Average size of insurance pension in Tula and Tula region
The average amount of insurance calculations is determined from the total value of pension contributions paid over the entire territory of the region for a certain period of time. Based on the results obtained, maximum, average and low payout levels are calculated.
Today, in the Tula region and the city of Tula, the average value of pension insurance payments is 10,540 rubles. In total, 540,650 people are officially registered as receiving payments in this region.
Every year the pension savings index receives certain increases. This is influenced by the economic situation in the regions of the country and the Russian economy as a whole. The government, on the basis of existing regulatory legal acts, issues decrees to increase the level of accruals in a certain period. In 2021, the amount of charges will increase by 4.9 percent.
The region itself can also make additional payments to citizens. The economic situation and the current coefficient in a given territory depend on the size of such charges. The amount of these additional payments may not change.

Minimum pension amount
The minimum rate in the Tula region remains at approximately 8,600 rubles. This is the lowest payment threshold throughout the region. This takes into account pension payments to persons who receive a pension and do not work.
This level is determined in the same way as the average size. This parameter must not be lower than the minimum established for the country. From January 2021 it will be 7,800 rubles. The minimum amount of pension funds is determined taking into account the level of wages at legally defined standards.
Minimum pension from January 1, 2021: table by region
The Russian Pension Fund publishes a complete table of the cost of living for a pensioner in all regions of the country. This time, such publication was noticeably delayed for unknown reasons - the regions installed PMP at the end of last year. Fortunately, at least in February, the combined data appeared.

The minimum wage in Tula and the Tula region
The minimum wage today throughout Russia is 7,500 rubles. The government has passed a bill to increase this level of payments. It was decided to increase the minimum wage in 2021 to 7,800 rubles. The stated amount may be higher. There is no maximum limit. This depends on the existing economic situation in each individual region. In the Tula region and the city of Tula, the minimum wage is fixed at 11,000 rubles.
Salaries are regulated by law. This measure was taken to ensure that workers could receive wages no lower than the living wage.
About pensions
09/13/2021 In the Tula region, in 2021, non-working pensioners are entitled to an additional payment to their pension of up to 9,310 rubles. The size of the regional subsistence minimum for a pensioner (9,310 rubles) is greater than the subsistence minimum for a pensioner in the Russian Federation as a whole (the subsistence minimum for a pensioner in the Russian Federation as a whole has not yet been adopted). Non-working pensioners whose total amount of material support is less than the regional subsistence level of a pensioner are entitled to a regional social supplement (from the local budget): Amount of supplement, rub. = 9310 – Amount of financial support for a pensioner The minimum living wage for a pensioner in the Russian Federation as a whole is established to determine the amount of the federal social supplement to the pension. The regional cost of living for a pensioner is established in each subject of the Russian Federation in order to determine the social supplement to the pension.
Only non-working pensioners have the right to a social supplement to their pension if the amount of their financial support is lower than the pensioner’s subsistence level established in the region at their place of residence. Note that local legislation may provide for certain conditions for receiving a regional social supplement to their pension. The social supplement to their pension is established from the 1st day of the month following the month of applying for it with the appropriate application and necessary documents. What amounts are taken into account when calculating the amount of financial support for a pensioner: all types of pensions; immediate pension payment; additional material (social) support; monthly cash payment (including the cost of a set of social services); other measures of social support (assistance) established by regional legislation in monetary terms (with the exception of measures of social support provided at a time); cash equivalents of social support measures provided to pay for telephone use, residential premises and utilities, travel on all types of passenger transport,
Additional payments (allowances) to pensions in Tula and the Tula region
Additional payments are designed for those citizens who receive pension benefits and who have serious financial problems. Since 2018, the country has established a minimum amount for accommodation of 7,800 rubles.
Some retirees receive less. The government of the Tula region is developing projects to help such citizens in order to establish the amount of payments to the subsistence level.
For each citizen, additional payments are calculated individually, according to his pension rate. The difference is added to this payment to increase income to the minimum threshold amount.
