Increasing the retirement age

In 2021, the head of government announced an increase in the retirement age and amendments to legislation regarding accruals. Increasing age applies to both males and the fair sex.

The age limit has increased for the male sex to sixty-five, for the opposite sex to sixty-three. Now it is sixty for men and fifty-five for women. It is planned to introduce these amendments into real life from January 1, 2021. The state envisages a gradual transition.

For men from two thousand nineteen to two thousand twenty-eight and for women from two thousand nineteen to two thousand thirty-four. In total, the time period for transferring to the updated age limits will take ten years for males and sixteen years for the opposite.

The Federal Law on Changes in the Procedure for the Appointment and Payment of Pensions has been signed

Changes, in particular:

the retirement age is established: for women - 60 years, for men - 65 years;

the concept of pre-retirement age is adjusted - within 5 years before the age that gives the right to an old-age insurance pension, including one assigned early;

a preferential procedure for assigning pensions (subject to established conditions) for women with many children is provided. So, for example, women who gave birth to four children and raised them until they reach the age of 8 years will be able to retire at the age of 56 years, three children - at the age of 57 years, in both cases with at least 15 years of insurance experience;

it is established that for persons with an insurance period of at least 42 and 37 years (men and women, respectively), an old-age insurance pension can be assigned 24 months before reaching a certain age, but not earlier than 60 and 55 years, respectively).

Amendments have also been made to the procedure for assigning pensions and the procedure for indexing its sizes.

The cost of one pension coefficient in 2019 - 2024 (in 2021 - 87.24 rubles) and the amount of a fixed payment to the old-age insurance pension in 2021 - 2024 (from January 1, 2019 - 5334.19 rubles) are established.

The periods for payment of unemployment benefits are being shortened (at the same time, a simultaneous increase in the maximum and minimum amounts of benefits is envisaged).

In general, benefits will be paid in the first three months in the amount of 75 percent of average monthly earnings, and in the next three months - in the amount of 60 percent of such earnings, but not higher than the established maximum benefit amount and not lower than the minimum amount (taking into account regional coefficients).

For some categories of unemployed people (for example, those looking for work for the first time), the benefit payment period may be reduced from six to three months.

Provisions are also being introduced to provide additional guarantees of social support for citizens of pre-retirement age (for example, the period for payment of benefits for them can be 12 months, with a possible increase of 2 weeks for each year of work exceeding the established insurance period, for a maximum of 24 months).

From January 1, 2021, workers will be able to receive a leave of absence from work for 1 day every three years to undergo a medical examination, and workers of pre-retirement age - for 2 working days every year

Employees will be released from work to undergo medical examination based on a written application, and the day(s) of medical examination will be determined by agreement between the employee and the employer.

Unreasonable refusal to hire or unjustified dismissal of a person who has reached pre-retirement age will entail punishment for the employer in the form of a fine or compulsory labor.

In connection with changes in the retirement age of citizens of the Russian Federation, there is a danger of unjustified refusal to hire or unjustified dismissal of persons who have reached pre-retirement age.

In this regard, the Criminal Code of the Russian Federation was supplemented with Article 144.1, establishing punishment in the form of a fine in the amount of up to two hundred thousand rubles or in the amount of wages or other income of the convicted person for a period of up to eighteen months or compulsory work for a period of up to three hundred and sixty hours in case of an unreasonable refusal to accept for a person to work on the grounds that he has reached pre-retirement age, as well as the unjustified dismissal of such a person from work for the same reasons.

In this case, pre-retirement age is understood as the age period of up to five years preceding the appointment of an old-age insurance pension to a person in accordance with the pension legislation of the Russian Federation.

Money confiscated as part of the fight against corruption will be sent to the Pension Fund of the Russian Federation

According to this Federal Law, from January 1, 2021, a new source has been included in the list of income credited in accordance with subparagraph 1 of paragraph 1 of Article 146 of the Budget Code of the Russian Federation to the budget of the Pension Fund of the Russian Federation - confiscated funds received as a result of corruption offenses, as well as funds from the sale of confiscated property obtained as a result of corruption offenses.

What is the need for amendments to the pension limit?

