its amount is equal to the minimum wage of a working citizen, namely the amount is 11,280 rubles monthly.
According to a recently adopted decision and law in the city of St. Petersburg, all pensioners and elderly people on pensions have the right to receive not only a monthly old-age pension, but also additional types of payments.
The amount of this payment is regulated according to several requirements and conditions that play an important role, namely:
Legislation
Pensions for residents of St. Petersburg are assigned according to the following sources of law:
- Federal Law No. 400 of December 28, 2013 “on the calculation of insurance pensions for Russians.”
- Federal Law No. 166 of December 15, 2001 “on state provision of pensioners.”
- Federal Law No. 167 of December 15, 2001 “on the OPS of every citizen of the Russian Federation.”
- Federal Law No. 178 of July 17, 1999 “on social assistance to needy citizens.”
- St. Petersburg Law No. 801-131 of December 4, 2017 “on the budget of the city of St. Petersburg for 2021 and the planned calculation for 2021 and 2020.”
Social support for pensioners of St. Petersburg
In the Leningrad region, elderly residents receive a pension on average of 14,468.1 rubles instead of the “autumn” 13,793.2 rubles. Experts previously said that in 2021, the real income of St. Petersburg residents fell by 0.7 percent. The above parameters for the amount of insurance experience and IPC are set for 2021 and, according to the law, increase annually. The experience requirement increases by 1 year until it eventually reaches 15 years, and the IPC by 2.4 to a size of 30.
But it is worth understanding that the use of calculators does not provide an understanding of the structure of the pension system. All the nuances can only be understood if you delve into the legislation of the Russian Federation.
A new basis is provided for citizens with extensive experience. Women with at least 37 years of experience and men with at least 42 years of experience will be able to retire two years earlier than the generally established retirement age, but not earlier than 55 years for women and 60 years for men.
Living wage for a pensioner
Amendments to the pension system of the Russian Federation stipulate that a pensioner whose insurance part of the pension, together with the basic component, does not reach the minimum value established for living in more or less normal conditions, can receive a social supplement.
As a result of subsidizing, the payment amount reaches the approved level of the subsistence level.
The minimum old-age pension in St. Petersburg in 2021 is equal to eight thousand seven hundred twenty-six rubles.
Pension in St. Petersburg: amounts and payment schedule in 2021
Russian regions have established a list of benefits for pensioners. The list of preferences is established at the regional level by local authorities based on the budget. Pension subsidies in St. Petersburg are assigned as additional support for federal benefits.
As of 2021, there are 4 types of pensions in Russia:
- long-service benefit (insurance pension);
- storage part;
- state
- social subsidy;
The size of the subsidy depends on the citizen’s membership in a certain category within which the person receives the corresponding payments. However, the amount of benefits cannot be lower than the minimum subsistence level established in the region.
The minimum pension in St. Petersburg in 2021 is 8,726 rubles. Elderly citizens of the Russian Federation who have reached age and live in these constituent entities have the right to receive a regional supplement if the pension is below this threshold. If a person has a Group I disability, then a monthly benefit is assigned in the amount of 9,358 rubles.
For II degree of disability, the amount is determined to be 4,769 rubles.
If an incapacitated citizen has group III, then he is due a subsidy in the amount of 4053 rubles.
Today in St. Petersburg there is a social subsidy in the amount of 6,180 rubles. Federal Law No. (Appendix No. 3) states that in order to receive the insurance part of the benefit, you must accumulate at least nine years of work experience. Retirement is possible if you have at least 30 IPC (points) in your individual account with the Pension Fund of the Russian Federation.
In addition, mandatory conditions include registration in the OPS system. Also, Federal Law No. (Article No. 5, Part 3) states that obtaining the right to an old-age subsidy applies to the following citizens:
- persons affected by man-made or radiation accidents;
- citizens employed in government positions;
- test pilots;
- astronauts;
- as well as others.
Please note: older persons with temporary registration in St. Petersburg are entitled to receive a regional supplement.
Payments every month
On the territory of St. Petersburg, on the basis of regional legal documents, it has been determined that in addition to old-age pensioners, regular monthly payments can also be received by beneficiaries or citizens who are socially needy.
Namely:
- An additional payment to the pension is received by persons who have a total working experience of 45 or 40 years, depending on gender, and provided that twenty years of work activity occurred during the period of residence in St. Petersburg.
- The government of the Northern capital assigns an increase to the pension of each pensioner who, based on age, goes into a well-deserved retirement, in an amount equal to five hundred rubles.
- Elderly people whose year of birth fell between 1922 and 1945, also, according to the authorities of St. Petersburg, deserve an increase in the amount of one thousand six hundred rubles.
- A certain amount is added to pension contributions for those who are disabled pensioners or female pensioners.
Average size by profession
The amount of the benefit may vary depending on what the pensioner worked for, what professional skills and abilities he acquired, and what functions he performed. So, there are industry-specific types of financial support, the so-called. social guarantees for citizens with a certain profession. For example, military personnel.
The amount also depends on the citizen’s place of residence. Residents of the Far North receive increased payments by default, which is due to difficult living conditions. They are paid an additional payment according to the coefficients established in the region. Capital pensioners also receive increased pensions, since, in addition to federal ones, there are also local financial support programs.
The legislator paid special attention to length of service. Representatives of some professions may be granted a pension not upon reaching a certain age, but upon accumulated experience. Typically, this applies to those people who have worked for a long time in difficult working conditions:
- Military personnel and law enforcement officers.
- Persons working in “harmful” production.
- Public sector workers – medicine, education, culture, etc.
- People working in emergency services.
- Citizens working in civil aviation, as well as astronauts.
- Workers of the river and sea fleet involved in the fishing industry.
It is important to know! Pension increases in Moscow
