In order to submit an application through the government services portal, you must be registered in the ESIA system. Before submitting your application, you must select the type of passport. The application must be filled out accurately, indicating the personal data of the child and legal representative, details of the birth certificate and passport. A photograph of the child must be attached to the application. In case of issuing a biometric passport, you must come to the Main Department of Migration Affairs of the Ministry of Internal Affairs within 15 days for digital photography (if the child is 12 years old, fingerprints are also scanned).

A child’s international passport can be issued in various ways.

One of the most convenient ways to prepare documents is to submit an application online through the government services portal.

Required documents

The list of necessary documents to obtain a passport for a child is indicated on the portal itself. Documents are submitted to the territorial department of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs, information about which is entered into the electronic application form.

In some cases, the authority preparing the documents may request additional documents in addition to the standard package of documents.

To obtain a passport you must submit:

  • passport of the person acting as the child’s legal representative (parent, guardian);
  • a document from the guardianship authority in case of appointment of a representative as a guardian or trustee;
  • birth certificate of the passport recipient;
  • Russian Federation passport (in case of issuing a passport for a minor who has reached 14 years of age);
  • photographs (if the old sample is issued);
  • a document confirming the need for urgent travel outside the Russian Federation (for urgent registration).

How and where to get a ready-made passport?

Multifunctional centers operate throughout the country. Their goal is to reduce the time for processing various types of documents.

Having started the procedure for obtaining a passport, any citizen can contact the MFC with all documents. The working day at the MFC lasts until 20:00, which is very convenient for workers. In addition, it has an electronic queue. That is, you arrive at a predetermined time. You can receive ready-made documents here by making an appointment through the electronic queue.

Another place where you can get a document is the migration service established under the Ministry of Internal Affairs. By contacting this institution, your child submits an application and documents, just as in the previous case. After the time established by law, you can pick up the finished document.

Important! During the entire procedure, the presence of parents or legal representatives with the child is mandatory.

A child with a musculoskeletal disorder has the right to call an employee to his home address in order to carry out verification activities and subsequently transfer the completed document to the applicant.

Registration of public services

To receive the service for issuing a foreign passport using the portal, you must be registered in the Unified State System of Identification and Authentication (USIA).

Authorization

The user can access his personal account from any page of the portal. When entering your personal account, you can use SNILS or a mobile phone number as a login

If you do not register on the government services website, it is impossible to submit an application online.

To register on the portal you will need to indicate:

  1. User data (full name, date of birth, place of residence).
  2. Information about the identity document (series, number, date of issue, name of the authority that issued the document).
  3. SNILS number (insurance certificate of compulsory pension insurance).
  4. Cell phone number.
  5. E-mail address.

After entering the necessary data to register for services in your personal account, you must enter the activation code. This code can be obtained:

  • by mail;
  • with a registered digital signature;
  • in the Rostelecom branch.

Note! When changing your last name and replacing documents through the MFC, you can also register in the ESIA system. The password will be sent in an SMS message.

Procedure

It is not difficult to obtain an international passport for a child through government services. To correctly submit an application electronically, you must proceed in the following order:

  1. The user of public services must log into his personal account, indicating his login and password, and select the “New sample foreign passport” section from the list.

  2. In the electronic application form that appears, you must fill in all fields.
  3. In the “Who are you as a recipient of the service” section, you must indicate who the applicant is in relation to the child (father, mother, guardian).
  4. The personal and passport data of the applicant – portal user – are filled in automatically from the user’s personal account.
  5. When filling out information about the recipient of services (child), you must indicate his personal data (full name, place of birth).
  6. The next step is to fill in the details of the birth certificate (type, series and number of the certificate, registration number, name of the authority that issued the document).
  7. You must insert a digitized photo of the child into a special window. The photo must be placed strictly between the specified fields.
  8. If the child has a valid international passport, it is necessary to indicate this, otherwise the lack of information will be regarded by the Main Directorate for Migration of the Ministry of Internal Affairs as the provision of knowingly false information.
  9. Based on the user’s choice of applying at the place of registration, actual residence or temporary stay, the applicant can independently select the nearest territorial unit of the Main Department of Migration of the Ministry of Internal Affairs in the pop-up window.

Note! Before submitting the application, indicate the amount of the state fee to be paid, taking into account a 30% discount!

