The rules for entry into Kazakhstan for Russians in 2021 require a negative result of a PCR test for coronavirus infection taken no later than 72 hours before departure. For transit, a PCR test is not needed if the passenger does not intend to leave the transit zone. Children under 5 years old do not need to do a PCR test.

Now you can enter Russia from Kazakhstan to visit or study only by direct flights, which have been open between the countries since September last year.

- Children under 14 years old - original birth certificate with an insert or stamp indicating Russian citizenship or a valid international passport;
- If the child is already 14 years old, then he can enter the territory of Kazakhstan using a general Russian passport, but it is still better to have the original birth certificate with him;
- In some cases, they may be required to present a notarized permission from the parents for the minor to leave Russia (when the child travels without them), indicating the duration of the trip and the state that is allowed to visit.
Can residents of Kazakhstan get to Russia from other countries?
Citizens of Kazakhstan can enter the Russian Federation from those countries with which Russia has restored regular passenger flights. There are no restrictions for Kazakhstanis.

Air traffic to the UK and Turkey is suspended until June 1, 2021, and to Tanzania for an indefinite period.

Rules for traveling from Kazakhstan to Russia
Starting from April 15, 2021, general rules for the entry of Russian citizens from the territory of foreign states into the territory of the Russian Federation came into force:
Before leaving Kazakhstan
to Russia, you must fill out a form for those arriving in the Russian Federation on the State Services website, which indicates personal data and symptoms (cough, temperature, etc.). It must be filled out before crossing the border in order to be presented upon arrival at the control point.

citizens who have been vaccinated for a year and have been ill for six months - PCR testing is cancelled;
• for unvaccinated
citizens - the re-take of the PCR test is canceled; the first and only test must be taken within 3 days upon arrival. Until the results of the study are received, self-isolation is required. The rule of taking a PCR test twice upon arrival from abroad, which was in force until 07/06/2021, has been cancelled.
How to enter Russia from Kazakhstan today
Today, a citizen of Kazakhstan can enter Russia from Kazakhstan by direct flight. To do this, you must have an identification document, as well as a PCR test for coronavirus, displayed in the “Travel without COVID-19” mobile application. In this case, it is not necessary to present documents confirming the reasons for entry into Russia.
As for the land border, it is still possible to enter Russia from Kazakhstan only if there are grounds for entry provided for by Decree of the Government of the Russian Federation No. 635 r.

- Other items that are specified in the letter of the Federal Customs Service of Russia No. 01-11/28567 dated July 16, 2008, as well as those prohibited by the World Transport Association.
Important! Residents of Kazakhstan are prohibited from sending any items in parcels that could cause harm to the health or life of postal employees. If they are identified during the inspection of the attachments, the post office employees will not accept the parcel.

If you import goods from Kazakhstan to Russia, you become a VAT payer. In this case, VAT must be paid to your tax authority at the place of registration, and not to customs. Even in cases where:
- you work in special mode;
- you are exempt from VAT under Art. 145 Tax Code of the Russian Federation;
- you have entered into an agreement with a counterparty from another country, but you are importing goods from the territory of Kazakhstan;
- the goods were produced outside the customs union, but were previously imported into its territory.
If, according to the laws of our country, a product or transaction is exempt from VAT, then there is no need to pay tax. This applies to goods:
- listed in Article 149 of the Tax Code of the Russian Federation, 150 of the Tax Code of the Russian Federation and Decree of the Government of the Russian Federation dated April 30, 2009 No. 372;
- transferred under an agreement within one Russian organization;
- purchased from a Russian supplier, but delivered through an EAEU country.

- tax rates are standard for the Russian Federation: 20% and 10% for a number of goods (Article 164 of the Tax Code of the Russian Federation).
