How can a citizen of Tajikistan check whether he has a ban on entry into Russia and for how long?

On April 1, Russia opened air borders with Tajikistan. And many Tajik citizens are interested in whether they can go back to earn money or whether they have an entry ban. And those migrants who are currently in Russia fear sanctions for violating the migration regime.

We explain how to get legalized while in Russia before June 15, as well as how to check your status and get off the “banned” list.

Despite the fact that due to the COVID-19 pandemic, since March 14 last year, Russia closed its borders to the entry of foreign citizens and leaving the country turned out to be a problem, the practice of entry bans did not stop.

Although from that moment on the conditions for the stay of foreign citizens in Russia changed, and they were allowed, for example, to remain on Russian territory with expired documents (migration card, registration and patent), in some regions the courts could make decisions on deportation or expulsion.

Russia gave time to illegal immigrants

Russia offers illegal migrants who are currently on its territory to undergo the legalization procedure and continue to work there.

The website of the Ministry of Internal Affairs of the Russian Federation notes that taking into account the shortage of labor resources in certain sectors of the Russian economy, it has become possible to legally attract foreign citizens staying in Russia to work in construction, housing and communal services and agriculture.

“In accordance with Decree of the President of the Russian Federation dated April 18, 2021 No. 274 “On temporary measures to regulate the legal status of foreign citizens and stateless persons in the Russian Federation in connection with the threat of further spread of the new coronavirus infection (COVID-19)” to those persons , who are on the territory of the Russian Federation in violation of the order of stay established by migration legislation, are given the opportunity to regulate their legal situation without applying the sanctions provided for in such a case,” says the statement of the Ministry of Internal Affairs of the Russian Federation.

The document also notes that in this regard, persons who do not have legal grounds to be on the territory of the Russian Federation are strongly recommended to contact the territorial bodies of the Ministry of Internal Affairs of Russia at their place of residence.

In relation to such citizens and members of their families, a decision will be made to extend the period of temporary stay, registration at the place of stay and the issuance of appropriate permits.

Where and how to check the validity of a Russian citizen’s passport by series and number

. If after checking it is discovered that your document is invalid, you will have to apply for verification to the branch of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of Russia.

If the information about invalidity is confirmed, start looking for a competent lawyer who can provide assistance in restoring your passport. And be prepared to pay fines and fees.

Remember, if you do not receive your passport on time, you will be issued a fine, which you will need to pay and present a receipt when receiving a new document.

The passport of a citizen of the Russian Federation is the main document that a citizen has and certifies the identity of the Russian Federation.

Be careful when working with people who have documents of questionable authenticity. Remember, checking your passport for validity is extremely easy and now you know how to do it.

Why can you get a ban on entry into Russia?

If you have committed an administrative offense and have been issued with a fine, regardless of whether you pay it or not, you will be banned from entry.

The most common administrative offenses committed by labor migrants in Russia are:

  1. Not filing a patent, which is considered illegal labor activity.
  2. Accommodation not at the place of registration.
  3. Expiration of documents.
  4. Committing an administrative offense, including jaywalking, failure to pay for public transport, fines for violating traffic rules, etc.

Remember that in federal cities such as Moscow and St. Petersburg, after one administrative offense has been committed, a foreign citizen may be prohibited from entering Russia. In other regions, a ban can be obtained for two reports of an administrative offense.

Where can I find out if there is a ban on entry into Russia?

Before purchasing an air ticket to Russia and going on a trip, every citizen of Tajikistan who has worked in Russia for a long time is required to check for an entry ban.

This can be done on the website of the Ministry of Internal Affairs of Russia, where there is a special section - Checking the existence of grounds for not allowing foreign citizens and stateless persons to enter the territory of the Russian Federation through the Ministry of Internal Affairs of Russia .

The following window will open:

Please note that the database is updated only a few times a month, so it would be better if you check yourself several times with an interval of several weeks.

In addition to the list of “banned persons” by the Russian Ministry of Internal Affairs, there is also a list by the Russian Federal Security Service (FSB). But this department does not have such a service as the Ministry of Internal Affairs of the Russian Federation and you will not be able to check yourself.

You can find out whether you have a ban on entry into Russia through the FSB of the Russian Federation in all branches of the Ministry of Labor and Employment of the Republic of Tajikistan. To do this, you need to contact the departments of the Ministry of Labor of the Republic in districts, cities and regions.

