Residents of the part of the Donetsk region temporarily uncontrolled by the Ukrainian government can freely obtain a Ukrainian-style international passport (it is required to travel from Ukraine to the Russian Federation), but this procedure will have some difficulties.

“Ukrainians from the ORDO are now receiving foreign passports en masse in order to be able to travel to controlled territories and return back through Russia (a foreign passport will be required at the Ukrainian border when leaving),” the message says.

The issuance of a passport may take a certain period of time - they call the period from 21 to 60 days. There is also information that some managed to obtain a passport using an accelerated procedure - within 10 days. Residents of the temporarily uncontrolled part of Donbass are urged not to believe rumors and find out the processing time personally - at a specific passport office.

At the same time, those who receive a foreign passport for the first time or have an expired passport issued before 2007 (photos were simply pasted into the document then) must go through the identification procedure.

Formally, it is very easy to enter the territory of the DPR and LPR from Russia. The republics have announced a visa-free regime with all states.

At the same time, Rospotrebnadzor reminds: until the test result is received, you must comply with the self-isolation regime. But the restriction is most often short-lived: most laboratories manage to send the result by email the next day after taking the smear, or even on the same day.

Residents of the LDPR are scared

It is worth noting that residents of the LDPR were frightened by the new rules of entry into Russia for citizens of the Russian Federation. According to the new rules, Russian citizens, as well as residents of the LDPR who have received Russian passports, enter the country and must also pass a PCR test for COVID-19 within 3 days.

However, there are also those who contradict this information and report that they calmly cross the Russian border without “extra” filling in the logs.

“For some reason they persistently spread such rumors. Nothing anywhere, everyone is passing normally,” writes a resident of the DPR.

There were also those who reported that these innovations do not apply to citizens of the LDPR.

“My sister called Rospotrebnadzor from Rostov and was told that all tests are needed for citizens of the Russian Federation arriving in the country by any transport, and citizens of the DPR with registration in the DPR do not need anything, even if you are crossing with a Russian passport,” writes another DPR resident in social network.

Also, in turn, Deputy of the People’s Council of the DPR Anastasia Selivanova reported on her Telegram channel that she had submitted an application to Rospotrebnadzor to provide information and clarification on whether these rules would apply to citizens of the DPR.

“I hope that within a week there will be clarifications from Rospotrebnadzor regarding crossing the border by citizens of the Russian Federation and undergoing mandatory PCR tests. In general, I, together with you and Rospotrebnadzor of the Rostov region, are waiting for clarification from the Chief Sanitary Doctor of the Russian Federation,” Selivanova wrote.

So it is worth noting that there is no official explanation of this information for residents of the DPR yet.

Crossing from Ukraine

Those who want to comply with the legislation of Ukraine and enter the DPR and LPR legally will encounter difficulties. The visa-free regime does not apply to unrecognized republics. There are 6 road checkpoints and 7 on the railway along the Ukraine-LPR/DPR demarcation line.

Documentation

To visit the LPR, DPR, in addition to a foreign passport, you must also have a special permit. It is issued to both Ukrainians and foreigners.

Getting permission

Until 2021, the permit application had to be completed in person. The adoption on April 14, 2021 of the “Temporary procedure for controlling the movement of persons across the contact line within the Donetsk and Lugansk regions” made it possible to do this online.

An application for obtaining a permit from an individual is filled out on the website of the Security Service of Ukraine.

To submit an application, you must register, log in using your username and only then fill out the form. The SBU checks the application and makes a decision on issuing/refusing travel to the territory of the LPR, DPR. Permits issued from April 2021 are unlimited. However, their presence does not guarantee unconditional passage across the demarcation line. The decision is made by the Ukrainian border guard during control at the checkpoint.


Check at the Ukrainian border

The grounds for applying for permission may be:

  • placement of burials of relatives in territories not controlled by Ukraine;
  • death of loved ones or relatives living in the LPR, DPR;
  • availability of real estate in unrecognized republics;
  • cultural, religious or scientific trip.

The purpose of the trip will need to be documented.

The decision to issue a permit to an individual and the control rules at the checkpoint are significantly influenced by the situation on the demarcation line. That is why it is recommended that Russians check the possibility of traveling to the DPR and LPR by calling:

  • +38 (Coordination Center);

  • +38 (Coordination group “Donetsk”);
  • +38 (Coordination group “Mariupol”).

The applicant can send photocopies of documents to the website. 10 working days are given for approval of the pass.

According to the rules

Checkpoints on the Ukrainian side are open. We are ready to receive people here every day. Checkpoints are open from 8:00 to 16:00. To travel you need an identity document and an electronic pass issued by the SBU.

Representatives of the “republics,” for their part, open only the “Elenovka” checkpoint (a village 30 km from Donetsk). You can drive every Monday and Friday from 09.00 to 16.30. But in order to cross the checkpoint, you need to fulfill a number of conditions - and this is the whole problem.

How to officially get to Donetsk

4. After crossing the border, you need to fill out a consent form to be sent to a hospital for testing for coronavirus. Or take a paid express test right at the checkpoint.