Living wage for pensioners in Tula in 2021
- have reached a certain age: 55th birthday for women;
- 60th birthday for men;
- otherwise if there are preferential grounds;
- by experience - at least 9 years;
Social benefits for Russian citizens are payments established for disabled persons in a fixed amount. The following can count on receiving social assistance in our country:
- persons with a disability group;
- persons who have reached retirement age: today for women – 55 years, for men – 60 years;
- persons who have lost their breadwinner.
The amount of social assistance depends not only on the category of recipients, but also on the region in which they live. In different regions of our country today there are regional coefficients that are taken into account when calculating payment.
The pension supplement in 2021 is a necessary measure to ensure that the income level of persons dependent on state support is at the same level as the minimum subsistence level. The fact that social assistance may decrease in 2021 worries all pensioners without exception. The amount of additional payments that will help level out social inequality is insufficient, since such additional compensation payments require enormous funds.
In addition, in 2021, according to leading experts, the number of those applying for social benefits will increase by almost 3 million people, which will lead to a reduction in the Fund’s budget by an average of 300 rubles per pensioner.
Important. Compensation payments to pensioners include not only social support in the form of pension payments, but also compensation for the cost of transport travel, payment for communication services, and other types of assistance, including in kind.
Due to the difficult situation in providing services for the country's citizens, the Government is taking a number of measures aimed at improving it. Thus, the implementation of the planned reforms will make it possible to increase the amount of funds received by the budget in the form of mandatory payments and deductions to 70 percent during 2020-2021. The fight against shadow wages and bringing business out of the shadows will help increase budget capacity.
The country's pension system will be able to develop by overcoming such obstacles as:
- rising inflation;
- shadow employment;
- negative demographic situation.
The latest economic news, in particular the situation on the oil market, allows us to make favorable forecasts regarding the filling of the state treasury. Stabilization in the economy, which will be observed over the next 2021, according to experts, will allow the state to ensure indexation.
Important. For the working category of pensioners, the question of indexing payments remains open, since this category of the population has additional sources of income.
According to experts, the domestic model of pension provision for citizens will not be effective unless a full-fledged reform is carried out.
According to the Draft Law submitted for consideration by Valentina Matvienko, the list of those persons who have the right to receive social assistance will include not only orphans who have lost their breadwinners, but also those children in whose birth certificate in the columns “father” and “mother” has dashes. Such children, like those who have lost their parents, will be able to receive pension payments.
Important. The changes will affect those children who permanently reside in Russia and who have not reached the age of majority.
If such children undergo full-time studies at one of the country’s universities, the pension can be paid until they reach the age of 23. The size of payments will be on average 10 thousand rubles.

This living wage for a pensioner is established ANNUALLY and is used to calculate the social supplement to the pension.
The living wage, taken into account when providing benefits and calculating social payments in the Bryansk region, is established QUARTERLY.
Under conditions specified in federal laws, citizens receive income from the Pension Fund (PFR). Moreover, the norms are the same for all Russians. For example, the following persons can apply for pensions in 2021 in the Tula region:
- who have reached the age limit for compulsory employment, with sufficient work experience;
- disabled people who have lost their breadwinner;
- disabled people who registered in the group through a medical and social examination.
The pension is calculated on the basis of a written application and the following package of documents:
- passport;
- employment history;
- military ID;
- a document confirming the right of early registration (if any);
- SNILS.
Additional information may be required:
- about changes in passport data;
- about disability;
- about disabled dependents;
- about the composition of the family.
Information about received state awards, work in difficult conditions or regions of the Far North, etc. is taken into account.
The Russian government quite often names the national average amount of old-age pensions. In 2021 this is more than 14 thousand rubles, and in 2021 it will be more than 15 thousand. At the same time, for some reason, they forget about those senior citizens who receive the minimum payment. Although it is they who first of all need state support and an increase in pensions to a more decent level. Unfortunately, the situation of such pensioners will not improve much in 2021, despite officials’ promises to increase pensions in the country by a thousand rubles per month. What will be the minimum old-age pension in the Tula region from January 1, 2021 for non-working pensioners, how much will it increase compared to 2021? Let's learn about the life of Russian pensioners using a specific example from this region.
We were talking about the national average pension. It is believed that in 2021 it is equal to 14.1 thousand rubles (sometimes they call the amount 14.4 thousand - officials themselves get confused). In January 2021, pensions in Russia will be indexed by 7.05%. After increasing the average pension by this percentage, it will actually increase by a thousand rubles.
