Benefits for pensioners in the Moscow region in 2021

Recipients of benefits

The Government of the Russian Federation supports vulnerable categories of people, which include pensioners. However, citizens receiving pensions are entitled to different preferences. The type of benefits provided directly depends on the status of the pensioner.

  • low-income pensioner;
  • veteran, disabled WWII;
  • resident of Siege Leningrad;
  • a pensioner awarded the Order of Merit for the Fatherland;
  • a citizen exposed to radiation, and so on.

Benefits are provided for every pensioner. However, when applying for preferences, it is worth paying attention to what kind of support is provided.

Benefits for pensioners of the Moscow region on a general basis

At the federal level, retirees who have accumulated a certain amount of service and points have the opportunity to retire early. Citizens of pre-retirement age who have lost their jobs, in agreement with the employment center, have the right to ask the Pension Fund to assign pension benefits 3 years earlier than the required age.

All pensioners in the Moscow region, regardless of their status, receive 3 types of support.

  1. Free travel on public transport. You are allowed to use buses, trolleybuses, and trams. But in order to receive the benefit, you will need to apply for a Muscovite social card.
  2. Discount in some stores cooperating with the Government of the Moscow Region. Support is provided on a non-refundable basis in the form of a reduction in the cost of goods. To take advantage of the preference, you will need to obtain a Muscovite social card.
  3. Only in the Moscow region there is the “Active Longevity” program, which any retiree in the Moscow region can participate in. Regional authorities regularly organize master classes, educational lectures, and sports activities.

In addition, trial projects operate regularly in the Moscow region. In 2021, any pensioner could learn to use a computer. For good results, he was given a free Internet connection for 12 months.

Tax benefits for pensioners

Pensioners are exempt from paying property tax. They may not pay it for real estate that they own.

This is, for example, a living space, a country house, a garage, a parking lot or other buildings.

The benefit is provided for one object of each type. So, if a pensioner has several apartments, then he can receive tax breaks for only one of them.

The procedure for obtaining property benefits is of an application nature.

Without submitting an application for exemption from property tax to the Tax Inspectorate and presenting a pension certificate, receipts with demands for payment will continue to be sent to the pensioner.

A former military personnel also has the right to receive an exemption from property tax.

In general, pensioners in the Moscow region do not have tax benefits for paying transport tax. With the exception of WWII veterans and disabled people of groups 1 and 2.

Land tax benefits for pensioners are determined at the municipal level.

The fact is that this tax relates to local jurisdiction and there is no general benefit for the entire Moscow region.

Thus, in the Pavlovo-Posad district, a land tax benefit is provided for single pensioners; in Korolev, owners of 12 acres and smaller plots are exempt from paying half the tax; in Ivanteevka, a complete tax exemption is provided for the poor.

And now I offer a short video about how deputies deprived pensioners of travel benefits.

Low-income residents of the Moscow region receiving pensions

Pensioners whose pension coverage is below the minimum monthly wage in the Moscow region have the opportunity to receive a federal supplement. To register it, there is no need to collect documents or go to the Pension Fund of the Russian Federation. Department employees will independently make calculations and assign benefits.

At the regional level, low-income pensioners of the Moscow region apply for:

  • vouchers to a resort or sanatorium (a medical report on the need for treatment or rehabilitation will be required);
  • subsidies for housing and communal services;
  • discounts on housing and communal services;
  • dentures and their repair (except for dentures made of precious metals);
  • cash payments;
  • food;
  • clothing and hygiene products.

Disabled pensioners in the Moscow region receive free technical rehabilitation equipment, the need for the purchase of which is specified in the individual program.

In addition, low-income pensioners have the opportunity to become participants in the Active Longevity program completely free of charge.

Labor veterans, WWII veterans

Veterans of labor and the Great Patriotic War are a category of pensioners who need special support from the state. In the Moscow Region, labor and WWII veterans can count on receiving the benefits listed in Article 3 of Law No. 36 of the Moscow Region.

