Renunciation of citizenship
Paperwork from persons applying for Russian citizenship is carried out by submitting the following documents to the consular department:
- 2 photos measuring 4x6 cm;
- passports of all applicants and birth certificates for minors in the original and copies;
- confirmation of marriage and divorce, death of a spouse with Russian citizenship at the time of filing the application;
- a check for payment of the consular fee for the provision of services in the amount of 135 dollars in ruble equivalent;
- consent of children aged 14 to 18 years;
- permission from parents or legal representatives to renounce the child’s Kyrgyz citizenship.

Double citizenship
According to the constitutions of countries and according to the international cooperation agreement, dual citizenship is allowed. These provisions have not been extended for 2021. In this regard, it is possible to obtain only a second citizenship. This means that Russians can keep their Kyrgyz passport. In this case, foreign citizens will have to renounce citizenship of their country of origin in favor of Russia.
You can lose your Kyrgyz citizenship only by order of the President of the Republic. In fact, a person can only provide an extract from registration at the place of residence in Kyrgyzstan; accordingly, due to the absence of a violation of the order of residence, sanctions in the form of deprivation of the right to citizenship are not accepted by the head of state.

Only certain categories of migrants from Kyrgyzstan can apply for this method of naturalization:
- having close Russian relatives. These include parents, children and spouses;

The requirements for such migrants echo the grounds stated above. This, in particular, is the presence of a close relative who is a citizen of the Russian Federation or residence in the Kyrgyz SSR and citizenship of this republic in the past. That is, the terms of the quadripartite agreement are actually duplicated in the list of grounds for “simplification” adopted in 2021.
Important: the simplified procedure for obtaining Russian citizenship for citizens of Kyrgyzstan does not eliminate the need to obtain a temporary residence permit and residence permit. Its advantage is that you can submit documents for naturalization immediately after obtaining a residence permit, and the decision-making period is reduced from 1 year to 3 months.
