An excessive influx of representatives of a foreign state has a clearly negative connotation.

At the same time, the impact can be had both on individual industries and on the economy of the country as a whole. To prevent possible problems, there are various restrictive policies.

What it is

A citizenship quota or a quota for temporary residence permits is one of the main elements of the migration program for foreign citizens and stateless persons (stateless persons).

This term gives interested applicants an idea of the number of places allocated by government agencies for obtaining an internal civil Russian passport.

As for the exact values, it is quite problematic to establish them, since they are constantly changing.

This can be influenced by completely different factors - from the conclusion of international agreements to the current state of the economic sphere.

Obtaining a quota for Russian citizenship

In fact, in Russian legislation, there is no such thing as “quotas” or “citizenship quotas.” All information about citizenship quotas is disseminated by unscrupulous specialists in this field, who are thus trying to profit from citizens who have little understanding of the laws.

Obtaining citizenship in the general manner is possible after 5 years of residence in the Russian Federation. Next, you need to go through all the stages, from legally crossing the border of the Russian Federation to submitting documents to the FMS for the actual issuance of citizenship. A prerequisite for submitting Russian citizenship is the presence of a temporary residence permit and residence permit.

Why is it necessary?

The need for citizenship quotas is due to significant numbers of migrants to Russia.

If the flow of foreigners is not regulated, this can have an extremely negative impact on the country's population.

An example is the same European states that accept refugees from the south:

  • most of the crime occurs among people from other countries;
  • significant job cuts;
  • changes in cultural traditions, national color and other things inherent to one people.

All this contributes to the emergence of extremely negative reviews from indigenous citizens. In Switzerland they understand this. Therefore, there are strict limits for foreign citizens.

The Russian government must take into account the possible consequences of an overpopulation of migrants and limit their flow - this is why citizenship quotas are being introduced.

Conditions

The legislation does not provide for strict limits in relation to persons wishing to obtain a temporary residence permit. Enough:

  • be of legal age;
  • have on hand all the requested papers;
  • comply with medical indications;
  • not to be judged.

There are no additional requirements for applicants.

However, in order to increase the likelihood of receiving priority in issuing a quota, it would not be superfluous to:

  • availability of real estate in the country. If there is insufficient financial security to purchase housing or land, it is permissible to provide a letter from the landlord indicating the fact that the applicant has registered in his own space on a temporary basis after approval of the foreigner’s request for a residence permit;
  • official employment in Russian companies. To do this, you will need written recommendations from the employer;
  • agreement between an individual and an educational institution. There are also benefits for foreign students (confirmation from the organization hosting the foreigner will be required);
  • presence of relatives who are citizens of Russia. First of all, this is relevant if there are close relatives, be it a spouse, parents or children.

Russian education can provide additional support. It is enough to provide a diploma from a domestic university to increase the likelihood of quota approval.

Distribution by region for 2021

Subjects of the Russian Federation receive quotas from the Government of the country depending on their capabilities.

Economic indicators are of paramount importance. Accordingly, if they change, the volume of places for foreign citizens will also be adjusted.

A shortage of quotas is observed in Moscow, the Republic of Crimea and St. Petersburg. And this is obvious, given their popularity and the decision of government agencies to limit the access of foreigners to these administrative centers.

However, the existing conditions for issuance must in any case be met.

Ukraine

Despite the worsening relations between the two countries, Ukrainians also have the opportunity to obtain a quota in a simplified manner.

Who needs a quota for Russian citizenship

The answer to this question is no one.

You will not find such a concept as a citizenship quota in Russian laws.

Accordingly, in order to apply for Russian citizenship, obtaining a quota is not required.

Russia does not limit the number of people who can become its citizens. To obtain the status of a Russian citizen, quotas are not needed. A residence permit is required. After this, a person from a foreign country receives the green light to apply for citizenship if he:

  • lived under a residence permit for five years,
  • or if he has grounds to join the ranks of Russian citizens (for example, the migrant has close relatives with Russian citizenship).

So do migrants in Russia need quotas?

In circles where foreign citizens communicate, phrases regarding obtaining Russian citizenship under a quota are constantly encountered. This happens, most likely, due to the fact that at the very first stage of legalization in the Russian Federation - obtaining a temporary residence permit - a quota is needed.

In the Russian Federation, temporary residence permits are issued based on a quota.

If a citizen does not have compelling reasons for long-term residence in Russia (for example, a husband or wife with Russian citizenship), then he needs to obtain a quota for a temporary residence permit.
