Features of obtaining a residence permit in Finland in 2021

The main reasons for moving are related to work, study and family reunification. How to get a Finnish residence permit for a Russian

For immigrants from Russia, from the point of view of Finnish migration legislation and the Finnish migration authorities, the most acceptable basis for issuing the coveted residence permit is repatriation and family reunification - if one of the spouses is a citizen of the Republic of Finland or, for example, as in the case described above, someone one of the applicant's ancestors in the male or female line was a native of Old Finland - that is, the question of returning to their historical homeland is raised.

All applications are accepted at the diplomatic missions of this country abroad, in Russia this is the embassy in Moscow and the Consulate General in St. Petersburg - they, such applications, must be submitted directly by applicants. An exception to this rule is when these applications come from family members and relatives of citizens and residents of the Republic of Finland, including dependents.

Price issue

For citizens and (temporary) residents of the Russian Federation, the following consular fee rates are established:

  • Work or commercial activity, private medical practice with an official license - 450 euros.

Validity period of the Finnish residence permit

If a positive decision is made, the first residence permit is valid for one year, and in the case of a previously concluded work or study contract - for the entire necessary time. In some cases - up to four years.

Permission Types

A person’s stay in the Finnish state for more than 90 days entails the mandatory issuance of a permit document - a residence permit in Finland. There are several types of permits, it all depends on the circumstances of your stay.

Temporal resolution (B)

It is issued and issued if a foreigner comes to Finland to study or work. The document can be extended for up to a year or, if desired, changed to another type of permit.

Continuous tolerance (A)

Issued after 4 years of life with any other residence permit. It is issued subject to the preservation of the original reasons for registration and is unlimited.

Finnish citizenship can be obtained 1-3 years after acquiring a permanent residence permit.

If the type of admission has changed from category A to temporary admission B, then it is not possible to obtain a permanent residence permit in Finland. Recently, a permit certificate has been issued in the form of a card, which includes the owner’s biometric data.

What does a Finnish residence permit provide?

A residence permit in Finland is attractive to potential purchasers if only because it allows you to freely and unlimitedly enter and exit the country, as well as move throughout the territory of countries that are members of the European Union - avoiding all kinds of bureaucratic delays, without obtaining any additional papers or visas for this purpose.

De facto and de jure, there is an equation of the rights and freedoms of residence permit holders with the rights and freedoms of the country's indigenous citizens, with a few exceptions.

And this is not even the main thing - Finland has a high standard of living.

Foreigners here are entitled to an adaptation allowance, and it is paid during the first three years of their stay in the country. And the salary that labor migrants, including those from the former Soviet republics, can count on, even without education and qualifications, is quite high - on average 1500-1800 euros per month. And foreign citizens with higher education and confirmed professional qualifications at the very beginning of their new working career in Finland can easily count on an even higher salary rate - about 2,000 euros monthly.

By the way, persons wishing to find a job in the Republic of Finland from the above-mentioned union republics should definitely keep in mind that in conditions of very tough competition and a large competition of applicants for jobs, they should not at all count on the preference of local employers - they will always be on the side of their compatriots and labor migrants from EU countries. An additional advantage when employing third-country citizens in Finland will be their knowledge of Finnish or, in extreme cases, English.

A residence permit in Finland presupposes official employment, that is, in no way contradicting current Finnish legislation.

Speaking of Finnish legislation. In the context of the current migration crisis in the EU, the relationship between labor migrants, foreigners in general, and the Finnish state is regulated by a number of migration laws, legal and legislative acts and norms, including the Constitution of the country and the local Law on Foreigners of 2004; in Art. The 1st of this Law directly states, in particular, that it will deal with the implementation and settlement of issues related in one way or another to foreigners, including those relating to their legal protection.

In addition, the relevant regulations and directives from the field of migration law of the European Union have long been firmly “incorporated” into the legal system of modern Finland.

Methods and grounds for obtaining a residence permit in Finland for Russians

Suomi is wary of foreign citizens wishing to emigrate from Russia and obtain permanent residence in their country. And therefore, such a process requires a serious reason, due to which the highest authorities in Finland will consider the foreigner’s application for a residence permit. To apply for permanent residence in Finland, you need to live in this country for 4 years on a temporary status.

There are a number of reasons for obtaining a residence permit.

