What is it and is it necessary to receive it?

RVP is a mandatory stage of the procedure for obtaining citizenship within the framework of this project for compatriots. It is issued for a period of three years, and without it you cannot apply for a Russian passport. But you don’t have to apply for a residence permit for five years. This is not necessary for program participants.

The temporary residence permit gives the displaced person:

  • the possibility of legal stay in the Russian Federation before obtaining citizenship;
  • the right to receive compensation for the costs of paying the state fee upon registration;
  • the right to use free medicine and education in the Russian Federation;
  • employment without obtaining permission and patent.

A temporary residence permit is obtained bypassing quotas, that is, with virtually no waiting, and citizenship is obtained in just one year. But only those who have historical roots in Russia, proof of residence in the RSFSR, and the status of a Russian emigrant can participate in the program.

To obtain a temporary residence permit, you must be over 18 years old, have legal capacity and know the Russian language. In addition to the holder of the certificate of participant in the resettlement program, all family members who moved with him to Russia can also receive a temporary residence permit.

List of documents for submission

To obtain a temporary residence permit, you will have to collect a very impressive package of documents. If they are in a foreign language, you will have to translate them from an officially certified translation. Not only copies, but also originals will be required so that the migration department employees can verify that they are genuine.

To obtain a temporary residence permit you will need to present:

  • statement;
  • photos;
  • passport of the country of residence and international passport;
  • certificate of absence of problems with the law (unexpunged convictions);
  • a certificate stating that the applicant is not sick with HIV, tuberculosis and other dangerous infectious diseases;
  • birth certificate (for those born in the USSR), marriage certificate;
  • certificate of state program participant;
  • migration card;
  • receipt of payment of state duty;
  • certificate of passing the exam in history and Russian language.

Documents are submitted along with confirmation of payment of the state fee in the amount of 1.6 thousand rubles. Then these costs, together with the state fee for filing documents for citizenship, can be reimbursed at the expense of the state.

The main document in the migrant’s document folder is the program participant’s certificate. Thanks to him, everything is considered quickly enough, especially if a compatriot decides to move to areas of priority for settlement (Sakhalin, Magadan, Amur, etc.).

How to fill out the application correctly?

An application for issuing a temporary residence permit is a standard form in which you must fill in the blank columns. The application contains information about the applicant (full name, date of birth, citizenship, gender, education, scientific degree, etc.), as well as information about disabled relatives.

A table is filled out with information about all family members who have moved to the Russian Federation or are planning to do so. The application also includes information about the work activity of the applicant for temporary residence permit over the past five years (including studies, military service). The applicant is required to indicate what he plans to do in Russia and his intended source of livelihood.

Within a month, the applicant undertakes to submit a certificate of absence of HIV infection, as well as drug addiction and infectious diseases that pose a danger to others. This is also noted in the application.

For minors, an application for a temporary residence permit is completed by parents or legal guardians.

Decision to issue or refuse

The decision to issue a temporary residence permit is made within two months. A written notification is sent to the place of registration or stay in the Russian Federation or country of residence that it has been received. If a decision is made to refuse, this will also be communicated in writing.

They may refuse if not all documents have been submitted or if inaccuracies or false information are found in them. For example, if the applicant did not mention an outstanding criminal record or experience of deportation from the Russian Federation. An indirect reason could also be the cancellation of the state program participant’s certificate.

Once issued, a permit can also be canceled if the foreigner stays outside the Russian Federation for more than six months from the date the permit was issued.

How and where to get approved?

If you have received a notification that your application has been positively reviewed, then you need to go to the Main Migration Department of the Ministry of Internal Affairs of the Russian Federation in your chosen region of residence and get a mark in your passport. It is written in the passport of a foreign citizen and is valid for three years. For minors, permission is issued in the form of a note in the passport of each of the parents or one of them who received a temporary residence permit.

Obtaining a temporary residence permit is possible only on the territory of the Russian Federation, but you can also submit documents on the territory of your state (through the consular departments of embassies). Resettlement program for compatriots and obtaining Russian citizenship

People who historically belong to a nation that lived in Russia or the USSR are native speakers of the Russian language and culture. It does not matter whether they are currently citizens of another country or have no citizenship. If you have Russian roots and want to move permanently to the homeland of your ancestors, you also have the right to take advantage of the benefits for participants in this program. The state supports compatriots who want to return to Russia, but at the same time respects its own interests. The list of regions prioritized for settlement changes annually. As a rule, these are remote areas of Siberia and the Far East, where there is a shortage of workers, but there are exceptions to the rule.

If you have already got a job and found housing, you have the right to apply for residence in your city. The state program to assist the voluntary resettlement of compatriots stranded abroad has been in effect since 2006. At first it was planned that it would end in 2012, but so many people took advantage of it that it was decided to extend the program without setting specific dates.

Over the past years, the resettlement of compatriots has allowed thousands of Russian families, who for various reasons ended up abroad of the Russian Federation, to return to their homeland.

  • Receive compensation for the costs of moving to your future place of residence, including transportation of property, visa costs and filing an application for relocation.
  • Bring personal property and existing vehicles (car for personal use) into the territory of the Russian Federation.
  • Do not pay customs duties, taxes and fees on imported property, including a car, for one and a half years from the date of arrival for permanent residence.
  • The federal budget reimburses the costs of processing the papers necessary for living in Russia (residence permit, temporary residence permit, passport of a citizen of the Russian Federation).
  • Receive allowances for settling into a new place of residence; the amount of cash payments depends on the priority of the selected region.
  • Receive a monthly allowance from the federal budget if you cannot earn money on your own, but not for longer than six months. The benefit amount is tied to the cost of living in a given region and is regularly recalculated.
  • Citizens of Russia who permanently reside abroad and wish to move to the Russian Federation for permanent residence.
  • Russian-speaking families, historically related to the peoples who have always lived in Russia, ready to accept the customs and culture of the country, as well as their descendants in a direct ascending line
  • Former citizens of the USSR, now living in states formed as a result of the collapse of a great power, or abroad.
  • Persons who emigrated from Russia and the USSR during the years of wars and revolutions and became citizens of another state, and their descendants.
  • Certificate of participation in the state program.
  • Residence permit or temporary residence permit in your region.

