Russian legislation provides for the replacement of a foreign passport and the issuance of a new document if its validity period expires, is lost or damaged, and all pages are filled out. You can receive a new document in any convenient way: through the Main Department of Migration of the Ministry of Internal Affairs, the MFC or the State Services portal. In August 2021, the state fee for issuing a biometric passport was increased to 5,000 rubles. – for adults and 2,500 rub. – for children under 14 years old.
The main reasons for renewing a passport are its expiration date and the absence of blank pages.
Reasons for extension
Russian legislation does not provide for the renewal of a foreign passport.
If the document expires, all its pages are filled out, the passport is lost or damaged, or the owner’s personal data changes, it is necessary to issue a new passport.
Upon expiration
Expiration of the validity period is one of the main reasons for obtaining a new passport.
An old-style passport must be issued every 5 years, and a biometric passport - every 10 years.
No free pages
Often traveling citizens of the Russian Federation are faced with the fact that the blank pages of their passport run out long before its expiration date.
This is due to the fact that when crossing the Russian border and arriving (departing) to another country, border guards put a corresponding stamp in the passport. It happens that in some countries such a stamp can be placed in the middle of the document.
In addition, the visas received also usually take up an entire page of the document.
If there are no blank pages, entry into another country or obtaining a visa may be denied.
Required documents
To renew your passport, you need the following documents:
- passport of a citizen of the Russian Federation;
- military ID or certificate from the military registration and enlistment office (for men aged 18 to 27 years);
- a valid passport, if available;
- 2 photos;
- permission from the command for military personnel to obtain a foreign passport;
- receipt of payment of state duty;
- application in the prescribed form.
To obtain a biometric passport, the list of documents is similar.
There is no need to submit photographs, since when submitting an application, employees of the Main Department of Migration Affairs of the Ministry of Internal Affairs take digital photographs.
Important! When submitting an application for a foreign passport through the government services portal, you must attach a photograph of the recipient of the document to the electronic application.
Step-by-step instruction
Replacement of a foreign passport is carried out according to the standard procedure. A citizen must:
- Prepare a package of documents by filling out an application and taking photographs.
- Pay the state fee. Its size varies depending on the type of document and the age of the applicant.
- Contact the authorized body. It is recommended to make an appointment in advance.
- Wait for the documents to be reviewed.
- Get an updated passport.
Submission of documents
Having chosen the type of passport, you need to proceed to preparing the documentation. The list of papers is approximately identical. It is mandatory to provide:
- general passport;
- old foreigner, if it was issued earlier;
- 2-4 photos;
- military ID, if the document is issued by a man of military age;
- birth certificate and parents’ passports, if the child needs to obtain a foreign passport;
- completed application.
Sometimes additional paperwork is required. So, if the child was born before 2007, a citizenship insert will be required. If a serviceman plans to travel to another country, permission from the command is required. A similar rule applies to employees of the FSB, the Ministry of Internal Affairs and other law enforcement agencies.
Filling out the application form
The application for renewal will not have any differences from the initial application form. Data entry is performed on a computer or using a ballpoint pen. Option 1 is the most convenient. It reduces the risk of marks and corrections. You can correct the data without re-executing the entire form completely.
Information is entered in capital letters. You can find the application form on the official website of the migration service. You must have your work book at hand.
Cost and processing time
The price of a passport varies depending on the age of the person and the type of document. The fee for issuing a biometric ID card is RUB 5,000. per adult and 2500 rub. for the child. If an old-style document is required, the cost will be lower. An adult is required to pay 2000 rubles. Children are charged RUB 1,000.
If the application is submitted through government services, you can expect to receive a 30% discount. The rule applies if payment is made online. To do this, you need to use a bank card or e-wallet. If a person lives in the Kaliningrad region, there is no need to increase the state duty when restoring a foreign passport.
On average, the processing time for a passport is 1 month. The rule is relevant if the documentation is submitted at the place of permanent registration. Otherwise, the procedure will take up to 4 months. If a person works with classified information, the verification will take 3 months. In this case, the risk of refusal to issue a passport increases.
How to apply?
Today, there are three classic structures that allow you to obtain a foreign passport. The choice of method depends on the convenience of the citizen. Remote access is acceptable.
Through the portal "Gosuslug"
Using the system allows you to replace documentation via the Internet. An account is required. If not, you will need to pre-register. Using the State Services portal, a citizen must go to his personal account and click on the section that allows him to obtain a foreign passport. You will need to fill out a form. You must have the documents required when submitting your application on hand. The questionnaire must be supplemented with a photograph. A photograph in electronic format is required.
Once the data has been entered, the form must be submitted for review. If they meet the established requirements, the document will be forwarded to the migration service. The citizen will receive a notification about the date of the visit to the Main Migration Department of the Ministry of Internal Affairs. On the appointed day you need to appear at the migration department.
In the GUMV MIA
A personal visit to the migration service office is considered the classic method of obtaining a foreign passport. A package of documents must be prepared in advance. It is recommended to contact the territorial unit at the place of official registration. Otherwise, the paperwork process will be delayed. It is better to submit documents in the off-season. This minimizes the risk of encountering large queues.
Through MFC
The multifunctional center operates on the principle of a single window. These are intermediary institutions that collect documentation and transfer papers to the authorized body. It is also possible to obtain a foreign passport through the MFC. However, in some departments of the institution it is permissible to issue only an old-style document. The expert recommends checking in advance the possibility of obtaining a new type of passport. It is worth making an appointment in advance. The procedure is carried out via the Internet. You can get a ticket directly at the center.
Registration procedure
GUVM MIA
To obtain a new international passport, citizens of the Russian Federation or legal representatives of minor children can personally contact the territorial body of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs at the place of registration or actual stay.
The list of GUVM divisions can be found on the official website or the government services website.
In order to save time, using a special service on the website, you can also fill out an electronic form and print a receipt for payment of the state duty. You can pay the state fee at any nearest Sberbank branch.
When receiving a new generation international passport, on the day of submitting the application, digital photography and fingerprint scanning are performed at the department of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs.
MFC
At the multifunctional center you can obtain both an old-style passport and a foreign passport with electronic media.
Obtaining a foreign passport at the MFC occurs in several stages:
- Selecting the nearest MFC at your place of residence (stay).
- Sign up for the government service for issuing a foreign passport by phone, during a personal visit or via the Internet.
- Filling out the application in the prescribed form.
- Collection of necessary documents (the list is indicated on the website of the Main Directorate for Migration of the Ministry of Internal Affairs).
- Payment of state duty in the prescribed amount.
- If there is no prior appointment, a personal visit to the MFC (you must obtain an electronic queue coupon from the administrator and, when the number is announced over the speakerphone, go to the reception window).
- Submission of documents to an employee of the MFC or an employee of the Main Department of Migration.
- Signing the application in the presence of an employee.
- Receipt of a receipt for the submission of documents indicating the date of issue.
- Receipt of a completed passport within the specified period.
Important! When applying for a biometric passport, the fingerprint scanning procedure is performed when submitting an application to the MFC!
Public services
To obtain a foreign passport through the government services portal, you must be a registered user on the site.
You should create an application for a foreign passport on the government services website.
To receive a government service, you must select the type of document to be drawn up and the age of the future owner.
The electronic application is filled out in accordance with the requirements specified on the website.
The application includes information about the identity document of the recipient or legal representative (in the case of a document issued for a minor child), details of a valid international passport.
After filling out the application and uploading a photo from the list provided, you should select the territorial department of the Main Department of Migration Affairs of the Ministry of Internal Affairs, where you are supposed to receive a foreign passport.
Note! When submitting an application for a biometric passport through the government services website, you must appear at the Main Department of Migration Affairs of the Ministry of Internal Affairs within 15 days for fingerprint scanning and digital photography.
You will receive a message confirming the acceptance of your application and an invitation to visit the Main Migration Department of the Ministry of Internal Affairs indicating the date and time by email or mobile phone.
A message will be sent to your personal account about the possibility of paying the state fee with a 30% discount and a receipt form for payment of the state fee.
At the specified time, you must appear at the GUVM unit to receive the document.
The readiness of the document can be tracked on the website of the Main Directorate for Migration of the Ministry of Internal Affairs using a special service.
How do you know when it's ready?
- The most convenient and modern way is on the website guvm.mvd.rf.
- Select the section “Checking the readiness of a foreign passport”.
- Enter the details of the minor's birth certificate or passport.
- The system will notify you when it is ready. If the phrase “No data” appears, then the passport is not ready yet.
- By phone at the GUVM or MFC branch where you filled out the documents. When submitting the form, ask what the phone number is where you can get the necessary information and what the window’s opening hours are, since you need to call at this particular time.
- If you filled out an application through the State Services portal, you will receive an automatic message in your personal account and to the email address specified during registration. Keep an eye on your email and you'll know when it's ready promptly.
- By visiting the pick-up window at the GUVM or MFC branch in person. This method takes time, since the queue at these institutions is long.