  • Bonding oneself by marriage with a Finnish citizen.
  • Family reunification. For example, if a man married a Finnish citizen, then he can obtain a residence permit. Such permission can be issued to children who have not yet turned 18 years of age if the father or mother are citizens of this state.
  • Homecoming. Finns by origin and former citizens of the Country of a Thousand Lakes are eligible to obtain such a permit.
  • Job. In this case, a temporary permit to reside in the state may be issued. Continuous work experience for 4 years gives the right to apply for permanent residence in Finland.
  • Studies. As in the case of work, if a person went to study in Suomi, then he may be issued a temporary permit. If a student wishes to permanently reside in this country, then it will be necessary to periodically renew the residence permit.
  • Relocation for refugees. People who have left their country due to extraordinary circumstances, such as war, persecution due to religion, race or others, can apply for asylum in Finland. At the same time, the Finnish side carefully checks the authenticity of the refugees’ words; if the decision is in their favor, then the migrants receive a temporary visa for 12 months; after another 2 years they can be granted permanent residence.

There are no other grounds for obtaining the document. In addition, a citizen cannot simply come to the Consulate and ask for a residence permit.

Where to start immigrating to Finland?

Despite the fact that Finland is a member of the European Union and is guided by the general norms of the legislative framework in matters of migration, moving for permanent residence to this state has many features and nuances.

The basis of Finnish migration policy is local regulations. Therefore, the immigration process must begin with studying the peculiarities of Finnish legislation.

According to the current rules, foreigners who provide sufficient justification for filing an application can obtain a residence permit in Finland. The reasons for obtaining permanent resident status include the following:

  1. Employment. To be able to indicate this basis, the foreigner must find a suitable vacancy in advance. A number of requirements are put forward to him, including a high qualification level, fluency in Finnish (Swedish - if the place of relocation is the Åland Islands). To carry out labor functions in Suomi, you will need to register with the Special Bureau for Economic Development and obtain a permit.
  2. Education. According to the laws of Finland, foreigners can study at local universities only on a paid basis. To obtain a residence permit, you must provide a document confirming your enrollment in a university and a certificate confirming payment for the annual education. The validity period of a student residence permit is 12 months. If the student successfully passes the exam and is transferred to the next course, the permit is extended for the same period.
  3. Family reunification. First-degree relatives have the right to move to Finland for permanent residence. This basis can be used by spouses, minor children, and parents. The receiving party is obliged to guarantee the financial support of the relative and provide him with living quarters.
  4. Marriage relations. Spouses of Finnish citizens can count on a preferential opportunity to obtain a residence permit. However, if the marriage lasted less than 4 years, the permission may be revoked. In addition to legal spouses, temporary permission is granted to cohabitants raising joint children under the age of 18.
  5. Repatriation. The repatriation program is intended for ethnic Finns and their descendants. Persons with Finnish roots (one of the parents was an ethnic Finn) and Ingridians (Russian citizens of Finnish origin, mainly residents of Karelia) have the right to use it.
  6. Refugees. It is quite difficult to obtain a residence permit in this country for persons experiencing pressure in their homeland for any reason. You will need to prove the legitimacy of the request. If the basis is confirmed, the foreigner is issued a visa for 1 year, after which he has the right to receive a residence permit in Finland class A.
  7. Program for wealthy retirees. Elderly citizens can obtain a residence permit on preferential terms if they have a sufficient level of financial security (at least 1 thousand euros per month).

Unlike most European countries, Finland does not guarantee preferential registration of a residence permit for persons who own real estate and other expensive property in the country and are engaged in investing. For this category of foreigners, staying on the territory of Suomi is permissible with a Schengen visa for no more than 6 months during a calendar year.

The exception is the purchase of real estate by persons who have a temporary or continuous residence permit. An additional system of benefits is provided for them.

The country has preferential conditions for citizens whose activities can have a positive impact on the image of Finland. We are talking about scientists, athletes, outstanding scientists, etc. An application for a residence permit from this category of citizens is guaranteed to be approved, even if they do not provide sufficient reasoning for the reasons for filing the application.

Stages of obtaining a residence permit:

Methods and conditions for obtaining permanent residence

Russians have a wide variety of different ways to choose from to obtain permanent residence in Finland. But before moving to this country, you must obtain appropriate permission, based on one or another life circumstance.

