Passports of citizens of Belarus are issued for internal use and for foreign travel. The republic does not have an internal passport, which, for example, is available in Russia and Ukraine. Every resident who has a standard identification card can travel abroad and does not need to obtain additional documents.
The passport in Belarus changed its appearance many times, until in 1996 a referendum approved new state symbols and added inscriptions in Russian. We tried to make the document as secure as possible from forgery.
When and by whom is a passport issued?
In 2021, Decree No. 197 was signed, which established that a citizen of Belarus receives his first passport at the age of 14. Previously, passports were issued from the age of 16. The document is issued by the Ministry of Internal Affairs if the citizen lives in the country and by consular offices if he lives abroad.
A passport is obtained by registration at the local citizenship and migration department of the Internal Affairs Directorate. If a person is registered in Gomel, but lives in Minsk, then he will have to come to Gomel to apply for a passport as a citizen of Belarus.
Obtaining a RR series passport in Belarus
- Exemption from military duty for men (in my case for sons)
- Exemption from taxes in Belarus and no need to report to the tax authorities
- The ability to legally open an account in a foreign bank without notifying Belarusian authorities
- The opportunity to register with the consulate and resolve all issues through the embassy or consulate without coming to Belarus (change of passport, change of surname, entering information about marriage and children into the passport, voting in elections, registration of renunciation of citizenship, registration of a pension and much more).

Biometric passport of the Republic of Belarus
Initially, the deadline for obtaining biometric passports was set at January 1, 2021. It was later postponed to 2021 due to technical difficulties.
A biometric passport is a document with a chip embedded in it, which contains the following information:
- Photo.
- Electronic signature.
- Fingerprints.
This is provided for additional protection against document forgery, as well as for faster passage through border control points.
The creators of the biometric document convince that such a card can replace several functions of a standard passport. It is planned that the new passport sample will be valid only for foreign trips, and on the territory of the Republic of Belarus it will not have legal force.
What are the photo requirements for a Belarusian passport?
You can take photographs for a passport photo yourself at home using a small semi-professional and not very professional camera. Hang some plain, light-colored sheet (blue, white, or another) on the wall and sit your friend, spouse, or child in front of it. Organize the lighting of his face in such a way that no shadows are visible on his face, under his chin and on the sheet-screen itself in the field of view of the camera viewfinder. It is advisable not to use a flash; it creates unnecessary shadows and depressions, and also makes the image flat (the face of a dead man). If there is insufficient light, it is better not to hold the camera in your hands, but to place it on some stable object (chair, table, or press it against a door frame) for photographing at long exposures.
Head position when shooting: full face, vertical (no tilting). Ears open and no hats. And don’t sit like a statue or a frightened marmot, a slight smile won’t hurt you.
When a certain number of takes have been shot, you can proceed to computer processing of the selected portrait. Here, in Photoshop or another image editor program, you can lighten or darken the photo, retouch some defect (such as herpes), but do not overdo it with retouching, because if you greatly distort the original image, you risk being denied a Schengen visa due to the altered photo.
Framing and trimming. Your client's face should be large and occupy approximately 80% of the entire area of the photograph, the distance from the chin to the hair of the head should be within 32 - 35 mm. The photo size for a Belarusian passport must be 40 mm wide and 50 mm high. It turns out that from the head to the top edge of the photo there will be about 5 mm, and from the chin to the bottom edge of the photo about 10 mm. And accordingly, the vertical midline of the face passes through the center of the photograph.
That's all, place four of these images in JPG format with a resolution of 600dpi on a sheet measuring 10cmX15cm, save it to a flash drive and run to the darkroom to print your masterpiece, unless of course you have a color printer and a piece of photo paper at home.

State duty and processing time

In addition, the legislation provides for a fine of 4 basic units for late execution of a document. An application for a passport within a period exceeding 30 days from the date the citizen turns 14 is considered untimely.
Receiving and exchanging a passport
Since 2012, every citizen of Belarus who is 14 years old (previously 16 years old) must have a passport.
To travel abroad, a passport is also issued for children under 14 years of age. The procedure for obtaining or exchanging a passport and the necessary documents are indicated in the list, which, within the framework of administrative procedures, was approved by Decree of the President of Belarus of April 26, 2010 No. 200. For a passport you need to pay a state fee in the amount of 1 basic amount. Free passports are issued only for children under 14 years of age and citizens who are fully supported by the state.
Registration of a passport takes 1 month , but you can issue the document in an expedited manner (maximum 15 days) for an additional fee (1 basic amount).

How long does it last and when to change?
A passport issued upon reaching 14 years of age is valid for 10 years.
In case of loss of a passport and a new one is issued, the validity of the newly issued document is also considered to be valid for 10 years. The term will be calculated starting from the date of issue.
If the passport is issued for a child under 14 years of age, it will be valid for 5 years.
It is also important to promptly apply for a replacement document within one month after its expiration date.
A Belarusian passport must be reissued every 10 years until the citizen reaches the age of 64. Then the last issued passport is valid until 100 years. If a person lives to be 100 years old, the document is changed again until he reaches the age of 125 years.
There is a list of standard situations in which a document must be replaced:
- When changing your last name, first name, patronymic,
- In case of gender reassignment,
- If errors or inaccuracies are found,
- In the event that the use of a document as a result of damage or deterioration is not possible.
Passport replacement
The completed application and all the necessary documents must be submitted to the citizenship and migration department at the place of registration of the citizen. A service is available for SMS notification of document readiness. After receiving the SMS, or at the appointed time, you come to the Citizenship and Migration Department to receive a new passport. In this case, your old passport will be confiscated.
The required documents include:
