Engage in a specific type of work

Who is entitled to early pension?

Officially, people who have worked all their lives or work in difficult conditions can stop working and be on government support. They have to:

  • work in hazardous work or engage in hard labor;
  • serve under contract;
  • be considered a parent with many children. Moreover, the more children, the higher the benefit;
  • be fired 5 years before retirement.

In fact, early old age pension is granted to citizens who have performed certain work or belong to certain social categories . The rule for them is the established size of the IPC, which in 2021 corresponds to 21.

The new law has changed the requirements. Now any citizen of the Russian Federation can switch to state support 2 years earlier if he meets the requirements of the law.

In Art. 30-32 Federal Law No. 400-FZ sets out the conditions under which early retirement is granted:

  • a person must reach a certain age;
  • earn a certain amount of insurance experience;
  • confirm the work for which calculation is provided using an increased coefficient.

Only persons with full-time employment in a specific place can become a pensioner early. This means that full shifts count. The employee must be at the workplace and perform his duties more than 80% of the time.

In addition, for each of these days the employer must pay contributions to the Pension Fund. Shortened days, part-time service and short shifts of less than 6 hours per day are not considered in the calculation. All deviations from the list are specified in Art. 10 FZ-58.

Working in hazardous conditions

The list of professions and jobs that are considered hazardous was compiled in 1991. The regulations have not changed since then. To find out which industries are considered harmful, follow Resolution of the USSR Cabinet of Ministers No. 10. There are 24 areas of activity in total: miners, metallurgists, employees of chemical and other enterprises. The list includes non-hazardous professions: telephone operators, information desk workers, etc.

In Art. 8 No. 400-FZ states that men who earn their living through hard labor in Russia or who work in enterprises that are harmful to their health can work for up to 50 years. Female specialists – up to 45 years old.

To do this, they must meet the following criteria:

  1. For men, the minimum service life in such conditions is 10 years, the total length of service is 20 years.
  2. For women, the minimum work experience is 7.5 years, the total work experience is 15 years.

50% of the designated period of work in hazardous conditions will ensure early retirement: for men at 55 years old, for women at 52 years old.

Working in harsh conditions

Difficult working conditions are grounds for early retirement. Men receive pensioner status at 55 years of age, women at 50 years of age. In doing so, they meet the following conditions:

  1. Refer to the list of enterprises from the Decree of the USSR Cabinet of Ministers No. 10 of January 26, 1991.
  2. The men have a total of 25 years of experience, half of which were spent under difficult working conditions.
  3. Women have a total experience of 20 years and 50% in difficult conditions.

If you lack experience, you can partially lower the threshold. With 7 years of service for a man and 5 years for a woman, early retirement is allowed without loss of contributions at 58 and 53 years of age. The more experience, the sooner a person will end his professional career.

For citizens working in the Far North, conditions are slightly different. They have the right to retire at age 60 for men, and at age 55 for women.

Requirements for early exit:

  • total experience 25 years and 20 years, respectively;
  • labor activity in the Far North - more than 15 years, in the territory equivalent to it - 20 years. If you work in such conditions for 7.5 years, and not the entire required period, the retirement age will be reduced by 28 months. The calculation is carried out according to the rule: for a full year - 4 months.

For women who have given birth to more than two children and have worked for 12 years or more in the harsh conditions of the Far North, there are rules for early termination of work at 50 years of age. The main thing is that the total work experience exceeds 20 years.

Conditions for people permanently residing in the Far North and equivalent areas are milder:

  • they must engage in folk crafts;
  • reach the ages of 50 and 45 years;
  • work for 25 and 20 years.

Pension for social categories of citizens

Socially vulnerable segments of the population can receive pensioner status and government payments ahead of schedule. These include:

  • parents or guardians with three or more children;
  • mothers who have children with disabilities;
  • disabled people with visual impairment;
  • persons injured in battle or military operations.

