The procedure for assigning pensions to FSIN employees

FSIN pension is a type of military pension, which is regulated by Federal Law 4468-1 of February 12, 1993. Consequently, the procedure for assigning pension payments is similar to receiving a pension for military personnel.

Pension payments are assigned by the territorial division of the Federal Penitentiary Service (administration of the federal penitentiary service).

To receive pension payments, a FSIN employee must have the following grounds:

  • Experience - 20 years . In addition to the main activity, the period of work also includes: military service;
  • period of military training;
  • work as an intern;
  • training in specialized universities.
  • Experience in civil service – from 12.5 years;
  • Reason for dismissal may be one of the following:
      disability due to injury;
  • staff reduction;
  • development of illness while performing official duties;
  • death occurred during execution;
  • retirement age.
  • The personnel department of the Federal Penitentiary Service is responsible for preparing the necessary documentation . After collecting documents, the former employee of the above structure is sent to the Pension Fund (PFR).

    The FSIN employee must take with him the following package of documentation:

    • application;
    • passport details;
    • monetary certificate;
    • SNILS;
    • a copy of the dismissal order;
    • documents confirming work activity;
    • documents confirming the length of service of an employee of the Federal Penitentiary Service;
    • conclusion of the Military Medical Commission (military medical commission).

    The period for reviewing documents by the Pension Fund is 10 working days .

    If the decision is positive, pension payments are assigned from the day the full package of documentation is submitted.

    A former FSIN employee can receive a pension in one of the following ways:

    • Bank - through a card or through a cash desk.
    • Mail - at the post office or at home.
    • Home delivery.

    If a FSIN employee continued to work in the civilian sphere after the assignment of pension payments, the amount remains unchanged! If you continue to work in law enforcement agencies, pension contributions are suspended!

    I lost my ID, what should I do?

    The life of a retired civilian employee is no different from the life of ordinary people. There are different situations in which the Ministry of Internal Affairs pensioner’s certificate is lost or becomes unusable:

    • Fire.
    • Wash.
    • Imprudence.

    A pensioner who receives pension payments from the Pension Fund at the expense of accumulated funds in the relevant state or non-state funds, if he loses his pension certificate, must contact the Pension Fund office at his place of residence. You will need to write an application to the pension department and fill out an application form. After filling out the relevant records, you will have to wait for a duplicate ID from 14 to 30 days.

    With retired employees, the procedure for delivering a duplicate is different. Before receiving a new Ministry of Internal Affairs pensioner certificate, or rather its duplicate, the former employee must contact the personnel department of the Internal Affairs Ministry with an application for the execution of a new document. A duplicate of the certificate will be issued after an official investigation, with the permission of an official of the Ministry of Internal Affairs, the Main Internal Affairs Directorate, or the Internal Affairs Directorate of a constituent entity of the Russian Federation.

    Additional benefits for a FSIN pensioner

    In addition to the assigned pension payments, a former FSIN employee retains the right to a number of benefits , namely:

    • Additional compensation if there are dependents in the amount of 32% of the amount of assigned pension payments (per dependent). This increase is paid if disabled relatives do not receive their own pension.
    • Free medical care in specialized medical institutions.
    • Receiving medicines free of charge.
    • Providing vouchers to a sanatorium and health complex, including free travel to the vacation spot.
    • Refunds for paid taxes on land and real estate.

    What does a pension certificate look like?

    The document is a small burgundy book with a stamped cover, in which all the pages are pink with security marks. Pensioners who retired before the end of 2014 could receive such a certificate; after this date, such documents are no longer issued.

    The certificate form contains the following information:

    • photo;
    • Full name of the recipient and his year of birth;
    • type of established pension;
    • amount of payment (in numbers and words);
    • date of pension assignment and period of its validity;
    • date of issue of the document;
    • personal signatures of the recipient and the head of the department;
    • name of the Pension Fund branch;
    • seal of the Pension Fund of Russia branch.

    In addition, this document also provides additional sheets for recording changes that may occur when recalculating the amount of collateral. At the end of the certificate for pensioners there is a short reminder.

    There are special IDs - official ones. They are issued to pensioners of the Ministry of Defense, Ministry of Internal Affairs, and FSB.

