In 2021, the Ontario government issued 6,978 invitations to Express Entry candidates across the system's three provincial immigration streams: Human Capital Priorities Stream, French Speaking Skilled Worker Stream, and Skilled Trades Stream.

These streams allow the Ontario Immigrant Nominee Program (OINP) to search the federal Express Entry database for candidates who meet federal and provincial eligibility criteria and invite them to work in the province.

The Human Capital Priorities Stream alone saw 3,719 people immigrate to Ontario in 2018. Another 1,633 were nominated through the French-Speaking Skilled Worker Stream. The remaining 1,626 Express Entry candidates nominated through the Skilled Trades Stream.

Changes to the minimum passing score for the CRS rating

A major change to the Human Capital Priorities Stream is Ontario's decision to revise the requirement that Express Entry candidates must score a minimum of 400 points on the Comprehensive Ranking System (CRS) to be eligible for nomination.

OINP representatives said that the minimum rating score for subsequent selections will be determined by the program director based on labor market needs and priority areas for the development of the provincial economy.

In the last three selections of 2021 as part of the Human Capital Priorities Stream, the minimum rating score was reduced to 350 for candidates with a job offer in the province. This document is not required to participate in the Human Capital Priorities Stream, but the province said applicants with a job offer, as well as experience in specific occupations and fields, may be given priority.

New Express Entry streams in Manitoba, Alberta and Nova Scotia