The driver entering the territory of the republic is obliged to pay customs duty on the car. The cost of collection for a machine whose carrying capacity is not 20 tons is 5 euros. The cost of collection for cars over 20 tons is 10 euros. There is no fee for passenger cars.

Transportation of goods from the Ukrainian side

Crossing the DPR border from the Ukrainian side requires the provision of the following documents:

  • waybill;
  • contract for the provision of goods;
  • specification for the contract (if available);
  • invoice for payment (if available);
  • invoice and delivery note;
  • certificate of state registration of individual entrepreneurs (photocopy);

To travel to the territory of the Donetsk Republic by personal transport, you must have a Green Card, driver's license, and technical passport for the car. Naturally, every citizen must have an identity card with him.

Entry by car into the DPR is most often prohibited by the Ukrainian military. The reason for refusal is a lack of trust in tourists or their inability to correctly explain the purpose of their visit. As for the Russian side, the Russian military freely allows everyone into the Donetsk People's Republic. Entry into Russia from the DPR is carried out in a similar manner. Only passports are checked.

Important! No duties are charged for travel by personal transport from either the Ukrainian or Russian side.

Travel by car

The rules for entry into the DPR for Russians have one more condition regarding cars. If a citizen travels in a personal car, he must apply for a green card, which is mandatory to obtain when traveling to Europe, the Schengen zone. The card is an analogue of the domestic OSAGO policy.

Documents confirming the right to drive a car and a driver's license are also required. A similar set of papers is required to travel on our roads.

Entry rules for foreigners

Citizens of any state have the right to enter the territory of the Donetsk People's Republic, if necessary. Entry rules will vary depending on whether it comes from the territory of Russia or Ukraine.

In case of departure from the Ukrainian side, a resident of another country will need to first contact the Security Service on a general basis online to obtain a permit. With its help you can cross the border.

In addition to general passport data, a foreign citizen will need to indicate the purpose of his visit to the occupied (according to the Ukrainian authorities) territory. The purpose could be to visit relatives, check your property in Donetsk, or visit a child who is studying at a university in this territory.

A request for a permit is considered by the SBU within 10 working days. But often this process drags on for a month, since the security forces of Ukraine are in no hurry to let foreigners into the conflict zone.

If a foreign resident wishes to enter Donbass from Russia, he should be aware that for these purposes he will need a foreign passport. And you can return to the Russian Federation only if you have a visa document.

Important! If you are in the Russian Federation with a single-entry visa, it is better not to go to the Donetsk Republic, since returning from the DPR to Russia will be impossible. Entry rules during normal times

Authorities solemnly issued the first DPR passports to citizens in March 2021. Permission to cross the border for cars with license plates of the people's republics was also signed.

DPR passports

For now, citizens of the self-proclaimed republic retain the passports of the Ukrainian state.

On November 4, 2021, a new decree 665 of Russian President Vladimir Putin came into force, which allows citizens with DPR passports to enter Russia without a visa. It is not necessary to have a Ukrainian passport to cross the border.

Subtle question

The passport of the Donetsk Republic is issued to citizens who have reached the age of sixteen. The state fee for processing this document is currently 248 rubles. The first passports were issued to citizens aged 16, 25 and 45 years.

As happens almost always, today enterprising businessmen are making good money from human problems. The business of issuing illegal passports is actively developing, despite strict warnings from the republican authorities.

At the end of 2021, this problem was solved thanks to a decree of the Russian President. Now residents of the DPR do not need to present a Ukrainian passport to cross the border with Russia.

The issue of recognition

Considering that the Russian authorities do not officially recognize the statehood of some regions of the republics, the procedure for crossing the border is somewhat complicated. According to some reports, an informal alternative has already been found. The specifics of the border crossing procedure have not yet been disclosed.

Moscow’s tactics regarding the informal recognition of passports of citizens of both republics makes it possible to somewhat reduce the degree of social tension. This allows citizens from both sides to cross the border without hindrance, as well as to slowly establish a shuttle business.

Getting into the republic from Ukraine is more difficult. The border of the DPR and LPR with Ukraine is called the line of contact. You can cross it with a special pass. Permission can be obtained on the SBU website. However, its presence does not guarantee entry into the territory of the republic. The border guards have the final say.

The question of how to leave Donetsk for Ukraine is often raised. Citizens of the DPR, if necessary to visit the country, order a pass through the SBU. Natives of other states can return to Ukraine if they entered the DPR through its territory.

Rules and advice for crossing the DPR/RF border

  1. If your trip involves crossing the territory of the Russian Federation in transit (for example, flying by plane from Rostov to Egypt or another country), present your passport upon entry. Otherwise, since border control must put a stamp upon departure, an unpleasant situation may result.
  2. Fill out the entire migration card in advance. In the “inviting party” column, enter the city where you are going. In the “departure date” column, enter a date with a margin of time (maximum 90 days).

  4. Clearly and promptly comply with requests from customs officers and border guards. Don't ask them unnecessary questions.
  5. Save your migration card; you will need it when you leave.
  6. Do not walk through the checkpoint area. In case of emergency, ask the border guards for permission.