The Ministry of Internal Affairs and the FSB of the Russian Federation provide quarterly lists of citizens of Tajikistan who are prohibited from entering Russia.

Types of verification

Today there are three types of verification:

  • using an online service;
  • visual;
  • official request.

Let's take it in order.

What is online verification?

Every citizen can access the FMS portal. To do this, you just need an Internet connection and a mobile device (computer).

Passport verification is carried out when entering personal data into the request form on the website. The verification process is completely free.

The only negative is that the data obtained on this portal is not suitable for presentation in court.

You should know that the database is constantly updated, so experts recommend checking again after some time.

How the service works

The official website of the FMS operates around the clock and allows you to check the necessary documents at any convenient time. The algorithm of actions is not complicated:

  1. Visit the website.

  2. Enter your personal information or register.
  3. Look for a suitable information section (service) and click on it. It could be:
  • checking invalid Russian passports presented in the form of a list;
  • verification of current work permits and patents for labor activities by foreign citizens and stateless persons;
  • checking current licenses for the possibility of providing work to citizens of the Russian Federation outside the territory of the Russian Federation;
  • verification of officially issued invitations to enter the Russian Federation for foreign citizens and stateless persons;
  • checking the existence of grounds for a ban on entry into the territory of the Russian Federation for foreign citizens and stateless persons through the Ministry of Internal Affairs of Russia;
  • checking whether the document matches the registration address.
  1. The portal will take you to the required request page and ask you to enter the required data.

What data will be needed?

  1. Passport Series. Consists of the first 4 digits.
  2. Passport ID. The next 6 digits are entered.
  3. Captcha.

If there are errors in the input data, the result may be false. After filling out all the fields, click on the button - Send request. Wait about a minute for an answer.

The existence of the portal has significantly relieved the workload of the Migration Service employees and allowed them to carry out more important matters.

Visual inspection

Most often, visual control is carried out by employers, bank employees, when making various transactions.

The verification consists of a thorough examination of the passport, as well as the use of a special device that detects a counterfeit document - special magnifying glasses and ultraviolet lamps. These devices help identify even minor document inconsistencies.

To independently determine the validity of an identity card, you need to inspect the security elements of the document.

The validity of a passport is determined in the Regulations on the Passport of a Citizen of the Russian Federation. What you should pay attention to during visual inspection:

  • Photo. It must match the person presenting the document.
  • Registration.

  • Replacement period. It is determined that the passport is valid from 14 to 20 years of age, then from 20 to 45 years of age and from 45 years of age indefinitely. It should be remembered that the photo is not pasted into the biometric passport.
  • On the first page the inscription “Passport of a citizen of the Russian Federation” is made in raised letters and can be tactilely palpated.
  • If you look through the pages against the light, each page contains watermarks of the letters RF.
  • The junction of the cover and the sheets is made with red and yellow thread. You need to pay attention to the absence of nodules and thickenings.
  • The photo page is sealed with plastic film. It should not be damaged or have bumps. The passport is allowed to be filled out in black ink only. It doesn’t matter whether the data is written in by hand or printed. On the left and top of the photograph there is always an ornament of three colors - red, green and yellow. They smoothly flow into one another.
  • Page 20 should have the inscription “Russia”. It can be seen from an angle.

Which ID is considered invalid?

  1. Lost.
  2. Stolen.
  3. With damaged pages.
  4. Expired.
  5. With incorrect data (for example, when remarried, the surname became different, but in the documents it was the same).
  6. With erroneous data.

If one of the discrepancies is detected, you must contact the authorities.

How to find out about the period of the ban on entry into Russia?

But the whole difficulty is that the Ministry of Labor of Tajikistan will not be able to inform the Ministry of Labor of Tajikistan about the timing of the ban. In order to find out about the period of the entry ban, you must contact the Russian Ministry of Internal Affairs in writing. Currently, this can be done through the website of the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation.

To do this you need to follow these steps:

Follow the link: MIA.RF/request_main

Select – General Directorate for Migration Issues – click on Continue

Read the description, check the I have read the information and click Submit an appeal.

This service will open:

Fill in all fields correctly. Describe your problem. Indicate the registration address according to documents, region/district/exact address. Most likely, the decree banning entry into Russia was received in your name at your registered address, and if you did not live there, you did not know about it.