  1. Repair of dentures and their production. However, it is impossible (except in special cases) to order free production of prostheses made of precious metals and ceramics.
  2. All WWII veterans have the opportunity to receive free medical care. That is, citizens are provided with services that are not covered by the compulsory medical insurance policy. The preference is valid exclusively in the Moscow region.
  3. Compensation for communication services is up to 360 rubles. Provided if the pensioner pays for a landline telephone. Cellular communication services are not compensated (except for cases specified in the law).
  4. Compensation for half the cost of rent under a rental agreement and payment for major repairs, within the limits of the standards established in the Moscow region.
  5. Compensation for half the cost of housing and communal services. It is possible, simultaneously with this benefit, to apply for a subsidy for housing and communal services.
  6. Free travel on public transport. The service is provided using a Muscovite social card.
  7. Free tickets for railway transport that travel along the suburban route. It is prohibited to travel on fast trains and luxury transport.
  8. 50% discount on purchasing a ticket for water transport that moves within the region. To receive the benefit, you will need to provide a WWII veteran ID.
  9. Vouchers to a sanatorium or resort, subject to a doctor’s recommendation. Only low-income labor veterans and WWII veterans can receive it.

Additional support is provided for WWII veterans. If they do not have a landline telephone, they are given a cell phone free of charge. In addition, monthly communication fees are paid in an amount not exceeding 360 rubles.

The cost of living for pensioners in the Moscow region has increased

By applying for benefits and payments that few people know about from local government agencies, people can improve their financial situation. But you need to know what benefits are available and how to request them.

Annual payments are made to veterans of the Great Patriotic War in the amount of 3 to 10 thousand rubles. Rehabilitated pensioners who had to suffer due to political repression are paid annually. About 100 thousand rubles are paid to disabled combat veterans living in Moscow and the Moscow region who took part in local wars.

The size and list of benefits of social support and assistance to pensioners in the regions differs from Moscow and the Moscow region:

  • medical care for elderly people is provided only at their place of residence;
  • tax benefits apply to 1 residential property, and when calculating land tax, the area of the plot is reduced by 6 acres;
  • the average discount on housing and communal services (approximately 20%) is determined by management companies;
  • financial assistance in the regions is not directly paid;
  • travel and social card discounts remain unchanged.

In Voronezh, for example, the following system of benefits operates:

  • travel on public transport, trains and electric trains;
  • additional payment from the regional budget;
  • to pay taxes;
  • receiving a tax deduction when purchasing a home.

In Omsk:

  1. Disabled people from the Chernobyl nuclear power plant are entitled to 50% compensation for housing and communal services, fees for public housing, and the purchase of fuel.
  2. Free travel around the city, trains and electric trains;
  3. For major home renovations;
  4. Additional payments to pensions for those who do not work and receive less than the subsistence minimum.

The main type of pension that almost all Russian pensioners receive is old-age insurance pensions.

. In other words, these pensions:

  • calculated taking into account contributions to compulsory pension insurance (until 2001, the system was slightly different);
  • are due to those who have reached a certain age (in 2021 these are women born in 1965 and men born in 1960).

The insurance nature of pensions means that the more a person (and his employer) contributed to the Pension Fund, the higher his pension.

Back in 1992

, when the country was having difficulty recovering from the events of the past collapse of the USSR, money was quickly depreciating (several times a year), Moscow pensioners were surprised by Mayor Yuri Luzhkov - in such a difficult time they received special allowances, which were then called “Luzhkov’s”. The amounts, of course, were not gigantic - but the surcharge distinguished the capital from the regions.

In essence, Muscovites were paid up to a higher minimum pension

- but provided that the pension recipient had lived in the capital for at least 10 years (and at that time almost all Moscow pensioners met such conditions).

Payments have existed all these years - for example, in 2010 the cost of living in Moscow was 5124

ruble, but the city's social standard was twice as high - and residents of the capital received a minimum of
10,275
rubles per month. Then every year the amount only grew. Over the past 10 years, Moscow has spent 1.1 trillion rubles on additional payments to pensions - this is the equivalent of 5% of the annual budget of all of Russia.