For the listed categories, the possibility of not only early retirement is provided, but also various additional payments, compensations and benefits. They are developed and approved for each profession at both the federal and regional levels.
There are currently no separate measures to increase payments to public sector employees. Former public sector employees can only count on the January stage of increasing their insurance and social pensions, provided that the citizen has accumulated the necessary insurance experience and a minimum number of pension points. Otherwise, indexation will have to wait until April.
Military pension
The average pension for this category of the population is 26,000 rubles. The benefits are higher for officers and those engaged in hazardous activities. This includes test pilots, intelligence officers working in hot spots, etc. The average pension for them is up to 85,000 rubles.
As for the officers, it all depends on the rank and additional factors (length of service, occupational diseases, etc.):
- Low-ranking officers (including captains) receive about 23,000 rubles.
- The average pension of a major is 25,000 rubles.
- The lieutenant colonel will receive approximately 30,000 rubles.
- Generals are entitled to the largest amount - up to 50,000 rubles.
A separate pension is paid to law enforcement officers. Thus, a person who worked in the police and did not receive an officer rank during his entire career and did not receive recognition of services to the fatherland can receive about 15,000 rubles.
Important! There is one nuance regarding military personnel and law enforcement officers: they can receive two types of allowance at once:
- One is paid directly from the budget of the Ministry of Defense or the Ministry of Internal Affairs.
- Another - upon reaching the time worked, thus receiving a social or labor pension.
The payment amounts, as well as the documents required to receive each type of benefit, will vary.
Civil servants' pension
High-ranking officials can receive up to 80,000 rubles.
Longevity gives the right to an increased pension. So, it can be received by a person who has worked in the civil service for at least 16 years. This makes it possible to qualify for a payment of 45% of that monthly salary.
It is important to know! Social card for pensioners
Their average income for the year is calculated without taking into account old-age insurance. Thus, the legislator allows an increase in pension by 3% of monthly income for each year accumulated in excess of the established minimum 16 years of civil servant service. As a result, persons with 20-25 years of service are entitled to an increase in pension by approximately 5,000 rubles.
From 2021, the minimum length of service will gradually rise. For this year it is 16 years, but over the next few years it will grow until it reaches 20. The procedure for calculating allowances will remain unchanged: the size of the pension will depend on the salary, from 45 to 75%.
Miners
The average benefit for a miner for 2021 is 12,000 rubles. But the specific amount may vary depending on several factors:
- What kind of work did the pensioner perform, what material was mined, under what conditions.
- In which region did the citizen work (according to statistics, the largest pensions go to Kuzbass miners, which is due to the poor ecology of the region).
- Does the person have any work-related injuries, occupational diseases, etc.
Average salary to receive a pension
During his working life, the employer makes contributions to the Pension Fund for each officially employed employee. Accordingly, the more money was transferred by the time the citizen retired, the greater the payments will be.
The nuance is that the legislator requires the provision of payments, the amounts of which are as close as possible to the subsistence level. It is in relation to this figure that the minimum pension amount is set. Thus, the average pension for Russians (remember, 14,100 rubles) in 2021 is 160% of the subsistence level.
As a result, of course, the current pension for most people is simply not enough for a normal life. In the coming years, the situation, unfortunately, will not change, no matter how hard officials try to convince the population of a possible increase in payments. The average pension is an indicator that most often does not reflect the real state of things. Therefore, a pensioner must clearly know how the pension is calculated, what benefits he can claim, and exactly what amount of benefits he is entitled to.
To whom should it be paid?
The insurance pension for citizens living in St. Petersburg is entitled to the following citizens:
- Whose age has crossed the boundaries established by law. That is, after a man reaches 60 years old, a woman - 55 years old.
- Those who have worked for a certain number of years have reached the reduced retirement age limits that apply to workers in a certain profession.
- Accumulated 30 pension points. This value will only remain so after 2025. A person retiring, for example, in 2021 needs to have a little more than thirteen points.
- Those who have accumulated work experience sufficient to assign the insurance portion of monthly payments.
There is also such a type of payment as state material support.
In old age, such a payment can be received by persons who were involved in an accident with the release of radiation or a man-made disaster.
GMOs not related to reaching retirement age may be received on the basis of:
- Type of activity. Cosmonauts, test pilots.
- The loss of a person who was the person's breadwinner.
- If you have a disability acquired under certain conditions.

Dependency of the amount
The size of the insurance pension depends on various parameters, including those that are individual for each pensioner.
The value for calculations will be:
- A person's work experience. To be eligible to receive insurance benefits, you will need to work for at least 15 years according to labor law.
- The number of points that will then be recalculated into an individual pension coefficient.
- The cost of the coefficient, which is indexed every year depending on inflation for the previous annual period.
- The minimum level of income for a person to live on. Determined at the level of the state and regional authorities.
- The level of value of the fixed part of the pension, which can be claimed by persons who have a very short, five-year work experience in their entire life before retirement.
- Does the pensioner have dependents who should be supported from the income, i.e. from retirement.

- An older citizen who has a badge of distinction as a participant in the siege of Leningrad can receive a fifty percent discount when paying for housing and communal services. Blockade survivors are also entitled to discounts on radio, telephone and television payments.

It is important to know!
What pension do the Presidents of Russia and the USA receive? As a result, by 2021 the average pension will reach 14,900 rubles.
But we also need to take into account what the economic situation will be in the country in 3 years. Perhaps the amount itself will increase, but purchasing power, on the contrary, will fall. Therefore, further changes in the pension system will be made in relation to how successful the already adopted 3-year program will be.
