A foreign passport with an electronic storage medium is called a biometric document. This is due to the fact that new generation documents have an electronic microchip with information about their owners, including fingerprints.
Normative base
The Law on the procedure for leaving the Russian Federation and entering the Russian Federation provides for Russian citizens to receive a passport with an electronic storage medium.
The validity period of the electronic document is ten years (Part 2 of Article 10 of Law No. 114-FZ).
The procedure for registering and obtaining a new generation passport is regulated and carried out in accordance with Order of the Ministry of Internal Affairs of Russia No. 889 dated November 27, 2017.
The biometric parameter - scanning of finger papillary patterns was introduced on 01/01/2015 by Law No. 374-FZ of 12/21/2013.
Documents for a new type of international passport
The list of documents provided for a new generation foreign passport in 2021 is similar to the list of documentation for the previous type of passport. There are two exceptions - the certificate cannot be quickly produced and there is no need to provide photographs when submitting documents. In the first case, everything depends on the technical capabilities of producing a new form with the owner’s biometric data, and in the second, photographs must be taken according to a certain digital standard, so the applicant will be photographed at the migration department, at the place where the package of documents was submitted.
To obtain a new-generation foreign ID for a child, the child must be present to take photographs, but with the previous version of the passport there are no such problems; the forms can be issued without them.

Electronic passport
To activate the Mobile ID application, which is planned to be used during the experiment with a digital passport for Muscovites, citizens will be photographed in a special crypto booth in the pilot MFCs. The head of the State Duma Committee on the Financial Market and one of the authors of bills related to biometrics, Anatoly Aksakov, allowed the integration of the EBS into the concept of a digital passport. As he told Izvestia, intensive work is underway to agree on bills; they expect to adopt them in June.
The Ministry of Telecom and Mass Communications intends to conduct an experiment in Moscow from July 1, 2021 to December 31, 2021 on the use of the “Mobile ID” application instead of a passport when provided separately to the department. The press service added that authorization in the application will take place through the ESIA account (for government services), and its activation can only be carried out in person at the MFC.

The list of services that can be obtained using the application is currently being developed. An experiment in using a mobile application instead of a Russian citizen’s passport is planned to be implemented in the Moscow MFC, equipped with crypto-biocabines, the Ministry of Energy told Izvestia. The department explained that the pilot for issuing biometric foreign passports using special booths is carried out in two (Donskoy and in the Afimol shopping center), although due to the coronavirus it has been suspended for almost two months. By the end of 2021, the Moscow MFC plans to purchase another 126 booths, the ministry reported.
Required documents
To obtain a new generation international passport, an adult applicant must submit the following documents:
- a completed application in the prescribed form;
- passport of a citizen of the Russian Federation;
- permission (certificate) to travel outside the Russian Federation for military personnel;
- military ID (represented by persons liable for military service aged 18 to 2 years);
- a valid passport (if available);
- an application for a change of surname in any form indicating the reason (in the case of issuing a new passport in connection with the conclusion (divorce) of a marriage or a change of name) with the corresponding certificate attached;
- application for the loss of a foreign passport and its recognition as invalid (in case of loss of the document);
- photograph of the applicant (attached to the electronic application if the application is submitted through the public services portal);
- receipt of payment of state duty.
State tax
Payment of the state duty must be done carefully, since any deficiency in the details may lead to an incorrect transfer of funds and you will have to pay it again. And the fees are significant. The main thing is to fill out the budget group code correctly. For a foreign passport with biometrics, there is a single code, but for the old generation form it is different for each territorial region of the country. Therefore, before paying the fee, you should clarify the code in the region where the application will be addressed.
The state fee can be paid through the unified information portal of government services or at any accredited bank where payments are made. The paying party must be the entity for whom the document is drawn up. This recommendation also applies when registering minor children.
The state duty for an old-generation foreign passport is: for adults - 2 thousand rubles, but for persons under 14 years old - 1 thousand rubles.
If it is necessary to enter information about minor children into an old-style passport, then a flat rate of 500 rubles is paid.
For a biometric ID card in 2021, the fee for adults over 14 years old is 3.5 thousand, and for those younger - 1.5 thousand rubles.
The fee payment receipt is valid for 3 years, so it’s not a big deal if a person doesn’t immediately start applying for a passport.

