Payment amount
How much is the state duty for a foreign passport? This is determined by everyone who is planning to draw up a document. The answer to this question depends on the applicant's decision to produce:
- an ordinary old-style international passport, valid for 5 years;
- biometric, meeting international standards (contains plastic with a chip containing the owner’s photo and fingerprints), valid for 10 years.
The state duty in 2021 is:
- for issuing an ordinary foreign passport - 2000 rubles, for a child under 14 years old - 1000 rubles (clause 1, clause 1, article 333.28 of the Tax Code);
- for issuing a biometric - 5,000 rubles, for a child under 14 years old - 2,500 (clause 2, clause 1, article 333.28 of the Tax Code);
- for making changes – 500 rubles.

Although benefits for disabled people, war veterans and other categories are not provided for in the Tax Code of the Russian Federation, nevertheless, the following is provided free of charge:

- issuance of foreign passports to residents of the Kaliningrad region (Article 333.29);

How long is a receipt with paid state duty valid?
How long is the state duty for a foreign passport? You can learn about this from Art. 333.40 Tax Code, including clarification of the Ministry of Finance dated June 20, 2008 No. 03-05-05-03/22.
In accordance with the regulations, the validity period of the state duty for a foreign passport is three calendar years. You also need to take into account the following: if the amount of the state duty changes, the payment may increase. Then the “old” receipt should be used, paying the difference and drawing up an application for offset of the previously paid amount.
Refund and credit of state duty
How to return the state fee for a foreign passport? According to Art. 333.40 of the Tax Code of the Russian Federation, the payment amount may be returned in whole or in part in the following cases:
- payment in a larger amount than established by law;
