Officially, ordinary tourists are not allowed to drive their own car to Russia from Belarus. Only the checkpoint at Minsk airport and the pass at the railway border are operational. Citizens of both countries have difficulties crossing the border.
There has not yet been any official information about the full opening of land borders between countries.
The Russian border service does not allow Belarusians who are traveling by car and have no reason to enter Russia during the pandemic: treatment, caring for close relatives, truck drivers and others.
Documents for minors
When traveling with a child, you must have a birth certificate with you. The child must also be included in the parent’s passport or have his own passport. If a child is traveling accompanied by one of the parents or third parties, a notarized power of attorney from the remaining parent (or both parents) for export is required.

When traveling by bus or car, you will still see a border checkpoint; registration of vehicles upon entry into the country is necessary. Since the fall of 2011, only weight control of trucks has been carried out on the border between Russia and Belarus.

Duration of presence and stay of Belarusians in Russia without registration
Citizens of Belarus have the right not to register with the competent authorities of Russia at their place of stay for 30 days from the date of entry.
Migration registration
The employer is responsible for registering Belarusian citizens who come to Russia to work. If a citizen of the Republic of Belarus is in the Russian Federation for another purpose, then you need to register at the hotel.
Temporary registration at the place of stay
To register, a citizen of Belarus must contact the territorial Main Directorate of Internal Affairs.
After registration, the permitted period of stay in Russia is 90 days.

Restrictions on air travel from Belarus to Russia
Citizens of Belarus, Armenia, Kazakhstan and Kyrgyzstan are obliged to:
- Pass PCR testing no later than 72 hours before arriving in Russia. This also applies to transit passengers!
- Upload test results to the “Travel without COVID-19” application. The application finds the nearest medical institutions where you can get tested for coronavirus before departure. After a person passes the PCR test, the research results are uploaded to the application in the form of a QR code. When crossing the border you need to scan it.
- Upon arrival, provide a completed form for those arriving on flights to Russia to cross the border (the form must be completed on board, in Russian or English)
Foreign citizens are obliged:
- Pass PCR testing no later than 72 hours before arriving in Russia. This also applies to transit passengers!
- Present test results in electronic or printed form before boarding the flight.
- Upon arrival, provide a completed form for those arriving on flights to Russia to cross the border (the form must be completed on board, in Russian or English)
Citizens of Russia are obliged to:
- Fill out on the Unified Portal of State and Municipal Services (hereinafter referred to as EPGU) the form for those arriving on the territory of the Russian Federation in electronic form “Registration of those arriving in the Russian Federation” before departure to the Russian Federation (when purchasing a ticket, but no later than check-in for the flight);
- Within three calendar days from the date of arrival on the territory of the Russian Federation, undergo a laboratory test for COVID-19 using the PCR method, as well as repeated testing within up to five calendar days and post information about the result of the laboratory test for COVID-19 using the PCR method in the EPGU by filling out the form “Providing information on test results for a new coronavirus infection for those arriving in the Russian Federation.” The interval between the first and repeated laboratory tests for COVID-19 using the PCR method should be at least 24 hours. Until the results of the study are obtained, it is necessary to observe the self-isolation regime;
Restrictions on rail travel from Belarus to Russia
Citizens of the Republic of Belarus, as well as foreign citizens who have the right to permanent residence in the Republic of Belarus, can travel to the Russian Federation by rail.
Citizens of Belarus are obliged to:
- Pass PCR testing no later than 72 hours before arriving in Russia. This also applies to transit passengers!
- Present test results in electronic or printed form before boarding.
- The exceptions are children under the age of five (with a certificate from accompanying persons), members of government delegations upon returning to the country of citizenship, members of locomotive crews and persons associated with transportation activities on railway transport.
Citizens of Russia are obliged to:
- Fill out on the Unified Portal of State and Municipal Services (hereinafter referred to as EPGU) the form for those arriving on the territory of the Russian Federation in electronic form “Registration of those arriving in the Russian Federation” before departure to the Russian Federation (when purchasing a ticket, but no later than check-in for the flight);
