The advantages of obtaining a child’s passport at the MFC include:
- pre-registration (via the Internet, telephone or by contacting the center administrator in person, you can make an appointment and receive an electronic queue coupon, show up at the appointed time with the necessary documents and submit an application);
- convenient work schedule (on average in Russia, multifunctional centers are open from 8 a.m. to 8 p.m., which allows working citizens to sign up for the service without taking time off from work);
- electronic queue (at the kiosk you can take a ticket and wait for an appointment);
- possibility of paying state fees through the terminal in the MFC building.

Advantages of obtaining a foreign passport at the MFC
Previously, it was possible to obtain foreign passports only at migration departments, but with the advent of the MFC, the procedure has become as simplified as possible, and there are a number of reasons for this:
- The number of MFC branches in many regions is significantly larger than the Department of Internal Affairs of the Ministry of Internal Affairs, therefore, the queues for filing applications are not as long as before.
- You can get to the Multifunctional Center for an appointment in an electronic queue or by appointment, so as not to wait too long.
- The operating hours of the Department of Internal Affairs of the Ministry of Internal Affairs are limited, while MFCs are most often open from early morning until late evening, which is important for employed persons.
- You can pay the state fee directly at the MFC, so as not to visit a bank branch.
The only drawback is that the MFC is insufficiently equipped, so difficulties may arise when ordering a biometric passport.
List of documents
To obtain a passport for a minor under 14 years of age, his legal representative, the employee issuing the passport, must submit:
- application in the established form (the application form can be downloaded on the website of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs);
- 3 color or black and white photographs;
- birth certificate with an insert or a mark on citizenship;
- passport of a parent or other legal representative;
- a document confirming the legality of the representation (an act of the guardianship and trusteeship authority, a court decision, birth certificates);
- a previously received international passport, if its validity has not expired;
- receipt of payment of state duty.
Cost of providing the service
The cost of registration at the MFC is equal to the state fee for issuing a foreign passport. For children under 14 years of age, the fee for a foreign passport is:
- old model for a period of 5 years - 1000 rubles;
- new sample for a period of 10 years - 1500 rubles.
You must pay the state fee before contacting the MFC. Payment details can be found on the website of guvm.mvd.rf by clicking on the “Receipts for payment of state duty” tab. Then enter your details and print a receipt.
There are many methods for paying state fees. You can choose any one convenient for you (for example, through Sberbank Online or in the terminal of a Sberbank branch, through your personal account of State Services).
Registration and visit to the MFC
To save time, you should make an appointment at the MFC in advance.
You can do this in several ways:
- By contacting the center administrator.
- Through the Internet.
- By phone.
If an appointment is made with the administrator, the applicant is given an electronic queue ticket indicating the time and date. If necessary, consultation is provided on the issue of submitting the necessary documents to receive the service.
If the registration was made by telephone, an electronic queue coupon must be obtained from the center administrator.
In some regions, you can make an appointment at the MFC via the Internet. A specialist in a special program indicates the date and time of recording, information about the applicant and the purpose of the appeal.
Note! If you are more than 5 minutes late for your appointment, your appointment will be cancelled!
In the hall there is a screen with information about the movement of the electronic queue, indicating the coupon number and the receiving window.
When the electronic queue number appears, you must go to the specified window.

What documents are needed

- passport of a citizen of the Russian Federation;
- two copies of the application (application for an old-style passport, for a new biometric passport)
- receipt of payment of the state fee (2000 rubles for an old-style passport and 3500 rubles for a biometric passport, payment can be made on site at the MFC terminal)
- a foreign passport that has not yet expired or has already expired;
- three photographs (3.5*4.5), on matte paper, full face (if you receive an old-style passport).

Registration of a passport for a child under one year old
When choosing the type of international passport for an infant, you should remember that children at an early age (from birth to one year) change greatly in appearance and a significant change in appearance will lead to unnecessary expenses and waste of time before the expiration date of the document.
A mandatory requirement for obtaining a foreign passport for a child under one year old through the MFC is the application of his legal representative to the MFC at the place of registration.
In this case, the place where the baby is registered does not matter.

