A driver's license is a document confirming the legal right of a citizen to drive a vehicle in accordance with the category. Today we will talk about the procedure for obtaining a new ID in case of loss, damage, change of surname, or expiration of the statute of limitations. In what cases is it necessary to replace a driver’s license in Ukraine? The procedure raises a number of questions among drivers: what documents need to be prepared, where to apply, how long it may take, and the cost of registration.

The issuance of a driver's license to replace stolen or lost ones is carried out after submitting the necessary documents to the MREO. According to Resolution of the Cabinet of Ministers No. 284 of March 28, 2012, which amended the “Regulations on the procedure for issuing driver’s licenses” - after checking the documents, the driver receives a temporary pass to drive a vehicle, valid for 2 months. Moreover, the new rights will be marked “Duplicate”. If necessary (to clarify certain circumstances directly related to the loss of rights), the validity of this coupon can be extended for another month.

After this period, the driver can come to the MREO and exchange the ticket for a full-fledged license. Let us remind you that until March 2012. in case of loss of license, it was necessary to retake the practical and theoretical exams. By the way, even those who wanted to get a new license instead of the old one had to retake the exams, but had not driven their car for the last twelve months.

In Ukraine, it is necessary to exchange a driver’s license in case of a last name change. It is carried out at the request of a citizen, and without exams, but provided that there is no break in driving experience for no more than a year. To do this, you will need to submit a marriage certificate, an exam card, 2 photos 3.5 x 4.5, a personal passport, a medical certificate, and pay the fee according to the receipt.

Confirmation of continuous driving experience

Continuity of driving experience had to be confirmed by the following documents - technical passport, waybills (professional driver), temporary coupon (if using someone else's car), notarized power of attorney (for the right to drive a vehicle or general), a certificate from the employer (professional driver).

New driver's license

In the spring of 2013, a decision was made in Ukraine to replace the USSR driver's license in Ukraine; it was set to expire on January 1, 2014. The requirement is reflected in the law “On the Unified State Demographic Register and documents confirming the citizenship of Ukraine, identifying an individual or its special status.” Certificates issued in 2011 and 2012 will be valid according to their expiration date.

This situation is caused by the fact that countries (Austria, France) where Ukrainian driver’s licenses of the Soviet model are not recognized, and in other countries “rights” are an identification document; Ukrainian ones simply cannot be such. Therefore, new licenses and certificates confirming vehicle registration now comply with the standards adopted in the European Union, as well as the requirements of the International Convention on Road Traffic.

However, this time Ukrainian deputies listened to public opinion. in particular, to the portal https://www.autocentre.ua. After all, the majority of owners of Soviet-style VU are pensioners and it will be difficult for them to find funds in their budget for this procedure. On September 17, 2013, Law No. 2633-1 was adopted, according to which “Soviet rights” can be exchanged at the request of the owner or in cases provided for by law (loss, change of name, etc.). So, the mandatory replacement of driver's licenses in Ukraine in 2013 is cancelled! Therefore, at present, Ukrainian citizens do not have the obligation to change their driver’s license only because previously issued documents are recognized as “incorrect”. The only thing you need to remember is the validity period specified in the VU.

What does a Ukrainian international driving license look like?

Externally, the document looks like a gray A6 booklet. Information is entered into it from the internal driver’s license, with the only difference being that the information is translated into several languages. The Ukrainian certificate looks like a plastic card with a photo of the car owner.

You will only need to obtain an IDP to drive abroad. An international certificate may be requested in a number of cases, for example:

  1. for registration of car rental;
  2. upon the occurrence of an insured event;
  3. to confirm the identity of a foreigner, etc.

The driver's license, which is issued to residents of Ukraine, fully complies with the requirements for documents provided to car owners in EU countries. Therefore, in most cases, to travel to Europe it is enough to have your internal license with you.

The internal certificates contain all the data that is provided in the IDP. In a Ukrainian ID, all inscriptions with information are duplicated in Latin letters, and at the end the expiration date of the document is indicated.

