What is FMS?
The Federal Migration Service (this is what the abbreviation FMS stands for) is an executive body whose tasks included control, supervision and provision of public services in the field of migration. In addition to providing services to foreigners, the authority also issued foreign passports to Russians. The letters FMS designated individual divisions of the service - the Office of the Federal Migration Service.
The FMS existed in Russia from 2004 to 2021 . However, from June 1, 2021, the Federal Migration Service of Russia was abolished by Decree of the President of the Russian Federation No. 156.

There is an opinion that the reason for the disbandment of the service was the lack of powers to search and detain illegal migrants, the flow of which was increasing. FMS employees had to constantly resort to the help of the Ministry of Internal Affairs (MVD). The heads of the service often made proposals to allow FMS inspectors to independently conduct operational-search activities and carry weapons. However, the decision to disband a separate migration agency and transfer all its functions to the Ministry of Internal Affairs, within which the Main Directorate for Migration Issues of the Ministry of Internal Affairs of the Russian Federation was formed, turned out to be more economically profitable .
Under whose control did the functions of the Federal Migration Service come?
The receiver of the department is now the Main Directorate for Migration Issues (GUVM MVD). This is a division of the Ministry of Internal Affairs of Russia, existing as a structure operating independently under the central apparatus of the Ministry of Internal Affairs in the field of migration with the right to implement state policy in this segment: implementing measures to combat crime, audit and control functions, as well as supervision and provision of public services. In addition, the Main Directorate for Migration Affairs of the Ministry of Internal Affairs is fighting the growth of illegal immigration. Reports to the Minister of Internal Affairs.
Previously, the Federal Migration Service was already under the control of the Ministry of Internal Affairs and the return of this position did not become a fundamental change for the population. The Main Directorate for Migration Issues of the Russian Ministry of Internal Affairs is a body that took over the powers of the FMS and is now responsible for control, supervision and provision of public services in the field of migration.

What documents can be issued at the Main Directorate for Migration of the Russian Federation?
The most popular services of the main department are: issuing and replacing a passport, as well as registration at the place of residence or stay. In the departments of the migration department, you can issue both a passport of a citizen of the Russian Federation and a foreign passport.
The issuance and replacement of an internal Russian document is carried out in the following cases:
- The onset of 14 years of age;
- Reaching 20 or 45 years of age;
- Change of surname, name, patronymic; gender; strong change in appearance;
- Damage or loss of passport;
- Correction of previously made mistakes.
You can receive a Russian passport for the first time or replace it in any department of the Main Directorate for Migration Affairs, regardless of your place of residence, within 30 calendar days from the date of the occurrence of a legally significant event.
The General Directorate also issues and replaces international passports due to expiration. You can issue an old-style document at any department of the Main Directorate for Migration. A new format international passport with biometric data is currently being issued in individual territorial divisions, a list of which can be viewed on the official website.

Obtaining citizenship
Citizenship is also issued at the migration departments. The reasons for obtaining it are:
- Birth on the territory of the Russian Federation;
- Application from a citizen who has renounced the citizenship of another state, has a residence permit, complies with the laws of the country and has a permanent source of income;
- Participation in the resettlement program.
Registration of citizenship of a newborn is carried out on the basis of an application from the parents and the provision of the original birth certificate. A general and simplified procedure has been developed for foreigners to obtain citizenship. In the second case, restrictions on the minimum period of residence in the Russian Federation are lifted. Simplification of the procedure is allowed if a person speaks and writes Russian well, has close relatives or parents who are citizens of our country.

How to check the authenticity of a temporary residence permit
The authenticity of the document is checked by employers who employ foreign citizens. Checking the temporary residence permit is no less important for the immigrants themselves. This is necessary for further registration of a residence permit and Russian citizenship.
The authenticity of the permit is checked on the website of the Migration Office. To do this, go to the information services section and enter the serial number of the temporary residence permit and valid passport in the appropriate fields, and indicate the type of activity.
Please note: a temporary residence permit becomes invalid if you do not register with the Ministry of Internal Affairs at your place of residence within 7 days after receiving an affirmative response to the issue.
An immigrant has the right to apply for verification of the authenticity of the permit to the GUVM office at the place of registration.

Refugee ID
