Obtaining Russian citizenship for an Armenian citizen by birth

A temporary residence permit is issued for a period of three years. In accordance with the Federal Law “On the Legal Status of Foreign Citizens in the Russian Federation” dated July 25, 2002.

N 115-FZ A temporary residence permit can be issued to a foreign citizen within the quota approved by the Government of the Russian Federation.

The law defines the categories of foreign citizens to whom a temporary residence permit can be granted without taking into account the quota.

Obtaining Russian citizenship for a citizen of Armenia

In particular, the law was supplemented with Chapter VIII.1 “Regulation of the legal status of certain categories of persons located on the territory of the Russian Federation.” This chapter defines the conditions and procedure for admission to the Russian Federation for certain categories of persons located on the territory of the Russian Federation.

These persons include: a) capable persons who were in the USSR on September 5, 1991, who arrived in the Russian Federation for residence before November 1, 2002, who did not acquire citizenship of the Russian Federation in the prescribed manner, if they do not have citizenship of a foreign state and a valid document , confirming the right to reside in a foreign country; b) capable children of the persons specified in paragraph “a” of this part, who have reached the age of eighteen years, if they do not have citizenship of a foreign state and a valid document confirming the right to reside in a foreign state; c) children of the persons specified in paragraph “a” of this part who have not reached the age of eighteen years (hereinafter referred to as minor children), if they do not have a foreign state and a valid document confirming the right to reside in a foreign state; d) incapacitated adults who are under the guardianship of the persons specified in paragraph “a” of this part, if they do not have a foreign state and a valid document confirming the right to reside in a foreign state; e) persons who had citizenship of the former USSR, who received a passport of a citizen of the Russian Federation before July 1, 2002, who were subsequently not determined to have citizenship of the Russian Federation by the authorized body in charge of matters of citizenship of the Russian Federation, who have citizenship of a foreign state, provided that they do not have them with a valid document confirming the right to reside in a foreign country.

Thus, admission to citizenship implies, in addition to the person filing an application, the fulfillment of certain conditions (continuity of legal residence on Ukrainian territory for a certain period, proficiency in the state language, availability of financial sources, absence of another state, etc.). Conditions vary depending on the specific case. Therefore, to save effort and time, it is advisable to contact a professional company that will provide the necessary clarifications and advice and assist in the preparation of documents.

Instructions for receiving

To return citizenship or apply for it for the first time, you need to collect the entire list of papers presented below:

  1. Application form. All fields are required. Those columns in which a person has nothing to indicate are marked with dashes. You need to fill it out in neat handwriting, preferably in block letters. The following are not acceptable: abbreviations, corrections, strikethroughs, false information.
  2. Write your biography on A4 sheet in free style. Unacceptable: obscene language, strikethroughs and corrections. At the end of the autobiography, a date and a signature with a transcript are affixed.
  3. Foreign identification document and copies of all sheets, including blank ones.
  4. Photo in color, size 35x45. The background is light. The clothes are strict. Minimum accessories.
  5. Marriage certificate and its photocopy. They may also require birth certificates for children, if available.
  6. If a person is married, then it is necessary to provide the passport of the second family member. In its absence, a certificate from the passport office confirming the identity of the spouse.

  10. Receipt of payment of the state fee for the provision of services.

The procedure for submitting documents is simple. If you have a complete package of documents, you need to contact the Embassy in another state if it is located outside the country. In Armenia, a person can visit the migration service. Let's consider a step-by-step algorithm for the further process:

  1. The documentation goes to the Department for review.
  2. The next authority is the Ministry of Foreign Affairs.
  3. After review, the Ministry of Foreign Affairs submits the package of papers to the National Security Department.
  4. If the security service has not found any reasons for refusal, then the document is transferred to the team of the President of the Republic, who will have to sign the petition. It is at this stage that the applicant receives notification that the documents are being verified in the form of a registered letter or through the contact he indicated in the application.
  5. After the decree is issued and signed by the President, a document is drawn up confirming the assignment of citizenship.

The applicant is summoned to receive this document, where he is obliged to take an Oath to the people and the state. Even before receiving, information about the change of citizenship of a given person is sent to the departments that keep records of the population.

More than 80 countries in the world give citizens of the named country the right to visit their territory without a visa or provide it upon arrival. Also, since the beginning of 2015, the procedure for obtaining visas to the United States of America has been significantly simplified for citizens of the Republic.

Persons who have an Armenian passport, as well as citizens of other countries who are of Armenian origin, cannot visit the Republic of Azerbaijan. The authorities of this country do not provide them with guarantees of safe stay, as a result of which entry into its territory is prohibited for them.