The most popular circumstances are when a Russian citizen:

  • enters a Finnish educational institution;
  • buys real estate in any region of Finland;
  • gets a job in the territory of the above-mentioned state or opens a business there;
  • is a recipient of pension payments (as a result – a simplified algorithm for obtaining permanent residence);
  • officially marries a Finnish citizen.

Permanent residence in Finland for Russians.
One way is to marry a Finnish citizen. Even with the above conditions, there are many features, nuances and rather strict criteria that should be taken into account.

Family reunion

Due to the presence of relatives in Finland, the list of which consists of spouses, parents and children, Russian citizens have the right to submit a request, attached to a mandatory package of documents, for their legal stay in the territory of a European state.

Don’t miss the most popular article in the section: Belbek Canyon is a unique natural monument.

For a pensioner

Due to the fact that pensioners have a permanent income that does not depend on their location, the Finnish government equates them to the solvent part of the population, therefore foreign pensioners have the right on preferential terms, upon execution of the appropriate documents, to obtain the right to permanent residence in Finland.

Russian pensioners who permanently reside in the territory of the above-mentioned European state cannot apply for additional payments. The main distinguishing feature that they acquire after moving is a high level of social security, including healthcare.

Employment

One of the simplest ways to stay in Finland for permanent residence, according to the algorithm for preparing the relevant documents, is official employment in the territory of this country.

In this case, several conditions must be met, including:

Received within 1 month. a document officially confirming residence is called a “residence permit of a specialist”. It is also important that there is no connection to a specific employer: a person can change his place of work whenever he wants. All taxes, regardless of the employee’s status, are paid to the state treasury by the employer.

Today, the most popular professions in Finnish enterprises and companies are medical workers, teachers, accountants, programmers and engineers. The average salary in the country is about 3200 €.

Education

There are more than 25 higher education institutions in Finland, including humanities institutes, technical universities and a military academy. A resident of any foreign country can become a Finnish student. The state provides the opportunity to obtain a visa for the entire period of study.

A distinctive negative feature is the fact that after graduation, for further residence in Finland, it is impossible to extend this visa. Former students will have to look for another option.

Buying a property

Permanent residence in Finland for Russians, only on the basis of purchasing real estate, is impossible. The authorities consider this condition alone, regardless of the value of the property, to be insufficient to obtain permanent residence.

But in this case there are also positive aspects. One of them is the possibility of legal stay in Finland for up to 180 days a year, and the second is the possibility of obtaining a multiple visa.

Business

In order to open a business in Finland, you must:

  • Have a Finnish co-founder or at least 1 partner permanently residing in the European Union.
  • Have an authorized capital of at least 2500€.

  • Provide complete information about the type of activity (including a business plan and a copy of the office lease agreement or the purchase of real estate for an office).

Registering a legal entity in Finland costs about €7,000, including tax registration and creating a bank account. Another important aspect is that if a business can be run remotely, the Finnish authorities have the right to deny permanent residence to a resident of another state based on the registration of such a business.

Where to apply

If the application is submitted by a citizen for the first time, then the document must be presented to the Embassy of Finland in Moscow, the Consulate General in St. Petersburg or its branches in other cities of Russia.

If a person planning to move to live in the State of a Thousand Lakes has additional questions, then answers to them can be obtained from the consular services.

Also, a lot of important and useful information can be found on the Internet. Not only the immigrant has the opportunity to submit an application, but also his close relative - husband or wife. In this case, the application can be submitted in Finland at the place of residence of the loved one.

Registration of permanent residence and Finnish citizenship

Permanent residence status in Finland means a permanent residence permit (Pysyvä oleskelulupa). It can be obtained provided that the grounds on which the first or extended residence permit was obtained are preserved, and only after long-term residence with such a residence permit for at least 4 years.

This four-year period is calculated:

  • from the date of entry, if the document was issued from abroad;
  • from the date of registration, if the permit was obtained in Finland.

After 5 years of continuous residence under a residence permit, a foreigner receives the right to apply for a Finnish passport. But for this he must:

  • have a good knowledge of the Finnish language;
  • have housing;
  • have means for their own maintenance and sources of income, and so on.

Emigration

Purchasing real estate allows the home owner to stay in Finland for six months. However, the presence of real estate, by law, does not give the right to a residence permit to foreign citizens.

A solution to the issue of long-term stay can be business immigration, which involves opening any business with an authorized capital of at least three thousand euros. A businessman of Russian origin is obliged to form a board of the enterprise, consisting of fifty percent of employees with European citizenship.