- to the territorial body of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs (at the place of registration or actual stay of the applicant);
- online through the government services portal (to submit an electronic application, the applicant must be registered in the federal state system “USIA”);
- to the MFC branch (from 02/01/2018 to 02/01/2019, registration and issuance of a foreign passport is carried out by employees of the internal affairs bodies).
Price
Currently, the cost of obtaining a new generation international passport is 3,500 rubles. - for adults and 1,500 rubles. - for children.

Application for a passport
When filling out the application you must consider:
- in paragraphs 1-10 information about the applicant is indicated (last name, first name and patronymic, gender, date and place of birth, previous full name, registration and actual residence address, telephone number and email, passport details);
- paragraph 11 indicates the purpose of obtaining a passport;
- paragraph 12 of the application is completed if there are circumstances limiting the applicant’s right to travel outside the Russian Federation;

- paragraph 14 indicates information about labor activity over the last ten years (name of organization and position held, month and year of admission and dismissal);
- paragraph 15 is completed only upon receipt of an old-style passport (information about children to be included in the document);
- If an application is submitted on behalf of an incapacitated person, clause 16 must be completed.

Old generation passport documents
What do you need and what documents are required for a foreign passport? For an adult citizen of Russia in 2021 you will need:
- General passport;
- Four photographs with parameters 35 by 45 mm;

- A document certifying the fact of change of personal data during life;
- For people of military age - a military form, for military personnel - permission from the command;

A parent can enter his child under 14 years of age into his foreign passport and the latter will not need to obtain any permits to leave Russia, but when traveling, the child must always be with an adult.
If parents decide to issue a new document for a child under 14 years old, allowing travel outside their home country, then a similar list of documents will be required as for persons 14-18 years old. Where can I get the document
The Federal Migration Service of the Russian Federation is engaged in collecting applications, processing them, and issuing biometric passports. In this regard, you need to contact this structure at your place of registration with a completed application to receive a new type of document. But to make an application directly online, you need:
- Go to the State Services website, where you need to register;
- Enter basic information;

The preparation of a new generation document occurs in several stages:

- Receipt of documents within a month (within 3 months if he has or had information about access to top secret information and state secrets, 4 months if the application was not submitted at the place of registration).
How long does it take to obtain a biometric passport?
According to 2*, the general period for producing a passport with electronic media when applying to the competent authority at the place of registration is no more than 1 month from the date of submission of the application and documents. There is no way to shorten this period unless your situation is one of the following:
- serious illness;
- death of a loved one;
- need for emergency treatment.
The above circumstances will have to be documented by the authority that issues the passport. The decision on such an application is made on an individual basis, that is, you may still be refused.
If you want to apply for a passport at your place of residence, then the legislator allocates 3 months for this (until February 2021 there were generally four). This waiting period is also provided for persons who wish to become the owner of biometrics, but who are involved in official matters with state secrets (regardless of the place of submission).
The countdown of these deadlines begins from the moment the documents were accepted by the competent authority. If you submit an application in person, there are no questions about accurately establishing this point. But with electronic filing, misunderstandings happen quite often in practice.
The date of filing an application online is considered to be the day an electronic message is sent to the applicant about acceptance of the application. Moreover, it must be sent no later than the working day following the day the application is submitted.
Example. Kholodenko G.I. sent documents and an application through the State Services portal on 02/08/2019 (Friday). The answer came only on February 14, 2019 (Thursday). According to law 2*, the notification should have arrived on February 11, 2019 (not February 9, since it is a Saturday - a day off). The deadlines were violated, so G.I. Kholodenko, guided by the provisions of 3*, sent it to the head of the Department of Internal Affairs of the Ministry of Internal Affairs for the region through the State Services website.
Registration cost
Any citizen can obtain a biometric passport in Russia, but in this case we are talking about issuing a biometric foreign passport, since the final decision on the introduction of a biometric passport for a Russian citizen has not yet been made, the mechanism has not been worked out.
This service is not free, due to the high cost of its production. The amount of payment (state duty) is determined by the current Tax Code of the Russian Federation and is three and a half thousand rubles.
However, there are some concessions. Thus, citizens who have not reached the age of fourteen will have to pay one and a half thousand, and those living in the Kaliningrad region will not pay at all.

