Entry to Russia from Uzbekistan in May 2021: rules and restrictions

Opening borders and increasing flights

The press center of the Consular Section at the Russian Embassy in Uzbekistan reported that regular flights between Moscow and Tashkent will be resumed from April 1. At first there was 1 flight per week, now a second one has been added. As a result, you can fly from Uzbekistan to Russia on Saturday with flight HY603 and Sunday with Aeroflot SU1891. However, there is a catastrophic shortage of tickets, so the Governments of the two countries are negotiating to increase the number of flights.

All citizens of Uzbekistan and foreigners who have a residence permit there can fly to Russia. No reason is needed to cross the border. This was good news for students and Uzbek citizens wishing to work in Russia.

Charter flights Tashkent will also be operated periodically . To fly on a charter flight, you need reasons, which we will talk about later. Train services are still suspended.

Rules of entry and stay

When crossing the border, Uzbek citizens must present a certificate confirming the absence of coronavirus. The test must be taken no earlier than 72 hours before arrival in Russia. Upon arrival, the foreigner will need to take the PCR test again, and will have to self-isolate until the results are received.

The rules of stay in Russia for citizens of Uzbekistan have not changed. There is a visa-free regime between the countries, so Uzbeks can enter with biometric passports. After crossing the border, an Uzbek citizen must register with the migration authorities within 7 days. If you plan to stay in Russia for less than a week, then you do not need to register.

Without permits, you can stay in Russia for no more than 90 days within six months. If the purpose of staying in Russia is to study or work, then the length of stay increases.

Information from the Embassy of Uzbekistan - what rules for entry into the country have been introduced for Russians

In March 2021, new rules for entry into the territory of Uzbekistan were introduced. Among them there are both relaxations and tightened measures:

  1. Testing for coronavirus at any border checkpoint, airport, or train station has been cancelled.
  2. A certificate of absence of COVID-19 in English is required, issued no later than 72 hours at the time of crossing the border.
  3. In the absence of a negative PCR test result, the traveler is required to take a rapid test at the border checkpoint in local clinics or laboratories.
  4. In case of a positive test result for coronavirus, foreign citizens are placed in a medical facility.

One important innovation since March 25 was the limitation of the number of laboratories from which certificates for COVID-19 are considered valid.
Their number should not be less than 10 pieces per country. The list is compiled by the Sanitary and Epidemiological Service of Uzbekistan. In addition to the basic entry rules, travelers must follow the established procedure - wear medical masks, maintain distance, and disinfect.

Who are charter flights for?

Regular flights can be used by all citizens, but what about charter flights? Also, many are concerned about the question of entering Russia through third countries. Here the answer is clear - to get to the Russian Federation by transit or on a charter flight, you need reasons . The main thing is to present documents at the border confirming the reason for arrival.

Caring for a close Russian relative

Uzbek citizens can enter Russia if they have close Russian relatives. Such relatives include only parents, children, caregivers, guardians and spouses. But they won’t let you in to see your grandmother or brother. You can read more about this in our article.

You will be allowed to see a foreign relative living in the Russian Federation only in one case - if he becomes seriously ill and needs care. At the border you will be required to provide a certificate from the hospital where the patient is being treated.

Funeral of a close relative

The category of relatives is also clearly defined. At the border you will need to present documents confirming your relationship and a copy of the death certificate.

Entry with a residence permit

If you have a residence permit in Russia, and during the introduction of restrictive measures you were on the territory of Uzbekistan, then you can enter Russia once. But if you later decide to go back, you won’t be able to return to Russia until all restrictions are lifted.

State resettlement program

Uzbek citizens who participate in the resettlement program for compatriots can come to Russia with their relatives. At the border they must present a valid Participation Certificate.

Treatment in a Russian clinic

Uzbek citizens who require treatment in Russia must provide an invitation from a Russian institution. The invitation must specify the duration of your stay at the clinic. They will also require a certificate at the border to confirm the need for treatment. You will find more detailed information in our article.

Education

From April 4, students in Uzbekistan can return to Russia to continue their studies at the university. Before this, they must notify their university at least 10 days before arrival, and 3 days before, like all other foreigners, pass a PCR test.