What to do next?

When issuing a permit, it will also be necessary to go through the mandatory state fingerprint registration procedure. You will also have to register at your place of residence, if this has not already been done. The basis for registration may be a lease or purchase agreement.

A temporary resident is also required to submit a notification confirming his residence in the Russian Federation within two months. It is prepared on a special form and consists of a main and detachable part. The first sheet contains information about the owner of the temporary residence permit and his place of work and residence in Russia (position and name of organization are indicated).

The tear-off form contains confirmation that the applicant submitted the notification in accordance with the rules and it was accepted by the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation. If you do not submit such an application, you may receive an administrative fine. By the way, for lack of registration at the place of residence they can also be held administratively liable. After receiving a temporary residence permit, you can begin collecting documents to obtain Russian citizenship. For this you will need:

  • passport;
  • diploma;
  • certificate;
  • employment history;
  • military ID with translations certified by a Russian notary.

You will also have to pay a state fee of 3 thousand rubles for each applicant.

The processing time for documents for citizenship is less than six months (legislation allows three months for consideration of documents, one month for notification, but in practice the process is often delayed). Notification of the decision of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation will be sent to the registration address in Russia.

After receiving a passport of a Russian citizen, you can claim compensation for the cost of paying the state fee, as well as the second part of the lifting and other payments. To do this, you will need to write an application to the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation and justify your right to receive them. The compatriot will only have to issue SNILS, INN, and Compulsory Medical Insurance at the place of registration.

Additional details

Once the Russian’s passport is in hand, you need to perform a number of steps to gain access to various government services.

This includes:

  1. Change SNILS by contacting a Pension Fund branch or a multifunctional center.
  2. Obtain a new TIN from the Federal Tax Service at your place of registration.
  3. Visit the insurance company to update your compulsory medical insurance policy.
  4. Issue a military ID and register for military registration at the military registration and enlistment office within 14 days from the date of receipt of your passport.

Compensation for relocation is issued along with citizenship; you only need to attach to the application documents confirming your identity and expenses incurred, as well as papers proving participation in the program. The decision will be reviewed within 10 days, and if approved, all expenses incurred by the resettled person will be reimbursed by a special bank transfer.

In addition, participants in the state program have the right to submit an application for lifting funds, which are provided in the form of benefits for the time until the migrant receives official Russian status. He will have to confirm his lack of income on a monthly basis, otherwise benefit payments will stop.

When participating in the program, you need to take into account some details:

  • For persons living on Russian territory, questions regarding citizenship should be addressed to the local territorial bodies of the GUMV at the Department of the Ministry of Internal Affairs.
  • If candidates for program participation officially live abroad, then to participate in the program they should contact the Russian consulate or diplomatic mission.
  • If the training took place in a country where Russian is not spoken, the participant will have to pass a language proficiency test.
  • Ukrainian citizens are still allowed to apply for Russian residency without renouncing Ukrainian citizenship. But such participants in the state program will have to draw up a written assurance of their intention to renounce Ukrainian citizenship in the future.
  • Persons moving from the republics of the former USSR do not pay a state duty when applying for Russian citizenship.
  • The processing time for documentation for obtaining a Russian passport for Belarusians and Ukrainians has been reduced to 2 months.
  • Citizens of union republics like Belarus, Kyrgyzstan or Kazakhstan are legally allowed not to renounce the residence of their former state. This is possible thanks to special agreements concluded between these countries and Russia.

The state program for the resettlement of compatriots from the countries of the former USSR makes it possible to obtain citizenship under a simplified scheme on legal grounds. Project participants can count on quick receipt of GRP and the absence of customs duties for the transportation of property.

After proper completion of all papers, displaced persons receive a package of social services and medical care under the compulsory medical insurance policy; they can get a job without obtaining permits. To facilitate adaptation to a new place, resettled compatriots can count on receiving financial government support in the first six months.

Can I participate in the program if I already have permission?

The program often involves foreigners who have lived in Russia for a long time and have both a temporary residence permit and registration at their place of residence. They do not need to go through the procedure for obtaining a temporary residence permit again.

Immediately after receiving a program participant certificate, they can apply for Russian citizenship. But it is very important that the period of the temporary residence permit (three years) at the time of submitting the documents has not yet expired, as well as the period of the program participant’s certificate. When considering the issue of citizenship, experience of living in the Russian Federation will be taken into account (including the absence of a criminal record, deportation, etc.), as well as the availability of work and permanent housing.

What does this require?

To obtain citizenship, holders of temporary residence permits need to submit an application to the territorial body of the Main Directorate for Migration of the Ministry of Internal Affairs of the Russian Federation. You need to have confirmation of your temporary residence permit with you, that is, a passport with a mark, the above documents and their copies (diploma, marriage certificate, etc.). A renunciation of previous citizenship certified by a notary will also be required.

All documents must be translated into Russian and notarized in Russia. To include a child in an application for citizenship, you will need to attach a certified translation of his passport or birth certificate, as well as a copy of registration. Registration under a temporary residence permit is canceled upon receipt of citizenship. You will need to go through this procedure again and register temporarily or permanently (at your main place of residence, for example, in a purchased apartment).