The city social standard (CSS) still exists, its amount in 2021 is 20,222 rubles

, and on average, a Moscow pensioner receives an additional payment of 6,313 rubles from the city - this is approximately 2/3 of the minimum pension in most regions of Russia. In other words, every Moscow pensioner who has lived in the capital for 10 years or more, and whose pension is below 20,222 rubles, will receive exactly this amount.

However, there are a few exceptions. So, they cannot apply for the GSS

the following categories of pensioners:

  • do not receive a pension in Moscow or are not registered at their place of residence in Moscow. That is, registration (registration) is also necessary, and it is the Moscow division of the Pension Fund of Russia that assigns the pension;
  • live outside Russia (six months or more). This condition applies regardless of whether the pensioner has been discharged from his place of residence;
  • live in social service organizations around the clock, orphans are supported by the state in boarding homes, etc.;
  • those under compulsory treatment, in the penitentiary authorities, etc.

Everyone who has lived in Moscow for less than 10 years or falls into one of the listed categories receives a pension, taking into account an additional payment up to the subsistence level

.
It is 13,496
rubles per month.

What else distinguishes the Moscow pre-GSS payment is that working pensioners can also apply for it. True, not everyone - these are some beneficiaries (veterans, disabled people of groups I-II, “Chernobyl victims”), as well as those who work in certain positions such as cloakroom attendants, concierges, etc. That is, the city is ready to pay pensions up to the city minimum for those who work in low-paid jobs.

In addition, payments have been introduced in Moscow for almost all categories of federal beneficiaries

– they receive several thousand rubles from the city in addition to the EDV from the state. But these are already special cases - the average pensioner in Moscow receives only a pension around the State Social Insurance Fund.

Disabled people on pensions

Disabled people in the Moscow region who receive pensions have the opportunity to go to school, college, or higher education institution for free. The preference is fixed at the federal level.

Disabled people have access to the same benefits as low-income pensioners. However, the list of support has been supplemented with some types:

  • compensation of half the cost of the premium under the MTPL policy;
  • provision of technical means that are not included in the federal list;
  • right to tax breaks.

Important!

To confirm disability, you must have an ITU certificate.

Benefits for citizens affected by political repression, as well as rehabilitated persons

Pensioners who once suffered from political repression have the opportunity to receive free travel on railway transport, buses and trolleybuses. They are provided with compensation for half the cost of housing and communal services and rent under a social tenancy agreement. In addition, they can count on completely different benefits, which are only available to residents of the Moscow region.

Pensioners who have suffered from political repression have a priority right to receive vouchers to a sanatorium, a place in a boarding school, a nursing home, to purchase land and install a landline telephone.

Benefits for working pensioners in 2021

Working pensioners have the right to count on additional benefits. Thus, they are entitled to additional annual leave, but without maintaining their salary.

For WWII participants and disabled people it can reach 60 days and 14 days for pensioners. The employer does not have the right to refuse them if a corresponding application is received.

Although working pensioners, according to the new rules, do not receive pension compensation, its size increases annually taking into account the employer's contributions made for him during the year.

Pensioners are exempt from the legally required two weeks of work upon leaving work.

To do this, you must indicate “retirement” in the reason for dismissal column.

If the reason for dismissal is indicated as “own desire,” the employer has the right to oblige the pensioner to work for 2 weeks.

Otherwise, labor legislation does not provide for any special privileges for pensioners.

They are not entitled to a reduced working day, exemption from a probationary period and business trips, and they have no advantages over other candidates at an interview other than work experience.

Support for pensioners near Moscow who have served the Fatherland

Pensioners of the Moscow region who have received awards for special services to the Fatherland apply for an additional payment to their pension provision.

Typical mistakes regarding the provision of benefits to pensioners in the Moscow region

When applying for benefits, pensioners in the Moscow region often get confused in terms and make unforgivable mistakes.

