If entry by a citizen of the Russian Federation is short-term, it is sufficient to present a travel document and fill out paperwork at customs. The maximum period for staying in the country in Tashkent and other cities is 60 days. Registration with the police is required no later than three days from the date of arrival. We inform you that the Resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated July 19, 2021 No. PKM-527 established the procedure for the acquisition of housing in the city of Tashkent and the Tashkent region by citizens of the Republic of Uzbekistan, foreign states and stateless persons permanently residing in other regions.

In the Directive of the Main Directorate of Migration and Registration of Citizenship of the Ministry of Internal Affairs of the Republic of Uzbekistan dated December 14, 2021 No. 22/25297, it is determined that, on the basis of the above resolution, the privatization of real estate by individuals who do not have permanent registration in the city of Tashkent and the Tashkent region is carried out after notarization of real estate and registration in the state register. Registration for this living space of citizens of the Republic of Uzbekistan, foreign states and stateless persons permanently residing in other regions is carried out on the basis of paragraph 1 of the Law of the Republic of Uzbekistan “On the list of categories of persons - citizens of the Republic of Uzbekistan, subject to permanent registration in the city of Tashkent and the Tashkent region” ( No. ZRU-296 dated September 14, 2011).

The Directive of the GUMIOG of the Ministry of Internal Affairs of the Republic of Uzbekistan determines that persons who have received registration on the basis of paragraph 1 of the Law of the Republic of Uzbekistan “On the list of categories of persons - citizens of the Republic of Uzbekistan, subject to permanent registration in the city of Tashkent and the Tashkent region” can register the following relatives for the living space purchased in the capital : spouse and their children who do not have their own families, as well as joint minor children and (or) children born from a previous marriage, as well as those born without a registered marriage and adopted children. The specified list of persons is exhaustive.

Migration registration

A decree of the government of Uzbekistan dated May 29 abolished the liability of foreign citizens staying in the country and placed in accommodation facilities, medical institutions and other residential premises for violating the rules of temporary registration.

Responsibility for the temporary registration of foreign citizens and stateless persons, as well as citizens of the CIS member states, except for foreigners traveling on their own, rests with those inviting or receiving persons (tour operators, administration of accommodation facilities and medical institutions, as well as owners of residential premises).

As the press service of the State Committee for Tourism clarified, previously foreign citizens themselves were responsible for temporary registration. In case of violation of the law, they had to pay a fine of 50 to 100 times the minimum wage (from 8.6 to 17.2 million soums or 1,073 to 2,146 US dollars).

In accordance with the new procedure, inviting or receiving persons provide temporary registration of foreign citizens by online notification through a special program , which should be launched in the near future, or by contacting the department of internal affairs.

Temporary registration is carried out upon arrival at the destination within three days, excluding holidays and weekends (Sundays). The three-day period is counted from 01:00 the next day after the date of arrival.

Previously, the legislation of Uzbekistan did not allow individual tourists to stay in tent camps or in land transport adapted for living.

The resolution abolished the state duty for temporary registration of foreigners for a period of up to one month. Previously, for foreign citizens and stateless persons it was $20, and for citizens of the CIS countries - $5. At the same time , a differentiated tourist (hotel) tax has been introduced instead of a single fee of 10% of the minimum wage per day of stay charged by accommodation facilities.

Now the tourist tax is charged only from persons over 16 years of age in the following amounts: hotels and similar accommodation facilities - from 5% to 15% of the minimum wage (2% of the minimum wage is added for each star rating), sanatoriums and resorts - 10%, specialized places of accommodation for recreation and leisure organizations - 10%, individual accommodation facilities (dachas, private houses, apartments, yurts, hostels and others) - 5%.

When staying in tent camps and ground transport adapted for overnight stays, tourists themselves or through a tour operator, tourist information office or accommodation facility pay a fee of 5% of the minimum wage.

When staying in medical institutions, in guest houses (organized in the houses of the local population in rural areas) or in private houses and apartments for non-commercial purposes, the tourist fee will be 2% of the minimum wage per day.

Foreign citizens traveling independently (living in tent camps or in adapted transport) in case of failure to register and fail to pay the tourist tax, pay a fine of 10 times the amount of the unpaid tourist tax.

Uzbekistan and the Russian Federation do not have a common border, so most often Russians undergo passport control at one of the international airports or at ground checkpoints on the border with Kazakhstan. When crossing the border under a visa-free regime, in addition to presenting a foreign passport, every Russian must fill out a customs declaration in two copies: one copy, the person crossing the border must hand over to a customs officer, and keep the other for the entire period of stay on the territory of the state.

In 2013, the government of the Russian Federation announced that a visa regime with the Uzbek republic would be introduced in the near future. The fact that a visa regime will be introduced was also voiced by the Ambassador at Large of the Ministry of Foreign Affairs of the Russian Federation.

If the amount of money that a foreigner brings with him is more than 2 thousand dollars, this money will need to be declared. And when leaving the country, the following requirement must be observed: when leaving, there cannot be more money than when entering.