Mothers are entitled to an early pension if they work for at least 15 years and accumulate an IPC of 30 points or more. This category of citizens has the opportunity to obtain pension status from 50 to 57 years. The more children there are, the earlier the mother will retire. Mothers and fathers have the right to terminate their labor activity early. But only one person can use it.

The situation is similar for parents of disabled children. To retire early, the father must work for 20 years, and the mother for 15. Only one of the guardians has the right. The husband will retire at 55, the wife at 50.

According to the new law, early access to support is provided not only to disabled people, but also to their guardians. This category of persons applies for early retirement when they become disabled due to participation in hostilities, loss of vision or growth defects. Lilliputians and people suffering from dwarfism are also included in the list.

Early termination of work is allowed for guardians who have been caring for disabled people since childhood.

Who else can exercise the right to retire early?

The following may end their careers earlier due to length of service:

  1. Civil servants. They must have a contract with one of the federal authorities.
  2. Space industry workers. The benefit applies to astronauts, testers and instructors. The time spent in space is based on the increased IPC - a month is counted as five.
  3. Civil aviation workers. Pilots, crew members, engineers and technicians who monitor the health of aircraft.
  4. Rescuers, including the Ministry of Emergency Situations, emergency services, the Federal Penitentiary Service, fire brigade, fire services and other special services workers.
  5. Doctors. Doctors must work for 25 years if they practice in rural areas, and 30 years if in the city.
  6. Educators, teachers, nurses, theater and circus performers must also work for 25 years. When retiring in 2021, they need to wait 2 years and then apply for early retirement. In 2023, the waiting period will increase to 5 years.

So, according to the law, receiving a pension on preferential terms is possible if all three conditions are met: having the required amount of total experience, age and special conditions mitigating the requirements. Can't find a job before retirement

Often, when leaving a last job, a person of pre-retirement age is offered either a low-paying job or is completely refused to join the company. It seems everything is gone, boss. But this is also quite an opportunity.

When there are no more than two years left until old age pension, the unfortunate pre-retirement pensioner becomes lucky. He will be able to receive payments now, i.e. retire 2 years earlier. And quite legally. Without dancing with a tambourine and deceiving the employment service.

The main thing is that this almost pensioner:

  • was fired due to liquidation or staff reduction;
  • couldn’t find a job, although I tried (go to the employment center and refuse the offered vacancies three times);
  • had sufficient work experience (men – 25 years, women – 20 years).

How to apply for a long service pension for teachers

To apply for a preferential pension, you should contact the Pension Fund branch at the place of registration. The necessary actions can be taken not only by the applicant himself, but also by his representative. To do this, the latter must have a power of attorney certified by a notary.

Based on the data provided by the applicant or his authorized representative, Pension Fund employees will decide whether to grant a pension or to refuse the application . In the latter case, the teacher has the right to appeal against it through legal proceedings in court.

List of documents

Complete with the application to the pension fund, you must submit documents confirming the right to assign the appropriate benefit. Papers should be collected in advance, approximately 3 months before the approximate retirement date.

The Pension Fund should provide:

  1. Passport. A document that confirms the identity of the applicant. The Pension Fund employee is interested in personal data, registration address, as well as details of the passport itself.
  1. Employment history. It is a document that reflects all work activities, indicating the place and periods of work.
  1. Certificate in form 2 personal income tax. It displays the employee's income for the last year.
  1. Certificate confirming the special nature of the work. This document is issued by the employer and is confirmation that the employee’s work activity had special specifics, and this is what gives the right to accrue a preferential pension.

The Pension Fund may require other documents. Thus, men provide a military ID to confirm military service, and women provide birth certificates for their children.

Become a mother of many children

Well, this is also a way to retire at 50. The Federal Law “On Insurance Pensions” provides for this possibility if the woman meets three conditions:

  • she gave birth to 5 or more children;
  • cared for and raised them for 8 years, and did not hand them over to the care of an orphanage;
  • accumulated 15 years of total work experience.

At the same time, 3 years of maternity leave are included in the length of service, so you can work not 15, but 12 years. But education itself is a daily job, believe me.
