Medical examination for foreign citizens

Every foreigner applying for a work patent, temporary residence permit, residence permit or Russian citizenship is required to undergo a medical examination for foreign citizens and obtain a conclusion on the results of a medical examination of foreign citizens intending to live or work in Russia for submission to the Federal Migration Service.
Thus, medical examinations of foreign citizens make it possible to identify diseases dangerous to others and to protect the health of citizens of the Russian Federation and other persons with whom a foreigner could potentially come into contact during his stay in Russia.

Important!

The FMS accepts a medical report based on the results of an examination of a citizen only from state-authorized medical institutions. Accordingly, foreign citizens must undergo a medical examination exclusively in healthcare institutions that have the right to issue medical certificates for the FMS.

A list of institutions where foreign citizens undergo medical examinations will be presented below.

A medical examination for a temporary residence permit is a mandatory procedure for all foreign citizens wishing to work or live in Russia. In accordance with the legislation of the Russian Federation, when applying for a temporary residence permit, they are required to undergo an examination and provide the relevant medical report to the Federal Migration Service. The absence of a medical certificate or the identification of dangerous diseases during a medical examination is a reason for refusal to grant the right to reside and work in the Russian Federation.

The need to obtain a medical certificate for a temporary residence permit is established by the Law “On the Legal Status of Foreign Citizens in the Russian Federation.”

The medical examination for the temporary residence permit will take some time, so it is advisable to deal with this issue in advance, in the process of collecting the full package of documents.

Tests and doctors required to obtain a medical certificate for a temporary residence permit

The list of basic necessary tests has been approved by law:

  • Blood test for HIV infection (AIDS)
  • Blood test for syphilis
  • General clinical urine analysis (CUC)
  • General clinical blood test (CBC)
  • Urine analysis for the presence of psychotropic substances
  • Fluorography (FLG).

In addition to the above studies, smears for sexually transmitted infections can be performed. In addition, at the discretion of the physician, the candidate may be referred for additional tests.

During the medical examination, it is also necessary to undergo examination by a dermatovenerologist, phthisiatrician and narcologist.

Diseases that cause refusal

A foreign citizen will be denied a temporary residence permit if the following diseases are detected:

  • HIV
  • Tuberculosis
  • Leprosy (or leprosy)
  • Sexually transmitted infections (sexually transmitted diseases).

  • Passport (you may need to have it translated into Russian)
  • Migration card
  • Certificate of registration with the migration service.

After successfully completing the entire scope of examinations, a foreign citizen receives a medical report on his state of health, as well as a certificate of absence of HIV infection. These certificates are provided to the FMS when submitting an application for a temporary residence permit along with the main package of documents.

The procedure for medical examination of foreign citizens and medical examination for the Federal Migration Service

Let's start with the fact that a foreigner comes to a medical examination in person and takes with him a referral for a medical examination of foreign citizens from the Federal Migration Service and several of his documents, which were mentioned above.
If a foreign citizen does not speak Russian well, an interpreter must be invited to the medical examination. During the medical examination, migrants are required to provide reliable information about their state of health and about existing and past diseases.

If, during a medical examination, a foreigner is diagnosed with diseases related to the list of infectious diseases in accordance with Government Decree No. 188 of April 2, 2003, the foreigner will be required to contact a specialized medical institution for further examination and treatment.

Also, before taking a urine test, it is prohibited to use drugs that contain psychotropic, narcotic, hypnotic, analgesic, tranquilizing, bronchodilator, or antitussive substances.

If a foreign citizen takes such substances regularly, he must notify doctors about this and provide them with a prescription from the attending physician stating the purposes for prescribing these medications.

All about the FMS medical certificate for foreign citizens in the Russian Federation

Without a certificate, it is impossible to submit documents to the Federal Migration Service; of course, you cannot register.

Where do “legs grow” from?

Since January 1, 2015, a medical report on the health of a foreign citizen has been part of the list of mandatory documents, but this is not a spontaneous decision of our government, but an effective measure used in many countries to control diseases. For example, in America, Canada, Australia and Spain, this practice has been successfully working for decades.

Should I rush through registration?

The answer is unequivocal - yes. The Federal Migration Service recommends obtaining a certificate and submitting it together with documents for obtaining a work or temporary residence permit. Otherwise, all permits issued by the migration service will be valid for only 30 days. This means that this difficult process of obtaining permits will have to be repeated in the near future.

Where to apply?