There are countries where a mandatory visa requirement is to have a health insurance policy. Armenia is not one of them. However, going on a tour without health insurance is, at a minimum, not responsible. And we are talking not only about saving money, but about receiving timely help if health problems arise while staying in a foreign country.

Persons who have the opportunity to obtain Armenian citizenship

There is a list of persons who have the right to receive an Armenian passport and citizenship of this Republic. It includes:

  • Residents of a foreign country who entered into an official marriage with citizens of Armenia.
  • Parents of a child who has Armenian citizenship (if he was born in the country).
  • Ethnic Armenians.
  • Persons who have been awarded Armenian citizenship for special services to the country. For them, an application is submitted by an employee of a special government structure.

The latter do not have to fulfill the requirements for obtaining citizenship:

  1. Lived in Armenia for the last three years.
  2. Know the Constitution of the country.
  3. Know the Armenian language.

Currently, an agreement on a visa-free regime has been concluded between Russia and the Republic of Armenia. Citizens of these countries also do not need to present a foreign passport when crossing the border.

What is the difference in the validity period of a foreign passport for different countries in 2021?

If the validity period of your foreign passport for departure is short, you may simply be denied a visa, and it does not matter whether you receive it at the consulate or are going to apply for it upon arrival. Moreover, for citizens of different states this “margin of safety” may be different, depending on the existing international agreements of the country of your citizenship with the country of visit.

We all know that two types of documents are currently issued - old and new, and they differ, in particular, in their different service life. If a regular passport can be used for five years, then a biometric passport can be used for ten years. On the page with your personal data there is the date the document was issued, as well as the date until which it is formally valid.

Double citizenship

The legislation of the Republic of Armenia approves dual citizenship.

Holders of two passports have the rights of ordinary Armenians. They are subject to the duties and responsibilities prescribed by the state.

If an Armenian citizen becomes the holder of a second passport, he must notify an employee of the relevant government agency about this. This is mandatory, since those who violate this rule will be punished.

Documents required to obtain citizenship and passport

A capable person who has reached the age of 18 can become a citizen and holder of a passport of Armenia. At the same time, he must have lived in the territory of the state for at least 3 years, know the contents of the Constitution, and also speak the language. To obtain citizenship, you need to collect and submit to the police (visa and passport department) the necessary documents:

Why can you get rejected?

The following candidates will receive a categorical refusal:

  1. Criminals.
  2. Persons who are dangerous to society.
  3. Persons on the wanted list.
  4. Agents and intelligence officers of other states.
  5. Persons suspected of being members of prohibited organizations.
  6. Those who provided false information or forged documents.

On a note! A person always has the right to provide evidence that these accusations are unfounded.

Double citizenship

It has long been officially allowed to have dual citizenship. A similar agreement was also concluded between Armenia and Russia. When applying for a second citizenship, you need to understand that standard selection criteria will be applied and the grounds for the application will be examined. The main condition is permanent residence in the territory of the republic and knowledge of the language. If, for example, a person constantly moves from one country to another due to his professional activities, then this will not be a basis for refusal. The procedure will go much faster if evidence is provided that there are direct relatives on Armenian territory.

Most people acquire citizenship at birth, but in other circumstances, it is possible to regain lost status or apply for recognition of a person's right to become a citizen of Armenia. The main points of this process: desire, knowledge of the language and the Constitution of the republic, the availability of documents that prove family ties with residents of this state or the provision of other important papers that will serve as the basis.

Exclusive citizenship of Armenia for investment in the country's economy

This type of issuance of an Armenian passport with the opportunity to become a full-fledged citizen of the state is available to business visitors who invest in the development of certain economic sectors. Investments in the South Caucasus state are considered “exceptional merits”, for which the president of the country can sign a decree on registration of citizenship without additional requirements and lengthy collection of documents.

An Armenian passport can be obtained without preliminary checks - documents are submitted directly to the Prime Minister's Office without going through interdepartmental committees dealing with immigrants.

The advantages of obtaining citizenship by investment:

  • no need to pass a constitutional knowledge test;
  • there are no requirements for mandatory knowledge of the Armenian language;
  • there are no constant checks by the immigration service to monitor the compliance of the actions of the immigrant investor with immigration laws.

In legal practice, refusals to obtain citizenship by residents of the countries of the Middle East, Asia, and Africa are more common. Thus, citizens of Iran, Iraq and some other countries, as a rule, can receive an Armenian passport only for exceptional merit, that is, for investing in the state’s economy with the creation of new jobs. You will need qualified legal assistance, which we are ready to provide to all immigrants considering Armenia as a country for permanent residence (our team has already managed to obtain a passport for an Iranian resident in just a month and a half for investment and job creation).