Bills in the field of health and education

Medical institutions were required to allow relatives of patients into intensive care units;
rules for the provision of palliative care have been adopted, which establish, in particular, the right of patients to relieve pain with narcotic and psychotropic drugs;
regions are given the right to create paid medical sobering stations, which will allow the system of these institutions to be restored;
a ban has been established on the use of laughing gas (nitrous oxide) for purposes not related to medical use;
the concept of “educational activities” was introduced into the law on education;
orphans and children left without parental support are given the right to receive higher education at the expense of budgetary funds;
the government is given the right to release drugs without the permission of the patent holder in the interests of national security in emergency cases.

The law on renovation in Moscow was adopted and the mechanism for the integrated development of territories in the Russian Federation was approved;

Laws to combat the COVID-19 pandemic and its consequences

In particular, the government was given the right to introduce high alert and emergency regimes throughout the entire territory of Russia or in part of it;

the period when the woman was on maternity leave. Limited to 6 years;
when a citizen did not work in connection with caring for a disabled child, a disabled person of group 1 or an elderly person whose age exceeds eighty years;
time period of participation in military operations or service;

On introducing to the State Duma a bill on raising the retirement age

The document was prepared and submitted to the State Duma on June 16 of this year. Until mid-July, the document will be reviewed in all regions of our country. This is necessary for a complete and objective picture of civil opinion, collection of comments and suggestions.

After which the State Duma will be able to begin consideration of the bill in July. The first reading is scheduled for a meeting scheduled for July 19.

It is worth noting that the public reaction to the innovation was not long in coming. Part of the country's population spoke out against such a reform.

Insurance pension payment amount

The scheme according to which the retirement age in Russia will be changed

Here's what a pre-made plan looks like:

in odd-numbered years there will be no new pensioners;
It will be possible to retire only in even years: 2018; 2020; 2022; 2024, etc.;
Every calendar year, the retirement age will be increased by six months or one year;
by 2028, the retirement age for men will be 65 years;
By 2034, women's retirement age will be 63 years.

For example, you should have retired in 2021 because... You turned 55 in April. But, according to the new law, this year is odd. Therefore, you will have to work until 2021.

Initiative of the government of Dmitry Medvedev

On May 8, 2021, Dmitry Medvedev, speaking in the State Duma when considering his candidacy for the post of Prime Minister of the Russian Federation, said that the government plans to prepare and send proposals on the retirement age to parliament. He noted that retirement ages of 55 and 60 years were introduced in the USSR when the average life expectancy was about 40 years, but “since then, life in the country has changed, certainly for the better, <...> people’s desire to work has also changed , and a period of active life."

In 2021, life expectancy, according to Rosstat, was 77.6 years for women and 67.5 years for men.

As of 2021, the Government of the Russian Federation plans to cancel the funded portion of the labor pension, which has lost its effectiveness, and replace it with a voluntary funded component of the pension, called the “guaranteed pension product,” which was developed and proposed by the Ministry of Finance. It provides for non-compulsory auxiliary contributions for citizens, which they can use when entering their well-deserved retirement.

In general terms, the theory behind the introduction of this product is as follows:

A person voluntarily confirms his consent to contribute from his income to a guaranteed pension product. The amount of contributions will vary from 1 to 6% (here the citizen himself sets an acceptable rate for himself).
The state, for its part, ensures the integrity of the transferred funds, and also provides the opportunity to receive tax deductions for the amount of transferred contributions.
In exceptional cases, it will be possible to withdraw your pension savings without waiting for retirement age (in case of serious illness, disability, etc.).

Regulation of activities on the Internet and telecom operators

The so-called the law on a sovereign Runet, or on ensuring the stable operation of the Russian segment of the Internet in the event of disconnection from the global infrastructure of the World Wide Web;
National roaming has been cancelled;
criminal penalties have been introduced for the creation of the so-called. Internet death groups;

mandatory pre-installation of Russian software is provided for on smartphones, computers and TVs with the Smart TV function sold in Russia, and fines of up to 200 thousand rubles are introduced. for selling gadgets without pre-installed Russian applications.
