Customs rules of Ukraine 2021. Rules for the import and export of goods and currency at the border

The customs inspection rules apply to all citizens who set foot on the territory of Ukraine in 2021 - guests, tourists, business partners. And it doesn’t matter what type of transport they used to cross the border.

The authorities have set limits on duty-free transportation of foreign currency, medicines, tobacco and tobacco products, alcoholic beverages and products. Therefore, in order to avoid conflicts with customs control officers, you need to know them and not violate the laws of Ukraine.

How much money are Ukrainians allowed to carry without declaration?

The customs rules of Ukraine 2021 do not limit the list of world currencies circulating in the country, but their number is strictly regulated.

For example:

  • An amount of 10 thousand € or its equivalent at the internal exchange rate can be declared orally without paperwork (just inform the customs officer about its presence).
  • The amount exceeding the established limit must be included in a written declaration, and its owner is obliged to prove the legality of their origin. This can be a bank statement about the withdrawal of money (it is valid for 30 days).

Customs regulations apply only to residents of the country. For citizens of other foreign countries, other legal acts of Ukraine in 2021 apply. Please note: citizens of Ukraine are allowed to import funds not exceeding the amount of 1 thousand grams. without filing a declaration, if it is higher, then a declaration or registration of a license issued by the NBU will be required.

Customs

As mentioned earlier, the most difficult thing in matters of cargo transportation from Ukraine to Russia, or in the opposite direction, is the customs procedure. Delivery must be accompanied by crossing the state border. The services of a reliable transport company usually include customs support at all stages. The customs broker is provided by the company. The specialist helps you go through all the stages of registration, helps speed up the process and send the cargo to the final recipient. We must not forget that transporting certain categories and types of goods is prohibited by law. If you try to transport anything prohibited across the border, at best, the carrier will face a fine. At worst, he may be prosecuted. Current bans on international transportation on the Ukraine-Russia and Russia-Ukraine routes apply to:

  • narcotic substances;
  • weapon;
  • pornography;
  • explosives;
  • oxidizing materials;
  • biologically hazardous substances;
  • flammable items;
  • radioactive elements, etc.

For some of them there is a complete ban. That is, even if there is any accompanying documentation, border crossing for such goods will be closed. For some dangerous goods, it is mandatory to have accompanying documents, certificates and confirmation of the safety of the packaging used. In this case, the cargo must be specially marked. Delivery is carried out in compliance with established rules, violation of which will entail a ban on import and confiscation with the possible imposition of fines on the cargo carrier.

When transporting cargo between Russia and Ukraine, two options are possible:

  • use a direct route of communication between states;
  • use workarounds (mainly through Belarus).

Both options are widely used even in 2021. Despite the current sanctions, bans and restrictions, cargo traveling from Ukraine to Russia, as well as from Russia to Ukraine, often does not use alternative bypass routes. But here it is important to think about the potential complexity of customs clearance. The basis for successfully completing customs procedures is the preparation of a complete package of accompanying documents. It consists of:

  • international license for cargo transportation;
  • transaction passports for the transported goods;
  • customs and cargo declaration;
  • international driver's license;
  • insurance;
  • papers confirming the fact of purchase by the customer of a consignment of goods;
  • quality certificates for products;
  • technical documents for the vehicle;
  • special permits for the import of certain categories of cargo, etc.

The complete list of required papers largely depends on the specific circumstances. Therefore, it is important for the customer to contact a company that has extensive experience and knows all the intricacies and nuances of customs procedures in the current conditions and in the current relationship between Russia and Ukraine. Since 2014, the customs clearance procedure has become significantly more complicated. Previously, many independently dealt with the issues of clearance of goods at the border, without attracting additional forces in the form of professional customs brokers.

But now it is extremely difficult to do this. For some situations, it is even practically impossible if you do not know all the legislative subtleties, some loopholes and rules for negotiating with customs officials of Russia and Ukraine. If you break the rules or follow old schemes, this will lead to the delay of the goods, their arrest, additional fines and even criminal liability. You should not think that you can cross the borders between Russia and Ukraine by bribing a customs officer. Despite the complexity of relations between states, the transportation of goods can still be carried out on completely legal grounds. But more and more often they are starting to use not direct, but bypass routes, where there is no need to cross the Ukrainian-Russian borders.