The plastic cards issued to Ukrainians correspond to the model adopted in the Vienna Convention on Road Traffic. Thanks to this, citizens of Ukraine can visit countries that have signed this international treaty and take control of vehicles during their stay there. For example, Russia, Kazakhstan, Belarus, etc.

It's another matter if you need to visit countries that have adopted the Geneva Convention. To visit these states, the driver must take not only a national certificate, but also issue an International Driving Permit, IDP, i.e. IDP.

The differences between a Ukrainian ID and an international document are not only in the translation, but also in the indication of additional data. Domestic laws do not indicate registration, which is why a plastic card is not considered an identity document abroad.

Attention! Some foreign car rentals allow you to rent a car by presenting only a national card. But most often you need an IDP.

Validity of a driver's license in Ukraine

In the USSR and Ukraine, until March 29, 2011, the rights did not have a “validity period” column and, therefore, they are unlimited.

In 2013 The Verkhovna Rada of Ukraine changed the validity period of the VU 3 times: in March for categories A and B the period was 20 years, for higher categories - 10, in April the validity period for all categories was increased to 50 years. In September, the Cabinet of Ministers decided that 50 years was too long and reduced the term to 30 years. Thus, according to the situation at the time of publication of the article - November 2013 - the validity period of the rights currently issued is 30 years for all categories.

Therefore, based on common sense, only those who have this date in their document should think about changing their holder of license after the statute of limitations expires as they approach this date. And so, as they say, follow the news from the Cabinet of Ministers.

How can a citizen of Ukraine obtain a driver's license in Russia?

The right to drive vehicles is confirmed by an appropriate certificate. National and international driver's licenses that comply with the requirements of international treaties of the Russian Federation are valid on the territory of the Russian Federation. International driving permits are issued on the basis of national driving licenses and are valid only when driving vehicles involved in international road traffic.

The rules for passing qualifying exams and issuing driver's licenses are approved by Decree of the Government of the Russian Federation of December 15, 1999 No. 1396, as amended on February 14, 2009.

A driver's license is issued for a period of 10 years, with the exception of cases of issuing Russian driver's licenses to persons temporarily staying in the territory of the Russian Federation and who do not have foreign driver's licenses (the issuance of driver's licenses to them is carried out on a general basis for the period of validity of the registration of their documents for the right of temporary stay in the Russian Federation, p. 35, 45 of the Rules for passing qualification exams and issuing driver's licenses were approved by Decree of the Government of the Russian Federation of December 15, 1999 No. 1396, as amended on February 14, 2009. ) After the specified period, driver's licenses are considered invalid.

An international driver's license is issued without passing an exam for a period of 3 years, but not longer than the validity period of a national driver's license.

According to paragraph 44 of the Rules, in the Russian Federation , persons temporarily staying on its territory have the right to drive vehicles if they have an international or foreign national driver's license that meets the requirements of the Convention on Road Traffic (concluded in Vienna on November 8, 1968), the entries in which produced or duplicated in letters of the Latin alphabet. Foreign national driver's licenses that do not meet the requirements of this Convention must have a duly certified translation into Russian.

For persons temporarily staying on the territory of the Russian Federation, the replacement of their foreign national driver's licenses with Russian driver's licenses, as well as the issuance of Russian driver's licenses to replace lost (stolen) foreign driver's licenses, are not carried out , unless otherwise provided by international treaties of the Russian Federation.

A foreign national driver's license of a person who has moved to a permanent place of residence in the Russian Federation is considered invalid on the territory of the Russian Federation after 60 days from the date of receipt of a permit for permanent residence in the Russian Federation at the Department of Internal Affairs of the Russian Federation or from the date of entry into the territory of the Russian Federation, if a permit for permanent residence was received. at a diplomatic mission or consular office of the Russian Federation in a foreign state. Replacement of such a certificate is carried out in the manner prescribed by paragraph 40 of the Rules.

