Presidential Decree 1325 on Citizenship, as amended
A legislative act containing the rules and regulations for registration, receipt, and regulations for the provision of citizenship services.

Procedure for completing and submitting an application
Issues of acquisition or termination of Russian citizenship are resolved in application form. A person applying for such a service fills out a special form and submits it to the territorial department of the Ministry of Internal Affairs at the place of residence.
A person residing in the territory of another state submits an application to a diplomatic mission or consular office of the Russian Federation.
A special form is filled out with written or printed text using typewritten technology. When applying, you must answer in detail all the questions contained in the application.
Obtaining the coveted passport of a citizen of the Russian Federation by a non-resident of the country depends on many factors.

The legislation provides for two procedures for obtaining citizenship: standard and simplified.
The standard form requires five years of residence in the Russian Federation. The simplified version provides for two to three years of permanent residence. However, not everyone has the right to undergo the simplified procedure. This requires weighty arguments.
The simplified scheme requires evidence of a person’s residence on the territory of one of the republics of the former union state (RSFSR).
If, for example, a citizen of the RSFSR lived on the territory of Ukraine, but subsequently accepted Ukrainian citizenship, then today he can apply for Russian citizenship through a simplified procedure.
The second category is those who have registered a legal marriage with a Russian. While married and having lived for at least three years, citizens can apply for citizenship of the Russian Federation.
Those who have relatives in Russia or are studying at universities in our country can also apply for a Russian passport in two to three years according to a simplified scheme.
Russian-speaking citizens acquire citizenship through an accelerated procedure, having passed an interview at a special commission. In this case, there is no need to have proof of residence on the territory of the Russian Federation, nor the presence of relatives, nor a residence permit.
Military personnel who have served in the army for more than 3 years can also undergo an accelerated procedure.
Registration of Russian citizenship requires the renunciation of previous citizenship, with the exception of persons from Belarus, Kazakhstan, and Kyrgyzstan.

General procedure
The procedure requires the applicant to fulfill several conditions:
- age over 18 years.
- ability to work.
- availability of a source of permanent income that must be confirmed.
- residence in Russia for at least five years from the date of receipt of a residence permit.
- renunciation of previous citizenship.
- knowledge of the Russian language.
The period is reduced by one year provided:
- the applicant has significant services to Russia or is a specialist in a rare profession required by the state.
- a migrant has filed an application for political asylum.
- the applicant has refugee status.
Obtaining Russian citizenship takes place in several stages:
- Crossing the border of the Russian Federation at customs is accompanied by the receipt of a visa document - a migration card, on which an entry stamp is placed.
- Having arrived at your place of residence, you must notify the migration service and obtain temporary registration.
- Obtaining a temporary residence permit. This document confirms a person’s right to stay in the country for three years. An application for issuing a temporary residence permit is submitted in person to the territorial office of the Ministry of Internal Affairs.
Attached to it:
- identification;
- photograph in size in color or black and white.
- migration card with a border crossing mark.
- receipt of payment of state duty.
- medical certificate confirming the absence of certain types of diseases.
- individual taxpayer number issued upon tax registration.
- birth certificate of minor children.
The application processing period is two months, after which you must arrive at the migration service and obtain a temporary residence permit.
The state has established a limit on temporary residence permits issued during the year. For example, for Moscow, the permitted norm is 2,000 quotas annually.
There are exceptions.
Without taking into account existing quotas, temporary residence permits are issued to the following categories of citizens:
- born on the territory of the RSFSR.
- the presence of documented incapacity of the applicant for healthy children who have Russian citizenship.
- documented disability of the father or mother who is a citizen of Russia.
- investors.
- contract military personnel.
- participants of the state program “Compatriots”.
- Obtaining a residence permit. The document is processed at the territorial department of the migration service at the place of official registration. The application is considered within six months from the date of its submission. The maximum validity period is five years, with the possibility of extension.
Admission to citizenship
The most important and final stage of the general procedure for obtaining citizenship of the Russian Federation.
What documents need to be prepared:
- two copies of completed special application forms.
- photographs of the applicant in the amount of 4 pieces.

- birth certificate, marriage registration.
- documents about the education received.
- renunciation of previous citizenship.
- personal consent of a minor over 14 years of age.
- consent of the second parent (if any) in relation to a child under 14 years of age.
- medical certificate.
- pension certificate with apostille, certified by a notary.
- receipt of payment of state duty.
- documentation confirming the change of name and surname.
- certificate of passing testing in the Russian language.
Citizens who studied at Russian schools, universities or other educational institutions need only present a diploma of completion, which contains information about completing a Russian language course.
Termination
Registration of renunciation of citizenship is of a declarative nature. The interested person submits an application to the President of the country, who makes the final decision.
There is a simplified procedure according to which:
- It is necessary to have a permanent place of residence in the territory of another state.
- termination of Russian citizenship in relation to a minor at the request of a parent who is a citizen of another state.
These cases require registration by the Russian Ministry of Internal Affairs.
Termination of citizenship is impossible if there is an unfulfilled obligation to the Russian state. For example, bringing the applicant to criminal liability, the presence of a court verdict that has entered into force, the inability to obtain citizenship of another country.
