Grounds for obtaining NRN status

Not every foreign citizen can try to become a native speaker of the Russian language. We need reasons. They are spelled out in Part 1 of Article 33.1 of Federal Law No. 62 “On Citizenship of the Russian Federation.” There are only two conditions, but they go together.

The first thing that is required of an applicant for status is, as is clear from the name of the program, an excellent understanding of the Russian language. You need to not only understand Russian speech by ear, but also use Russian in your everyday life. That is, if you speak Russian among your family and friends, if your speech is generally indistinguishable from the speech of Russians, then you meet this condition.

The second mandatory requirement is related to residence in Russia . You can become an NRN if you meet one of the following conditions:

  • the candidate previously permanently resided or currently resides in Russia. If you have a residence permit and permanent registration in the Russian Federation , then you meet this condition, since having a residence permit and registration is a fact of permanent residence in Russia;
  • The applicant previously lived in the USSR , but in the territory now occupied by the modern Russian Federation. During Soviet times, this territory was the RSFSR;
  • if the applicant himself has never lived in the Russian Federation or the RSFSR, then he can apply for an NRN for a relative who lived/is living in the Russian Federation. It is not necessary that the relative permanently reside in the modern Russian Federation. A suitable option for living during the times of the USSR or the Russian Empire. But only if the territory where the family member lived is now included in the Russian Federation. For example, under the Soviet Union, the territory of present-day Russia was occupied by the RSFSR. Exam results

The exam results and certification in 2021 are carried out by one of the Head Testing Centers, which issue the appropriate Certificate within two weeks after passing the exam. The exam is considered passed if the applicant scores at least 66% of points in all sections. If one of the subtests is solved by less than 60%, the test taker receives a certificate, which gives the opportunity to retake the required module.

Candidates are allowed to retest if they have a certificate issued by the Head Testing Center. There is a fee for retaking one module or the entire exam (50 and 100% of the full cost, respectively).

Unauthorized persons not participating in the examination are not allowed into the premises. The exam results are subject to cancellation if the applicant for the certificate violated the previously agreed rules.
