Of course, we were looking for an official base, directly from government agencies. But no traces were found. Various experts at different times assured that the official reference book:

  • there is, but it's a state secret;
  • absent in nature;
  • there is, but it’s not about our honor.

Crowdsourced compilation of the directory

Finally, the pressure has reached the point where you really want to solve the problem. Even if you don’t really understand how to approach it.

And we thought: if the problem bothers everyone, why not deal with it through joint efforts. Anyway, try it. And if nothing works out, we will simply be left without a reference book, which did not exist anyway.

Naturally, when you collect something with the whole world, the result must be shared with the whole world too. Therefore, we immediately decided that we would open the collected data.

The idea started on Habr somehow unexpectedly vigorously. First, we were sent codes and names of departments of the Federal Migration Service via a form. Some one at a time, some in batches. Thanks to everyone who took the time to enter all this!

And then the heavy artillery began to work. People started writing in PM, offering databases of tens of thousands of lines completely free of charge and kindly.

But we cannot say that we immediately received ready-made and structured data. People have submitted codes and titles in very different formats and with varying quality. But we achieved the main goal - we got the base, the meat. You can work with this.

We cleaned the data that was sent to us

So, we had to clear everything that we had collected: hundreds of thousands of lines with divisions of the Federal Migration Service of Russia, as well as other departments of the Ministry of Internal Affairs. And we cleaned it up - with bitter words, regular expressions and Python.

Reduced to one name format. There were especially many discrepancies in the names. Just one example is the “No” symbol. Somewhere it was installed, and somewhere it wasn’t.

In one entry - “TP No. 1 IN THE CITY OF KHIMKI...”, in the other - “MRO 4 OF THE FMS OF RUSSIA IN THE ALTAI REGION”.

We found out that in “live” passports the number icon is written, and we added it everywhere. And there are tons of such subtleties and little things, I won’t bore you with them.

Years of issue have been removed. Initially, we collected the year the passport was issued, this can be seen in the picture with the form. Because they knew that over the years, departments sometimes change their names while maintaining the code.

But it turned out that the largest of the sent databases did not have years - only the name and number of the unit. I had to decide:

  • reduce the final directory to divisions for which there is a year. This would take a heavy toll on completeness;
  • clear out the years and display codes and names of departments in tooltips.

We took the second path to get a richer reference book.

As a result, “Hints” sometimes show several options for one code - simply because the unit was called differently in different years.

Several names using the same code are no problem. The user just needs to select from several prompts the option indicated in the passport

We got the necessary records very easily - we generated them. We simply added another name option for each collected code - with the main department of the Ministry of Internal Affairs for the region.

  1. It’s as easy as shelling pears to understand which region the unit is located in—look at the first two digits of the code.
  2. The names of the main departments of the Ministry of Internal Affairs in the regions were mostly sent to us. Some were added manually - fortunately there are not so many subjects.

We reduced the types of units to abbreviations. The same units are written differently in passports: sometimes with abbreviations, and sometimes without.
