A medical examination for a temporary residence permit is a mandatory procedure for all foreign citizens wishing to work or live in Russia. In accordance with the legislation of the Russian Federation, when applying for a temporary residence permit, they are required to undergo an examination and provide the relevant medical report to the Federal Migration Service. Let's start with the fact that a foreigner comes to a medical examination in person and takes with him a referral for a medical examination of foreign citizens from the Federal Migration Service and several of his documents, which were mentioned above.
If a foreign citizen does not speak Russian well, an interpreter must be invited to the medical examination. During the medical examination, migrants are required to provide reliable information about their state of health and about existing and past diseases.
If, during a medical examination, a foreigner is diagnosed with diseases related to the list of infectious diseases in accordance with Government Decree No. 188 of April 2, 2003, the foreigner will be required to contact a specialized medical institution for further examination and treatment.
Also, before taking a urine test, it is prohibited to use drugs that contain psychotropic, narcotic, hypnotic, analgesic, tranquilizing, bronchodilator, or antitussive substances.
If a foreign citizen takes such substances regularly, he must notify doctors about this and provide them with a prescription from the attending physician stating the purposes for prescribing these medications.

Where do “legs grow” from?
Since January 1, 2015, a medical report on the health of a foreign citizen has been part of the list of mandatory documents, but this is not a spontaneous decision of our government, but an effective measure used in many countries to control diseases. Should I rush through registration?
The answer is unequivocal - yes. The Federal Migration Service recommends obtaining a certificate and submitting it together with documents for obtaining a work or temporary residence permit. Otherwise, all permits issued by the migration service will be valid for only 30 days. This means that this difficult process of obtaining permits will have to be repeated in the near future.
Where to apply?
It's up to you to decide, of course. But it is necessary to keep this in mind. There are only two legal ways to obtain a certificate. The first is to go to a public clinic or dispensary. This is the most economical option from a financial point of view, but you need to be prepared to spend time in queues to see specialists and waiting for test results. The second is to use the services of private clinics officially licensed to examine foreign citizens. Their service is usually conscientious, and you don’t have to worry about wasted time. And the prices for this service, in conditions of great competition, do not differ much from each other and are slightly higher than the price in government agencies. Some clinics provide services for delivering a completed certificate to the client’s address; of course, this costs some money, but you have to pay for the comfort.
“What” are they checking for?
Such a medical certificate for the migration service will, without a doubt, contain conclusions about the absence of infectious diseases that pose a danger to others. All FMS certificates for foreign citizens are issued only after passing a full examination. The list of these diseases was adopted by a decree of the Russian government in 2003.
This list includes:
- HIV;
- Syphilis;
- Chancroid;
- Hansen's disease;
- Chlamydial;
- Lymphogranuloma;
- Tuberculosis.
In a situation where, during screening, a fatal disease is discovered in a migrant, he will be denied a permit, or permits previously issued will be cancelled.