It is very difficult to predict how things will be in the future. Some are confident that normalization of relations will soon begin, and therefore cargo carriers will be able to deliver goods much easier and faster, directly heading towards Russia or Ukraine. But there is also the opposite opinion, according to which the situation will only worsen, borders will be blocked and the complexity of cargo transportation will increase many times over. This is unlikely to be the reason for the complete cancellation of freight traffic between the two states. But most likely the cost of such services will be forced to increase. This will raise a rational question about the feasibility of cargo transportation between Russia and Ukraine. You should hope for the best, but you should always be prepared for the worst.

How many dollars can foreigners or non-residents bring in?

Any citizen of a foreign power has the right to import the currency of his country in the equivalent of $15 thousand, at the exchange rate of the hryvnia (NBU information), which is in circulation in Ukraine.

However, you must adhere to the established customs requirements:

  • Without submitting a written declaration, an amount of 10 thousand € or its equivalent on the day of arrival is allowed to be imported.
  • Having a larger amount obliges foreign visitors and non-residents to submit a written declaration, and there is no need to confirm their origin.
  • If you need to transport money in the amount of more than 50 thousand €, then you must obtain permission from the National Ukrainian Bank, and the funds must only be in non-cash form (for example, to make a major transaction to purchase real estate).

Please note: excess foreign funds can be transferred to the customs service for safekeeping, or transferred to the personal bank account of a non-resident upon presentation of the details of the financial organization.

If you plan to transit through the territory of Ukraine, you can bring up to $30 thousand or an equivalent amount to the hryvnia on the day of travel, but you must present a visa to another country and transport tickets.

The information is taken from the Resolution of the Cabinet of Ministers of Ukraine “About the obligations and procedure for the importation of medical supplies and special children’s food by citizens into the territory of Ukraine.”

What food products can be transported across the Ukrainian border?

The customs rules of Ukraine 2021 state that products in a minimum quantity can be transported across the border duty-free:

  • It is allowed to move food products in no more than 1 package, and its weight should not exceed 2 kg per person. It is advisable that it be packaged by the manufacturer, but this is not a mandatory requirement.
  • Transport of tea, coffee or chocolate - 1 original package, and weight does not matter.

Why fill out a customs declaration?

A completed declaration is proof that you originally carried all your valuables and did not buy them on vacation - which means you do not need to pay duty. This may be useful to you if you travel more often than once every 3 months and carry with you a new expensive camera or laptop worth more than € 300. You can fill out the passenger customs declaration in advance. you can here

Customs rules of Ukraine for goods and things

All items carried by a visitor to the country that are not personal belongings fall into the category of goods and things that are subject to their own import requirements.

Excise goods

This category is subject to additional excise tax if imports are expected to exceed the minimum quantity established by customs rules. It is paid by everyone without exception - guests of Ukraine, its citizens or merchants moving excisable goods for their business activities.

Types of taxation of excisable product groups:

Ad valoremThe fee is determined as a percentage of the entire consignment of goods
SpecificSpecific unchangeable tax rate
CombinedWhen transporting goods, both rates are calculated; the one with the highest value is subject to payment.

Clarifications:

  • According to the first method, customs tax is calculated on the entire volume of goods transported. For example, a pack of cigarettes is valued at 20 grams, for 1 thousand packs you need to pay 20% of their sales price, that is, transfer 200 grams. excise duty. But in most cases, a combined excise duty rate is applied for tobacco products.
  • The second method of calculation is stable and practically unchangeable; these include, for example, excise duty on beer.
  • Any entrepreneur or citizen involved in the sale of excisable products is required to buy stamps that include the cost of the tax fee.