Registration procedure
The country's legislation provides for several options for obtaining such a passport. This can be done:
- personal visit to the territorial branch of the FMS or MFC;
- using the State Services portal.
In all cases, the period for receiving this document will be within 45 days. In exceptional cases, this period may be reduced to 21 days. Such circumstances include:
- death of a close relative abroad;
- serious illness of a close relative, requiring urgent travel to another country for treatment, as well as the need to accompany him;
- urgent treatment abroad required by the traveler himself.
In all cases, it will be necessary to provide documentary evidence of such circumstances.
In addition, if the applicant submits documents not in the region of his registration, or does not have registration at all, then the period for registration of a foreigner may take up to 4 months. Employees will need this time to check all the information about the recipient and find out if he has any bans on leaving the country.
Documentation
In addition to these papers, you will also need other official papers that must be prepared in advance before filling out the application. All information entered into the questionnaire or application must strictly comply with official documents. The required list of papers includes:
- applicant's personal passport;
- the child’s birth certificate, if this document is issued to him;
- court decision to appoint guardianship or trusteeship;
- young guys from 18 to 27 years old are required to present a military ID;
- a valid foreign passport, if available and still valid;
- permission to travel to another country for employees with access to classified information;
- papers confirming changes in data about a person;
- payment papers confirming payment of state duty.
If a document is drawn up for a child, then there must be not only a certificate, but also a certificate accompanying it, confirming the minor’s registered address and his Russian citizenship. Without it, of course, you can get a foreign passport, but the processing time can take up to 4 months.
Personal visit
This method is considered not the best, because the citizen will have to spend personal time filling out an application, waiting in line, and at the same time he will not be able to receive a 30% discount. However, if there is no time or desire to register on the State Services portal, then this remains the only option for obtaining a foreign passport. Therefore, the procedure should be as follows:
- Prepare all papers for submitting an application.
- You need to pay the state fee in any way and keep the payment document confirming the payment.
- You need to fill out an application for a passport. The document form can be obtained from any branch of the Federal Migration Service or MFC. It can also be found on trusted information resources on the Internet.
- Be sure to fill out a form about all types of work activity over the past year. This includes not only work, but also study.
- Next, you need to go to the most convenient territorial body for the applicant to accept such applications and submit all the papers.
- After this, the employee will verify the authenticity of the documents provided and the correctness of filling out the application.

This method requires the applicant to register on this portal. In this case, you not only need to simply enter your own data, but also confirm your passport details. If there is a complete procedure for identifying a person, he gains access. The action algorithm is as follows:
- You need to log into your personal account.
- Then enter the name of the required one in the search.
- Next, the site will offer a choice of one of its passport types. You need to choose a new sample.
- Next, you will be offered a choice of services based on the person’s age. There are 3 options: adult citizens, children 14-18 years old, children under 14 years old.
- After selecting the age, all the necessary information about the service itself, the procedure and timing of its receipt will be downloaded. - An application will be downloaded in the form of a questionnaire, where you need to fill out all the requested data.
- In one of the points you will need to insert your photo. It must strictly comply with established requirements. You can view them on the same website when uploading photos. The most important thing is to place the photo in the window correctly. No unnecessary objects are allowed on the face and head. In exceptional cases, religious headdresses or clear glasses are permitted. The background behind the person is only white. If the size or format of the photo is not suitable, the auto editor will reject it.
- After filling out all the information, you need to check the boxes confirming the applicant’s consent to the processing of information about him and click on submit the application. Next, a notification about the successful acceptance of the application, or a reasoned refusal indicating the reasons, will be sent to the phone or the specified email address. You can correct these reasons and reapply. The notice will set a date and time for a visit to sign the application. Afterwards, the process of obtaining a passport is similar to a personal visit.
Package of necessary documentation
Receiving official documentation requires the presence of an established list of papers. The list varies depending on who is the owner of the bio-passport. It includes:
- a completed version of the application, submitted in the amount of 2 pieces;
- original/copy of citizen’s passport;
- photo 35*45 mm (2 pcs.);
- a valid passport (when the expiration date has not expired);
- original and copy of a military service card or a document from the commissariat (for men of military age);
- receipt for payment of state duty.
The application form can be obtained from the Federal Migration Service of the Russian Federation or via the Internet. The submitted photos will be pasted on each of the completed forms. Photos will be taken using a certain technology in the department itself.
Children will receive a document with a microchip according to the established list of documents. It consists of the following components:
- statements from a parent/guardian;
- photo;
- original and copy of a Russian Federation resident passport (upon reaching 14 years of age);
- original and copy of the parent/guardian's passport;
- original and copy of birth certificate (up to 14 years of age);
- original and copy of any certificate certifying citizenship;
- receipts for payment of mandatory state fees.