It's up to you to decide, of course. But it is necessary to keep this in mind. There are only two legal ways to obtain a certificate. The first is to go to a public clinic or dispensary. The list of authorized institutions can be found on the website of the Office of the Federal Migration Service. This is the most economical option from a financial point of view, but you need to be prepared to spend time in queues to see specialists and waiting for test results. The second is to use the services of private clinics officially licensed to examine foreign citizens. Their service is usually conscientious, and you don’t have to worry about wasted time. And the prices for this service, in conditions of great competition, do not differ much from each other and are slightly higher than the price in government agencies. Some clinics provide services for delivering a completed certificate to the client’s address; of course, this costs some money, but you have to pay for the comfort.

“What” are they checking for?

Such a medical certificate for the migration service will, without a doubt, contain conclusions about the absence of infectious diseases that pose a danger to others. All FMS certificates for foreign citizens are issued only after passing a full examination. The list of these diseases was adopted by a decree of the Russian government in 2003.

This list includes:

  • HIV;
  • Syphilis;
  • Chancroid;
  • Hansen's disease;
  • Chlamydial;
  • Lymphogranuloma;
  • Tuberculosis.

In a situation where, during screening, a fatal disease is discovered in a migrant, he will be denied a permit, or permits previously issued will be cancelled. If the disease identified in the patient is subject to treatment, it is necessary to undergo treatment at your own expense, and then apply for a certificate again.

Who will need to be visited?

To obtain a medical document, you must undergo an examination by such doctors as:

  • Therapist;
  • Dermatovenerologist;
  • Psychiatrist-narcologist;
  • Phthisiatrician

In addition, for the examination you will need to take tests (urine - general, blood - HIV and hepatitis) and present a fluorography photograph taken no more than a year ago. By the way, a blood test for HIV, in case of a negative result, will be confirmed by a special certificate with watermarks, which is valid for 3 months. The certificate is paid additionally and is required.

What should you take with you when asking for information?

A foreigner must have with him:

  • Passport (with a certified copy of a translation into Russian, or a document replacing a passport);
  • FMS document confirming migration registration;
  • Already received permits from the Migration Service (if received previously).

An additional aspect is that migrants who do not speak Russian must undergo a medical examination with a representative who speaks Russian.

What is the result?

The foreigner receives one medical certificate and one certificate. There is information about the latter in the text above. The certificate contains information about the results of an examination by medical specialists. These documents are sufficient to confirm your health status.

INFORMATION PAGE OF THE WEBSITE OF THE MIA OF THE RF DEDICATED TO THE IMPLEMENTATION OF MIGRATION REGISTRATION OF FOREIGN CITIZENS

The second stage (RVP) is the most difficult, takes a lot of time and takes a lot of effort. Before you start making a temporary residence permit, you must come to the main department of the OVM (III Internationala Street 116, room 21-23) and register. They must put a stamp in the migrant’s book “Registered” and take away the envelope given to you when the certificate itself was issued at the consulate. Then you can proceed to the next difficult steps of obtaining Russian citizenship.

What is RVP?

A temporary residence permit is a document granting a foreign citizen or stateless person the right to reside in the country for three years.

As soon as you receive a temporary residence permit and then register, you can leave and enter the territory of the Russian Federation without filling out a migration card, and there is no need to do temporary registration. With the acquisition of a temporary residence permit, you can officially find a job.

Please note that you can apply for a temporary residence permit directly in your homeland (not in all countries, this needs to be clarified at the consulates or representative offices of the Ministry of Internal Affairs), if this is possible (to issue a temporary residence permit in your homeland), then, after approval of the application for a temporary residence permit, You need to arrive in Russia, get a temporary residence permit stamp in your passport, and then you can apply for citizenship. Find out more from the migration department or the Russian consulate.

In August 2021, it became known that a law signed by President Putin came into force, according to which the procedure for granting a residence permit in Russia to refugees from Ukraine has been simplified (instead of a temporary residence permit, they can receive a residence permit in a simplified manner and then apply for citizenship under the program) who have left it territory due to the civil war in Donbass, political persecution, released from Ukrainian prisons where they were imprisoned for “separatism,” or released as a result of an exchange for Ukrainian prisoners of war. What does this give to the citizens of Ukraine? These changes allow you not to wait for quotas for temporary residence permits, but to immediately, by becoming a participant in the Compatriot program, legalize yourself on the territory of Russia as people enjoying many rights with the status of a residence permit, except for one right that citizens of the Russian Federation have - the right to participate in elections .