Vehicles

The customs rules of Ukraine 2021 provide for several modes of moving vehicles into Ukrainian territory:

  • By transit. Under this regime, it is allowed to import a car for a period of no more than 5 days if it is intended to be moved through the same customs terminal. Or up to 10 days, if departure from Ukrainian territory is planned through another checkpoint. If all permissible deadlines are missed, the country’s authorities impose penalties on the owner ranging from 170 to 8.5 thousand UAH.

  • With a temporary import permit . Under this regime, permission is issued to non-residents of the country to import vehicles for their own use for a period of up to 1 year. In other cases, the period may be extended for the use of transport for the humanitarian, scientific or economic needs of a foreigner. Moreover, it is allowed to move several types of cars of different categories with an extension of the period of permission to stay in the country. To do this, you need to leave the country and go through the customs terminal again to issue a new permit. The owner’s responsibilities include registering the vehicle with the authorized bodies of Ukraine, however, transferring it to third parties (including commercial transactions) is strictly prohibited. If the temporary stay of the vehicle is violated, the owner may first be warned about the need to obtain a new permit or fined up to 17 thousand UAH.
  • According to the rules of duty-free import . Citizens of other countries moving to Ukraine for permanent residence are provided with preferential transportation of vehicles - without paying import duties on 1 car. But here you need to meet some requirements:
  1. the period of ownership of the vehicle must be more than 1 year;
  2. the vehicle being moved must be officially registered in the country from which the foreign person is leaving;
  3. the period of stay in the country of departure must be at least 3 years;
  4. Use of preferential movement of vehicles is allowed within six months from the date of registration of permanent residence;
  5. It is also necessary to deregister the car before importing it into Ukraine.

Clarifications:

  • According to the customs regimes for transit or temporary import, a car must comply with Euro-5 or Euro-6 standardization, although such requirements are not imposed for import when applying for permanent residence. Therefore, even a vehicle with high mileage can be moved.
  • For citizens of Ukraine temporarily staying outside the country, they are allowed to import 1 type of vehicle into the country duty-free, including with a trailer. The benefit is valid for 2 calendar months. since returning home.

For violation of the deadlines for vehicle registration after import into Ukraine, the following fines are provided:

  • Up to 3 days – 850 UAH.
  • More than 3 days – 5.1 thousand UAH.
  • More than 10 – up to 17 thousand UAH.

Although the rules are not too strict, compliance with them will free you from unnecessary costs of paying fines.

Medicines

All medicines transported across the Ukrainian border are divided by type of use:

  • For personal use.
  • For implementation.

They are also divided:

  • For medicines registered with the Ministry of Health of Ukraine.
  • Unregistered treatments (not allowed for official sale through a network of pharmacies).

Therefore, each case has its own rules for crossing the border:

  1. when transporting medicines in hand luggage or baggage, for medicines for personal use there is no need to obtain official permits from the country's Ministry of Health, but it is allowed to transport no more than 5 packages of medicines of various names (even in the case of a narcotic composition);

    Ukrainian customs regulations 2021 state that only 5 packages of medicines can be transported across the border.

  2. You must have with you a doctor’s prescription for the use of medicinal products that are not registered in Ukraine, and their quantity should not exceed the dose indicated by the doctor.

In the case of transporting a consignment of medicines, it is necessary to pay a fee in accordance with the established customs price list.

Alcohol

Adult guests of Ukraine can import alcoholic beverages tax-free, subject to current customs regulations.

The volumes are as follows:

  • Low strength drinks (beer, cider) up to 5 liters.
  • Strong vintage wines up to 2 liters.
  • Products with an alcohol content of more than 22% - 1 liter.

Moreover, the last visit to Ukraine must be more than 2 days ago, otherwise you will have to pay import duties.

Tobacco products

Legislative regulations regarding the transport of tobacco products to Ukraine have been in effect for 20 years.

Therefore, the authorities allow every adult guest or tourist to transport:

  • 50 pcs. packaged cigars.
  • 2 blocks of 10 packs of cigarettes.
  • 250 g of loose tobacco (snuff or smoking).

For transportation safety, it is better to keep cash receipts confirming the legal purchase of tobacco products. For violation of the rules, penalties are provided in the amount of ½ of the cost of illegally imported tobacco or products made from it. Clarifications: smoking mixtures for hookahs are also classified as tobacco products; duty-free import of up to 250 grams is allowed.