Documents required to replace a driver's license

List of documents that must be submitted to the MREO:

  • driver's license;
  • exam card;
  • personal civil passport or international passport;
  • two color photographs - 3.5x4.5 cm;

To replace an old (Soviet) type driver's license with the “SU” sign with a new one, you will not need to retake the exams. However, the new rights have additional categories, and therefore holders of cat. B, if cat. was not previously opened. E, they will not be able to drive a passenger car with a trailer without undergoing training and opening a new category. BE. However, in September 2013, this norm was canceled and drivers with open categories B, C, and D can drive a vehicle with a trailer if its weight does not exceed 750 kg.

Replacing an old driver's license with a new one

To exchange an old driver's license for a new one, you do not need to retake the exam, except in cases where the driver was previously deprived of a driver's license, as well as when opening a different category of license. Replacing an old driver's license with a new one does not require an additional exam.

In service centers located in all regions of the country, the exchange of a driver’s license occurs if the necessary list of documents is available in a fairly short time. According to GSC representatives, the exchange procedure will last no more than half an hour.

The documents required to replace a driver's license in 2021 are:

  1. Statement of the established form;
  2. Old ID;
  3. Driver examination card;
  4. Passport;
  5. Medical certificate;
  6. Receipt for payment for the service.

If the driver's license is exchanged due to a change in personal data (for example, a change of surname), then a document confirming the change in personal data (for example, a certificate of marriage/divorce) must also be attached.

Where do you change your rights?

Surprise, but not thunder

From January 16, people will have to meet and greet guests in the restaurant only in Ukrainian, and switch to Russian when the visitor requests it. If the waiter, out of habit, is the first to speak in the “enemy” language, the client can complain to the Commissioner for the Protection of the State Language about a violation of the law.

How much will you have to pay to replace your license?

Replacing an old Soviet-style driver's license costs about 400 hryvnia. This amount is based on the cost of a plastic driver’s license - 198 UAH. and medical certificate - 180 UAH. It is issued at a local clinic or at a specialized medical institution after passing through a psychiatrist, narcologist, surgeon, neurologist, ophthalmologist, ENT specialist and therapist. You also need to provide a passport, military ID or registration ID, 2 photos, identification number. The cost of a photo is about 20-30 hryvnia. The total cost of replacing a driver’s license in Ukraine is a considerable amount, more than 400 UAH. The increase in price is due to an increase in the reliability of degrees of protection: microtext is used in the new rights; anti-scanner background grids, they prevent any copies from being made; inscriptions that are made with paint that is readable only when ultraviolet light is directed at them.

All this will significantly improve safety on the road. It will be impossible to fake such rights. In addition, citizens will be identified who, after graduating and receiving a license from a driving school, have not driven a vehicle of the corresponding category for many years. The new license can be used as a personal identification document, since the owner’s photo will be replaced at certain intervals.

What does a Ukrainian university look like?

As in other countries, the type of driver's license in Ukraine has changed several times. The old-style licenses were made in the form of a laminated form. On the front there was information about the driver, his photo and details of the authority that issued the license. In addition to this version of the license, there are also Soviet licenses in the form of a paper booklet and modern ones in the form of a plastic card. The latter option almost completely coincides with Russian rights of this type.

Any driver’s license (both “laminated” and Soviet-style or new “plastic”) are valid on the territory of Ukraine and are valid documents. But if you want to go abroad, you need to get a plastic European-style ID. The European Union requires that driver's licenses have an expiration date. And the validity period for a Ukraine 2021 driver’s license is only available on the current “plastic” version.

The first driver's license is now issued temporarily (it is valid for 2 years). If a novice driver does not have 3 or more protocols in the field of road safety, then he has the right to exchange it for a permanent one even without passing the exam. If there are 3 or more such violations, you will have to take the theoretical and practical exams again. “Old” samples do not have a validity period, but new plastic is now issued for 30 years.

When replacing a driver's license form from an old one to a new one, you will not need to study at a driving school and take exams again. But if a novice driver has been deprived of his driver’s license for two years, he will have to go through training at a driving school again.