To register a child for a passport, a guardian or parent must have an account. Up to 14 years of age, you can register your favorite child on the portal, but only using a simplified account, which does not make it possible to apply for admission to the MFD.

The requirements for an uploaded photograph sent through the portal are:

  • photo size (height and width) – 45×35 mm;
  • minimum size – 10 KB, maximum size – 5 MB;
  • image format – jpg, bmp, png;
  • photo color – color or black and white image;
  • content of the photo - the image must be strictly frontal, with open eyes, without headdress; The oval of the face should occupy 70-80%.

Procedure for consideration of the application

The status of the application is displayed in the user’s personal account and changes in accordance with the stages of its consideration:

  1. Queued for processing.

First, the application is queued for processing and then sent for consideration to the territorial department of the Main Department of Migration Affairs of the Ministry of Internal Affairs.

  1. Sent.

This status means that the application has passed the necessary user data checks and meets the requirements for filling out the application form.

Important! From the moment the application status is received “Submitted”, the period for obtaining a foreign passport should be considered!

  1. Accepted.

After being informed that the application has been accepted (status “Accepted”), the applicant will receive an invitation to the territorial department of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs indicating a specific date and time for providing documents and taking photographs (in case of receiving a new passport).

Before visiting the migration department, you must pay the state fee.

  1. Decor.

After submitting the necessary documents and going through the procedures (in the case of obtaining a biometric passport), a foreign passport is issued, including the time for its production and application of information to the electronic chip.

  1. Receipt.

After producing a foreign passport and preparing it for issue, an employee of the territorial authority will invite the applicant to receive the document by sending a message indicating the date and time of the visit.

Cost and payment procedure

Article 333.28 of the Tax Code of the Russian Federation establishes the amount of the state duty for obtaining a passport.

After filling out the electronic application form, the user’s personal account receives a notification about the generation of a receipt for payment of the state fee with a 30% discount.

To receive a discount when paying state fees, the following conditions must be met:

  • registration of electronic services on the portal;
  • payment of state duty by non-cash method (bank card, electronic wallet or via mobile phone).

Payment of the state duty at a discount is provided until 01/01/2019 (Clause 3 of Article 2 of the Federal Law “On Amendments to the Tax Code of the Russian Federation” No. 221-FZ of 07/21/2014).

Required documents to obtain a passport at 14 years of age

You can issue a passport for your child in the presence of legal representatives or independently. To submit an application for an identity card, you must submit a package of documents through the State Services portal within 30 days after your birthday.

To work with the government services portal, a parent must register by indicating his passport number and series, as well as his full name. You will need to attach SNILS and TIN, and upload a scan of the child’s birth certificate.

Residents of some residential complexes have their own internal passport office for issuing a primary passport. You can order the service for issuing an identity card on site. In this case, you will have to register at the MFC separately. The duty price remains unchanged.

The state duty can be paid via the Internet with a bank card or at a Sberbank branch. Carefully fill out and indicate the BCC, as well as the details of the payment recipient. Currently, a discount on the service for issuing a primary passport is not available. Also, if parents live in a private house or apartment, you may need data from the home book and BTI. Most often they ask for a cadastral passport.

The deadline for submitting an application for a primary passport is no later than 30 days from the date of birth of the child. In case of delay, the applicant will have to pay an administrative fine in the amount of 3,000 rubles.

Deadline for receiving the service

The period for obtaining a passport service does not differ from the period for obtaining a foreign passport when submitting an application in person to the Main Directorate for Migration Affairs of the Ministry of Internal Affairs.

When a child receives an international passport through the government services portal, the processing time is:

  • upon receipt of an old-style passport - 1 month when applying at the place of registration and 3 months when drawing up a document at the place of actual stay;
  • upon receipt of a passport with electronic media – 1 month at the place of residence and 4 months at the place of stay.

Issuing a passport at 14 years of age

The document is issued 10 days after submitting the application. If the document is issued at a location other than your place of residence, the passport production time will be 30 days. If a passport is needed immediately, an employee of the Ministry of Internal Affairs may issue a certificate or temporary certificate.

Important details:

  1. You must apply for a passport within 30 days of your birthday. If the application is submitted later, a fine of 2,000 to 5,000 rubles is provided, depending on the region of the Russian Federation.
  2. If the child turned 14 years old less than 30 days ago, the application can also be submitted to the MFC (see how to register online). If more than 30 days have passed, then the application is submitted only to the department of the Ministry of Internal Affairs.