Import and export of animals

To travel around Ukraine with a pet, the veterinary control service will require:

  • An animal passport, in which: the names of the vaccines (removed from the ampoules) that were administered to the animal are pasted; the dates of the last vaccinations and the results of tests for diseases are indicated; all information must be certified by a veterinarian in the country of residence of the animal owner, and the seal of the institution must be affixed; There is a copy of the certificate of compliance with international vaccination standards and all requirements of the veterinary service. It is received 5 days before departure.
  • If the animal is not vaccinated against rabies, then when crossing the border it will be given an injection and left for up to 30 days.
  • Only a rigid container is used to transport a pet.

Clarifications:

There are usually no problems with pets such as cats and dogs when entering Ukraine. But if you bring rodents, such as rabbits, homing or exclusive pigeons, parrots, then some obstacles may arise at the stage of completing veterinary documents, especially if the animal belongs to the agricultural category, that is, they can be used for food.

Many customs officers can openly “nitpick” if you transport a dog, even in a personal car - they always demand that you put a muzzle on it.

Well, for the rest, border guards don’t particularly find fault with all transportation of pets if there are appropriate veterinary documents.

Cultural values

When importing/exporting items of cultural property (paintings, figurines, exclusive weapons), they must undergo state examination in advance, both in the guest’s country of residence and in Ukraine. As a result of the research, a certificate is issued for the right to travel across the border.

To do this you need to fill out:

  • Certificate of ownership and complete disposal of a thing on the basis of purchase and sale transactions, donation or inheritance.
  • Receive the opinion of an expert commission on establishing the value of the item.
  • Apply for permission to travel across state borders.
  • Enter the item in the tourist declaration.

If, in fact, the item being transported does not belong to cultural values, but is made delicately and exclusively, then you can order a certificate for it stating that it does not belong to cultural heritage.

GREEN and RED CORRIDORS

Passing customs control involves verbal or written declaration of goods and items that the passenger transports in hand luggage and luggage. For convenience, traffic lanes in the form of a corridor are organized at international checkpoints:

The “green” corridor (without declaration) is a process of simplified customs control, which excludes all types of written declaration and payment of customs duties.

A passenger undergoes customs control along the “green” corridor (without filling out a customs declaration and without customs fees) if he transports in his luggage personal belongings, food for personal use for a total amount of up to 200 euros, goods for a total amount of up to 1,000 euros, currency up to 10,000 euro (equivalent), medicines no more than 5 packages, alcoholic drinks within normal limits (strong alcoholic drinks up to 1 liter, wine up to 2 liters, beer up to 5 liters) and tobacco products (no more than 1 block of cigarettes or no more than 250 gram of tobacco).

Passing customs control along the “green” corridor frees citizens from filling out a customs declaration.

⚠ Remember, by choosing the “green” corridor, you confirm that you do not have any items that are subject to written declaration, taxation and that are prohibited or limited in import into Ukraine.

The “red” corridor is the process of passing customs control with mandatory written declaration (filling out a customs declaration) and payment of customs duties.

A passenger passes through the “red” corridor, undergoes mandatory customs control, fills out a customs declaration and pays customs duties if he has the following items with him and in his luggage: weapons, explosives, narcotic, psychotropic, poisonous, potent substances and medicines; radioactive metals; antiques, historical and art objects, musical instruments; printed publications, audio and audiovisual materials, other media; objects of flora and fauna, their parts or products obtained from them, domestic animals (with the original international veterinary certificate of the country of origin of this animal); medicines, goods and food products in volumes that are subject to taxation (medicines and preparations in quantities of more than 5 packages or cans, goods totaling more than 1,000 euros, food products - more than 200 euros); precious metals, stones and products; currency over 10,000 euros, including national currency and traveler's checks; above the norm alcoholic drinks (strong alcoholic drinks more than 1 liter, wine more than 2 liters, beer more than 5 liters) and tobacco products (more than 1 block of cigarettes or 250 grams of tobacco).

