One-time payment to military pensioners in 2021: additional payments, financial assistance

Pensioners are the most vulnerable category of the Russian population. Their well-being leaves much to be desired, which is due to the small size of the pension; at the same time, it is necessary to pay utility bills, buy food, medicine, and other things necessary for a normal life.

Prices in stores are rising, as are prices for services, and the indexation carried out in January 2021 did not cover the difference between income and expenses. One-time payments to pensioners born in 1958

  • for working citizens born in 1967 and previously - at the expense of employer contributions;
  • for men born 1953-1967 and women born 1957-1967 — savings formed for the period 2002-2004;
  • from participants in the pension co-financing program through an annual voluntary transfer of funds to a funded pension;
  • for women at the expense of maternal (family) capital aimed at pension savings.

  • In accordance with Article 7 of Law No. 424-FZ of December 28, 2013 “On funded pensions”, in the event of the death of the recipient, savings can be inherited by agreement or law.
  • The heir can be any individual, provided that this is specified in the agreement or application for the distribution of funds.
  • If such a statement has not been drawn up, then all savings are distributed among relatives in equal shares. The exception is maternity capital, the funds of which are distributed in accordance with Law No. 256-FZ of December 29, 2006 “On additional measures of state support for families with children.”

The situation with pensions

Deputies have already adopted the draft budget for the next three years, so it has become clear whether compensation will be paid to pensioners in 2021. But in general, such subsidies are of a declarative nature, which reduces their accessibility to the population.

The budget also plans to index target payments from the Pension Fund, which should help improve the financial condition of pensioners. Only citizens who have stopped working can count on this, since indexation of payments is not allowed for working pensioners.

Payments to pensioners born in 1953 and 1967

  1. Pensioner's age. One-time compensation is provided to citizens born no later than 1967, regardless of gender.
  2. Accumulation part. The share of the accumulated amount is 5% and does not exceed the amount of insurance transfers to the Pension Fund. In this case, the lump sum compensation, the amount of pension paid from the accumulation fund and its balance are taken into account.
  3. Receiving special types of social assistance. These include disability payments, survivor benefits, social benefits that are paid due to insufficient IPC and work experience.
  4. Participation in the state program for co-financing old-age pension savings . Individuals could take part in this program from 2008 to 2014 inclusive. The condition is to make a contribution before the end of 2015, this may be the only contribution for the entire time.
  5. Availability of contributions to the funded share of pension provision in the period from 2002 to 2004 inclusive. Since 2005, such transfers have not been made.

Tax preferences

Military pensioners are entitled to a discount on the payment of tax contributions, and in some cases, complete exemption from them.

Benefits apply to the following types of taxes:

  1. Property. A military pensioner who owns only one piece of real estate is completely exempt from tax on it.
  2. Land . Former officers have the right not to pay it or to reduce their rates.
  3. Transport . This type of tax preference is established regionally and the conditions for its provision vary depending on the subject of residence.
  4. Income . The income of former military personnel, such as a regular pension, additional payments and gifts in the amount of up to 10 thousand rubles, is exempt from it.
  5. Payment of various government fees . Former military personnel are exempt from it when applying to the court, the traffic police, the migration service, etc.

How to receive lump sum payments

The accumulated funds can be received one-time or no more than once every 5 years. Payments are available subject to the following conditions:

  • The insured person born in 1967 and later did not refuse the opportunity to form a funded pension, and the employer made contributions.

Conditions of receipt

Based on Art. 4 of Law No. 360-FZ, the following insured persons can apply for security:

  • receiving pensions for old age (age, including those assigned early), disability, and loss of a breadwinner;

Payment for housing and communal services

A military pensioner can receive a discount on utility bills ranging from 30 to 50%. Not only a former officer, but also members of his family living in the same area with him can apply for such a benefit.

To receive a preference, you need to submit an application (sample) to the Department of Social Protection of the Population.

Receipt times

The decision is made within a month from the date of receipt of the application. Payments to pensioners born in 1953-1967 are assigned from the date of application, but not earlier than the date when the basis arose.   • at the post office;

Since military personnel retire at an advanced age, many of them subsequently take other jobs. If this requires additional education, former officers can count on certain benefits:

  1. if you have completed secondary education (general or vocational), the pensioner is enrolled in the chosen university on a budgetary basis immediately;
  2. in the absence of incomplete higher education or the desire to obtain a second specialty, the former officer will be credited to the budget based on the results of the Unified State Exam.

Payment of the funded part of the pension to heirs in a lump sum

During his lifetime, every citizen has the right to choose heirs to whom savings savings will be transferred. For an official appointment, you will need to visit the Pension Fund to write a corresponding application. If a citizen does not have time to complete these actions before biological death, then the funds, according to the normative act, will be distributed among all persons who are relatives of the deceased. The first applicants to receive payments are children and spouse. In the absence of primary relatives, the others become successors.

In order for heirs to receive savings savings at a time, a personal (or through a representative, notarized) application to the pension organization is required no later than 6 months from the date of death of the citizen who formed the savings.