    Calculation of pensions for FSIN employees

    At the end of 2021, the reduction factor is equal to 69,45%.

    The adjustment coefficient has a fixed amount in accordance with Article 14 of Federal Law No. 4468-1 - this indicator is proportional to the length of service in the Federal Penitentiary Service.

    The ID is not a passport or a military ID.

    Has your pension certificate been canceled or not?

    When applying for a pension in the Russian Federation, citizens were issued a pension certificate confirming the status of the pension recipient. This document was issued to all citizens who received any type of pension - insurance, social or state security. However, after January 1, 2015, instead of a certificate, the Pension Fund began issuing certificates of pension assignment (see sample).

    • Until the end of 2014, Resolution of the Ministry of Labor No. 17/19пб dated February 27, 2002 was in force, the provisions of part 39 of which established that the fact of assigning a pension is confirmed by an entry in the pension certificate issued by the Pension Fund.
    • From January 1, 2015, the provisions of this Resolution were canceled by Order of the Ministry of Labor No. 884n dated November 17, 2014, which entered into force. Therefore, the Pension Fund of the Russian Federation now issues a paper certificate instead of a pensioner’s certificate.

    Pension certificates issued before 01/01/2015 have the same legal force as new certificates. There is no need to submit them to the Pension Fund or replace them with a certificate or any other document. However, if this document is damaged or lost, it will not be replaced with the same certificate - the pensioner will receive a paper certificate.

    Pension certificate instead of ID

    Until the end of 2014, all citizens applying for pensions were issued a pension certificate. From January 1, 2015, instead of this document, pensioners are issued a certificate. It, just like the certificate, reflects all the information about the pensioner (see sample document).

    The certificate can be used when receiving social benefits and has legal force on a par with a certificate. You can obtain this document yourself or through a legal representative (authorized representative) by contacting the territorial office of the Pension Fund of Russia. In addition, you can order a certificate through your Personal Account on the official website of the Pension Fund.

    Please note that the pension certificate does not apply to the main identification documents (passport, military ID, etc.), as it contains incomplete information about the pension recipient. That is, it cannot be used when applying for a loan, buying tickets, etc.

    At the same time, like a pension certificate, the certificate confirms the social status of a citizen and is required when receiving:

    • social benefits (housing, transport);
    • discounts in stores;
    • preferential medications;
    • category "labor veteran".

    A pension certificate can be issued for an indefinite period, that is, the recipient has the right to use it until the end of his life. However, if the category of a pensioner changes (reception or change of disability group, appearance of dependents, etc.), this document must be replaced. Just like a certificate, a lost certificate can be restored through the Pension Fund of the Russian Federation.

    The document is a paper sheet that contains all the information about the pensioner, namely:

    • Full name (full);
    • SNILS number;
    • Date of Birth;
    • the name of the Pension Fund branch in which the pensioner is registered;
    • type of security;
    • date of pension assignment and period of its validity;
    • monthly payment amount;
    • pension file number.

    The first lines of the certificate contain the name of the Pension Fund of Russia branch that issued the document and its address, the date of issue of the certificate and its number. At the end of the document, the personal signature of the head of the department and the seal of the Pension Fund of Russia branch are placed.

    A pension certificate, in fact, has never been a full-fledged document identifying a citizen. In other words, it could not be used instead of a passport when processing any documents or payments. Therefore, most likely, this measure was taken in order to reduce the expenses of the Pension Fund budget. Since the number of pensioners of different categories is growing every year, it is quite expensive to issue a document to everyone.

    However, with the constant presentation of a certificate in stores, pharmacies and other establishments, the document quickly becomes unusable, which means it needs to be replaced. And this is an extra waste of the fund’s budget, since replacing the certificate is free for the pensioner.

    What severance pay is paid upon retirement from the Federal Penitentiary Service?

    In 2021, the legislation provides for a reduction in payment for the cost of vouchers to 25%. Pensioners of the penitentiary system in 2021, according to the application and submitted documents, (regardless of receiving a voucher) will be paid monetary compensation for sanatorium and resort treatment (in the amount of 600 rubles per pensioner and 300 rubles per family member).     Cash compensation to these persons is paid by the pension group of the Federal Penitentiary Service upon submission of a tax notice of payment of the relevant tax and payment documents confirming payment.