⚠ Passengers have the right to choose their own corridor, but remember that violation of the rules for passing customs control and the requirements for declaring items and goods entails administrative and criminal liability!

IMPORTANT! From 01/01/2018, new rules for the duty-free import of goods in hand-held or accompanied luggage - up to €500 (at airports - up to €1000) and weighing up to 50 kg - came into force for those who have been absent from Ukraine for more than 24 hours and are entering into the country no more than once within 72 hours . According to the amendments adopted by the Verkhovna Rada to the Tax Code (No. 6776-d), with more frequent entries, goods up to €50 . The new restrictions do not apply to the transportation of baggage through checkpoints open to air traffic.

Parcels to Ukraine from abroad

Regarding parcels to Ukraine from abroad, a limit has been introduced on the number of parcels received from abroad to 3 per month per recipient (the tax-free cost of each parcel should be 150 euros ). That is, 450 euros per month is the maximum you can count on if you don’t want to pay a fee. Starting from the fourth shipment, you will have to pay 10% duty and 20% VAT. If the product is excisable, then there is also an excise tax, the amount of which depends on its weight, volume and quantity. Fees will be assessed on amounts that exceed the duty-free minimum of 150 euros. That is, if the amount of goods in the parcel is 200 euros, then duty and VAT will be calculated at 50 euros, and an additional 15 euros will need to be paid (excluding excise tax). You can receive such a parcel at the customs post after paying fees, filling out a declaration and a special form.

What goods require a permit?

Some product groups cannot be transported without obtaining special permission, for example:

  • Medicines not registered in the country.
  • Audio products.
  • Removable media with text files.
  • Live animals, birds, fish or crustaceans.

  • Special types of plants listed in the Red Book.

What cannot be imported to Ukraine

The following property is prohibited from moving from other countries:

  • Substances with narcotic composition.
  • Munitions, weapons of mass destruction.
  • Chemical compounds that can ruin the environmental situation.
  • Pornographic magazines and videos.
  • Leaflets and printed materials calling for active military action.
  • Equipment that can cause death and their components.

Verification procedure

Depending on the type of verification, it can take place in several stages:

  • Comparison of a foreign passport with a database and the identity of a citizen crossing the Ukrainian border.
  • Carrying out a customs inspection - the vehicle and the property of the citizen himself are checked.
  • Verification of payment of customs duty or excise tax on surplus goods imported into the country.
  • Oral conversation about the purpose of the visit.

Customs control officers can choose one or another inspection method based on their personal considerations.

How much alcohol can you bring across the border?

There are currently no restrictions on exported alcohol. In other words, you can transport as many alcoholic beverages from the country as you like. But it is worth remembering that other countries also have certain restrictions on the transport of alcohol. There is a list of countries into whose territory it is impossible to transport alcohol under any pretext. These include:

For individuals, the permitted limit for transporting alcohol is 3 liters . In this case, the type of drink and its strength do not matter. The passenger can transport vodka, wine, tequila or other products. A volume of alcohol equal to three liters is not subject to taxes.

Customs Belarus - Ukraine (Border Crossing

The purpose of the goods is determined on the basis of the individual’s application, taking into account the nature and quantity of the goods, as well as the frequency of movement of goods across the border by this individual.

Customs clearance of goods not related to goods for personal use (regardless of the method of their movement) is carried out in a general manner, providing for: declaration of goods using the established customs declaration form, payment of the necessary customs duties, taxes and fees, performance of other customs operations provided for by law .

New customs rules for importing alcohol

Such instructions should be taken as informational only. Neither border guards, nor customs officers, nor airline representatives, nor representatives of any other government bodies or non-governmental organizations have any legal grounds to prevent the export of alcohol.

Moreover, if a two-channel system (red and green corridor) is installed at the checkpoint, then you must definitely go through the red corridor.