The state is obliged to financially support people who, due to age or other reasons, are deprived of the opportunity to earn money on their own. Provision is made for the provision of pensions to disabled citizens. But the size of benefits varies depending on the region due to different economic potential, natural and other features that cause differences in living standards.
The Nizhny Novgorod region is one of the largest regions of central Russia. Due to its geographical location, the region has a long border and a moderate continental climate.
The development of transport infrastructure in the region is facilitated by the Volga River, which ensures communication with neighboring regions. Industrial production is developed here in the mechanical engineering, petrochemical, metallurgical and peat industries.
The economic development of the region makes it possible to assign high pensions to citizens. But the difficulties are explained by the high percentage of the disabled population, amounting to 47% of the total.
The size of pensions assigned in the Nizhny Novgorod region is determined by the cost of living indicator determined for the region. In October 2021, the minimum wage, taking into account the cost of the consumer basket, was 8,689 rubles .

The size of the minimum pension in the Nizhny Novgorod region corresponds to the specified indicator. If a pensioner receives a smaller amount, he is paid compensation designed to equalize the amount of payments with this value.
The general level of income of a pensioner is determined by the following charges:
- pension;
- additional social security;
- monthly payment and a set of social services;
- other social benefits provided for by federal and local laws.
If, based on the summation of the transferred funds, the income level is below the subsistence level, an additional payment is made. The following procedure has been established for the payment of compensation, taking into account indexation:
- the total income of the pensioner is determined;
- by subtracting a certain value from the cost of living indicator, the amount of the surcharge is calculated;
- The pension is indexed, after which compensation is added.
The average level of pensions in the region as of the end of 2019 is at around 13,927.80 rubles , which is 0.5% higher than in 2021. The total number of pensioners in the region exceeds one million people. When calculating, it was determined that the number of citizens of retirement age per thousand people is 522.
The payment of insurance benefits based on age characteristics is regulated by Law No. 400-FZ, approved in December 2013. Since October 2021, the country has been implementing a pension reform, which provides for amendments to this standard by Law No. 350-FZ.
Changes are being carried out in stages. After all innovations come into force by 2024, residents of the Nizhny Novgorod region applying for an old-age pension will have to meet the following conditions:
- age mark, for the male half of the population is sixty-five years old, for the female half of the population - sixty;
- indicator of work experience ranging from fifteen years;
- pension coefficient value of thirteen or more.
A pension can be granted early if you have worked in hazardous production conditions or in the northern regions.
Persons with disabilities or who have lost their breadwinners are entitled to appropriate insurance payments. However, if these categories of the population have not earned any work experience, they are entitled to social pensions.
Social charges are also provided for older people in the absence of work experience. The age limit in this case is postponed by five years, compared to the conditions for the appointment of old-age benefits.
Conditions for applying for a pension
To register pension contributions in Tula and the Tula region, you must contact the pension fund branch located at your place of residence. To start receiving your pension you need to fill out an application.
You also need to submit documents containing information about your work experience. Pension contributions can be received by persons who, at the time of application, already have a retirement age, which from January 1, 2021 will be 61 years for men and 56 years for women. Fund employees will check all the information and also calculate pension contributions for the applicant.
Formation of a pension in the Lipetsk region
First of all, the pension of persons living in the Lipetsk region depends on federal pension law.
Secondly, it is influenced by current regional legislation. To become eligible for an old-age pension, Russians must:
- reach the generally established or special retirement age;
- earn minimum insurance length and individual pension points.
In addition, the pension is not set automatically. You must apply for it yourself using the application form.
If a person, upon reaching the established retirement age, for some reason has not earned the required insurance experience or points, then he can only count on a social pension.
At the same time, it will be possible to retire with the right to receive such a pension only after another 5 years. That is, women - at 65 and men - at 70 years old.
Or he can continue to work and apply for a regular pension at the same age. If in 5 years he acquires the required minimum length of service and points, then he will still be entitled to bonus pension coefficients for later application for a pension.
Important! When applying for a social pension with subsequent work and transition to an insurance pension, such coefficients are no longer calculated.