Error 1.

Pensioner Ivanov R.T. lives in the Moscow region, but is registered in Moscow. The man decided to apply for a pension at his place of residence. However, the Pension Fund employee refused to grant him benefits.

Solution 1.

Pension benefits are assigned at the place of registration of the citizen. To apply for a pension in the Moscow region, you need to obtain a residence permit here. Otherwise, Ivanov will have to contact the Moscow branch of the Pension Fund of Russia.

Error 2.

Pensioner Popugaev R.M., living in the Moscow region, decided to order dentures. He went to a private clinic that does not cooperate with the Moscow Region Government. The man was denied prosthetics.

Solution 2.

For the manufacture of dentures, you must contact the Ministry of Social Development of the Moscow Region, or submit an application through the MFC. Private clinics do not provide subsidized prosthetics.

Registration of benefits and allowances:

Through MFC

To apply for benefits, a pensioner can contact the MFC branch closest to him. Moreover, he can do this himself, or send an authorized representative there with the documents. In the latter case, it will be necessary to issue a notarized power of attorney for the right to represent interests for this person.

When contacting the department, the citizen provides the operator with a complete package of required documents. He, in response, issues a receipt confirming their receipt.

After the end of the period allotted for consideration of the application, a decision will be made whether to satisfy the pensioner’s request or to refuse it. If a refusal follows, the citizen will be notified in writing of the reasons.

On the State Services website

For some categories of benefits, it is possible to submit an application electronically. To do this, the pensioner must be registered on the State Services portal, which is confirmed as necessary.

When submitting an application through the portal, there may be two scenarios:

  • The documents are scanned, uploaded to the portal and the application is sent as is. Then it is necessary to provide the government agency with the original documents for comparison.
  • The application and electronic copies of documents are signed with an electronic signature, and further submission of the originals to the government agency is not required.

The steps that the application goes through during processing will be displayed on the portal. The result of the application consideration will also be displayed electronically.

Answers to frequently asked questions on the topic of benefits for pensioners living in the Moscow region

Pensioners living in the Moscow region often apply for preferences. Despite the clarity of the conditions for providing benefits, some citizens have questions.

Question 1.

I `m a pensioner. I live in the Moscow region. I have the right to free bus travel. Why do some drivers refuse to serve me according to the benefit and demand payment?

Answer 1.

A beneficiary entitled to it can be denied free travel only if the organization providing transportation does not cooperate with the Moscow Government. As a rule, these are private minibuses.

Question 2.

I am a pensioner and live in the Moscow region. I have the right to receive a free trip to the sanatorium. Will I be reimbursed for the cost of travel there and back?

Answer 2.

Reimbursement for the cost of tickets to and from a holiday destination is made exclusively to pensioners receiving a “northern pension”. If you live in the Moscow region, but previously worked in the Far North or in areas equivalent to it and receive appropriate pension benefits, you have the right to compensation for the cost of tickets to your vacation spot. Otherwise, you will have to pay for the trip yourself.

Question 3.

I am a labor veteran and live in the Moscow region. I want to go to Moscow, but they refuse to provide me with a train ticket.

Answer 3.

Most likely, you wished to purchase a ticket for a high-speed train, or a seat in an increased class of comfort. In this case, the benefits do not apply. Free tickets are issued for traditional trains and electric trains.

Help for low-income citizens living alone

The governor of the Moscow region issued a decree increasing pensions by 1 thousand rubles from 05/01/20. people who are over 65 years old and have low incomes. Low-income citizens who find themselves in a difficult situation can count on a one-time benefit of 10 thousand rubles. If they suffered from a fire, they will receive up to 15 thousand.

Single citizens whose utility costs exceed 10% of their income are entitled to subsidies for housing and communal services. If the income of a low-income person is less than double the subsistence level of a pensioner in the Moscow region, he has the right to benefits for garbage removal and contributions for major repairs. An elderly person can have dental or hearing prostheses made free of charge and be given a voucher for sanatorium treatment.
