Minimum pension amount

The minimum rate in the Tula region remains at approximately 8,600 rubles. This is the lowest payment threshold throughout the region. This takes into account pension payments to persons who receive a pension and do not work.

Additional payments (allowances) to pensions in Tula and the Tula region

Additional payments are designed for those citizens who receive pension benefits and who have serious financial problems. Since 2018, the country has established a minimum amount for accommodation of 7,800 rubles.

    The pension supplement in 2021 is a necessary measure to ensure that the income level of persons dependent on state support is at the same level as the minimum subsistence level. The fact that social assistance may decrease in 2021 worries all pensioners without exception. The amount of additional payments that will help level out social inequality is insufficient, since such additional compensation payments require enormous funds.

    In addition, in 2021, according to leading experts, the number of those applying for social benefits will increase by almost 3 million people, which will lead to a reduction in the Fund’s budget by an average of 300 rubles per pensioner.

    Important. Compensation payments to pensioners include not only social support in the form of pension payments, but also compensation for the cost of transport travel, payment for communication services, and other types of assistance, including in kind.

    Due to the difficult situation in providing services for the country's citizens, the Government is taking a number of measures aimed at improving it. Thus, the implementation of the planned reforms will make it possible to increase the amount of funds received by the budget in the form of mandatory payments and deductions to 70 percent during 2020-2021. The fight against shadow wages and bringing business out of the shadows will help increase budget capacity.

    The country's pension system will be able to develop by overcoming such obstacles as:

    • rising inflation;
    • shadow employment;
    • negative demographic situation.

    The latest economic news, in particular the situation on the oil market, allows us to make favorable forecasts regarding the filling of the state treasury. Stabilization in the economy, which will be observed over the next 2021, according to experts, will allow the state to ensure indexation.

    Important. For the working category of pensioners, the question of indexing payments remains open, since this category of the population has additional sources of income.

    According to experts, the domestic model of pension provision for citizens will not be effective unless a full-fledged reform is carried out.

    According to the Draft Law submitted for consideration by Valentina Matvienko, the list of those persons who have the right to receive social assistance will include not only orphans who have lost their breadwinners, but also those children in whose birth certificate in the columns “father” and “mother” has dashes. Such children, like those who have lost their parents, will be able to receive pension payments.

    Important. The changes will affect those children who permanently reside in Russia and who have not reached the age of majority.

    If such children undergo full-time studies at one of the country’s universities, the pension can be paid until they reach the age of 23. The size of payments will be on average 10 thousand rubles.