“Literally on the day of applying to the MFC, young parents are given a birth certificate, a certificate for receiving benefits, and, if necessary, a certificate of paternity,” the network’s press service said. — You can order both SNILS and a compulsory medical insurance policy (now you can issue it without waiting for receiving SNILS), a registration insert, a citizenship mark, a certificate for maternity capital (at the birth of a second or subsequent children) and a certificate for a large family (if in the family third child was born). That is, to solve such a mass of cases, two visits are enough. Moreover, you can obtain these documents at any MFC, without reference to your place of registration. Only the newborn is registered at the place of residence in the public services center of his district.

The period for obtaining a passport for a child under 14 years old, issued through the MFC, cannot exceed the deadlines established by law:

Filling out an application
The application can be filled out either at home, manually or using a computer, or in the presence of an MFC employee.
The application must be clearly readable, without typos, blots or corrections.
The form must be printed on one sheet on both sides.
Filling out the application form must meet the requirements specified in the administrative regulations.
On one side of the application form, fill out information about the child, on the reverse side fill out information about his legal representative:
- personal information about the recipient of the document is indicated in paragraphs 1-4 of the application;
- paragraph 6 indicates the place of registration of the child;
- paragraph 8 specifies the details of the child’s main identification document;
- the reasons for obtaining a foreign passport are indicated in paragraph 9 of the application;
- if you have a valid passport, including if it is damaged or lost, you must indicate information about it in paragraph 10;
- the signature column is filled out only by minors from 14 to 18 years of age;
- information about the legal representative (personal and passport data, registration address or place of actual residence, date and place of birth) is indicated in paragraphs 11 to 19;
- in paragraph 20, it is necessary to indicate a document (birth certificate, act of the guardianship authority) confirming the authority of the legal representative to act on behalf of the minor.
Note! The applicant’s signature is affixed only in the presence of the employee issuing the passport!
International passport for a child under 14 years of age
According to the legislation of the Russian Federation, the practice of entering the data of parents and their child into a foreign passport has been abolished. Regardless of the child’s age, parents need to submit documents for a foreign passport to the MFC and issue him a personal passport. Specific deadlines are not indicated, so you can prepare the document if necessary.
Important: remember that your passport has a limited validity period. There is no point in getting a foreign passport for a child at the MFC, the documents for obtaining which are given below, “just in case”: it is advisable to do this only if there is such a need.
Documents for obtaining a foreign passport at the MFC for children:
- One copy of the completed application form for the child;
- Child's birth certificate; if it does not contain a note stating that the child is a citizen of the Russian Federation, an additional insert confirming citizenship must be provided;
- Russian passport of one of the child’s parents or, in the absence of such, a passport of a Russian citizen of the legal guardian of the applicant;
- A receipt confirming payment of the state duty. Today it is one and a half thousand rubles;
- If documents are submitted “for resubmission”, the first copy should be provided for cancellation.
There is a widespread misconception that knowing what documents are needed for a foreign passport at the MFC from the child’s parents, adults can submit an application on their own, without the presence of their son or daughter. However, it is not. Those who submitted a list of documents for an old-style international passport to the MFC probably noticed that there were no photographs in the list. This is due to the fact that a sample photo for documents is taken directly at the department. Therefore, parents must accompany the child at the appointed time to perform this operation.
We also must not forget that children over 12 years old are required to have their fingerprints taken during the initial registration of a foreign passport, which, again, requires the child’s personal presence at the center.
Obtaining a passport
To receive the document, the legal representative must appear at the MFC at the time specified by the migration officer.
Considering the small age of the child, checking documents and taking the necessary measures may take place faster than the date of appearance indicated on the receipt.
The readiness of the document can be tracked on the website of the Main Directorate for Migration of the Ministry of Internal Affairs by clicking on the link “Checking the readiness of a foreign passport.” To receive information, you must enter the passport details of the legal representative.
Registration cost
Simultaneously with submitting the application, it is advisable to submit a receipt for payment of the state fee, which can be paid through a bank terminal located in the MFC building.
The amount of state duty for a child under 14 years old is established by Art. 333.28 of the Tax Code of the Russian Federation and amounts to:
- 1,500 rub. to obtain a new generation passport;
- 1,000 rub. to obtain a strictly sample passport.
From August 4, 2021, the state fee for obtaining a biometric passport for a minor under 14 years old increases to 2,500 rubles!