How to check information on the blacklist of migrants from Uzbekistan

A completely predictable way to deal with violators of migration rules is a ban on crossing the Russian border. In other words, there is a special electronic database that includes all those who have somehow violated the law. The blacklist of migrants from Uzbekistan and other countries far and near abroad has not existed for so long, but now it is a deterrent for persons who intend to enter the country illegally.

Who can get on the list

In order to add to the list of undesirable citizens, it is necessary to have some kind of reason: those who have already committed more than two violations of migration rules, as well as those who did not leave the territory of the Russian Federation on time, are included in the list of violators. This also includes the following citizens:

  • violators of customs regulations and sanitary standards;
  • persons who provided false information regarding the purpose of their stay in the country;
  • persons who are suspected of participating in the activities of an international organization not recognized by the Russian authorities;
  • those against whom a decision has been made to deport;

those who, during their previous visit to Russia, did not pay a tax, a fine, or did not compensate for the costs associated with deportation from the country.

At the same time, none of the above-mentioned citizens will receive notification of blacklisting, of course. Residents of Uzbekistan who are in Russia illegally will only be able to find out about this during a routine document check, which will determine whether they belong to this list.

If it turns out that an Uzbek migrant is on this list, he will be immediately detained and deported to his homeland. Until he crosses the border, the migrant will be kept in a special temporary stay center.

At the moment, the FMS database contains about 800 thousand citizens who are persons non grata in Russia.

How to check the list before entering Russia

It is no secret that the largest number of citizens on this list are immigrants from Uzbekistan who are trying to enter Russia illegally and find some kind of work. It is precisely because of violations of entry and employment rules that most of them end up on this list.

Very often, you can only find out that a particular citizen has joined the ranks of undesirables at the border. However, just recently, a special electronic system began operating that allows you to check the blacklist of citizens of Uzbekistan compiled by the Federal Migration Service and determine that entry into the country is prohibited. This can be done on the migration service website by clicking on the link.

The procedure is very simple. First you need to enter all the requested data:

  • Full name in Latin font;
  • Full name in Cyrillic;
  • floor;
  • date of birth;
  • citizenship;
  • the type of document that will be verified;
  • the number of this identity card;
  • the date of its validity;
  • the country that issued the document;
  • digital code indicated in the picture.

After this, you can send a request. Please note that this method is for informational purposes only, and therefore the information obtained in this way cannot be used as a legal document. To obtain an official document, you must submit a written request to representatives of the Federal Migration Service at your place of residence.

Do not forget that it will be quite difficult to prove your innocence in order to exclude yourself from this list. This may take months, or even years. Therefore, the only way to avoid such trouble for Uzbek citizens is to comply with all migration regulations and rules.

Entry to Russia from Uzbekistan for work

Russia has always been popular among labor migrants from Uzbekistan. According to Rosstat, about 900 thousand Uzbek labor migrants arrived in 2021.

The pandemic has changed everything - the border between the two countries is closed, many Uzbek citizens are left without work, and Russian organizations are left without employees. But, although strict restrictions on border crossings are still in effect, Uzbek citizens have the opportunity to come to Russia to work.

Entry for highly qualified specialists

The easiest way to get a job in Russia is for those Uzbek citizens who are highly qualified specialists. HQS from Uzbekistan can enter Russia with an invitation from the organization, which must specify the terms of work and position, as well as the date of crossing the border.

Entry to work by invitation

What to do if an Uzbek employee is not a highly qualified specialist, but, for example, a builder? The governments of the two countries understand that the closure of borders has caused serious harm to the economies of the countries. Therefore, a special program has been developed that facilitates the entry of labor migrants into Russia. Employers usually hire the same workers, proven and experienced.

Therefore, Russian organizations are now compiling lists of specialists whom he wishes to attract to work. These lists are agreed upon by a special commission, which decides whether to allow entry to a particular person. For specialists who receive approval, airlines organize charter flights to Russia. For example, in February of this year, 189 Uzbek citizens flew to work at construction sites in the Moscow region.

Some foreign citizens try to enter Russia using fake certificates, indicating “private” as the purpose on the migration card. Such actions are quickly suppressed - even if you are allowed through at the border, you will not be able to obtain a work patent or other permits.
