How to pass the Russian native speaker exam - procedure in Krasnodar in 2021

Reasons

According to the norms of relevant legislation, native speakers of the Russian language can be citizens of other states who have reached the age of 18, who live in the Russian Federation or who previously lived in the territories that are part of the Russian Federation, and who speak Russian fluently.

If a person does not have a residence permit, obtaining the status requires the presence of a family member permanently residing in the Russian Federation, or living in the USSR, the Russian Empire. To apply for status, a foreign citizen must have officially confirmed grounds.

Native speaker of Russian (NRL) is the status of a foreign citizen. The status of a native speaker of the Russian language gives foreigners the right to obtain a residence permit and citizenship of the Russian Federation in a simplified manner.

“Native speaker of Russian” is, in fact, a state program under which one can obtain the above status. This program was created to help those who live in foreign countries, but speak Russian and want to move to live in Russia.

In this article we will tell you what the status of a native Russian speaker gives and how to obtain it, what documents are needed for NRN, how to apply for a native Russian speaker to a foreign citizen and how to become a participant in the Russian native speaker program.

A native speaker of the Russian language is a foreign citizen who meets the criteria of the native speaker program (they are listed later in the article), submitted documents for registration of this status and passed the commission for recognition as a native speaker of the Russian language, after which he received the status of a native speaker of the Russian language.

Most often, Russian speakers come from Kazakhstan, Ukraine, or, for example, Moldova.

The right to apply for the status of a native speaker of the Russian language is available to legally competent foreign citizens who are already eighteen years old and who are fluent in Russian.

“Fluent command” of the Russian language in this case means that a person can easily communicate in Russian in everyday life and in official situations, understands the subtext and is able to use means of linguistic expressiveness in his speech.

Knowledge of the language is confirmed by a commission for recognition as a native speaker of the Russian language. That is, the applicant will also need to pass the exam.

In addition to knowledge of the language, an applicant for this status must prove his cultural and family ties with Russia. To do this, you need to provide evidence of kinship in a direct ascending line with people who live or lived in the territory of Russia, the USSR or within the borders of the Russian Empire.

The status of a native speaker of the Russian language gives its owner a number of privileges and “indulgences” in obtaining a residence permit and in obtaining Russian citizenship.

  • Native speakers of the Russian language do not need to obtain a temporary residence permit in the Russian Federation before obtaining a residence permit.
  • The status of a native Russian speaker (RNS) makes it possible to obtain Russian citizenship under a simplified scheme.
  • NRNs do not need to reside in the Russian Federation for 5 years under a residence permit in order to apply for citizenship, you can do this immediately.

Documentation

To confirm status, a foreigner or stateless person must present:

How long does it take to obtain a NRN certificate?

Good afternoon, Damir! No, because that won't be enough. To recognize a foreign citizen as a native speaker of the Russian language (NRY) (Article 33.1 No. 62-FZ of May 31, 2002), this status will need to be confirmed. To do this, you should contact the territorial body of the State Administration for Migration Issues at your place of residence in the territory of the Russian Federation with an application for recognition of you as a NRN. At the appointed time, you will have to undergo an interview with a specially authorized commission formed by the territorial body of the Ministry of Internal Affairs of the Russian Federation, at which you will need to confirm your knowledge of the Russian language. If the result of the interview is positive, you will be given a decision by the commission on recognition of the NRN, which is valid indefinitely. With such a decision, you will have the right to apply for a residence permit/RF citizenship. The period for consideration of an application for admission to citizenship of the Russian Federation is 3 months. More details on the procedure for acquiring Russian Federation citizenship for NRY can be found here: https://78.xn--b1aew.xn--p1ai/grazhdanstvo/ross

Having a NRN certificate and a residence permit in hand, an applicant for Russian citizenship must renounce other citizenship. An application for renunciation of citizenship is submitted to the Department of Internal Affairs of the Ministry of Internal Affairs and the consulate of your country before receiving a residence permit (with the exception of Ukrainians).

The Russian native speaker exam consists of an interview with a special commission that tests the level of knowledge of the Russian language of the applicant.

Discharge of a child from an apartment - a procedure in Krasnodar in 2021

What is a commission

The commission includes employees of the territorial body of the Ministry of Internal Affairs, scientists, linguists and philologists, often the teaching staff of universities. The commission consists of a chairman, deputy chairman, commission members and a secretary, headed by the deputy head of the local body of the Main Directorate for Migration Affairs of the Ministry of Internal Affairs.

What to expect from the procedure?

The exam itself is carried out no more than five days after the appointment. However, due to the large number of applicants in some regions, a coupon for submitting documents is issued (with a date set), this allows you to limit the number of accepted packages of documents per day and meet the deadlines established by law for the appointment and holding of the commission.

To correctly understand on what basis you can act, study the Code of Administrative Proceedings of the Russian Federation dated 03/08/2021 No. 21-FZ. Since the first instance for complaints about unlawful actions of officials is the prosecutor’s office, I strongly advise you to read Article 10 of the Federal Law of January 17, 1992 No. 2202-1 “On the Prosecutor’s Office of the Russian Federation.” This article sets out the rules governing the procedure, form and timing of consideration of complaints.

The extension of the interview time depends on the preparedness of the candidate : if the commission is in doubt, it has the right to ask additional questions. The topics covered may relate to any area.

Tests

In 2021, foreign citizens who know the Russian language perfectly or at a good level have a new opportunity to become a citizen of the Russian Federation as a native speaker of the Russian language (NRL). The chance to obtain a Russian passport has opened up for all foreigners who live not only in Russia, but also in neighboring countries.

If it is impossible to renounce citizenship due to the absence of a procedure in the national migration legislation, or the authorities refuse to satisfy the application for renunciation of citizenship, the migration service is obliged to accept a document from you confirming this fact.

The norms of federal legislation determine the right and procedure for the actions of a foreign citizen in the application procedure, by submitting an Application for Admission to Russian Citizenship, to submit a request to the authorized body to recognize the applicant as a native speaker of the Russian language.

How to be recognized as a native speaker of Russian

You will be able to apply for a residence permit for a non-citizen, after the embassy announces to you “You are exempt from citizenship”; after that, you will have to change the residence permit for a non-citizen to a residence permit for a stateless person; this is not all done in 1 day. It is impossible to apply for citizenship until you are freed from your existing one.

An application for renunciation of citizenship is submitted to the Department of Internal Affairs of the Ministry of Internal Affairs and the consulate of your country before receiving a residence permit (with the exception of Ukrainians). You also need to request a notification from the Ministry of Internal Affairs about the possibility of obtaining Russian citizenship in advance to confirm the renunciation of citizenship at the consulate.

Deadlines for the event after submitting an application Important! The legislation limits the duration of the procedure from the date of submission of documents to the receipt of NRN status. If these deadlines are violated, we recommend filing a complaint with a higher authority.

The protest process is carried out after requesting the Interview Protocol, which lists all the questions asked by the commission. With this package of documents, a claim is formed and filed in court. After printing the certificate-decision, which is made within a 15-day period, a native speaker receives the right to be assigned by the state a residence permit (RP).