Restrictions on the import and export of alcohol

Countries that are part of the European Union are subject to common customs rules. Alcohol with a strength of more than 22% is allowed to be imported only from 20 years of age, and all other drinks are allowed for citizens over 18 years of age. You are allowed to import without taxation (1 item to choose from):

Each state has separate customs regulations, but there is not much difference between them. In the USA, the transport of alcohol is allowed only from those over 21 years of age and with a minimum limit of 1 liter of alcoholic beverages, regardless of strength. There are fines and other sanctions for non-compliance with the rules.

Declaration process

The declaration must be filled out if the quantity of goods or the amount of money exceeds the established minimum values for duty-free import into Ukraine.

The text of the declaration indicates the following information:

  • About the names of product groups moved across the border, their quantity and weight.
  • Vehicle parameters – make, model, color, engine size.
  • Customs regime data (for temporary import, with a residence permit, for sale on Ukrainian territory).
  • Information on the basis of which customs duty or excise tax will be calculated.

Other data relevant for customs control. The declaration will subsequently be used when leaving the country - to compare the inventory with the guest’s existing property.

New customs rules 2021 in Ukraine

How to cross the border correctly, according to the new customs rules of Ukraine 2019

Customs rules 2021 in Ukraine

New customs rules of Ukraine have been established and are effective from January 1, 2021. What can be imported and exported from the country, how much currency can you take with you, rules for importing currency, goods, food, medicines

, tobacco products, alcoholic beverages, items of historical and artistic value - read the answer to these and other questions in our article.

The new customs rules of Ukraine 2021 are the same for all types of entry into the country: by plane, by train, by car, by bus, by water.

When crossing the border at international ports, people themselves choose one of two types of border crossing: along the green or red corridor.

information carriers;.

Is it possible to bypass the rules?

Customs terminal employees are citizens like everyone else. They have a family, elderly parents who need to be looked after, cared for and supported. And all this requires money.

Of course, one cannot say unfoundedly that all employees of the Ukrainian border control service are bribe-takers, but many of them do not hesitate if guests offer them a small bribe for importing goods in slightly larger quantities than provided for by the Law. Therefore, they can, as they say, “turn a blind eye” to minor violations and let tourists through without a thorough check.

Groupage cargo

It is generally accepted that transportation as part of groupage cargo is very beneficial for customers and profitable for the transport companies themselves. If we talk about cargo transportation between Russia and the countries of Europe or Asia, then indeed each of the parties can receive a number of advantages from groupage cargo transportation. But at present, given the complex relationship between the two states, the sending of groupage cargo from Ukraine to Russia, as well as in the opposite direction, is no longer carried out as often as compared to the period before 2014.

However, some companies are still ready to fulfill such orders. The biggest problems are caused by the customs clearance procedure. Because of this, cargo carriers try to take consolidated cargo from no more than 3 to 4 clients. But even such measures do not solve the problem of a thorough and lengthy inspection process at customs posts. In some cases, consolidated cargo may be delayed by 5 - 7 days. It all depends on the specific circumstances and reasons why the customs service delays transport carrying clients’ cargo.

Therefore, it turns out that now full freight is often more profitable for clients. It is important to use groupage cargo when there is no increased urgency in delivery, the goods are not classified as perishable, and therefore the customer is willing to wait 5–10 days until the cargo goes through customs clearance procedures.

Features of customs on the border of Ukraine with other countries

Ukraine borders different countries, and the approach of customs and border guards to citizens of these countries varies.

For comparison:

Russia

Based on the decision of the Rada and the decree of the President of the country “On National Security...”, 1,230 citizens from Russia are completely prohibited from entering the country. Among them are prominent cultural figures, political leaders, and many businessmen. For now, the ban is valid for up to 3 years.

But for ordinary people who do not pose a threat to the state, that is, they do not publicly express a negative position about the Ukrainian regime, entry is still open.

Belarus

Although most residents of Belarus do not pose a security threat to Ukraine (the SBU did not include them on the list of unwanted guests), entry must comply with border crossing rules.

For example:

  • Be polite and present your items for inspection upon request.
  • Prepare entry documents and a declaration in advance if you are importing items in larger quantities that exceed their weight.

There is no need to joke with border guards - this may arouse suspicion and entry will be prohibited. You should behave calmly, without unnecessary emotions and statements.