You will receive a response to your appeal within one month, provided that you have filled out all the fields correctly and clearly formulated the text of your appeal.

How to know if a passport is valid or not?

In a short time, the check is carried out on the website of the Ministry of Internal Affairs of the Russian Federation. Sequencing:

  • Follow the link of the Ministry of Internal Affairs of the Russian Federation - .
  • When finished, click the “Submit Request” button.
  • In the window that appears, select the “Service” menu, then the “Check against the list of invalid Russian passports” option.
  • Passport verification requires entering a captcha.
  • After this, you should enter the passport number and series in the appropriate fields.

After some time, the site will display information whether the document is valid or not. Using this principle, you can check old-style international passports. If it turns out that a foreign passport or internal document is invalid, then problems await the person.

He will be banned from entering the territory of the CIS countries, and movement within the Russian Federation will also be fraught with consequences.

Checking passports of citizens of the Russian Federation and the CIS for validity and authenticity: methods, nuances

To do this, you need a banknote detector (Ultramag type), which is usually found in commercial organizations that work with cash.

First, you can visually inspect the form; if it is too new or, on the contrary, too worn, which does not correspond to its date of issue, then this should alert you and in itself is a reason for further more detailed study of the document.

It makes sense to pay attention to the dates of birth and registration at the place of residence, whether they correspond to the age of the document bearer.

A passport is a document that is sufficiently protected from forgery. Attackers rarely falsify the entire form; most often they limit themselves to only partial changes.

Extending the validity of a passport in foreign countries

To extend the validity of a passport of a citizen of the Republic of Armenia in foreign countries, the following documents must be submitted to the diplomatic mission or consular office of the Republic of Armenia:

  • Passport;
  • Military ID for citizens of the Republic of Armenia liable for military service up to 35 years of age inclusive (for persons registered in the Artsakh Republic up to 50 years of age inclusive);
  • If an application is submitted by an authorized person, it is necessary to provide a power of attorney certified by a notary and a passport of the authorized person.
  • Upon application, a preliminary check is carried out. If no obstacles are identified, then the validity of the passport of a citizen of the Republic of Armenia in foreign countries is extended on the day of application . Otherwise, a request is made to the competent authorities of the Republic of Armenia for up to 1 month .

Checking fines with bailiffs

The official website of the FSSP in the “Data Bank of Enforcement Proceedings” contains information about overdue administrative fines. That is, for those for which the payment deadline had passed, the offender did not pay the fine on time, and enforcement proceedings were opened by bailiffs.

In order to check whether you have such fines, you must:

1. Log in to the website fssprus.ru. You will immediately have a form in front of you to fill out.

2. Enter your last name and first name or enforcement proceedings number (IP).

3. If the region is not determined automatically, you need to select it from the proposed list.

5. Next, the service will require you to enter the code from the picture to verify that you are not a robot.

6. Based on the search results, the service will give you a list of available enforcement proceedings. If the page is empty, it means you have no overdue debts.

An advanced search is also available by individuals, legal entities, by the number of enforcement proceedings (IP), by the number of the executive document (ID).

The second way to check overdue fines in the “Data Bank of Enforcement Proceedings” is to check using the Internet service https://oplata-fssp.ru .

Here you will need to enter your last name, first name, patronymic, date of birth, and indicate the region in which you live.

This method is also simple and convenient. You will receive information immediately based on the results of the check in the “Data Bank of Enforcement Proceedings”. An additional advantage of this method is the possibility of repaying debts discovered during the audit.

Restriction on leaving the Russian Federation is not the only trouble that can be encountered in the event of unfulfilled obligations under enforcement proceedings. Bailiffs can also issue a ruling, for example, to deprive you of your right to drive a vehicle, seize funds in the accounts and deposits of the debtor, describe and seize property.

In some cases, the debtor may even face criminal prosecution.

If you need to obtain a certificate of no debt, this can be done either by contacting the relevant FSSP department in person with an application for a certificate, or online, using the government services portal.

Warnings and fines, arrests are punishments applied after administrative offenses. The fine is applied to individuals and legal entities equally. The relevant Code regulates the punishment process, but does not answer the question of how to find information on an administrative fine by name.
