Tests and doctors who are bypassed during the examination
The medical examination for a residence permit is considered to be satisfactorily completed when doctors have not identified any restrictions for staying in the country. If during the examination dangerous diseases were identified, the person will receive a refusal from the service employees in his application to reside in Russia.
Candidates must pass:
- dermatovenerologist;
- psychiatrist-narcologist;
- phthisiatrician.
After being examined by doctors, you need to take tests, which will be ordered by specialists. Candidates take a fluorographic photograph and donate blood and urine. Biomaterial is needed for:

What documents are needed to renew a residence permit?
To renew a residence permit, a minimum list of documents is required; it takes little time. The applicant provides the responsible person of the migration department with the following:
- civil (foreign) passport;
- certificate of residence permit to be replaced;
- most often you do not need to present it, but we advise you to have a receipt for payment of the state duty with you;
- if the documents were prepared before March 2015, you must attach a certificate of passing the tests (Russian language, history, legislation);
- foreigners who have reached the age of 14 must present a certificate of no criminal record;
- medical certificates (absence of infectious diseases, AIDS, narcologist, COVID-19);
- photo 35x45 4 pieces.
All these documents are submitted prior to the application. Previously, it was written arbitrarily, but after the adoption of Order No. 417 of the Ministry of Internal Affairs of the Russian Federation dated June 11, 2020 (it came into force on July 18, 2020), the form of the document was officially established - in Appendix No. 3 to this order.

The procedure for obtaining a residence permit in St. Petersburg
A migrant arriving in St. Petersburg, for whom a simplified system for obtaining a residence permit is not provided, draws up the document in the general mode. There is no quota.
Where to contact?
In the cultural capital, a package of documents and an application for a residence permit are submitted only to the Migration Department for St. Petersburg and the Leningrad Region. The department is located at the address: st. Krasnogo Tekstilshchik, 10/12, office on the 3rd floor.

What documents will be needed?
A residence permit in St. Petersburg is issued on the basis of the migrant’s application and documents. The package consists of:
- Applications for obtaining a residence permit (sample is here). Served filled. The form can be downloaded on the website guvm.mvd.rf or taken from department employees.
- 4 photo cards. Size 35x45 mm.
- A receipt confirming the fact of payment of the state duty.
- Passport of a non-resident of the Russian Federation with a translation into Russian, its copy certified by a notary.
- Temporary residence permits.
- Certificate of successful completion of testing in the Russian language, Russian history and legislative law. The official paper is issued by an organization that is accredited and can conduct the exam.
- A medical certificate confirming the absence of dangerous diseases and a separate certificate confirming that the applicant does not have HIV infection. Issued by the same institution where the inspection takes place. Documents are only available upon successful completion of the examination.
- Income certificates. This could be: 2-NDFL;
- certificate from the employer;
- bank statement confirming the existence of an account;
- document confirming receipt of alimony.
The regulations indicate that department employees have the right to request additional documents:
- certificate of migration registration;
- tear-off form of annual notification of residence under temporary residence permit;
- any document that confirms a change in last name or first name;
- TIN;
- diploma;
- migration card.

Submission and consideration of applications
The procedure for considering applications for a residence permit in St. Petersburg is established by Order of the Ministry of Internal Affairs of November 9, 2017 No. 846. Algorithm of actions:
- Make an appointment (you can do this in person or online) at the Migration Department for St. Petersburg and the Leningrad Region.
- Appear at the department at the appointed time, taking with you a package of documents. At this stage, the management inspector checks:
- correctness of filling out the application;
- availability and authenticity of all submitted documents;
- deadlines for submitting papers (whether they have been violated). If everything complies with the norm, the department employee accepts the package of documents for consideration and issues a receipt for their acceptance.

Next, a comprehensive check of the migrant takes place according to FMS records:
- official requests are sent to various government agencies that can confirm the identity of a foreigner;
- the decision is agreed upon with senior management;
- the resolution is approved.
Based on the results of the inspection, department specialists send a notification to the migrant about the results of consideration of the application.
Starting from 2013, it is no longer possible to submit an application and documents for a residence permit through the government services portal. The only reason you can go to the site is to make an appointment with an inspector.
Terms and cost of obtaining a residence permit
The entire process of obtaining a residence permit in the cultural capital takes a maximum of six months from the date of application. For certain categories of citizens, the terms are reduced:
- citizens of Belarus receive a residence permit after 3 months;
- native Russian speakers, participants of the state program - after 2 months;
- Applications from migrants who have found political asylum in Russia are considered for 15 days.
A non-resident of the Russian Federation pays only a state fee of 5,000 rubles. This amount does not include expenses for:
- undergoing a medical examination;
- passport translation;
- creating copies, etc.