Poland

The Polish-Ukrainian border is also an external border of the EU, so many people use this option to travel around Europe.

The requirements of the Schengen countries apply here, so the citizen must clearly justify some points:

  • Purpose of visiting Poland (or another European country).
  • Duration of visiting the country, and you will definitely need to present a reservation for temporary accommodation, return exit tickets, and prove the tourist’s financial support.
  • An important condition will be the absence of the guest’s data in the database of unwanted persons (SIS), that is, he should not pose a threat to the social and political system of the EU countries.
  • They will also require a valid biometric passport, a Schengen visa (it is not needed for Ukrainians) or another basis for entry.

Moldova

For citizens of the country, the innovations in the rules of customs border crossing with Ukraine are not yet in effect, since no official notification has been received from the Ukrainian side. Therefore, entry is allowed using ordinary foreign passports, but at the border, persons crossing the border will have their right fingerprints taken.

When leaving, they will be checked against the available database data. However, the Interpol database will be checked to determine if the person is wanted.

Romania

The country is part of the Schengen zone, therefore, upon entry, EU rules apply:

  • Citizens of other countries require a visa to any EU country with a return date, or a multi-visa. Its absence is often the reason for refusal to enter Romania. Ukrainians do not need it.
  • It is also necessary to declare all things that are in the tourist’s luggage. What is in hand luggage does not need to be declared.
  • If a Ukrainian has an old-style international passport, then a visa is required.
  • If you plan to enter by personal car, then you need to purchase a vignette - a kind of payment for travel on Romanian roads. However, this is not the usual paper receipt, but a virtual document, information about it is contained in the database when crossing the Romanian border.

Although the customs rules of other states are not much different from the rules for crossing the border of Ukraine 2021, in any case you need to know them in order to easily get into a neighboring state.

What can and cannot be imported

There are certain customs regulations for the import of certain goods. A Russian tourist can bring to Ukraine without paying a duty:

  • personal hygiene items;
  • perfumes (100 ml) and eau de toilette (500 ml);
  • personal jewelry;
  • mobile phone (no more than 2 pieces);
  • video camera, laptop (2), e-book, etc.;
  • no more than 2 musical instruments (portable);
  • disks, cassettes;
  • baby stroller, skis, etc.

If a tourist arrives in a personal car, he is required to confirm ownership of the vehicle. As for the transportation of alcohol, Ukrainian customs also has its own restrictions. Firstly, only an adult citizen of Russia can transport any alcohol across the border. Secondly, he can take with him no more than 1 liter of vodka or other strong drink, 2 liters of wine or 5 liters of beer. You can bring more alcohol, but you will have to pay duty at customs.

Tobacco products are also subject to some restrictions. An adult tourist can bring only 200 cigarettes, 50 cigars or 250 grams. tobacco Anything above the norm must be included in the declaration and tax must be paid. Individuals can also import medicine. But the following volumes should be taken into account:

  • no more than 5 packages per person;
  • or no more than the amount specified in the prescription by the doctor.

The list of prohibited items includes:

  • narcotic and psychotropic drugs;
  • weapons (cold steel, firearms);
  • radioactive, toxic and explosive substances;
  • some types of printed publications (pornographic, war propaganda, etc.);
  • other items for which the appropriate permit has not been obtained.

They are strictly forbidden to be transported, therefore responsibility for violating the rules is appropriate.
To transport, for example, a gas canister, you must obtain permission from the Ministry of Internal Affairs of Ukraine. As for the import of pets, according to the general rules, the pet must be vaccinated, and the owner must have the appropriate certificate. Customs cannot prohibit the transportation of animals if the owner complies with all the rules. Those who come from Europe, the USA, etc. have the least problems crossing the Ukrainian border. But Russian citizens often face various restrictions. Most often, problems at customs arise with food products. The order not to allow Russian goods through leads to customs officers confiscating all food products at many checkpoints.

The ban is official. By the way, customs can easily reject alcohol and even cigarettes. Customs may allow some products, such as baby food, to be processed. But you need to prove that it is not subject to sale.
